Welcome to the 2019 Illinois State Fair! Whether you’re joining us in Springfield or in Du Quoin, our state fairs bring people together from across our state and country to celebrate all Illinois has to offer. We sit at the crossroads of our nation and are the hub of the Midwest. Our cities and towns are rich in history and filled with charm. We’re home to natural wonders where families can make the outdoors their playground with hiking and biking, sledding and skiing, hunting and fishing. Our people are the greatest in the world. And we’re the fifth largest economy in the United States. Our state’s success wouldn’t be possible without our top industry: agriculture. It serves as a keen example of how our geographically diverse state works in unity. While our rural communities benefit from agricultural production, our urban economies benefit from agricultural processing and manufacturing. Our state is home to some of the best soil in the nation, which our 75,000 farmers use to produce corn, soybean, wheat, and more. With over 2,500 food manufacturing companies in Illinois, we are well-equipped to turn our state’s crops and livestock into food and industrial products. Billions of dollars come into the state’s economy from agriculture-related industries, from farm machinery to agricultural real estate, to the production and sale of food products. We have become a leading producer of corn, soybeans, swine, horseradish and pumpkins. Our state ranks first in the nation with 180 billion dollars in processed food sales. And Illinois agricultural exports account for 6 percent of all U.S. agricultural exports. Simply put, the agriculture industry built Illinois. And this year’s state fair theme — “Building our Future” — honors that legacy and looks forward to all that we can and will accomplish together. To every family that spends time on our fairgrounds, we hope your days are filled with enjoyment and life-long memories. To all of you who have worked hard on your entries for this year’s competitions, our family wishes you luck. Thank you for making the Illinois State Fair a part of your summer.

Never could I have imagined as a teenager sleeping on a cot in the swine barns at the Illinois State Fair back in 1973, that someday I would be the Director of the Illinois Department of Agriculture—a role that includes overseeing the Springfield and Du Quoin State Fairs! The Fair has played an important role in my family’s lives. My wife Joan, in her duties as an Extension Advisor, would bring 4-H kids to the fair to show their projects, which provided the opportunity for our children and me to tag along for a fun filled day at the State Fair. Never would we have imagined that in 2019 we would be the hosts for all fair goers.

What an honor it is to welcome you to the Illinois and Du Quoin State Fairs. The 2019 State Fair theme is “Building our Future.” We are pleased to have the support and encouragement of so many in the community, region, and across the state as we oversee the rebuilding of the historic coliseum in Springfield, upgrades to the Southern Illinois Center in Du Quoin, and countless other projects around both fairgrounds.

The State Fairs have a rich agricultural history that includes livestock shows, truck and tractor pulls, horse racing, the butter cow, free entertainment stages, a star-studded grandstand lineup, and plenty of great fair food. The State Fair also boasts county fair queens, talent competitions, culinary contests, Senior and Scout Day, Park and Conservation Day, and of course, two of my favorites, the Illinois Auctioneers Association Bid Calling contest and the Governor’s Sale of Champions auction.

We are also proud to dedicate individual theme days for our Veterans & Gold Star Families and our First Responders—a small token of our appreciation, and a way to say thank you, for their dedication and service.

Whether this is your first visit to the Fair, or an annual family tradition, we hope the 2019 Illinois State Fair and the Du Quoin State Fair offer exciting, informative and fun-filled family events for you

2019Land of Lincoln Purebred Livestock Breeder’s Award

In 1956 when I was nearly young enough to join 4-H I decided I would like to have sheep as a project. So, my dad and mom purchased a bred Suffolk ewe for me so I would have a lamb to show when I was 10. Well, when the ewe lambed she had twin lambs and I was really excited like any 9 year old would be. But, both lambs died a couple days after they were born due to overeating and the ewe died a couple days after that. I was really upset to think I had lost the ewe and lambs and was starting to wonder if I really wanted to have sheep as a project.

Then January 1957 there was a feature article in our local newspaper on the University of Illinois and the Allerton Farms and in particular Everett Glasgow who was the farmer of the Allerton Farms. Everett had raised Shropshire Sheep for years and at the time was a Director of the American Shropshire Registry Association. The article talked about Everett and his Shropshires showing pictures of ewes with lambs.

My dad called Everett and asked if we could come down and see his sheep. Of course, Everett was very happy to have us come down. So, we made an appointment went down on a Sunday to look at the sheep. Well as a 9 year old walking into a barn and seeing several ewes with newborn lambs running around I was really excited. My dad and mom purchased a ewe with a ewe lamb by her side to start my career in raising Shropshires.

I raised the ewe lamb and showed her at my local 4-H fair my first year in 4-H. I received a blue ribbon and of course was very excited and caught the bug. I took the ewe back to Everett’s for a couple years to be bred and showed her lambs for several years as well as lambs from the ewe lamb I showed.

After I got out of 4-H I decided to keep the sheep while in college. My parents helped by doing chores and lambing the ewes. In the summer I continued to show sheep at the local county fairs. My parents also took care of the sheep while I was in the military. Since I have had sheep that is the only time I have not shown at a fair was when I was in the military.

