1. PREAMBLE

SINCE full-time registered contact students at the Potchefstroom Campus of the North-West University have a need for a student life in which a complex of interests and activities are properly ordered and managed, and

SINCE the full-time registered contact students at the Potchefstroom Campus

of the North-West University have a need to develop their full human potential and to exercise responsible self-management democratically, and

SINCE full-time registered contact students have an interest in the

management of the North-West University which has to be properly represented in the management structures and processes of the University;

THEREFORE there is a Student Representative Council (hereafter referred to

as the SRC) at the Potchefstroom Campus of the North-West University. 2. FOUNDATION AND STATUS

These House Rules for student leadership on the Potchefstroom Campus of the North-West University embody the commitment to student leadership based on the principles of equal recognition and respect for all individuals and communities. The House Rules affirm the principles outlined in Chapter 2 of the Constitu-tion of the Republic of South Africa, the principles, values and provisions of the Higher Education Act 101 of 1997, as amended, and the Statute of the North-West University. The House Rules reinforce the vision, mission, Cam-pus Plan and value system as well as the codes of conduct of the Potchefstroom Campus of the North-West University.

The purpose of the House Rules is to provide the structure and procedures for student leadership at the Potchefstroom Campus of the North-West Uni-versity. These House Rules replace all other previous House Rules of the Student Representative Council on the Potchefstroom Campus of the North-West University. These House Rules will take effect on a date determined by resolution of the Potchefstroom Campus Student Representative Council and the Institutional Student Representative Council (ISRC). Both the Afrikaans and English versions of these House Rules are approved by the Student Representative Council and are official and enjoy equal status.

The Student Representative Council must make both the versions available on the official website of the University and either or both the versions at the request of an individual full-time registered student or students.

3. ACCOUNTABILITY

The Student Representative Council, as envisaged in section 35 of the Higher Education Act 101 of 1997, as amended, acts in accordance with this Constitution and the Statute of the North-West University and is subject to the authority of the University Council and other relevant University Authorities.

The SRC functions on a value-driven foundation on the Potchefstroom Campus of the North-West University as encompassed in the Statute of the University, and as embodied in the policies and rules of the North-West University and the Potchefstroom Campus of the North-West University.

4. COMPOSITION AND MEMBERSHIP

4.1 The Student Representative Council has (15) members elected annually at

the constituting meeting of the Student Representative Council (SRC) and consists of full-time registered contact students:

4.1.1 The SRC Chairperson; 4.1.2 The SRC Vice-Chairperson and Student Interests; 4.1.3 The SRC Member Liaison; 4.1.4 The SRC Member Finance; 4.1.5 The SRC Member Academic Council; 4.1.6 The SRC Member Residence Council; 4.1.7 The SRC Member Arts Council; 4.1.8 The SRC Member Sport and Recreation; 4.1.9 The SRC Member Societies Council; 4.1.10 The SRC Member Current Affairs; 4.1.11 The SRC Member Marketing and Public Relations; 4.1.12 The SRC Member Reach out and Give (RAG); 4.1.13 The SRC Member Student Rag Community Service (SRCS); 4.1.14 The SRC Member Media and Communication; and 4.1.15 The SRC Member Internal Co-ordinator. 4.2 SRC Executive Management Committee

The Executive Management Committee of the SRC deals with emergencies and extraordinary matters, which require the SRC to make an urgent decision when it is not possible to call a meeting of the full SRC. The Executive Management Committee is constituted as follows, with the right to co-opt persons:

4.2.1 The SRC Chairperson; 4.2.2 The SRC Vice-Chairperson and Student Interests; 4.2.3 The SRC Member Internal Co-ordinator; 4.2.4 The SRC Member Academic Council; and 4.2.5 The SRC Member Finance. 4.3 Media Representatives

Any media representatives of the Potchefstroom Campus student media (e.g., NWU PUKfm and/or Wapad) may attend meetings of the SRC as observers, with the prior permission of the SRC Chairperson.

4.4 Membership 4.4.1 A person becomes member of the SRC if he/she is duly elected according to

the provisions of the House Rules of the SRC and Rules for Elections, and the SRC is constituted at a proper constituting meeting, after the SRC member has taken the formal oath of office as encompassed in the SRC’s House Rules.

4.4.2 The duties of a newly elected member of the SRC start immediately after the

beginning of the new SRC term at the constituting meeting.

If a member is elected by means of a by-election or otherwise after the constituting meeting has taken place, his/her duties commence as soon as the results of his/her election are made known by the chief electoral officer of the SRC elections and he/she is duly sworn in by the SRC Chairperson with the formal oath of office as encompassed in the House Rules of the SRC.

4.4.3 No person is authorised to be a member of the SRC and a member of a

house committee of a residence or member of campus media or member of a management of a student academic association (hereafter referred to as ASS) or a member of an executive committee or an affiliated committee of the SRC at the same time in the same term, except in the capacity of chairperson of such an EC. SRC members may not fill a position on other ECs or the portfolios that support SRC members in their tasks.

