Introduction
ThiseducationaloutreachprojectwasinitiatedtoworkdirectlywithlandownerstoreducefecalcoliformandassociatedcontaminantsintheHoodsport,UnionandTahuyaareasofHoodCanal.TheprojectwaspartoftheoverallHoodCanalRegionalPollutionIdentificationandCorrectionProgram(HCRPIC)andbuiltuponworkconductedaspartoftheFocusedWatershedOutreachandModelStewardshipProjectthatwasconductedbyWashingtonStateUniversityExtensionandtheWashingtonStateConservationCommissionbetween2014and2015.HCRPICcoordinatorsparticipatedinthe2014-2015projecttodevelopsimilarsocialmarketingoutreachprojectsandtoproducerobustresultsforbothprojectsdespiteshorttimelinesbyutilizingtheinformationdevelopedandlessonslearned.
TheseprojectswereimplementedtopromoteselectedBestManagementPractices(BMPs)forimprovingwaterquality.TheBMPswere:
– Inspectsepticsystems(asrecommendedbytheappropriatelocalcountyagency)andcompleterepairsasneeded
– Pickup,bag,anddisposeofdog(andcat)wasteinthegarbage– Installvegetationtoabsorbandfilterwater– Collect,containandcoverlivestockwaste
The2014-2015projecttargetedpriorityareaswithin250feetoffreshwaterandmarineshorelinesinBurleyLagoon,RockyBay,VaughnBay,HoodsportandUnion.Audienceresearchwasconductedtounderstandtargetaudiencebarriers,benefits,andmotivatorsforagreeingtoawaterqualityadvisorsitevisit,andtogetaudiencereactionstovariouswaysofdescribingandcommunicatingaboutthepilotstewardshipproject(Simmons,et.al.,2017a).Throughout2015,landownerswereofferedsitevisitsthroughletters,postcards,aneventbooth,anddoorknockingtohelpsolvecontaminantandrunoffissuesontheirproperties.Sitevisitswereshowntobeaneffectivewayofconveyingbestpractices.SuccesswasmeasuredbyincreasedknowledgeoftheBMPs.Doorknockingresultedinmoresitevisitsthanothermeansofcontact,asreportedintheFocusedWatershedOutreachandShoreStewardsJointFinalReport(Joy,et.al.,2015).
TheHCRPICoutreachprojectbuildsonearlierworkbyfocusingonlandownersinHoodsportandUnionwhodidnotrespondtocontactmethodsusedin2015outreachefforts.Inaddition,theNorthShoreareaofTahuyawasincluded.ThepurposeofthisoutreachprojectwastogatheraudienceresearchinformationtodesignandimplementeffectiveoutreachmethodsandtoencourageadoptionofBMPsbylandownersinHoodsport,Union,andtheNorthShoreareaofTahuya.Thisphaseoftheprojectoccurredin2016andwasfundedbyagrantfromtheWashingtonDepartmentofHealththroughtheU.S.EnvironmentalProtectionAgency’sNationalEstuaryProgram.
Background
Inanearlierproject,WSUMasonCountyExtensionandtheMasonConservationDistrictofferedsitevisitstolandownersintheHoodCanalShellfishGrowingArea#6duringthesummerof2015.Within

HoodCanal#6,thepopulationcentersofHoodsportandUnionwereselected,focusingonpropertieswithin250feetofHoodCanalanditstributariesforoutreach.Lettersweresenttoinvitelandownerstocallandscheduleasitevisit.Landownerswhodidnotrespondtotheletterswerethenapproachedbydoorknocking:371residencesweredoorknockedfrommid-MarchthroughJune2015.Ofthosethatwerehomeatthetime,22%agreedtohaveasitevisit,whichrepresented35parcels.SitevisitsbeganandendedwithasurveytomeasurethechangeinlandownerknowledgeoftheBMPs.
Attheendofthefirstphaseoftheproject,phoneinterviewswith24ofthesitevisitrecipientswereconductedtogetfeedbackontheirexperience.Responsesweregenerallypositiveandprovidedaqualitativeprofileofasuccessfulsitevisit.Notablelessonsincluded:thelengthofsomesitevisitsweretoolong,toomuchinformationatonetime,themosteffectivesitevisitswereconductedbytwostaffmembers–onefromWSUMasonCountyExtensionandonefromtheMasonConservationDistrict,andthehandoutswerehelpful.Althoughsepticsystemswerediscussedthoroughly,recipientsdidnotremember“fecalcoliform,”butdidhaveagoodgraspof“pollution”sources.