In 1976 while at the Illinois State Fair I met Darrell & Paula Rincker who were pinned next to me at the fair. Darrell asked me if I would be interested in having

my sheep shown at county fairs and state fairs. I was not able to show at any county fairs because I had a full time job and could only get off to show at the Illinois State Fair. So, in 1977 Darrell started showing my sheep and has shown them every year since then until his passing then Dusty Rincker continued showing them until I retired from raising and showing sheep in 2013.

In 1978 I had my first Grand Champion at the Illinois State Fair with a ewe lamb I raised. I have had several State and National Champions as well as champions at the North American International Livestock show since then.

On November 5, 1983, I was elected as a director to the American Shropshire Registry Association at the Annual Meeting in Harrisburg, Pa. I was very honored to be elected and served on the board for 21 years and never missed a meeting. On September 26, 1987, I was elected as President of the American Shropshire Registry Association and served as President for three years. I consider this one of the highest honors that I have received. During my three years of service as president we were going through the spider gene crisis and proved to be very trying, since there were no blood tests then. We were also going through a change in our National Secretary which proved to be very time consuming.

I have been a member of the Illinois Shropshire Breeders Association for several years and I have served as President, Vice President, Secretary-Treasurer and a member of the board. I have been a member of the board of the Land of Lincoln Purebred Livestock Breeders Assoc. from 1994 – present serving as President and Vice President.

I have been a lifelong member of the Paxton United Methodist Church serving as Trustee Chairman, Finance Chairman, and President of Church Council. Also, Patton Township Trustee.

My mom and dad supported me through all my years of raising and showing sheep. For years my mom would go to the shows and help me with trimming and record keeping while my dad stayed at home and did chores. After my mom passed away in 1989 my dad would go to the shows and help plus he would help at home with the chores and lambing. He was especially helpful after his retirement in helping with the work at home while I was working a full time job. He passed away in 2003 and I certainly missed his help at home.

I have judged many state and national shows which I enjoyed very much and I enjoyed all my years of raising Shropshires and the many friends I have made through the years. I will always remember the trips from Massachusetts to California showing sheep and meeting all the Shropshire breeders throughout the country. I enjoyed serving on the many boards trying to make things better for everyone showing all breeds of livestock.

GENERAL INFORMATIONThe 2019 Illinois State Fair runs from August 8th through August 18th. The Fairgrounds are open from 7 a.m. to Midnight for the duration of the Fair. The Fair Administration Office is open from 8 a.m. to 6 p.m.

CERTIFICATES OF VETERINARY INSPECTION AND/OR TEST RECORDS MUST BE AVAILABLE FOR INSPECTION AT ANY TIME WHILE ANIMALS ARE ON THE

FAIRGROUNDS.

GENERAL HEALTH REQUIREMENTSThese Exhibition Health Requirements apply to all livestock present at the fair including those animals that are not entered in competitive events.

Health Certificate of Veterinary Inspection: The term “Health Certificate” or “Certificate of Veterinary Inspection” (CVI) means a legible record, made on an official form of the state of origin, issued by an accredited veterinarian, which shows that the animals listed thereon meet the health requirements of the state of destination.

A Certificate of Veterinary Inspection (CVI):1. Must accompany animals, except as noted and be available on request by Animal

Health Officials; All out-of-state animals shall require an entry permit. Entry permit numbers are available by calling the Illinois Department of Agriculture, Monday through Friday from 8:00 AM to 4:30 PM, at 217/782-4944. Permits may also be obtained online at: http://www.agr.state.il.us/AnimalHW/animalregistry/login.php

2. Must show results of required tests and/or vaccinations3. Must show name and address of owner or exhibitor4. Must be dated and signed by an accredited veterinarian5. Must show only one (1) identification per line on the CVI; and6. Must show the official identification of each animal.7. For out-of-state livestock, a CVI shall be void thirty (30) days after issuance.8. For Illinois origin livestock, a CVI shall be void ninety (90) days after issuance.9. If animals are from tuberculosis accredited, brucellosis certified, pseudorabies

qualified, or brucellosis validated herds, the identifying herd number(s) along with the date of the last herd test(s) shall appear on the CVI.

Special Note: No Corrections or Additions will be allowed on a Certificate of Veterinary Inspection.

General Provisions:1. Animals with active lesions of ringworm with resulting loss of hair, soremouth,

caseous lymphadenitis or multiple warts easily visible without close examination, will not be permitted to exhibit. Animals infested with scabies or mange will not be permitted to exhibit.

2. Upon entry to the Illinois State Fairgrounds, no person shall administer internally or externally any medication, including prescription and non-prescription, unless prior written authorization is received from the State Veterinarian’s Office. Any medication or drug administered without authorization or in an unauthorized dosage constitutes a violation of show rules, and all premiums and awards from all shows for the owner, exhibitor and/or trainer will be withheld.

3. All exhibitors of animals at any Illinois Fair shall comply with the provisions of the Illinois Humane Care for Animals Act. If violations are observed, the animal(s) will be excused from exhibition and be ordered removed from the grounds with all awards and premiums being forfeited.

4. Any practice or deviation from normal, accepted care, including physical or mechanical application, will constitute a violation of show rules and is subject to the above provisions.

HORSES, PONIES, MULES AND OTHER EQUIDAEIllinois Equine

1. All horses and other equidae, twelve (12) months of age and older attending an advertised equine event, shall be accompanied by a negative test for equine infectious anemia (EIA) conducted within the last twelve (12) months. A copy of this test shall accompany the animal.