5. FUNCTIONS, RESPONSIBILITIES AND COMPETENCIES 5.1 SRC: General The SRC has the competence and power to make and apply rules for and

with regard to the entire student community of the Potchefstroom Campus of the North-West University and:

5.1.1 manages organised student life at the Potchefstroom Campus with a view to

help realise the vision of the North-West University and the mission of the Potchefstroom Campus with regard to teaching-learning, research, other academic activities, arts, sport, residence matters and other relevant spheres of student life;

5.1.2 is accountable for management activities envisaged in 4.1 of these House Rules and can for that purpose be endowed by Council with the competence to perform any specific task;

5.1.3 may affiliate or register other student bodies and exert control over such bodies;

5.1.4 enjoys participation and a voice in management structures and processes of the Potchefstroom Campus of the North-West University in order to represent student interests in the decision-making processes of the Potchefstroom Campus;

5.1.5 maintains disciplinary measures over students in accordance with the applicable provisions of the Statute of the North-West University, these SRC House Rules and other relevant rules and policies of the North-West University;

5.1.6 may, as a subcommittee of the Institutional SRC, award colours and honours for special achievements in the field of organised student life in terms of the relevant rules and policies of the North-West University;

5.1.7 liaises with the student councils of other institutions for higher education in order to promote the shared interests of students within organised student life;

5.1.8 may affiliate with other bodies at the discretion of the SRC; 5.1.9 may appoint internal commissions of enquiry to investigate issues pertaining

to the SRC and student interests and to make recommendations with regard to these issues to the SRC;

5.1.10 may employ and remunerate persons to work for the SRC in accordance with the relevant rules and policies of the North-West University;

5.1.11 may distribute approved publications and publicity material; 5.1.12 must give detailed feedback to the Dean of Students annually on SRC duties

performed, as agreed with the Dean of Students at the beginning of the term; 5.1.13 must follow a modus operandi according to which a year plan is compiled

annually and presented to the Management Committee of the Potchefstroom Campus after the beginning of a new SRC term.

At the end of each SRC term an annual report has to be submitted to the Campus Management Committee for noting;

5.1.14 should attend promptly to the social obligations of the SRC, student mass meetings and other big campus events and should present an apology for absence in advance to the SRC Deputy Chairperson and Student Interests member;

5.1.15 be available at the offices of the SRC at least every afternoon during the week (Monday to Friday) between 13:00 and 14:00, with an additional office hour per day (between 08:00 and 16:00) during which appointments can be arranged, university holidays excluded;

5.1.16 promote the do-values of the North-West University in all their projects; and 5.1.17 looks after the needs of off-campus students as the need arises.

5.2 Specific portfolios of the Student Representative Council (SRC):

5.2.1 SRC: Chairperson

The chairperson of the SRC serves ex officio in the: Council of the North-West University; Institutional Committee on Student Support Services (ICoSSS); Institutional Student Representative Council (ISRC); Institutional Senate Committee; Institutional Forum (IF); Potchefstroom Campus Senate; Potchefstroom Campus Extended Management Committee ("UBK"); Potchefstroom Campus Central Control Committee for Residences

("SBK"); Potchefstroom Campus Student Newspaper ("Wapad") Advisory

Board. It is the task and responsibility of the portfolio holder to:

5.2.1.1 chair all the SRC meetings, student mass meetings, liaison meetings and other meetings of the SRC, unless otherwise provided by the SRC House Rules or by the SRC itself;

5.2.1.2 call SRC meetings, special SRC meetings, SRC Management Executive Committee meetings and other meetings when he/she finds it fit, as specified in the House Rules of the SRC;

5.2.1.3 draw up a consolidated year planning and strategic plan for the SRC with regard to the organised student life, in consultation with the SRC, to get it approved by the SRC at the beginning of the term and to lay it before the students in an appropriate manner for noting. The strategic plan is submitted to the Campus Management of the Potchefstroom Campus;

5.2.1.4 take general overarching control of the execution of the SRC's year programme and strategic plan in co-operation with the Vice-Chairperson and Student Interests member of the SRC;

5.2.1.5 release policy and media statements on behalf of the SRC and/or the organised student life, subject to the approval or ratification of the SRC in collaboration with the Marketing and Communications Department of the Potchefstroom Campus of the North-West University;

5.2.1.6 manage the activities of the secretary and administrative assistant permanently employed by the NWU for the SRC;

5.2.1.7 achieve effective liaison between the SRC and other campuses in accordance with the SRC's need and liaison policy;

5.2.1.8 promote the rights of all full-time students on the Potchefstroom Campus of the North-West University;

5.2.1.9 liaise on behalf of the student community with University Management, the Dean of Students and other members of management and officers of the University on a personal level in accordance with the needs of the SRC;

5.2.1.10 deal with liaison with the Vaal Triangle and Mafikeng Campuses in co-operation with the appropriate SRC member;

5.2.1.11 draft a consolidated annual report of the activities of the SRC with regard to the organised student life at the end of the term to be submitted to the students for noting and to present it to Campus Management of the Potchefstroom Campus as an annual report of the SRC for the term;

5.2.1.12 enjoy full participation in the relevant management structures and processes of the University in order to represent student interests in the decision-making processes of the University;

5.2.1.13 evaluate services delivered by the respective service providers who have contracts with the SRC, and to terminate (after consultation with legal advisors) or extend contracts the SRC has entered into;

5.2.1.14 ensure that all duties of the Management Committee of the SRC are met; 5.2.1.15 ensure, in co-operation with SRC Media and Communication, that important

information related to student life is communicated to the Marketing and Communications Department of the Potchefstroom Campus of the North-West University;

5.2.1.16 control, in co-operation with the SRC Finances, the use of all moveable property and buildings of the SRC;

5.2.1.17 perform any other ad hoc duties regarding his/her executive authority as chairperson of the organised student life and to communicate such actions to the SRC;