Buildingonthe2015project,thisoutreachapproachwasplannedagainfor2016withtheincorporationoflessonslearnedfromthepastsurveysandstaffinput,aswellasadditionalaudienceresearch.Thisdatawasusedtoimprovecommunicationtechniquesandcontinuetoimplementandimproveoutreachwiththelandownersthatdidnotrespondin2016.
MethodologyInpreparationforoutreacheffortsinthesummerof2016,WSUExtensioncarefullyreviewedtheFocusedWatershedOutreachandModelStewardshipProjectmethodologyandresultsfrom2015,aswellasconductedtwonewphoneinterviewsurveystogatherfeedbackfromlandowners.Thefirstsurveysolicitedfeedbackfromasampleofthelandownerswhohadasitevisitin2015.Sixteenlandownersparticipatedininterviewsthatweredesignedtogaininformationabouttheirexperienceswiththeirsitevisit,whattheyrememberedoftheBMPs,whetherthey’dappliedwhattheyhadlearned,andthebarrierstoimplementation.TheresultsoftheseinterviewsarereportedintheHoodCanalRegionalPollutionIdentificationandCorrection:OutreachandEducationProject2016–SupplementalEvaluationof2015SiteVisits(Simmons,et.al.,2017b).Theothersurveywasconductedwithlandownerswhodidnotparticipateinthe2015project.ThesurveytookplaceintheHoodsportandUniontargetareastofindouthowlandownerswouldliketobecontacted,theircurrentknowledgeofpollutantsources,theirsourcesofinformationforwaterqualityBMPs,andtheirlikelihoodofacceptingtheofferofasitevisit.ThefindingsfromtheseinterviewsarefoundintheHoodCanalRegionalPollutionIdentificationandCorrectionAudienceResearchReport(Simmons,et.al.,2017a).
Combinedwithlessonslearnedduringthe2015projectreportedinFocusedWatershedOutreachandShoreStewardsJointFinalReport(Joy,et.al.,2015),landownerfeedbackwastakenintoconsiderationwhenplanningandimplementing2016outreachefforts.Althoughbothsurveysfoundthatdoorknockingwasnotfavoredasamethodofcontact,resultsfrom2015showedittobethemostsuccessfulmethodwhencomparedtosurveyfavorites:letters,phonecallsandpostcards.Nativeplantswere

againselectedtoofferasincentivestoparticipateinthesitevisitsbasedonstaff’s2015experienceandfeedbackfromsitevisitrecipients.
Asidefrommonetaryandphysicalassistance,sitevisitrecipientssaidthatmoreinformationandfollow-upwouldhelpthemimplementtherecommendedBMPs.
The2015outreachmaterialswerealsoreviewedandadaptationsweremadebasedonaudienceresearch.Thisincludedamorecomprehensivewrittensummaryofrecommendationstoleavewiththelandownerthatincludedaresourcelistforeachrecommendationwiththewebsiteandphonenumbersofrelevantsupportingtechnicalassistanceorganizations(SeeexampleinAppendix1).
AnewsletterforHoodsportwascreated(Appendix2),anda“Sorrywemissedyou”card(Appendix3)forUnionandNorthShore.Thesecommunicationmaterialsweredesignedtobeleftatresidenceswherenooneansweredthedoor,ortobeleftforthelandowneriftheywerenotpresent(ifarenterorvisitoransweredthedoor).ThenewslettercontainedanupdateonHoodsportwaterqualityconditions;andboththenewsletterandthepostcardgaveabriefdescriptionoftheoutreachprojectandcontactinformationtorequestasitevisit.
ThelandownersselectedtoreceivedoorknockingwerethoseinHoodsportandUnionwhodidnotrespondtoanycontactmethodsusedin2015outreach.Inaddition,theNorthShoreareaofTahuyawastargetedfordoorknocking.TheHoodsportandUnionareasincludedbothshorelineanduplandpropertiesonorwithin250feetofHoodCanalshorelinesoritstributaries.OnlyNorthShorepropertiesontheshorelineofHoodCanalwereincluded,primarilyduetothetopographyofthearea.
Afterfilteringoutnon-residentialandundevelopedpropertiesusingtheMasonCountyAssessor’son-linedatabase,464addresseswereidentifiedfordoorknocking.
