PROUD PARENTS

His late father Mr. Rolando Rivera Sr. was a former Tribal Chieftain and Tarlac Provincial Chieftain

He is an unsung IP Hero of Tarlac who was ambushed in 1981 while fighting for the rights of IPs specially over their ancestral domain

His father initiated IP Education by supporting scholars to state colleges, universities; construction of IP school building; and recommending the prioritizing IPs in teaching positions plantilla

His loving mother Ms. Felicitas Loreto Manuel was a retired dedicated, committed, intelligent and passionate teacher now commonly called Apong Loring

Comm. Roland is 5th of the 8 siblings

Comm. Roland graduated in elementary level as 1st Honorable Mention at San Juan de Valdez Elementary School in 1976;

He also graduated in high school as an Abelling Tribe Scholar in 1980 at Tarlac College of Technology

He finally graduated college with a course Bachelor of Science in Aircraft Maintenance Engineering as Student Leader of the Year at PAF College of Aeronautics Basa Air Base Pampanga;

EDUCATIONAL ATTAINMENT

He also took Post Graduate Studies at Asian Seminary of Leadership with Doctor of Humanities (Doctor of Humanities Honaris Causa)

He also graduated Master of Public Administration (MPA) and Doctor of Public Administration (DPA); and

Bachelor of Laws (2 years) at New Era University College of Law

B. WORK

EXPERIENCES

Comm. Roland started from a HUMBLE BEGINNING until REACHING THE TOP as Consultant and two (2) times Commissioner of NCIP

His work experiences started when he was studying as a Student Council President, Working Student, Youth Leader, Student Scholar, Messenger, Janitor, Houseboy, Dish Washer, Delivery Boy etc.

After school he started simple community work as an IP Farmer, Tribal Leader, Volunteer Worker, Laborer/Construction Worker, Caller/Conductor of Passenger Jeep, Merchandiser, Lay Leader/Preacher, Church Administrator, Missionary, Bible Study Leader

WORK EXPERIENCES

Then…Comm. Roland slowly rose to the rank as Board of Director/Member of the Board of Bible School, Clerk, Lifetime member of Guardians and Cabalen, Provincial Disaster Officer, Provincial Coordinator of Tribal Affairs, Provincial Cooperative Officer, Provincial Officer, Political Legislative Officer;

Comm. Roland further expand his work as Regional Coordinator Presidential Assistant on Poverty Alleviation, National Director and Congress Director of TRICAP, Campaign Manager/Strategist, Leader of Lobby Group for Passage of IPRA, Few IP Delegate in signing of IPRA in Malacañang;

Finally…Comm. Roland reach the TOP and continuously performing as IP Focal Person/Special Assistant for IPs Concern of DENR, Consultant to GOCC, Consultant to Congress, Consultant to Private Companies, Undersecretary/Commissioner of NCIP 2007-2010 and the Current 8th NCIP Commission 2020-Present; and

Delegate of the Philippine Government during the UN Forum in 2009 as representative of IPs in the International Level.

One of the Major ACCOMPLISHMENTS of Commissioner Roland M. Rivera were the awarding of Certificate of Ancestral Domain Title (CADT) in Region lll

The following four (4) CADTs were approved and awarded by no other than then PRESIDENT GLORIA MACAPAGAL-ARROYO herself

Approval of the most controversial CADT of the Ati IPs/ICCs in Boracay Island despite of the protests from wealthy and powerful individual who elevated the case to Supreme Court and just recently ruled over where IPs/ICCs have primary responsibility over ownership of Ancestral Land/Domain;

OTHER ACCOMPLISHMENTS

Approval of million of hectares in Mindanao which is now sources of economic development of IPs/ICCs in the area;

In the Rights to Self-Governance, Commissioner Roland M. Rivera is one of the sponsor/mastermind of NCIP Administrative Order No. 01 series of 2009 Guidelines on the Selection of IPMR that resulted to installation of more than 4K IPMRs in the entire Philippines;

He was also the oversight of OPPR;

It was this time where he was sent to UN Assembly as Delegate of Philippine Government in the ILO Convention & ICERD in Geneva

He also supported six (6) EAP Grantees in Tarlac with the same benefit of P2,000.00 per month each for allowance and board and lodging of students.

On March 4, 2020, initiated a dialogue with MWSS officials headed by LtGen Emmanuel B. Salamat (Ret), for a win win solution to the New Centennial Water Source - Kaliwa Dam Project (NCWS-KD), Umiray Angat Transbasin Projects (UATP), Sumag River Diversion Project and other MWSS projects within the ancestral domain in General Nakar, Quezon and Tanay, Rizal.

C. Proposed relocation of IPs within the dangre zone in csmp ernesto ravina airbase, sta juliana, tarlac

D. JOINT MANAGEMENT AGREEMENT WITH SBMA

WAY FORWARD Commissioner Roland M. Rivera envisions and committed to deliver the following targets with the help of Regional Directors and its personnel down to the Community Service Centers:

1. Approve more CADTs/CALTs and will be Awarded by President Rodrigo R. Duterte

2. More ADSDPP Formulations for sustainable development of IPs/ICCs

2. CEB Approval and issuance of Certification Pre-Condition (CP) in August 27, 2020, the 6-year old MWSS Umiray-Angat Transbasin Project –SUMAG River Diversion Project in General Nakar, Quezon and Tanay, Rizal

3. CEB Approval in Sept 24, 2020 the Social Media Policy-Guidelines in the use of internet as social media platform for PPAs of the Commission