2. AGID (Coggins) or ELISA tests are accepted.3. An advertised equine event means a show, rodeo, sale, auction, exhibition, trail

ride, or horse fair that is posted or media promoted.4. A CVI is not required for Illinois equine.

Out-of-State EquineAll out-of-state horses and other equidae, are to be accompanied by an entry permit. Entry permit numbers are available by calling the Illinois Department of Agriculture, Monday through Friday from 8:00 am to 4:30 pm, at 217/782-4944. Superior Young Producer AwardsBeef – Dairy – Horses – Sheep – Swine

PROGRAM ESTABLISHEDThe Superior Young Producer Awards (SYPA) were established to create an educational activity at the Illinois State Fair which promotes youth development and personal growth through increased knowledge of the livestock industry and fosters career development.

EDUCATIONAL OBJECTIVEThe educational objective of SYPA is to provide youth participants in the Junior Livestock Division a practical experience that will develop their life skills, problem solving abilities and communication techniques. ELIGIBILITY

1. The SYPA contest is open to any youth 14 years of age or older who are current bona fide Illinois 4-H members conducting project work in the species area for which he/she is entering the SYPA competition. The 4-H age is determined as of January 1, 2018.

2. Participants do not have to be exhibiting animals at the Illinois State Fair in order to participate in the SYPA contest.

ENTRIES3. Entries are requested prior to the State Fair Junior Shows, but will be accepted

up to the start time of the contests.

GENERAL GUIDELINES4. The SYPA contest will be held during the Illinois State Fair, Springfield, Illinois.5. The Beef, Sheep and Swine species are combined into a single Division contest

to better reflect the National 4-H Livestock Skillathon Contest. The top four (4) contestants in this combined Division will represent Illinois 4-H in the National Livestock Skillathon held in conjunction with the North American International Livestock Exposition (NAILE) held in November in Louisville, Kentucky.

6. The contests will consist of the following three (3) specific phases:• Horses: Skillathon, Management Test and Live Animal Judging• Beef, Sheep and Swine: Skillathon, Management Test and Meat

Identification and Judging • Dairy Cattle: Skillathon, Management Test and Live Animal Judging

PHASE DESCRIPTIONS

Skillathon: This will involve a series of learning stations with specific tasks and questions for participants to answer. Participants will rotate from station to station to test their knowledge and abilities in a learn-by-doing atmosphere.

Management Test: A fifty (50) question written test will be given to each participant. Questions will relate to all aspects of management and will challenge their knowledge and recall of related facts.

Live Animal Judging: Classes of four (4) animals each will be placed by the participants based on type, conformation and, in some cases, production information. Participants will be scored on their ability to select quality livestock for the modern production system.

Meat Identification and Judging: Classes of retail cuts of meat will be identified and evaluated.

AWARDS7. A plaque will be presented to each of the top three (3) placing individuals in the

three (3) identified phase competitions for each contest.8. A maximum of three (3) individual winners of the overall Superior Young Producer

Awards will be selected in the Horse and Dairy Cattle Divisions and a total of nine (9) individual winners will be selected in the combined Beef, Sheep and Swine Division. Each identified overall winner will receive a $1,000 scholarship and plaque.

Special Note: The Overall Superior Young Producer Award Plaques are sponsored by the Land of Lincoln Purebred Livestock Breeders Association and the Illinois State Fair.

9. The overall SYPA winners will be announced and recognized at an appropriate time during the Illinois State Fair.

10. A participant may receive only one scholarship one time throughout his/her 4-H eligible years. Further, after receiving a scholarship in any of the specie award areas, the eligible 4-H member may participate in other specie award programs in following years but will be eligible to receive phase awards only.

11. In order to receive a scholarship, the 4-H member must pursue studies at an accredited two (2) or four (4) year college, university, certified post- secondary trade school or advanced educational program.

12. Scholarship monies are paid directly by the Illinois 4-H Foundation to the institution where the student is enrolled. No interest will be earned on scholarship monies.

13. Any unused scholarship money remains in the Superior Young Producer Award Endowment Fund for future recipients if a student has reached his/her twenty-fourth (24th) birthday as of January 1st and has not claimed or applied the scholarship for purposes of furthering his/her education as previously described.

REQUIREMENTS AND FEES

ENTRY REQUIREMENTSAdvance entries must be postmarked by June 14, 2019. If entry deadline falls on a Saturday or Sunday, entries must be postmarked by the following Monday. All entries must be made on an official entry blank and mailed to Entry Department, Illinois State Fair, P.O. Box 19427, Springfield, IL 62794-9427. No entries will be accepted by telephone or telefax. Entry fees and stall rent must accompany entries along with copies of horse’s registration and all membership, youth and amateur cards (if needed). Numbers will not be issued until registration papers and membership cards are checked. See show divisions for entry fee amount.

POST ENTRIESPOST ENTRIES ON DAY OF SHOW WILL BE CHARGED DOUBLE ENTRY FEE.IF YOU SCRATCH A CLASS AND ADD ANOTHER, YOU WILL OWE THE ADDITIONAL LATE ENTRY FEE.