DoorknockingtoinvitelandownerstoparticipateinsitevisitswasscheduledforJulyandAugusttoreachholidaypopulationslaterinthesummer.SitevisitswerecompletedbyAugust18,2016.LandownerswhoagreedtoasitevisitwereadvisedonthreeimportantBMPsselectedfromthe2015project:
– Inspectsepticsystems,asrecommendedbytheappropriatelocalcountyagency,andcompleterepairsasneeded
– Pickup,bag,anddisposeofdogwasteinthegarbage– Installvegetationtoabsorbandfilterwater
AfourthBMPfrom2015to“collect,containandcoverlivestockwaste”wasdroppedduetofewlandownerswithlivestockinthearea.Sincetheaudienceresearchshowedstormwaterwasalargeconcern,recommendationsweredevelopedandofferedtosolvestormwaterissuessuchaserosion,wetareas,slopestability,andnegativeimpactsononsitesewagesystemsonlandowners’properties.Duringthesitevisit,waterqualityimprovementwereshowntobeconnectedtostormwater,petwaste,andsepticmanagement,andemphasisplacedonhowlandownerscouldhelpreducefecalcoliformandotherpollutionenteringHoodCanalanditstributaries.Landownerpackets,containingpertinenteducationalinformationandresources,wereprovided(Appendix4).

Surveyswereconductedduringeachsitevisittomeasurethelandowners’changeinawarenessoftheBMPs(Appendix5).Thesurveyswerebasedonthoseusedinthe2015project.Surveyquestionsregardinglivestockwerenotincludedastherewerenofarmsidentifiedinthetargetareas.
FindingsandAnalysis
CombinedTargetAreasResultsOfthe464residencesidentifiedfordoorknocking,402wereviableaddressesand119(30%)residentsansweredthedoorandwereofferedasitevisit.Thirty-four(29%)ofthemagreedtoasitevisitand19(56%)ofthesitevisitswerecompleted.Overall,30%ofresidentsansweredthedoorwithahighof43%intheHoodsportUplandareaandalowof20%intheHoodsportShorelinearea(Table1).AlthoughtheHoodsportShorelinehadthelowestnumberofresidentsansweringthedoortheyhadthehighestpercentageofinterestinasitevisit(67%).Amongtheremainingareas,anaverageof31%wereinterestedinasitevisit.TheHoodsportandUnionUplandresidentshadthehighestratesofcompletingsitevisits(75%ofthoseinterested),andtheUnionShorelinehadthelowestfollowthrough(33%).ThehighestpercentageofcompletedsitevisitsbasedontotaldoorsknockedwereUnionUplandandNorthShore(6%).Table1-Comparisonofsitevisitresultsacrossallareas

Ifallthepotentiallyinterestedresidentscompletedsitevisitsthecompletionratescouldbeashighas14%inHoodsportShorelinewithanaveragecompletionrateof8%.Attemptstocontactlandownersweremadeatall464properties.Attemptswerenotmadeat62propertiesbecausetheywereundevelopedorwereotherwiseinaccessible(suchasalockeddrivewaygate).Newsletters(HoodsportWaterQualityUpdate)and“Sorrywemissedyou”cardswereleftat283residenceswherenooneanswered.Informationwasleftwithnon-ownerssuchasvisitorsorrenters,andatalockedgateifitwasnotvisiblefromtheroad.Thenewslettersandcardsweredesignedtogetpeopletocallandsignupforasitevisit.ThesematerialsareavailableinAppendices2,3,and5.Atotalof137HoodsportWaterQualityUpdatenewslettersweredistributedasfollows:
• 95toHoodsportresidenceswheretheownerwasnothome/unavailable.• 42werealsogiventohomeownersthatwerehome(includingthoseinterestedandnot
interestedinasitevisit).
Atotalof188"Sorrywemissedyou"cardsweredistributedtoUnion(98)andNorthShoreresidences(90)wheretheownerwasnothomeorunavailable.
HoodsportTargetAreaResultsTheHoodsportTargetAreaincludedpropertiesontheshorelinefromFinchCreekRoadtothesouthendofPotlatchRoad.Uplandareaswereondrainagesabovethissegmentoftheshoreline,asfarwestasSuncrestDriveoffLakeCushmanRoad.Therewere144propertiesinthisareathathadnotrespondedtocontactsmadeinthe2015project(Joy,et.al.,2015),orwerenon-residentialorundeveloped.Ofthose,therewere95residenceswheretheownerwasnothome,andseventhatwereundevelopedpropertiesorinaccessibleatthetimeofdoorknocking.Sitevisitswereofferedto42landowners,28ofwhomwerenotinterested.Fourteenlandownersexpressedaninterestinasitevisit,butonlysevenagreedtowalktheirpropertywiththeWSUCleanWaterAdvisor;fourlandownerscompletedthepre-andpost-sitevisitsurveys.Somelandownersdidnotcompletethepost-surveybecausetheypreferredtohavethefollow-upsitevisitbeforeformingtheiropinions.InboththeshorelineanduplandareasofHoodsport,31%oftheresidentsansweredthedoor,33%wereinterestedinasitevisit,and50%ofthosecompletedasitevisit(Table1).

