HR Cir 20/13 - 1 - Ref: HR/B1/10 30 July 2013 Hospital Authority Human Resources Circular No. 20/2013 (To be read by all staff) Hospital Authority (HA) Pay Adjustment 2013/14 Pay Adjustment This serves to advise that the HA Board has approved the following rates of pay adjustment to serving employees as at 25 July 2013 who are remunerated on respective HA pay scales (i.e. HA Management Pay Scale (HMPS), HA General Pay Scale (HGPS), HA Model Pay Scale (HMODS), HA Training Pay Scale (HTPS), HA Disciplined Pay Scale (HDPS), and HA Old Model Pay Scale (HOMPS)) and pay ranges with effect from 1 April 2013 : - (a) Employees remunerated above HGPS Point 33 (above $54,665), or equivalent : 2.55% (b) Employees remunerated at or below HGPS Point 33 (on or below $54,665), or equivalent : 3.92% (c) Employees remunerated on pay ranges (Patient Care Assistant, Operation Assistant and Executive Assistant) : 3.92% 2. The revised HA pay scales, pay ranges and standard job-related allowances are shown in Appendices I - VIII. 3. Monthly Allowance which is set as a fixed sum instead of a percentage to basic salary, and is applicable to HA employees recruited on or after 1 April 1998 will remain unchanged. 4. Pay for eligible HA employees concerned (including Medical Intern and Pharmacy Intern) will be adjusted with effect from 1 April 2013 or the date of appointment, whichever is the later. Applicable employees serving as at 25 July 2013 will receive their new salary and allowances, if any, together with backpay in relation thereto in August 2013 payroll. Ex-employees 5. For ex-employees who had left HA with last date of service on the following grounds between the period from 1 April 2013 to 24 July 2013 (both dates inclusive), the HA Board has agreed that they should also be given the above adjustments with retrospective effect from 1 April 2013 up to their service termination date :

    Hospital Authority (HA) Pay Adjustment 2013/14

    Pay Adjustment

    This serves to advise that the HA Board has approved the following rates of pay adjustment to serving employees as at 25 July 2013 who are remunerated on respective HA pay scales (i.e. HA Management Pay Scale (HMPS), HA General Pay Scale (HGPS), HA Model Pay Scale (HMODS), HA Training Pay Scale (HTPS), HA Disciplined Pay Scale (HDPS), and HA Old Model Pay Scale (HOMPS)) and pay ranges with effect from 1 April 2013 : -

    (a) Employees remunerated above HGPS Point 33 (above $54,665), or equivalent

    : 2.55%

    (b) Employees remunerated at or below HGPS Point 33 (on or below $54,665), or equivalent

    : 3.92%

    (c) Employees remunerated on pay ranges (Patient Care Assistant, Operation Assistant and Executive Assistant)

    : 3.92%

    2. The revised HA pay scales, pay ranges and standard job-related allowances are shown in Appendices I - VIII. 3.   • (a) retirement / approved early retirement (HRPM Chapter K2); (b) termination by HA on grounds of poor health (HRPM Chapter K3) or death of

    employees (HRPM Chapter K4); and (c) redundancy / staff surplus situations (HRPM Chapter K3), if any. Adjustments for this group of ex-employees will be paid no later than September 2013. 6. No retrospective adjustment will be made to the pay of those ex-employees who had left HA before 25 July 2013 on other grounds. Temporary Employees 7. For temporary employees (be they remunerated on pay scales or pay ranges), their pay will be adjusted effective 1 August 2013 as per established practice. In this connection, the hourly rates for employing temporary part-time Visiting Medical Officer, temporary part-time nurses, temporary Undergraduate Nursing Student (TUNS), temporary Pupil Nurse (TPN) and temporary Undergraduate Diagnostic Radiography Student (TUDR) are revised as per Appendices IX - XI respectively. Non-consent Employees in 2009/10 Pay Adjustment Exercise 8. Employees who did not give consent to the pay cut in 2009/10 pay adjustment exercise will not be eligible for future upward pay adjustments. These “non-consent employees” will not be entitled to HA’s 2013/14 annual pay adjustment mentioned in this circular. Civil Servants / Subvented Employees Working in HA 9. Civil servants / subvented employees are subject to the employment terms and conditions of the government / subvented organizations. Their pay, including their termination pay during the period of 1 April 2013 – 24 July 2013 will be determined by the government / subvented organizations. 10.     薪 酬 調 整