5.2.1.18 ensure that all provisions of the SRC's House Rules are strictly adhered to by the SRC members;

5.2.1.19 co-ordinate the awarding of honorary colours; 5.2.1.20 act in general as manager of the organised student life on the campus in

conjunction with the Dean of Students; 5.2.1.21 carry out normal chairperson duties; 5.2.1.22 act as chief electoral officer of the SRC in all elections. It entails inter alia to: 5.2.1.22.1 book and manage all venues and resources in time for all elections; 5.2.1.22.2 take care of the composition and appointment of the independent electoral

committee, which oversees the election in general as defined in the Rules for Elections;

5.2.1.22.3 ensure that the provisions of the Rules for Elections of the SRC are adhered to by all students and articulations of the organised student life on this campus;

5.2.1.22.4 pass this electoral duty to any SRC member if he/she wishes, as allowed to as portfolio holder;

5.2.1.23 oversee all internal SRC commissions with regard to the following: 5.2.1.23.1 manage the activities of the appointed internal commissions of the SRC; 5.2.1.23.2 ensure that all commission reports are given to the SRC Internal Co-ordinator

member to be filed and kept for future reference purposes; 5.2.1.23.3 provide every SRC member of a commission with work procedures and

regulations regarding the form of commission reports at the beginning of the term and within two (2) weeks after constitution;

5.2.1.23.4 approval of commission reports regarding the form and quality thereof; and

5.2.1.23.5 make commission reports public to the student community which are relevant to students and which they want access to by means of the Wapad (Potchefstroom Campus student newspaper) and NWU PUKfm (Potchefstroom Campus student radio station).

5.2.2 SRC: Vice-Chairperson and Student Interests

It is the task and responsibility of the portfolio holder to: 5.2.2.1 oversee the portfolios of the SRC and to report on SRC meetings about them,

together with the portfolio holders; 5.2.2.2 replace the Chairperson and perform his/her duties if the Chairperson: 5.2.2.2.1 has resigned or was dismissed, until such time as a by-election was held and

the new elected SRC Chairperson assumes office; 5.2.2.2.2 is unable to fulfil his/her duties,

5.2.2.2.3 is absent for an unreasonably long period; 5.2.2.3 assist the SRC Chairperson in performing his/her duties as chairperson; 5.2.2.4 control the succession packages of the SRC and of all the sub-bodies; 5.2.2.5 supervise, as general co-ordinator, the offices of SRC members; 5.2.2.6 act as head organiser of the Reception and Introduction Programme for first-

year students (hereinafter referred to as R&I Programme) for the SRC. It implies the following:

5.2.2.6.1 drafting of the R&I Programme in conjunction with the staff of the Dean of Students and to submit it to the SRC;

5.2.2.6.2 the execution, co-ordination and control of the R&I Programme with the help of the House Committee of each residence;

5.2.2.6.3 taking care of the liaison between parents of first-year students, house parents, house committees, first-year students, faculties, academic associations and SRC; and

5.2.2.6.4 compiling a report after the conclusion of the R&I Programme and submitting it to the SRC Chairperson and the Dean of Students of the Potchefstroom Campus of the North-West University;

5.2.2.7 control the activities of the ECs of the SRC and patron committees; 5.2.2.8 ensure that SRC members perform their duties as defined in these House

Rules as well as the House Rules of the different portfolios; 5.2.2.9 take responsibility for the allocation of SRC members as guardians of the

respective residences and to co-ordinate it; 5.2.2.10 control sponsorship submissions; 5.2.2.11 have a seat in the Central Control Committee for Residences; 5.2.2.12 be responsible for the discipline in the SRC in conjunction with SRC

Chairperson and the Dean of Students; 5.2.2.13 act as Chairperson with regard to the internal disciplinary sessions of other

SRC portfolios; 5.2.2.14 be responsible for the SRC evaluation process; 5.2.2.15 keep track and record of EC members who resigned, as they cannot make

themselves available for future SRC elections; 5.2.2.16 ensure all SRC projects promote the do-values of the North-West University; 5.2.2.17 organise workshops and to offer assistance to protect and develop the do-

values; 5.2.2.18 provide guidance to students on all levels (especially to assist and support

peer helpers in residences) in collaboration with the Health Care Centre of the Potchefstroom Campus of the North-West University;

5.2.2.19 assist with the administrative arrangements, as far as possible, for religious oriented events as requested from time to time from religious organisations, such assistance being rendered as long as the event will promote the do-values of the North-West University;

5.2.2.20 liaise with house committee members for Student Interests on a regular basis;

5.2.2.21 care for the interests of full-time registered contact students of the Potchefstroom Campus of the North-West University through:

5.2.2.21.1 the planning of projects and campaigns that inform students about the services offered by the SRC;

5.2.2.21.2 acting as a link between students and the SRC and vice versa; 5.2.2.21.3 investigating the possibilities of new services that may be rendered to

students; 5.2.2.21.4 handling and managing the entire "bros" examination process and keeping

record of results for at least five (5) years; 5.2.2.22 perform any other tasks as assigned to him/her by the SRC Chairperson. 5.2.3 SRC: Finances

It is the task and responsibility of the portfolio holder, in collaboration with the SRC Chairperson and the permanent NWU staff member for SRC Finances, to:

5.2.3.1 act as chairperson of SRC Finances and to perform all the duties of a

chairperson as contained in the domestic rules of SRC Finances. He/she deals with all executive financial aspects of the SRC's activities in accordance with the relevant rules and policies of the North-West University;

5.2.3.2 ensure that the Rules for Finances are adhered to by the SRC and its sub-structures;

5.2.3.3 change the signing rights on the SRC's account together with the SRC Chairperson immediately after the constitution of the SRC;

5.2.3.4 control the financial aspects of the SRC, all SRC portfolio holders and Academic Student Societies (ASSs):

5.2.3.4.1 giving all financial notices and arrangements properly to all treasurers; 5.2.3.4.2 convening meetings for all treasurers to introduce or to inculcate financial

arrangements; 5.2.3.4.3 drafting a specified budget of funds together with the Management

Committee of the SRC and submitting it to the SRC, in which money allocations are made to the executive committees of the SRC.