PROTESTSProtests may be made ONLY by an Owner or Trainer that has entered and shown in the class in which the protest is made.

STALLSA one time stall fee of $35.00 per horse PER SHOW must be paid when entries are made. Additional stalls may be rented for use as tack rooms or feed rooms at the regular rate of $35.00 per stall will not be bedded, however, feed and bedding will be available on the grounds. Stall and tack room decorations are encouraged but are not mandatory. FEED BARN 217-523-5400. STALLS WILL BE ASSIGNED BY MANAGEMENT!

CAMPINGCamping on the grounds is available during the Western Horse Show. Reservations will not be taken. Campground host or security will collect camping fees in the Campgrounds after you arrive on the Fairgrounds. A limited number of complete hookups are available on a first come, first served basis. For more information, call the campground office at 217-524-9498, Tuesday thru Sunday, 12:30 pm to 9:00 pm.

GENERAL1. Trucks and trailers shall enter Gate 11 and proceed directly to the unloading area. 2. Trucks and trailers must be parked in the area assigned by the show management.3. Program will be offered in the order listed unless some unforeseen problem arises. In that event, the management retains the right to rearrange the program to make the

best show possible.4. Dogs must be on a leash at all times while on the Fairgrounds. If they are tied in a barn,

they must be tied in such a manner as to allow safe passage down the aisle. Dogs will not be allowed in the show arena at any time.

5. Mini bikes are not allowed on the Fairgrounds. 6. NOT RESPONSIBLE - Neither the Illinois State Fair nor the Horse Show Management

will be responsible for any article of any kind or nature that may be lost, destroyed or stolen, although every precaution will be taken to protect property of the exhibitors. Also, the Illinois State Fair and the Show Management will not be responsible for any injury sustained in any way to exhibitors, spectators or employees.

NO REFUNDSNO REFUNDS CAN BE MADE ON ENTRIES OR STALLS. Horses may be substituted in the event of death or illness of the original entry. A veterinarian’s certificate must accompany ALL substitutions. Substitutions must be made prior to the beginning of the session in which the original entry was entered.

AWARDS AND PREMIUMSAll Awards and Premiums are subject to the approval of the General Assembly.

ALL STAKES CLASSES will be awarded premium money and placings according to the COMBINED judges score cards.

SPECIAL NOTICE REGARDING EQUINE ENTERING THE ILLINOIS STATE FAIR

EFFECTIVE JAN. 1, 1995: ALL ILLINOIS EQUINE (horses, ponies, mules, etc.) 12 MONTHS AND OLDER participating in an advertised equine event (“Advertised equine event” means a show, rodeo, exhibition, trail ride or horse fair, excluding sales or auctions, that is posted or media promoted) shall be accompanied by NEGATIVE TEST FOR EQUINE INFECTIOUS ANEMIA/E.I.A. (Coggins/ELISA) conducted WITHIN ONE (1) YEAR. A Health Certificate (Certificate of Veterinary Inspection) is not required for Illinois Equine. ALL OUT OF STATE EQUINE (horses, ponies, mules, etc.) entering Illinois will be required to be accompanied by a HEALTH CERTIFICATE (Certificate of Veterinary Inspection) ISSUED WITHIN 30 DAYS OF ENTRY AND EQUINE 12 MONTHS AND OLDER MUST HAVE A NEGATIVE TEST FOR EQUINE INFECTIOUS ANEMIA/E.I.A. (Coggins/ELISA) WITHIN THE LAST 12 MONTHS.The Illinois Equine Infectious Anemia Control Act has been established to protect the equine population in Illinois by controlling the spread of EIA through the movement of infected

animals. Violators of this Act are guilty of a Class C misdemeanor. This Act and its subsequent provisions are regulated by the Illinois Department of Agriculture’s Bureau of Animal Health.

DRUG TESTING REQUIREMENTSIllinois Department of Agriculture personnel are authorized to collect blood, urine, milk, tissue or other samples from any animal being exhibited to test for the presence of any substances, practices or other adulterants which may give the animal a competitive advantage. As a condition of entry, all exhibitors shall sign a statement of ethical conduct.

Not withstanding the above, as a condition of entry in an Illinois State Fair event, all exhibitors agree to cooperate fully with testing protocols including ultrasound. Department personnel may collect blood, tissue, milk or urine samples from any animal being exhibited and/or raced in any event at the Illinois State Fair at any time, including at the time of slaughter, to test for the presence of any substances, practices or other adulterants. It is a violation of this requirement if the test results indicate 1)the presence of a substance, practice or other adulterant that could give an animal a competitive advantage, and/or 2) the presence of a substance, practice or other adulterant that does not meet allowable slaughter residue levels for market animals as determined by the Department.

Any animal drug tested at the Illinois State Fair is subject to be detained at the expense of the Exhibitor by Fair Officials until the Fair Officials receive final test results. After any preliminary positive test results are confirmed by a gas chromatograph/mass spectrometer tests, the results may be made public. If a dispute regarding the test results occurs, a portion of the referee sample, upon written request to the Department, may be sent in a manner mutually agreed to by the parties for laboratory testing and analysis at a facility mutually agreed to by the exhibitor and the Department. The referee sample will be split in the presence of the parties or their representative. The test results must be sent to both the exhibitor and the Department by the laboratory. All fees associated with the referee sample are the responsibility of the exhibitor.