    本通告旨在通知職員,凡按各醫管局薪級表 (即醫管局管理職系薪級

    表、醫管局一般職系薪級表、醫管局標準薪級表、醫管局見習職系薪級表、醫管

    局紀律職系薪級表、醫管局舊標準薪級表) 及薪幅制度支薪的僱員,醫管局大會

    已批准對 2013 年 7 月 25 日仍在職的僱員作出薪酬調整。新的薪酬由 2013 年 4 月

    1 日起生效,加幅如下:

    (a) 醫管局一般職系薪級表 33 點以上 :2.55%

    (54,665 元以上),或同等薪級點

    (b) 醫管局一般職系薪級表 33 點或以下 :3.92%

    (54,665 元或以下),或同等薪級點

    (c) 按薪幅制度支薪的僱員 (病人服務助理、 :3.92%

    運作助理和行政助理)

    2. 修訂後的醫管局薪級表、薪幅制度的薪酬範圍及與工作有關的定額津貼,詳見附錄 I - VIII。

    3. 在 1998 年 4 月 1 日或之後受聘的醫管局僱員,他們所享有的每月津貼屬

    定額津貼,而非按底薪百分率計算,故會維持不變。

    4. 符合資格的醫管局僱員(包括駐院實習醫生及駐院實習藥劑師)的薪酬,會

    由 2013 年 4 月 1 日或受聘日起(以較後者為準)作出調整。於 2013 年 7 月 25 日仍

    在職的合資格僱員,會在 2013 年 8 月底收到新的薪酬和津貼(如有),以及有關補

    薪。

    已離職的僱員

    5. 因以下理由已離職及最後工作日在 2013 年 4 月 1 日至 7 月 24 日 (包括首

    末兩日) 期間的僱員,醫管局大會亦通過給予他們上述加薪,追溯期為 2013 年 4

    月 1 日至離職日止:

  • (a) 退休 / 獲批准的提早退休(人力資源政策手冊第 K2 章); (b) 因健康欠佳被醫管局終止服務(人力資源政策手冊第 K3 章)或身故(人力

    資源政策手冊第 K4 章);以及

    (c) 裁員 / 僱員過剩(人力資源政策手冊第 K3 章) (如有)

    此類已離職僱員的加薪將不遲於 2013 年 9 月發放。

    6. 因其他理由在 2013 年 7 月 25 日之前離職的僱員,他們的薪酬不會獲追

    溯調整。

    臨時僱員

    7. 臨時僱員(不論其是按薪級表或薪幅制度支薪),其薪酬會按一貫做法,由

    2013 年 8 月 1 日起作出調整。有關臨時兼職到診醫生、臨時兼職護士、護理學學

    生(TUNS)、登記護士學生(TPN)及放射診斷技術學學生(TUDR)調整後的時薪額,

    詳見附錄 IX - XI。

    不同意 2009/10 薪酬調整的僱員 8. 對 2009/10 薪酬調整的減薪安排不表同意的僱員,將不會符合未來薪酬上調的資格。醫管局 2013/14 年度薪酬調整將不適用於此等不同意 2009/10 薪酬調整的僱員。

    在醫管局工作的公務員/補助機構僱員

    9. 公務員/補助機構僱員的聘用條款是由政府/補助機構與他們訂定,他

    們的薪酬,包括 2013 年 4 月 1 日至 7 月 24 日期間的離職薪酬,將由政府/補助

    機構決定。