5.2.3.4.4 ensuring that all treasurers properly control and spend the money assigned to them in terms of the SRC's Rules for Finances;

5.2.3.4.5 controlling the spending of money allocations made by the SRC; 5.2.3.4.6 giving advice to the residence managements with regard to finances; 5.2.3.5 submit a comprehensive financial report to the SRC for approval at the end of

the term; 5.2.3.6 perform financial duties as determined by the SRC Chairperson and the

Rules for Finances of the SRC; 5.2.3.7 liaise on behalf of the SRC with the Head: Financial Support Services of the

Potchefstroom Campus of the North-West University; 5.2.3.8 help with the administration of the "Helpmekaar/Bopanang Fund"; 5.2.3.9 enjoy full participation on the Committee for Bursaries and Loans as well as

the Institutional Committee for Bursaries and Loans; 5.2.3.10 submit all excuses in writing to the SRC Vice-Chairperson and Student

Interests and/or Chairperson of the SRC for consideration; and 5.2.3.11 performing any other tasks as assigned to him/her by the SRC Chairperson. 5.2.4 SRC: Member for Liaison

It is the task and responsibility of the portfolio holder to: 5.2.4.1 act as chairperson of SRC Liaison and to perform all the duties of a

chairperson as contained in the house rules of SRC Liaison; 5.2.4.2 co-ordinate and arrange all liaison activities. It entails inter alia to: 5.2.4.2.1 liaise on external level with other universities, bodies and institutions; 5.2.4.2.2 liaise on internal level with the various articulations of the University and the

organised student life; 5.2.4.3 organise all the internal social functions of the SRC; 5.2.4.4 act as fundraiser. It entails inter alia to: 5.2.4.4.1 raise funds for the SRC as a whole, whereas members of the SRC are

responsible for the funds of their own portfolios; 5.2.4.5 co-ordinate all corporate clothing of the SRC; 5.2.4.6 arrange SRC liaison tours to other South African or international universities; 5.2.4.7 assist with the arrangement for the annual Prim and SRC and/or SRC liaison

tour to other universities; 5.2.4.8 manage and advance relations with Campus Management as well as with the

two other sister campuses; 5.2.4.9 submit all excuses in writing to the SRC Vice-Chairperson and Student

Interests and/or Chairperson of the SRC for consideration; and 5.2.4.10 perform any other tasks as assigned to him/her by the SRC Chairperson.

5.2.5 SRC: Academic Council

It is the task and responsibility of the portfolio holder to: 5.2.5.1 act as chairperson of the SRC Academic Council and to perform all the duties

of a chairperson as contained in the domestic rules of the SRC Academic Council;

5.2.5.2 take responsibility and to see to it that the aims of the Academic Council are achieved and that the challenges faced by, and proposals of students with regard to school, faculty or senate matters, are taken through the relevant channels and reported to the relevant authorities as prescribed by the University;

5.2.5.3 investigate, in consultation with the university, the academic standards, problems and lecturing, examining and assessment methods;

5.2.5.4 serve as link between the Academic Council and the SRC by conveying matters of importance for the Academic Council to the SRC and vice versa;

5.2.5.5 have a seat as chairperson of the Academic Council in the relevant management structures of the university and to enjoy full participation in those bodies (e.g., Academic Support Services; Bursaries and Loans Committee; Senate Committee of the Potchefstroom Campus);

5.2.5.6 liaise with Academic Administration and Academic Support Services; 5.2.5.7 award honorary colours or a form of recognition to students who excel in a

certain academic field as determined by the SRC; 5.2.5.8 keep students informed about any academic matters at all times; 5.2.5.9 serve as link between the ASS members and the SRC; 5.2.5.10 liaise with the Career Centre and act as a communication link between the

Career Centre and the students; 5.2.5.11 submit all excuses in writing to the SRC Vice-Chairperson and Student

Interests and/or Chairperson of the SRC for consideration; and 5.2.5.12 perform any other tasks as assigned to him/her by the SRC Chairperson. 5.2.6 SRC: Current Affairs (SRC CURAF)

It is the task and responsibility of the portfolio holder to: 5.2.6.1 act as chairperson of the SRC CURAF and to perform all the duties of a

chairperson as contained in the domestic rules of SRC CURAF; 5.2.6.2 offer programmes and events to bring different culture groups, who have had

little contact with each other before, into contact and introduce them to each other;

5.2.6.3 identify issues that are challenging within the organised student life of the campus for healthy relations between the different culture groups on campus;

5.2.6.4 help in facilitating a process to find common ground where challenges referred to in 5.2.6.3 arise;

5.2.6.5 oversee the social integration projects in all the SRC portfolios and residences;

5.2.6.6 act as liaison person between the Protection Services Department and the SRC with regard to parking, safety and the security of students;

5.2.6.7 act as liaison person between the Health Care Centre and the SRC with regard to the health and wellbeing of students;

5.2.6.8 address current events and other issues on national and campus level; 5.2.6.9 serve on the NWU HIV/Aids advisory body; 5.2.6.10 submit all excuses in writing to the SRC Vice-Chairperson and Student

Interests and/or Chairperson of the SRC for consideration; and 5.2.6.11 perform any other tasks as assigned to him/her by the SRC Chairperson.