If an animal is determined to be in violation of this requirement, then the exhibitor agrees to forfeit all awards, prizes, money, honors and rights to any benefits received at the Illinois State Fair concerning such animal.

If an exhibitor disputes a disqualification of an animal by fair officials, the exhibitor may request a hearing before an administrative law judge of the Illinois Department of Agriculture, pursuant to the administrative law rule. However, any request to have the referee sample tested must be made, the test must be performed and the test results determined all prior to the hearing.

The owner, exhibitor, fitter, trainer and participant bear absolute responsibility for an animal’s condition, whether or not he or she was actually instrumental in or had actual knowledge of the administration of drugs or medication or treatment of the animal in contravention of these requirements.

1. Horses or ponies must be owned and shown by an Illinois resident.2. The breeder must be an Illinois resident, meaning the dam of the animal being shown

was owned by an Illinois resident at the time of service. The sire can be either Illinois or out of state owned.

3. Proof of eligibility must be available to the Superintendent of the department in which the animals are to be shown.

4. All horses and ponies must be registered in their respective Stud Books to be eligible to participate in Land of Lincoln Breeders Awards.

5. An exhibitor will be limited to two (2) premiums in each individual class.6. All horses or ponies must be maintained in the State of Illinois ninety days prior to

opening date of the Fair and the exhibitor (individual who rides, drives or leads the animal in the ring) must be an Illinois resident.

7. Horses or ponies that are double registered will be allowed to compete in one breed event only.

8. For the purposes of this Section, “Illinois resident” means: (A) An individual who is physically present in the State of Illinois with the intention to remain. (B) A partnership, joint venture, limited partnership or other syndicate or association shall qualify as an Illinois resident provided all of the individual members and/or beneficiaries qualify individually as residents of the State of Illinois. The Articles of Agreement of any one

DEPARTMENT RULES1. Each exhibitor must comply with the Illinois Exhibition Health Requirements; Animal

Care, Drug, Testing and Welfare Policies; and General Rules of the Junior Livestock Division as previously stated.

2. All participating exhibitors are responsible for being familiar with the rules that apply in each class. A violation of the rules may result in disqualification.

The Illinois State Junior Horse Show is not a member of the USA Equestrian or the American Quarter Horse Association, but uses the mentioned organizations’ rule books as guidelines for the show. In case of conflict, the Junior Horse Show Committee’s 2019 Addendum supersedes all other rules. This Addendum will be posted at the show and/or made available to all exhibitors. The decisions of the Superintendents and Judges regarding any and all matters at the show are final.

3. Each exhibitor must show his/her animal in the ring without the assistance of another person, except in classes that usually show with a header or tailer. For the costume class, more than one 4-H and/or FFA member may be a part of the entry, however only the exhibitor should enter the class. A leader and/or side walker is permitted for safety reasons in the Costume Class and riders with disabilities classes. Only 4-H and FFA members over 8 years of age or parents or leaders will be allowed in the ring.

4. By May 1 of the exhibit year, exhibitors must place on file at the local extension office or school (FFA), copies of ownership and/or lease papers for all animals that the member may plan to exhibit at the State Junior Horse Show. In addition to the ownership/lease papers and horse names, not barn names, two (2) sets of two (2) color photos (one of each side) of the animals will be mandatory for all horses and ponies, grade and registered animals. The county will forward a copy of all ownership/lease papers and one (1) set of two (2) color photos (one of each side) of all animals to the Entry Department as a part of the entry process. A copy of the ownership and/or lease papers and one (1) set of the two (2) color photos (one of each side) will remain on file in the local office in the event verification is needed.

Exhibitors must submit the official State Fair entry form to the Entry Department, along with the appropriate entry fees, by the June 1st deadline. No replacement animals will be allowed in the State Fair Junior Horse Show unless the animal has already been registered in the local extension office or school by the May deadline.

Violation of the ownership/leasing rules will not be tolerated. Violations may result in disqualification from current and/or the following year’s State Junior Horse Show and forfeiture of all premiums and awards.

5. Each exhibitor is allowed to show three (3) horses. A fourth horse is permitted only if it is a yearling filly or gelding entered in the Yearling Halter Classes (yearling classes 49601, 49401, 49301 and 49302). Exhibitors showing more than one (1) horse should designate on the entry form which horse is to be shown in each class.

6. Each exhibitor is limited to entering twelve (12) total classes. Land of Lincoln Classes, halter championships, Versatility Class and Costume Class and Egg-Spoon do not count towards the twelve (12).

7. Exhibitors may show the same horse or pony both English and Western.8. Each exhibitor is limited to two (2) Showmanship classes and one (1) Dressage Class

per horse. 9. Horses or ponies in age restricted classes may be asked to furnish proof of age.10. No animal may be shown by more than one (1) exhibitor and no exhibitor may enter

more than one (1) animal in any class. 11. Animals do not have to be registered animals to be exhibited except in Land of Lincoln

Classes. Stallions, Mules, Donkeys and Asses are not eligible to be shown in the Junior Horse Show.

