Framework Programme for Research and Innovation
HORIZON 2020
Horizon 2020 legal framework
- Regulation no. 1291/2013 of the EP and of the Council establishing Horizon 2020 The Framework Programme for R&I 2014-2020
- Council Decision no. 2013/743/EU - Specific Programme
SC 2 – "Food Security, Sustainable Agriculture and Forestry, Marine and Maritime and Inland Water Research and the Bioeconomy" 2.1.4 Sustainable forestry: "The aim is to sustainably produce bio-based products, ecosystem services (including water-
related and climate-mitigation services) and sufficient biomass, with due consideration to economical, ecological and social aspects of forestry as well as to regional differences. Overall, activities in the forestry sector will seek to promote multi-functional forests which deliver a variety of ecological, economic, and social benefits. […]."
2.1.2 – Providing ecosystem services and public goods 2.1.3 – Empowerment of rural areas, support to policies and rural innovation 2.4 – sustainable and competitive bio-based industries supporting European bioeconomy + SC3-Energy (e.g. 3.3.1-Bioenergy); + SC5-Environment (e.g. 5.2-Ecosystems, biodiversity…); + LEIT (e.g. 1.4-Biotechnology)

Rationales: business development opportunities
• Higher demand for "biomass" for food and non-food uses
• New energy agenda, scope for renewable energy
• Renewed interest from consumers in local/regional products
• Demand for ecosystem services, possibility PES
• Trade of high-value added products
• Lifestyle migration
• Services for new rural inhabitants