5.2.7 SRC: Arts Council

It is the task and responsibility of the portfolio holder to: 5.2.7.1 act as chairperson of the SRC Arts Council and to perform all the duties of a

chairperson as contained in the domestic rules of the SRC Arts Council; 5.2.7.2 take responsibility and to see to it that the aims of the Arts Council are

achieved, namely to: 5.2.7.2.1 promote value-driven principles in the field of arts and culture; 5.2.7.2.2 look after specific art-cultural interests of the student community at an

organised level; 5.2.7.2.3 co-ordinate the activities of the sub-structures in the Arts Council; 5.2.7.2.4 ensure that the unique student arts are promoted on campus through various

projects; 5.2.7.2.5 serve as link between NWU PUK Arts and the SRC by conveying matters of

importance for NWU PUK Arts to the SRC and vice versa; 5.2.7.3 arrange and organise all logistics in the case of participation in national

competitions such as "National Serenade"; 5.2.7.4 submit all excuses in writing to the SRC Vice-Chairperson and Student

Interests and/or Chairperson of the SRC for consideration; and 5.2.7.5 perform any other tasks as assigned to him/her by the SRC Chairperson. 5.2.8 SRC: Societies Council

It is the task and responsibility of the portfolio holder to: 5.2.8.1 act as chairperson of the SRC Societies Council and to perform all the duties

of a chairperson as contained in the domestic rules of the SRC Societies Council;

5.2.8.2 oversee the co-ordination of societies as specified in the domestic rules of SRC Societies Council;

5.2.8.3 inform students about current national political matters; 5.2.8.4 act as a link between the affiliated societies and the SRC and vice versa; 5.2.8.5 deal with and represent, in an impartial manner, all societies' interests at the

SRC and vice versa; 5.2.8.6 oversee that the rules regarding the affiliation or registration of student

societies are executed and to oversee and be accountable for the execution thereof in a fair and just manner;

5.2.8.7 co-ordinate the activities of societies on campus on the basis of the general principles of the SRC;

5.2.8.8 protect and promote the rights of all full-time registered contact students of the NWU Potchefstroom Campus regarding the formation of societies and the exercising of associated activities on campus, despite his/her own convictions;

5.2.8.9 liaise, if needed, with the various society groupings and organisations at local, provincial and national level, despite his/her own convictions;

5.2.8.10 attend functions of affiliated societies, if possible, despite his/her own convictions;

5.2.8.11 keep record with regard to the affiliation or registration of societies and other documentation and to ensure that the affiliation or registration of societies is renewed annually before a certain date set by the chairperson of SRC Societies Council;

5.2.8.12 submit all excuses in writing to the SRC Vice-Chairperson and Student Interests and/or Chairperson of the SRC for consideration; and

5.2.8.13 perform any other tasks as assigned to him/her by the SRC Chairperson.

5.2.9 SRC: Sport and Recreation (SRC S&R)

It is the task and responsibility of the portfolio holder to: 5.2.9.1 act as chairperson of SRC S&R and to perform all the duties of a chairperson

as contained in the domestic rules of SRC S&R; 5.2.9.2 take responsibility and to see to it that the aims of SRC Sport and Recreation

are achieved, namely to: 5.2.9.2.1 foster a positive attitude with regard to participation in sport and recreation in

accordance with the value-driven foundation of the SRC; 5.2.9.2.2 promote the image of the NWU Potchefstroom Campus regarding sport and

recreation; 5.2.9.2.3 co-ordinate the activities of the patron sport clubs/societies/sub-bodies; 5.2.9.2.4 look after the sport interests of the student community at an organised level; 5.2.9.3 serve as link between SRC Sport and Recreation and the SRC by conveying

matters of importance for this council to the SRC and vice versa; 5.2.9.4 co-ordinate the organising of intervarsity as well as social and other sport

events; 5.2.9.5 advise and inform the SRC regarding sport and recreation; 5.2.9.6 act as liaison person between NWU PUK Sports and the SRC with regard to

sport and other recreational activities; 5.2.9.7 make arrangements for the First-years' Dinner (in consultation with the SRC

Vice-Chairperson and Student Interests); 5.2.9.8 provide opportunities for development in leadership and personal growth for

first-year students, e.g., first-year camps, etc; 5.2.9.9 host development opportunities in a creative way that will afford the individual

an opportunity to grow as leader and person by means of a leadership development camp in collaboration with the Dean of Students;

5.2.9.10 handle the administrative arrangements of all recreation events as approved by the SRC;

5.2.9.11 submit all excuses in writing to the SRC Vice-Chairperson and Student Interests and/or Chairperson of the SRC for consideration; and

5.2.9.12 perform any other tasks as assigned to him/her by the SRC Chairperson. 5.2.10 SRC: Marketing and Public Relations (SRC "BOB")

It is the task and responsibility of the portfolio holder to: 5.2.10.1 act as chairperson of SRC "BOB" and to perform all the duties of a

chairperson as contained in the domestic rules of SRC "BOB"; 5.2.10.2 act as a link between the SRC and the Marketing and Communications

Department of the Potchefstroom Campus of the North-West University; 5.2.10.3 organise school liaison in collaboration with the Marketing and

Communications Department of the Potchefstroom Campus of the North-West University, which includes the following:

5.2.10.3.1 taking responsibility for the organisation of school visits, campus visits, open days, career expos/exhibitions, etc.