12. Only horses entered in the Junior Horse Show will be allowed on the fairgrounds and no horses will be allowed on the grounds before 12 noon on Sunday, July 21, 2019. Stall assignments will be posted outside the Show Office and at the end of each barn. Veterinarian and other emergency information will also be posted. All exhibitors and animals must be off the fairgrounds by 5:00 pm, Sunday, July 28, 2019.

13. Exhibitors may only stable in the barns assigned to their county by the show committee. If assignment stall cards are removed, altered, or changed, it will result in the exhibitors’ disqualification from the show. For safety reasons no locks are allowed on stall doors at any time unless the stall contains tack. Exhibitors must furnish their own feed and bedding; it may be purchased on the fairgrounds.

14. Exhibitors may pick up their packets and exhibitor numbers between 12:00 noon and 8:00 pm on Sunday, July 21, after 7:00 am Monday July 22 and any time while the show is in progress in the Junior Horse Show Office.

15. At the time of check-in, exhibitors should advise the office when they will be leaving so that stalls may be re-used by other exhibitors.

16. All ponies will be measured or must show a 4-H Pony Card that was issued 2014 or before. 4-H Pony Cards will be accepted only on ponies five (5) years of age or older. If an exhibitor is showing a pony for which a valid 4-H Pony Height Card has already been obtained in the past, the exhibitor must present this card to the show office at the time of check-in before a packet and exhibitor number can be obtained. Pony measurements will be made only between 7:00 and 7:30 am every morning in Barn 25A.

17. Parking is not allowed on the fairground streets near the barns except to load or unload horses and equipment. This is a fire code violation and vehicles improperly parked will be towed.

18. For safety reasons, exhibitors and their horses will not be allowed to stand or groom in the area and/or street directly in front of the arena entrance. At the instructions of the gate and ring personnel, entry to or exit from the arena may be through the west gate or east gate. There will be no gate holds for any exhibitor unless scheduled with the in-gate personnel at least two (2) classes prior to the class for which the gate hold is requested. The exhibitor is responsible for being on time at the specified gate for his/her classes.

19. Only exhibitors will be permitted to work horses on the grounds at any time.20. All exhibitors must be checked in for their classes at the designated table near the

entry gate to the show arena at least two (2) classes prior to the class in which they

are exhibiting. Any exhibitor not checked in at the check-in table at least two (2) classes prior to their class will not be allowed to enter the arena.

21. Exhibitor numbers will be issued at check-in and must be attached to each side of saddle pad or tack, except for in-hand classes (conformation, etc.) for which one (1) number shall be worn on the exhibitor’s back.

22. If there are not five (5) entries in any one (1) class the show committee reserves the right to combine the class with another age group and possibly drop the class the following year.

23. All patterns, rule additions and other announcements from Show Officials will be posted on an officially designated board outside the Junior Horse Show Office. These items will be posted once and copies will be available in the office every morning. Only official information may be posted on this board by show officials. Anyone attaching or removing from this Official Bulletin board will be removed from the fairgrounds and prohibited from further showing. Other bulletin boards for posting information on sale items, announcements and other such information will be provided.

24. Following the end of classes each evening, the show arena will remain open unless otherwise designated by the Superintendents. The show arena will be closed Sunday evening at 9:00 pm and each morning at 6:30 am to prepare for classes. During the show, only exhibitors showing in classes designated by the show committee will be allowed warm-up time in the arena.

25. Helmets (ASI/SEI approved protective headgear) with buckled safety harness will be required by all riders whenever mounted. Riders must wear a shoe or boot with a heel and must ride with a saddle and bridle. Bareback Riding will not be allowed on the fairgrounds at any time, not even in Costume Classes.

26. No lunging of horses is allowed in the show arena at any time and no dogs will be allowed in the show arena. Per Illinois State Fair rules, dogs must be on a leash at all times anywhere on the fairgrounds.

27. Cell phones should be on courtesy or silent and walkie-talkies and similar communication devises are not allowed in and around the show arena during the show as they may interfere with the show official’s communication devices.

28. One (1) officially designated chaperon is required for every ten (10) participants. Participants must know their chaperon and chaperons are responsible for the participants. Local extension offices and school districts are responsible for following screening procedures for all chaperons. Exhibitors participating in this show are encouraged to provide chaperones with emergency medical forms completed and signed by parents/guardians to ensure medical treatment can be provided if necessary.

29. Bicycles, roller-skates, skateboards, scooters and motor bikes are not allowed inside any barns, preparation areas with horses, warm-up arenas or in the show arena. Violators will be removed from the fairgrounds.

30. Do not enter Championship Classes.

SPECIAL CLASS RULES, DEFINITIONS AND NOTICES31. HUNTERS:

a. Exhibitors may enter only one (1) Hunter Under Saddle class per horse; that is, one (1) Horse over 58”, either traditional (Thoroughbred, English breed) or stock-type (Quarter Horse, Paint, Appaloosa, etc.), but not both. Exhibitors must choose one or the other for each horse entered.

b. Hunter Under Saddle classes are divided by the age of the exhibitor.c. Exhibitors entered the Beginner Hunter Over Fences and Beginner Hunt Seat

Equitation Over Fences classes may not enter any other over fences classes except the Hunter Hack Class. Exhibitors entering the Intermediate Hunter Over Fences and Intermediate Hunt Seat Equitation Over Fences classes may not enter any other fences except for the Hunter Hack Class. These classes do not count toward the High Point Hunter Award.