HoodsportShorelineWhileonly22%oftheresidentsintheHoodsportShorelineareawerehomeandansweredthedoorinthisarea,67%agreedtoasitevisitand40%ofthemcompletedthesitevisit(Table1).Ofthe81Hoodsportshorelinepropertiesdoor-knocked,59ownerswerenothomeandsevenpropertieswereeitherundevelopedorinaccessible.Threelandownerscompletedsitevisits,andonecompletedapartialsitevisitbecauseshecouldnotbescheduledforthefollow-upvisitwiththeMasonConservationDistrictengineer.Twolandownerscompletedsurveyforms.Twolandowners(onerepresentingtwoproperties)expressedaninterestinasitevisitandsaidthey’dcalltoschedule(potentialsitevisit).Onelandownersaidshe’dcallafterLaborDay,andonesaidshe’dcallafterspeakingwithherhusbandaboutscheduling.Neithercalledtoscheduleasitevisit.Threeotherlandownerssaidthey’dbeinterestedinasitevisit,butresponded“notnow.”Anotherlandownersaidshewasnotinterestedinasitevisit,butwalkedthepropertyinordertoaskaboutwhattoplantonaslopethatreceivesalotofrunoff.Duringtheseconversations,thetargetBMPswerediscussedandpertinentinformationsheetswereprovided.HoodsportUplandsIntheHoodsportUplandsarea,43%residentsansweredthedoorand15%agreedtoasitevisitwith75%ofthosecompletingasitevisit(Table1).Sitevisitswereofferedto27landownerswhoansweredthedoor;23saidtheywerenotinterestedinasitevisit.Threelandownersagreedtoasitevisit,twoatthetimeofdoorknockingandonescheduledforlater.Allthreecompletedawalkaroundtheirpropertiestopointoutareasofconcern.Onesurveyformwascompletedandtwopreferredtowaituntilafterthefollow-up.Afourthlandownerwasdesignated“potentialsitevisit”becausethepropertyisahobbyfarm;thelandownersaidhewouldbeinterestedinhavingtheSmallFarmsspecialistfromtheMasonConservationDistricthelpfindsolutions,butwasnotsurehe’dmakethecall.Threeotherlandownerswhodeclinedasitevisitcontinuedtodiscusstheirproperties.Onepointedoutsomeerosion,butalsolistenedtoinformationaboutthepotentialfecalcoliformcontaminationthatmaybeenteringherpropertyfromthetwogoatspasturedupslope.Onelandownerlivedontheedgeofaverysteepdrop-offtoagrassedslopeandaseasonalpondanddiscussedsecuringhisslope,pruningratherthantoppinghistreesforaview,andhisdog’scontributiontofecalcoliform.Thethirdlandownerwasnotabletounderstandtheconversationregardingheronsitesewagesystem.UnionTargetAreaResultsTheUnionTargetAreaincludedshorelinepropertiesfromjusteastoftheOlympicVistacommunitytojustwestofMcReavyRoadatSR106.TheAlderbrookResortlieswithinthisarea.Uplandareason

drainagestoHoodCanalincludedthemoredenselypopulatedneighborhoodsonandoffofMcReavy,Dalby,CountryClub,andOlympicVistaroads.Ofthe201propertiesintheUniontargetarea,42non-residentialorundevelopedpropertieswereremovedfromthelist,leaving159non-respondentsto2015outreachefforts.Upondoorknocking,21propertieswerefoundtobenon-residentialorundeveloped,andtheownerwasnothomeat98residences.Fortylandownersansweredtheirdoors,33werenotinterestedinasitevisit,andsevenexpressedaninterestinasitevisit.Fourlandownerscompletedsitevisits,twochosetoconductthesitevisitupondoorknocking,onescheduledasitevisitduringdoorknocking,andonecalledtoscheduleasitevisitinresponsetoa“sorrywemissedyou”card.Threelandownerscompletedsurveyforms,andonepreferredtofillouttheformafterfollow-up.IntheUnionarea,29%oftheresidentsansweredthedoor,18%wereinterestedinasitevisitand57%ofthosecompletedasitevisit(Table1).UnionShorelineIntheUnionShorelinearea,27%oftheresidentsansweredthedoor,13%wereinterestedinasitevisitand33%ofthosecompletedasitevisit(Table1).Ofthe103Unionshorelinepropertiesdoorknocked,64ownerswerenothomeand15propertieswereeitherundevelopedorinaccessible.Ofthe24thatwerehome,threelandownersexpressedaninterestinasitevisit.Onelandownercompletedasitevisitandthepre-andpost-survey.ThesecondlandownerhadrespondedtotheAudienceResearchletterandhadsaidinanemailthatshewouldliketohaveasitevisit.However