5.2.10.3.2 ensuring that the image and reputation of the Potchefstroom Campus of the North-West University are promoted and portrayed enthusiastically and professionally by students;

5.2.10.3.3 taking responsibility for the organisation of an open day where residences and relevant affiliated student organisations are involved to create a marketing and recruitment drive;

5.2.10.3.4 taking responsibility for the co-ordination of residence recruitment; 5.2.10.4 design and co-ordinate publications in collaboration with the Marketing and

Communications Department of the Potchefstroom Campus of the North-West University, which include the following:

5.2.10.4.1 assisting all SRC affiliated sub-structures that want to publish publications and publicity material with advice and help;

5.2.10.4.2 ensuring that the SRC's publication policy regarding all publications and publicity material is adhered to;

5.2.10.4.3 taking responsibility to instruct the relevant support department to maintain all notice boards on campus;

5.2.10.4.4 being knowledgeable about student-related publications of the other campuses and informing the SRC accordingly;

5.2.10.4.5 the publication and selling of the NWU PUK student diary for the following year;

5.2.10.4.6 to introduce/market/advertise the SRC to the Potchefstroom Campus community (students and staff included) and the general public in various ways, e.g., SRC poster, NWU PUK student diary, the NWU PUK Guide, the web, etc.

5.2.10.4.7 dealing with and co-ordinating the advertising material regarding large SRC projects;

5.2.10.4.8 co-ordinating the compilation and publication of all SRC publications; 5.2.10.4.9 taking responsibility for controlling the irregular placing of posters, notices,

pamphlets, banners and other publicity material on campus and seeing to it that offenders are disciplined according to the rules for this portfolio;

5.2.10.4.10 responsible for the approval of publications and posters for the campus; 5.2.10.4.11 co-ordinating and management of the placement of posters and other

publicity material of SRC sub-structures and external entities; 5.2.10.5 promote the values of the Potchefstroom Campus of the North-West

University with regard to the image and reputation; 5.2.10.6 submit all excuses in writing to the SRC Vice-Chairperson and Student

Interests and/or Chairperson of the SRC for consideration; and 5.2.10.7 perform any other tasks as assigned to him/her by the SRC Chairperson. 5.2.11 SRC: Student Rag Community Service (SRC SRCS)

It is the task and responsibility of the portfolio holder to: 5.2.11.1 act as chairperson of SRC SRCS and to perform all the duties of a

chairperson as contained in the constitution of SRC SRCS; 5.2.11.2 assist all organisations that take part in SRC SRCS projects with advice and

help, and to look after their interests on the SRC; 5.2.11.3 establish/maintain relations on behalf of the SRC in the communities where

the SRC SRCS operates; 5.2.11.4 where necessary, in consultation with SRC SRCS and the SRC, liaise with

government departments (local, provincial, national and international) with social assistance in view;

5.2.11.5 maintain good relations between the various projects of SRC SRCS; 5.2.11.6 support, help and coordinate other community services by other institutions

other than the SRC SRCS, in so far as it is in line with the rules of the SRC; 5.2.11.7 launch projects for additional needs that may arise; 5.2.11.8 serve on the SRC SRCS Advisory Body; 5.2.11.9 submit all excuses in writing to the SRC Vice-Chairperson and Student

Interests and/or Chairperson of the SRC for consideration; and 5.2.11.10 perform any other tasks as assigned to him/her by the SRC Chairperson. 5.2.12 SRC: Reach out and Give (SRC RAG)

It is the task and responsibility of the portfolio holder to: 5.2.12.1 act as chairperson of SRC RAG and to perform all the duties of a chairperson

as contained in the house rules of SRC RAG; 5.2.12.2 take responsibility for planning, organising and executing SRC RAG as a

whole in accordance with SRC RAG’s Rules; 5.2.12.3 serve as a link between the SRC and SRC RAG;

5.2.12.4 ensure that the SRC's policy and rules are maintained by the SRC RAG committee, executive committee and house committee members;

5.2.12.5 advise and inform the SRC regarding SRC RAG; 5.2.12.6 submit all excuses in writing to the SRC Vice-Chairperson and Student

Interests and/or Chairperson of the SRC for consideration; and 5.2.12.7 perform any other tasks as assigned to him/her by the SRC Chairperson. 5.2.13 SRC: Media and Communication (SRC "MEK")

It is the task and responsibility of the portfolio holder to: 5.2.13.1 act as chairperson of SRC "MEK" and to perform all the duties of a

chairperson as contained in the domestic rules of SRC "MEK; 5.2.13.2 take responsibility for the residences, ECs, ASSs and the SRC's CID

(corporate identity) regarding clothes, colours, stationary and sub-logo's according to the policy guidelines with regard to the NWU brand and corporate identity;

5.2.13.3 take responsibility to supply house committee members with documentation regarding the clothing distributors, as well as the policy guidelines with regard to the NWU brand and corporate identity;

5.2.13.3 ensure liaison between IT representatives in residences and the NWU ITC Department;

5.2.13.4 ensure that the relevant house committee members, EC members and ASS members receive website training, and to give advice to those with problems with their websites;