d. For Hunter Over Fences classes, fence heights will not exceed the following heights:

Horses: 2 feet, 9 inches Beginner: 18 inches Horse Hack: 2 feet, 9 inches Intermediate: 2 feet, 6 inches Ponies: 2 feet, 9 inches Pony Hack: 2 feet, 3 inchese. Champion and Reserve Hunters must compete in at least one (1) class

over fences. Beginner hunter over fences, beginner equitation over fences, intermediate hunter over fences, intermediate equitation over fences and hunter hack classes are not considered point classes.

f. Exhibitors only will be allowed to walk the course from 8:30-8:45 am Monday.g. Exhibitors will have the opportunity to school over jumps only Sunday, July 21,

1:00-8:00 pm. Every other hour is reserved exclusively for those showing in the beginner over fences class.

h. Schooling will be permitted only in designated areas. Exhibitors wishing to school in the Arena must sign up at the check-in gate by half-hour intervals. Eight (8) riders will be allowed in the Arena at any given time.

32. RANCH PLEASURE: a. Exhibitor may not be cross entered in a Western Pleasure and Ranch Pleasure

class at the same show. RANCH RIDING:

a. The requirement maneuvers will include a walk, trot and lope both directions and the extended trot and extended lope at least one (1) direction, as well as stops and backs. Three (3) optional maneuvers may include a side pass, turns of 360 degrees or more, change of lead (simple or flying) and walk, trot, or lope over poles.

b. No hoof polish, braided or banded manes, or tail extensions will be allowed. c. Trimming inside ears is discouraged. However, trimming bridle path is allowed,

as is trimming of fetlocks or excessive (long) facial hair. d. It is suggested competitors use a breast collar and a rear cinch. e. Silver on bridles and saddles is discouraged.

33. VERSATILITY CLASS: The Overall First Place Trophy is called “The Dean Hari Memorial Trophy.”a. The Versatility Class and Halter Championship Classes must be post entered.

Exhibitors must qualify and enter at the show. b. To be eligible to show in this class an exhibitor must be fifteen (15) years of

c. Qualifications will be verified by the Horse Show Office. Exhibitors must enter by 12:00 noon on Saturday, July 27th after they qualify. Absolutely no pre-entry.

d. A complete set of rules will be made available to exhibitors at the time of qualification for the class. Essays (maximum of 100 words) are also due by 12:00 noon, Saturday, July 27th.

e. Exhibitors entering Society type breed Western Pleasure, horse pony, exhibitor any age, may not enter any other Western Pleasure Classes on the same horse. The animal must be shown in Western tack and must walk, jog and lope. If the exhibitor is showing a second horse or pony, that animal may be entered in another Western Pleasure class, but only one (1) of these classes may be entered for each horse or pony.

f. Exhibitor may only enter one (1) equitation and horsemanship class per division per horse, not including equitation over fences.

g. Only two (2) helpers per exhibitor on trucks are allowed.h. Each individual section will be held in accordance with the rules that were utilized

for the corresponding qualifying class.34. GYMKHANA DIVISION: All classes will be run in the Arena according to the rules in

the AQHA rule book and the 2019 Junior Horse Show Committee’s Addendum printed below. Any additions or changes to this addendum will be posted and available at the Horse Show Office.a. Attire: Shirts with long sleeves and a collar are required. No tank tops, t-shirts

or sleeveless shirts are allowed. Chaps are optional. Approved safety helmets, with harnesses fastened and buckled, are required. These helmets must remain on the exhibitor’s head throughout the class. A limited number of helmets will be available for loan to exhibitors at the horse show office.

b. Tack: Any western-type or gaming saddle with appropriate bridle is allowed.c. No hitting allowed in front of the saddle.d. Entry into the Arena: Show personnel will direct exhibitors to the proper gate for

entry to and exit from the arena. Please follow the instructions of the gate and ring personnel. For safety purposes, an exhibitor may have his/her horse led through the gate by one (1) assistant. The assistant will immediately exit the ring when the horse and rider are through the gate.

e. For safety reasons, exhibitors may not have their feet tied to the stirrups or their legs or seat fastened to the saddle in any fashion that will not readily come undone in the event of an accident.

f. In the event of a tie for time between two (2) or more exhibitors, the exhibitors will draw for placings.

g. The decisions of the judges and superintendents are final.h. Barrel Race:

i. Barrel knocked over, 5 second penalty per barrel;ii. Off pattern, no time, a disqualification;iii. A contestant may touch barrel with hands, legs, or feet.i. Flag Race:i. registered owner is an Illinois resident and other Land of Lincoln eligibility criteria are met.

d. Land of Lincoln classes will be offered for P.O.A.’s, Arabians, Morgans, Saddlebreds, Tennessee Walking Horses, Quarter Horses, Paints, Appaloosas, Paso Finos and any other approved Land of Lincoln purebred breeds.

e. All horses or ponies must be shown in the corresponding Open Class to be shown in a Land of Lincoln class.

36. CHAMPION AND HIGH POINT AWARDS: a. If there is at tie between exhibitors for one of the Champion or Reserve Champion

awards, duplicates will be awarded.b. High point awards will be announced at the end of classes for each specific

division, as soon as the show staff completes tabulation. Decision of the show committee is final.

c. Running scores will not be made available to exhibitors.

