Changes to our Meetings
About a year ago we began collecting information from HNA members through several means
including an online survey. Our goal was to try to increase participation. A common theme we found
were that the meeting times and frequency often made it difficult for folks to attend.
If you haven’t already, please take our survey to let us know how we can make HNA more accessible to

Bylaws Clean-up Committee
The Bylaws for the Hough Neighborhood Association date back to 1992. As we looked to the Bylaws for
guidance on how to change our meeting frequency, we noticed there were quite a few outdated
and/or possibly irrelevant portions. At our October meeting, we formed a Bylaws Clean-up Committee
consisting of: Stevi Green, Heidi Owens and Ty Stober. Together the Bylaws Clean-up Committee will
work to update our governing document and present a new version at our next meeting in November
where the members can vote on whether or not to accept the changes.
Please do your best to attend our November meeting so that you can review changes and vote as well.
New Treasurer – Welcome Back Tori Darnell
Sarah Collmer has been a wonderful Treasurer, but her term has come to an end. Please join us in
welcoming Tori Darnell to the position of Treasurer. Tori has sat on the HNA board in the past and we
are excited to have her. Sarah is a wonderful neighbor and we are thankful to have had her on our
board. Big thanks to both Sarah and Tori!

HOUGH NEIGHBORHOOD ASSOCIATION NEWSLETTER
Guest Speaker: Steve Valenta, Sunday Streets Alive
Steve Valenta, on behalf of Sunday Streets Alive brought us a proposed route for 2016 Sunday Streets Alive. This
event was held in 2013 and was a wonderfully
attended event. In an effort to cut the costs for the
event, they have narrowed down the street
closures and have presented the proposed route to
both the Hough and Arnada Neighborhood
Associations. The dates currently being considered
for this event are August 7th or August 14th.
This event requires a great deal of volunteers so if
you would be interested in helping out or have any

SWAT UPDATE
Heidi Owens from the Sound Wall Action Team (SWAT) gave us a wonderful update on all of the fantastic work
these folks have been able to accomplish. The alcoves are very nicely lit these days and they are meeting weekly
to clean up the areas. Please join these amazing volunteers every Monday at 8:30 am at the corner of Franklin
and Mill Plain to help keep our neighborhood safe and clean.
Other exciting news from SWAT is a recent grant approval to put in a dog waste station at the Harney Alcove as
well as 3 cigarette butt disposal stations located on Franklin, Kauffman and Markle. These stations will be
emptied by SWAT and we are grateful for all of the work they have done for Hough!
Parking Issues??
Several neighbors have expressed concerns regarding parking. The incredible boom of new and growing
businesses in Uptown has created an influx of cars in our neighborhood. The Uptown Village Association has a
Parking Committee that meets monthly to discuss these issues and help strategize for possible solutions. Please
feel free to attend these meetings. The next meeting will be at Cellar 55 on 10/27 at 3pm. You can also contact

Parking enforcement is a complaint driven system so if you are dealing with parking issues, please contact
Parking Enforcement at (360) 487-8653.
On the other side of this, some neighbors have expressed concerns that they are being ticketed along the buffer
areas. If you are in need of a permit please complete the Parking Permit Application which can be found on the
City of Vancouver website or here.
Neighborhood Officer Update
Sgt Raquer sat in for Officer Chavers and gave an update on what VPD is doing to help keep everyone
safe as the new law regarding overnight camping goes into effect on 10/21. Sgt Raquer is reaching out
to other city’s police departments to hear about their successes and obstacles faced in situations
similar to this so VPD can be proactive in keeping everyone safe.
Neighbors expressed concerns regarding car prowlers and the arsonist who seems to be at it again,
lighting garbage cans on fire. Most recently on October 10th a fire was started near 23rrd and Harney.
Please remember to report these instances to VPD.
Upcoming Events
Sat 10/24 9 am – Make a Difference Day – please join your neighbors in front of the Ryan Woods
Memorial Mural near the old Mini Mozart location to participate in a clean-up (gloves and other supplies
provided) Vancouver Pizza, juice and other treats will be provided.
Sun 10/25 3-5 pm – Re-Joice and Re-Treasure – As a part of the Library’s Treasure-RE program you
may bring in your unwanted garments to swap, and show off your retro-refit and handmade Halloween
costumes along with the garden items created earlier in the series. Or just come to celebrate!
Tue 11/17 7pm – Hough Neighborhood Association – meet us in the cafeteria of Hough Elementary.
Thanks-Giving
A few years back some neighbors had the idea that if we all came together, even something so small as to just
making an extra few servings of green beans or an extra pie we could have a BIG impact.
It turned out that we have quite a wonderful and generous bunch of neighbors and they were able to help families
receive beautiful meals from their neighbors including everything from turkey and mashed potatoes to apple cider,
several desserts and even floral centerpieces.