,shewasnotoneofthefirst15respondentsandherrequestwasnotnoticeduntillater.Thethirdlandownerdidapartialwalkthroughoftheuplandsideofhisshorelineproperty.OneoftheBMPsdiscussedwasthefamily’smanagementofasignificantdrainagethathadbeendivertedata90degreeangletoflowalongtheupslopeendofhisproperty.Thisresultsinverywetlandbelowthediversionandthedrainfieldislocatedwhereitissusceptibletogroundwaterflooding.Theownersaidhe’dbeinterestedinacompletesitevisitandwouldcalltoscheduleone,butdidnot.Twootherlandownerswereinterestedbutdidnotcompletesitevisits.HoweverallthreeproceededtowalktheirpropertiesdiscussingtheBMPs.Twoofthosesaidtheywouldcallforasitevisitbutdidnot.Thesetwoparcelshadsignificantissues.OnelandownerwasconcernedaboutSR106crumblingalongthebeachsideoftheroad.Shepointedoutasmallbutyear-rounddrainagethatpassedverynearherhouse.Thequalityofthiswater(fromwhichshewithdrewdrinkingwater)wasdiscussed,andshelistenedtothebenefitsofplantingabuffertofilterandabsorbcontaminants.Sheunderstoodthathersepticsystemwasinaverysmallspacewithonlyaditchbetweenitandthehighway,butwhenshewasadvisedtohaveaninspectioninadditiontopumping,shesaidshewascarefulenoughthatitwasnotaproblem.Thislandownersaidthatshewould

agreetoasitevisitifherneighborwould.Theneighborsubsequentlydeclinedasitevisitbecauseshefeltherpropertyhadnoissues.UnionUplandsIntheUnionUplandsarea,32%oftheresidentsansweredthedoor,25%wereinterestedinasitevisitand75%ofthosecompletedasitevisit(Table1).Of56UnionUplandpropertiesdoorknocked,34ownerswerenothomeandsixpropertieswereeitherundevelopedorinaccessible.Sixteenlandownerswerehome;12saidtheywerenotinterestedinasitevisit.ThreeofthelandownerswhosaidtheywereinterestedlivedintheOlympicVistacommunitynearthetopofaverysteepandconsiderablydeepdrainageravine.Twocompletedasitevisit.Oneagreedtoasitevisitatthetimeofdoorknocking,onescheduledadateupondoorknocking,andthethirdcalledtoscheduleinresponsetoa“sorrywemissedyou”card.Twositevisitrecipientscompletedpre-andpost-surveysandonepreferredtowaituntilafterfollow-up.Thefourthinterestedlandownersaidhe’dcallafterafamilyevent,butdidnot.Thislandowneralsohadsignificantissuesonhisproperty.Helistenedbrieflytoinformationabouttheriskofremovingandtoppingtreesonasteepslope,butwasconvincedhewasdoingtherightthingandsaidhehadbeentryingtoconvincehisneighborstodothesame.NorthShoreTargetAreaResultsTheNorthShoreTargetAreaincludedapproximatelyfivemilesofdenselypopulatedshorelinepropertieswithverysteepslopesparalleltotheshorelineontheuplandsideofNorthShoreRoad.Almostalltheslopesabovethisstretchofroadarenaturallyvegetated,inmanyplacesdrainingtolargercreeksandstreams,andtoculvertsthatdischargetothecanal.Therestofthedrainagescollectintoditchesatthetoealongtheroadandemptytothecanalthroughperiodicculverts.AroundtheoutletoftheTahuyaRiver,smallercreeksfromhigherelevationsfeedintolargerstreamsandpassthroughneighborhoodcommunitiesgroupedintoclusters.Althoughsomeuplanddevelopmenthasoccurred,recentactivityhasincludedbothcommercialandprivatepropertyclearing,leadingtoincreasedflowsandfloodingoflowlandproperties.TheNorthShoretargetareawasnotpartofthe2015outreachandeducationproject.Therewere184properties,ofwhich23weredesignatednon-residentialorundevelopedaccordingtotheMasonCountyAssessor’sonlinedatabase.Upondoorknockingattemptsat161properties,34werefoundtobeundeveloped,orinaccessiblemainlyduetolockeddrivewaygates.Noownerwashomeoravailableat90residences.Of37ownerswhoansweredthedoor,24saidtheywerenotinterestedinasitevisit.Thirteenlandownersexpressedinterestinasitevisit.Sevenlandownerscompletedasitevisitatthetimeofdoorknocking,andonecalledtoschedule.Oftheeightsitevisits,fivecompletedpre-andpost-surveys,andthreecompletedonlythepre-survey.Thereasonfornotcompletingthepost-surveywastoawaitfollow-up,andonedidnotwanttotakethetime.