DEPARTMENT RULES1. Each exhibitor must comply with the Illinois Exhibition Health Requirements; Animal

Care, Drug, Testing and Welfare Policies; and General Rules of the Open Livestock Division as previously stated.

2. The ages of animals will be reckoned from January 1. All foals will be considered as one (1) year old on January 1 of year succeeding birth.

3. In all cases, pedigrees of horses must be traceable to the American or Foreign Stud Book for the particular breed in which the animal is registered. All applications for entry of horses or animals of record must be accompanied by the name of the breeder and the name and registration number of the sire and dam of the exhibited animal.

4. Animals owned in partnership must be entered in all classes in the partnership name as it appears on the registration papers.

5. Copies of registration papers may accompany entry forms except for geldings and current year foals. Registration papers will be checked at the time of check-in.

6. In individual classes the exhibitor is de fined as the person whose name appears on the registration paper as the owner. In group classes, where the herd is one (1) unit with animals registered in the name of different members of one (1) family residing on one (1) farm, entries may be made under the name of a single exhibitor.

7. Exhibitors may enter only one (1) entry in a group class. In Produce of Mare and Get-of-Sire classes, animals do not need to be owned by one (1) exhibitor. Further, geldings can be used in Produce of Mare and Get-of-Sire classes.

8. Animals shown in group classes must be entered and shown in individual classes. 9. Exhibitors are limited to two (2) premiums in single classes and one (1) premium in

group classes.10. Substitution may be made within the same class up to the time of check-in.11. Any breed is allowed to show in the Hitch classes, unless designated for a specific

breed. Mares, geldings or stallions may show in hitches. All horses and ponies must be decorated in the hitch classes with manes rolled and tails tied.

12. Mens and ladies cart horse/pony must be a different animal. Junior drivers must have a competent adult on the seat.

13. Horse Mules can show with Mare Mules in pair classes.14. Exhibitors and grooms must be properly attired in show ring; no blue jeans, shorts or

T-shirts will be allowed.15. Junior drivers competing in Junior Driving classes are not eligible for Open Driving. 16. Each showmanship exhibitor can only compete in one (1) breed division. Junior

Showmanship class must be shown with a horse two (2) years old or older.17. Only animals being judged will be allowed in the South Arena.18. When on exhibition in the ring each animal must be under halter and under the control

of owner or employee who shall display ring cards to correspond with number in the official program. Any animal that is not being properly controlled by handler or driver will be immediately excused from the show ring.

19. Animals cannot be tied outside of stalls and left unattended.20. Stall areas are to be kept clean and neat. Decorating is encouraged.

21. Barn aisles will only be closed to the public when horses are being prepared for show in the aisles before and during show sessions.

22. Do not enter Championship Classes.23. The first place showmanship winners in Senior and Junior division of each breed will eligible for showmanship finals.24. Exhibitors MUST wear or properly display the correct exhibitor number for each class.

SPECIAL AWARDSCHAMPION GELDING AND GRAND CHAMPION STALLION AND MARE OF EACH DRAFT HORSE BREED: A silver tray will be given by the Illinois State Fair to each of the exhibitors of the Champion Gelding, the Grand Champion Stallion and Grand Champion Mare in each of the Belgian, Percheron and Clydesdale-Shire Draft Horse Breeds of the 2018 Illinois State Fair.

CHAMPION MARE MULE AND HORSE MULE: A silver tray will be given by the Illinois State Fair to each of the exhibitors of the Champion Mare Mule and Champion Horse Mule of the 2018 Illinois State Fair.

CHAMPION DRAFT HORSE HITCHES: A silver tray will be given by the Illinois State Fair to each of the exhibitors of the Champion Gelding Team, Mare Unicorn Hitch, Mare Four Horse Hitch, Gelding Six Horse Hitch and Mare Six Horse Hitch of the 2019 State Fair.

SUPREME SIX HORSE HITCH PREMIUM AWARDS: The following additional monetary awards will be made to the exhibitors/winners of the Supreme Six Horse Hitch of the 2019 Illinois State Fair.

GRAND CHAMPION SHOWMAN PREMIUM AWARDS: The Grand Champion Junior Showman and Grand Senior Showman of the 2019 Illinois State Fair will be awarded an additional monetary premium award of $50.

PREMIERE EXHIBITORS: A banner will be given by the Illinois State Fair to the Premiere Exhibitor of each of the Belgian, Percheron and Clydesdale-Shire Draft Horse Breeds and the Mule Division. Additionally, a banner will be given by the Illinois State Fair to the Premiere Illinois Draft Horse Exhibitor chosen from among all three breeds. Premiere awards will be made to the exhibitor of animals winning the most money in halter classes, owned by one exhibitor. In all cases, Get-of-Sire, Produce of Dam and Land of Lincoln classes are not included in the total.

3. Amateurs must have proof of a current adult membership before they can purchase an amateur card at the show. Youth may be allowed to show without a Youth Card. However, youth showing without a card will not be awarded placings/points and are not eligible for any ASCP/AMHR award.

4. Pleasure horses cannot cross-enter into Country Pleasure or Western Country Pleasure at the same show.