IntheNorthshorearea,29%oftheresidentsansweredthedoor,35%wereinterestedinasitevisitand62%ofthosecompletedasitevisit(Table1).Fiveadditionallandownerswerelabelled“potential”whentheyexpressedaninterestandsaidtheywouldcall,butdidnotscheduleasitevisit.Becauseoferosionconditionsthatwereseverebutnotimmediatelydangerous,twoofthefivelandownerswereencouragedtocallaMasonConservationDistrictengineerwhetherornottheypursuedasitevisit,andathirdwasencouragedtocallsoontoscheduleasiteassessmentwiththeShoreFriendlyMasonProgramwithMasonConservationDistrict.ThereweremanyopportunitiestodiscussBMPsduringtheseinteractions.Threesuchopportunitiesarosewhenthelandownersdidnotwantasitevisit,butendedupwalkingtheproperty,discussingalltheBMPs,butnotcompletingapre-andpost-sitevisitsurvey(i.e.an“unofficial”sitevisit).Oneofthethreewasveryconcernedaboutfloodinginacreekbelow,extensiveloggingonprivatelandupslope,andtherisktotheirhome.Manylandownersencounteredhadsimilarconcerns,citingprivatepropertylogging,developmentandotherdiversionsupslope.Whenfloodingwastooseveretofallunderthescopeofthisproject,landownerswereencouragedtocontactMasonCounty’sCommunityDevelopmentorPublicWorksdepartmentsformoreinformation.MostlandownershadminorfloodingoverNorthShoreRoadduringheavyrains,andmanyhaddrivewaysthatcollectedandchanneledrunoffontotheirproperties.Landownersnotinterestedinasitevisitweregiveninformationonplantingbuffers,directingrunoffawayfromsepticsystems,andpetwastemanagementtopreventfecalcoliformandotherpollutionfromenteringtheirpropertiesorHoodCanal.
ObservationsRegardingSiteVisits
SitevisitsweregenerallysuccessfulinconveyingtheselectedBMPstolandowners.Sitevisitsconductedatapre-scheduledtimewerethemostthoroughandmostlikelytoleadtoimplementation.However,sitevisitsconductedatthetimeofdoorknockingweremorelikelytoresultindrawingattentiontoconditionsthatcouldbeaddressedusingtheBMPs.Inaddition,casualconversationsoftenledtotheconveyanceofoneormoreBMPs,especiallyduetothepervasiverunoffexperiencedbyshorelineproperties.PetWasteOneofthemostremarkableobservationswasthewidespreadknowledgeofpetwastemanagement.Virtuallyalllandownerswhowereaskedaboutthecorrectmethodforhandlingpetwaste,notonlyknewwhattodo,butmostalsousedthephrasingfoundineducationalmaterials(i.e.pickup,bagandthrowitintothegarbage).Onegentlemansaidhewasn’tsure,butafterbeingtold,jokinglysaidheknewwhathewassupposedtodobutwantedtohearitfromtheWSUrepresentative.Therewasalmostnopushbackbyshorelinelandownerswhoexpressedaconcernwithwaterquality,butsomeuplandlandownerswereskepticaloftheimpactpetwastecouldhaveonnearbydrainagesorthecanal.

OnsiteSewageSystemsLandownersalongtheshorelineinHoodsportandUnionwerewellawarethattheirsepticsystemshadthegreatestpotentialforcontributingtofecalcoliformpollution.Behaviorconsistentlyindicatedaweariness,butsometimespride,inknowingthatpumpingregularlywasafundamentalmanagementpractice.Veryfewusedtheterm“inspected,”andmostlandownersfeltthattheyweredoingthenecessarymaintenance.ThreelandownersontheshorelinealongPotlatchRoad,knewalotabouttheirsepticsystems’features,locationandcareofthedrainfieldarea,andregularinspections–onlyonehadacommerciallyharvestedshellfishbeach.NothinglefttodoAmajorityofshorelinepropertieswere“builtout,”andlandownerswereleftfeelingthattherewaslittleelsetheycoulddo.However,discussionsarounddirectingrunoffawayfromtheirsepticsystemswerewellreceived.Whenaskediftheyknewwheretheirsepticsystemwas,peopletendedtopointouttheirseptictanksorsaidtheirdrainfieldwas“somewherearoundhere.”Whenthedrainfieldappearedtobeunderpavementorotherwiseusedforparking,discussionsaboutwaterconservationwerepursued.Onegentlemansaidhe’dadvisedhissistertogetaport-o-letwhenshehadparties–andshedid.PlantingbufferstoabsorbandfilterrunoffPlantingbufferswastheleastwell-knownsubjectinregardtoreducingcontaminants,butmorewell-knownalongtheshoreline.Thelargestobstaclewaseitherthelackofroomontheproperty,orthelargevolumeofstormwaterescapingditches,culvertsorcomingfromundertheroads(mostlyinHoodsportandNorthShore).Plantingsseemedmostneededforerosioncontrol.Responsesranthespectrumfromtoosmallaproblemtoworryabout,totoomuchvolumetobemanagedbyplantings.
Recommendationsforfutureoutreach
ThesameWSUExtensioncontractorconducteddoorknockingandsitevisitsinboththe2015and2016projects.Althoughthesamplesizeofsitevisitedpropertiesissmall,theresultsofthedoorknockingapproachwereverypositive.Recommendationsandlessonslearnedfromthe2015project,includingthe2016interviewsof2015sitevisitedlandowners,and2016theAudienceResearchsurveys,weretakenintoaccountduringthe2016doorknockingandsitevisits.Theselessonsinclude:
ConductsitevisitswithtwoCleanWaterAdvisors:TheoriginalrecommendationwasforoneWSUExtensionandoneConservationDistrictstaffmembertocollaborativelyconductthesitevisits.However,implementationmaybetterbeachievedbydoorknockingandsitevisitsconductedbytwoWSUExtensionstaffmembers,withadesignatedfollow-uprolefortheConservationDistrict(CD)wherenecessary.
Developatargetedoutreachprogramforstormwaterissues:The2016projectsitevisitsfoundthatalmostalloftheNorthShoreandmanyHoodsportsitesinvolvedsignificantstormwaterconcerns

includingsignificantflowfromsteepuplandsthatrequiredmoredetailedandexpertadviceandcouldnotbeaddressedbythesitevisitasdescribedinthescopeofwork.Uplanddevelopmentandtimberclearingwilllikelyresultinmorestormwaterproblems.Futureoutreachandeducationprojectsintheseareasshouldworkwithlocalstormwateragenciestodevelopastrongstormwatercomponent.Adrainageworkshopcouldbedevelopedbytrainingsmallcontractorsandlandscapersandthenfollowingupwithresidentialworkshopsandmakingavailablealistofthetrainedcontractors.
Follow-upassoonaspossible:Follow-upshouldbedoneassoonaspossibleafterthesitevisit,inordertokeeptheinformationfreshinthelandowner’smind.Thismayalsobeagoodopportunitytofinishthepost-sitevisitsurvey(ifthelandownerishome),todropoffplantsorotherincentivesthatmayhavebeenoffered,andtoreinforceBMPmessaging.
Identifyanissuethenconnectitwithfecalcoliformpollution:Thementionoffecalcoliformintheinitialofferofasitevisithaslittleeffectonwhatthelandownerremembersaboutthegoalofthesitevisit.Fecalcoliformanditsspecificimportancetowaterqualityandhumanhealthinshellfishgrowingareasneedstoberepeated.However,experiencewithlandownersshowedincreasedreceptivitywhenanissuewasidentifiedandthenconnectedwithfecalcoliformpollution,ratherthanconductingthesitevisitforthepurposeofidentifyingsourcesofthispollution.
Expandpetwastemessaging:Mostdogownerswereknowledgeableinpetwastemanagementandagreeditwastherightthingtodo.Forthoselandowners,messagingcouldincludepassing-it-ontoguests,family,andneighbors.VisitorswhobringdogsalongmaynothaveknowledgeoftheBMPforpetwaste,orconsiderabriefvisitasunlikelytomatter.UplandpetownersalsoneedabetterunderstandingthatpetwastefromtheirpropertycouldaffectHoodCanal.Forthelandowner,inadditiontoaddingfecalcontaminationtowaterways,thisalsoincreasesthechancesofdogpoopbeingtrackedintothehouseonpeople’sandpet’sfeet.
Developspecificmessagingforuplandpropertyowners:Specificeducationalmaterialsshouldbedeveloped(orprovided)foruplandlandowners.MostwholivedintheuplandsondrainagestoHoodCanaldidnotthinktheyimpactedthecanaloreventhewaterqualityofthedrainagewhenthepropertywasnotonthebankofthewaterway.However,stormwaterissueswerestillaconcernforsomeuplandpropertiesandthesitevisitwasstilluseful.
Schedulesitevisitattimeofdoorknocking:Thelandownerswhowereinterestedinasitevisitandsaidtheywouldcalltoscheduleone,didnotcall.Thelettersentin2015invitinglandownerstoscheduleasitevisit,andthelettersentin2016torequestAudienceResearchparticipants,mayhaveprovideda‘headsup’abouttheprojectmakingdoorknockinglessofasurpriseinHoodsportandUnion.AlthoughNorthShoreresidentsrespondedverywelltositevisitoffersupondoorknocking,theydidnotmakecallstoscheduleeither.
TheoptioncouldbeofferedbytheCleanWaterAdvisordoingthedoorknockingtooffertoschedulethefuturesitevisit.Acalendarcouldbesharedbyasmartphoneinthefieldandtheoffice,andthedoorknockercouldbebetterpreparedtoaddressspecificissuesraisedbythelandowner.ThismightalsoprovideanopportunitytoaskaConservationDistricttoattendthesitevisit(withtheowner’spermission).Ifpossible,offeranincentiveforscheduling“on-the-spot.”

ImprovemethodsforPost-SiteVisitSurveys:Thepre-sitevisitsurveyisrelativelyeasytoconduct,buttherewasmorereluctanceonthepartofthelandownerstocompletethepost-sitevisitsurvey.Reluctanceseemedaffectedbythelimitationsofthesitevisitwithoutfollow-up,andnothavingenoughtimetoabsorbtheinformation.Perhapsthepost-sitevisitsurveycouldbecompletedonline,viaemail,orsnailmail(providingastamped/addressedenvelopewouldhelp).ThiscouldbemoreeffectiveasatooltomeasurethechangeinBMPawareness,butalsomightrelytoomuchonlandownermotivation.Consideranadditionalincentiveforcompletingthesurvey.
PursuePotentialSiteVisits:Therewerequiteafewlandownerswhosaidtheywereinterestedinasitevisit,buttheyeitherdidnotcalltoscheduleone,didnothavetime“now,”orwouldthinkaboutit.Inthefuture,landownerswhoseeminterestedandwhoagree,couldbere-contactedbydoorknocking,email,letterorphonecall(mostlikelymethod).Follow-upcontactcouldbemadeduringthecurrentprojectoratthebeginningofthenextproject.Engagetheresidentinalongtermadvisoryprogram:ThereisaneedtoengageshorelineresidentsinalongtermstrategytokeepthemuptodateonwaterqualityissuesaswellasremindthemaboutBMPsandlinkthemtomoreinformation.TheWSUShoreStewardsprogramisonesuchprogramthatprovidesabi-monthlynewsletterthatkeepspeopleuptodateoncurrentissues,interestingshorelinetopicsandupcominglocaleventsrelevanttoshorelineresidents.

Thereservemaybenearthebottomoftheriseonwhichyouparkyourboat(s).Newersepticrequirementsensurethatthedisposalcomponentsarefarenoughawayfromthetoeoftheslopetoavoidbeingimpactedbystormwaterrunoff.However,observesurfacewaterflowduringheavyrainstoensurerunoffisdirectedawayfromthisarea.
Itwasnotcleartomehownearthe1986septicdrainfieldwastothenewerone.Itwouldbeusefultoknowthelocation,ortoatleastbeawareofitspresence,toavoidconfusionduringfuturelandusechanges.