5.2.13.5 ensure that the design and the content of the SRC and its sub-structures are published and maintained on the NWU web;

5.2.13.6 assist the SRC portfolios with their IT-related problems; 5.2.13.7 serve as a link between the SRC, NWU PUKfm and Wapad to ensure that all

SRC information reaches them and vice versa; 5.2.13.8 enhance communication with students, especially with private students, by

using various mediums; 5.2.13.9 submit all excuses in writing to the SRC Vice-Chairperson and Student

Interests and/or Chairperson of the SRC for consideration; and 5.2.13.10 perform any other tasks as assigned to him/her by the SRC Chairperson. 5.2.14 SRC: Residence Council

It is the task and responsibility of the portfolio holder to:

5.2.14.1 act as chairperson of the SRC Residence Council and to perform all the duties of a chairperson as contained in the domestic rules of the SRC Residence Council;

5.2.14.2 take responsibility and to see to it that the aims of the Residence Council are achieved to promote value-driven principles at the level of residence life, amongst others;

5.2.14.3 serve as a link between the SRC Residence Council and the SRC by conveying matters of importance for the SRC Residence Council to the SRC and vice versa;

5.2.14.4 deal with the necessary liaison between the SRC and residences; 5.2.14.5 ensure that SRC members, in their capacity as SRC guardians for specific

residences, give regular feedback on matters concerning residences; 5.2.14.6 serve ex officio as management committee member of the Central Control

Committee for Residences ("SBK"), and to see to it that all documentation in this regard is filed;

5.2.14.7 assist primarii/primariae and house committee members with difficult matters; 5.2.14.8 look after the interests of students in residences in general;

5.2.14.9 assist the SRC Vice-Chairperson and Student Interests in controlling the Reception and Introduction Programme;

5.2.14.10 advise on leadership merit bursaries for house committee members in collaboration with Financial Support Services (FSS);

5.2.14.11 control and manage the ad hoc lists of residences; 5.2.14.12 compile the house committee meeting attendance lists from all SRC portfolios

and to submit the lists promptly to the Office of the Dean of Students prior to the payment of leadership merit bursaries;

5.2.14.13 give relevant information through to primarii/primariae and house parents on a weekly basis;

5.2.14.14 submit all excuses in writing to the SRC Vice-Chairperson and Student Interests and/or Chairperson of the SRC for consideration; and

5.2.14.15 perform any other tasks as assigned to him/her by the SRC Chairperson. 5.2.15 SRC: Internal Co-ordinator

It is the task and responsibility of the portfolio holder to: 5.2.15.1 act as chairperson of SRC Internal Co-ordinator and to perform all the duties

of a chairperson as contained in the domestic rules of SRC Internal Co-ordinator. He/she co-ordinates all the administrative duties of the SRC;

5.2.15.2 ensure that minutes are kept at all SRC meetings (e.g., student mass meetings, special SRC meetings, etc;

5.2.15.3 take roll call at the SRC meetings and student mass meetings; 5.2.15.4 give notice of all SRC and student mass meetings by sending notices and

agendas in time to SRC members and students; 5.2.15.5 receive and deal with, where necessary, all official correspondence to the

SRC; 5.2.15.6 take care of all unfinished correspondence of the previous SRC; 5.2.15.7 submit the names and other necessary information of the newly elected SRC

in writing to the Office of the Potchefstroom Campus Rector and the Office of the Dean of Students;

5.2.15.8 oversee the general meeting administration function and provision of secretarial support to all administrative members and secretaries of the SRC and sub-structures;

5.2.15.9 ensure that all important dates of University activities/events are communicated to the SRC;

5.2.15.10 appoint an external freelance translator for the SRC to ensure that all necessary documents and correspondence are translated professionally if necessary;

5.2.15.11 be responsible for all house rules and regulations of the SRC, which include: 5.2.15.11.1 undergoing training at the beginning of the SRC term on how to write,

manage and execute rules and regulations (training must also be organised for the relevant portfolios on the House Committee, Executive Committee and ASSs);

5.2.15.11.2 ensuring that all proposed changes to house rules and regulations are approved at a formal SRC meeting through the correct procedures of resolutions;

5.2.15.11.3 assisting and advising all SRC portfolio holders on the correct implementation and execution of the relevant house rules and regulations;

5.2.15.11.4 assisting all residences with any domestic rules and regulation-related enquiries;

5.2.15.12 be present at all SRC and/or SRC portfolio disciplinary hearings as communicated by the SRC Vice-Chairperson and Student Interests;

5.2.15.13 organise and coordinate the secretary training of all SRC sub-structures; 5.2.15.14 coordinate all relevant leadership development activities with the Office of

the Dean of Students; 5.2.15.15 ensure that all SRC and sub-structures publications are taken up in the

Ferdinand Postma Library and the NWU Archive and Museum;

5.2.15.16 submit all excuses in writing to the SRC Vice-Chairperson and Student Interests and/or Chairperson of the SRC for consideration; and

5.2.15.17 perform any other tasks as assigned to him/her by the SRC Chairperson. 6. PRIVILEGES

The privileges enjoyed by the SRC are the following: 6.1 Receiving financial support (budget) from the University. 6.2 Raising additional funds from donors and sponsors. 6.3 Using office space and other facilities as required by and allocated to the

SRC. 7. FINANCES The finances of the SRC and all the subsidiary structures are controlled and

managed as embodied in the SRC Rules for Finances. 8. ELECTIONS 8.1 Student Representative Council Elections

The SRC on the Potchefstroom Campus of the North-West University is com-posed and elected annually on the Potchefstroom Campus in terms of the ISRC constitution and applicable SRC House Rules.

8.1.1 Members of the SRC are elected annually on a date determined by the SRC Chairperson, in terms of the Rules for SRC Elections.

8.1.2 Nomination procedure 8.1.2.1 A full-time registered contact student on the Potchefstroom Campus of the

North-West University may be declared eligible to be elected, should such a student be nominated in writing on the prescribed form by a full-time contact student eligible to vote and seconded by ten full-time registered contact students eligible to vote, with the provision that a full-time registered contact student nominated for SRC Chairperson or SRC Vice-Chairperson and Student Interests should be seconded by twenty full-time registered contact students.

8.1.2.2 Once nominations have taken place, the above nominees must be approved by the SRC if they comply with the candidature requirements in terms of 9.1 of the House Rules of the SRC.

8.1.2.3 Apart from the candidates as mentioned in any of the portfolios in 9.2.1 – 9.2.14, the SRC may reject persons as candidates for any portfolios by means of an ordinary majority vote. Valid reasons should be given for this action.

8.1.3 Electoral procedure 8.1.3.1 A candidate makes him/herself available for a specific portfolio and the

candidate who gains the most votes from among the ranks of the full-time registered contact students eligible to vote is elected for the specific portfolio, as contained in the Rules for Elections.

8.1.4 Publicity and Propaganda 8.1.4.1. The candidature of any candidate for whom propaganda is conducted and

advertised for the election by means of publicity material (posters, leaflets, social media or any similar method), with or without his/her permission, is immediately disqualified, except for that by the Electoral Committee of the SRC for Elections.

In case of doubt or disputes in this regard (e.g., when it can be shown that the above-mentioned propaganda/publicity took place male fide), the Chief Electoral Officer will act as arbiter. The result of such finding is final.

8.1.5 Eligible voters Only full-time registered contact students of the Potchefstroom Campus of

the North-West University are eligible to vote. 9. REQUIREMENTS FOR CANDIDATES 9.1 General 9.1.1 The prescribed academic requirements, i.e., the index point of 65 for

candidates are applicable to all full-time registered contact students who make themselves available for the SRC elections as stipulated in the Rules for SRC Elections on the Potchefstroom Campus of the North-West University.

9.1.2 An SRC member who has already served a full term on the SRC, qualifies as a candidate for any portfolio in the SRC in terms of the provisions of 8.1.2.3 and 9.1.1.

9.1.3 The specific tasks and competencies of the SRC are specified per portfolio in the House Rules of the SRC.

9.1.4 No student who has been dismissed and/or resigned from an executive committee, ASS, sub-structure or house committee can qualify as candidate for the SRC.

9.1.5 Candidates may not act as chairperson of any student society after the candidate has been elected as member of the Student Representative Council, and not during the rest of his/her term of office.

9.2 Additional requirements for specific portfolios 9.2.1 SRC Chairperson

Candidates for the portfolio of SRC Chairperson should already have served at least one full term on the SRC of the Potchefstroom Campus of the North-West University.

9.2.2 SRC Vice-Chairperson and Student Interests

Candidates for the position of Vice-Chairperson and Student Interests should already have served at least one full term on the SRC of the NWU Potchefstroom Campus or should have served at least one full term as the primarius/primaria of a student residence on the Potchefstroom Campus of the North-West University.

9.2.3 SRC Member for Liaison

Candidates should have applicable knowledge and experience with regard to the portfolio. Candidates should already have served a full term in a house committee or SRC executive committee of the Potchefstroom Campus of the North-West University.

9.2.4 SRC Member for Finance

Candidates should have served for a full term on the executive committee of Finances or as house committee member in the portfolio Finances or Treasurer of the Potchefstroom Campus of the North-West University.

9.2.5 SRC Member for Marketing and Public Relations ("BOB")

Candidates should have served for a full term on the executive committee of Marketing and Public Relations or as a house committee member in the portfolio Recruitment of the Potchefstroom Campus of the North-West University.

9.2.6 SRC Member for RAG

Candidates should have served for a full term on the executive committee of the RAG or on a house committee member with the portfolio RAG of the Potchefstroom Campus of the North-West University.

9.2.7 SRC Member for SRCS

Candidates should have served for a full term on the executive committee of SRCS or as a house committee member with the portfolio SRCS of the Potchefstroom Campus of the North-West University.

9.2.8. SRC Member for Internal Co-ordinator

Candidates should already have served a full term on the SRC or as primarius/primaria of a residence of the Potchefstroom Campus of the North-West University. For the SRC elections of 2012/2013 any candidate who have served for a full term on a executive committee of a house committee of the Potchefstroom Campus of the North-West University can also make himself/herself available for this portfolio. This clause (italics) will be removed from this House Rules after the elections of 2012/2013 without any notification).

9.2.9 SRC Member for Sport and Recreation

Candidates should have served for a full term on the executive committee of Sport and Recreation or as a house committee member with the portfolio Sport of the Potchefstroom Campus of the North-West University.

9.2.10 SRC Member for Arts Council

Candidates should have served for a full term on the executive committee of the Arts Council or as a house committee member with the portfolio Arts of the Potchefstroom Campus of the North-West University.

9.2.11 SRC Member for Residence Council

Candidates should already have served a full term as primarius/primaria of a residence of the Potchefstroom Campus of the North-West University.

9.2.12 SRC Member for Academic Council

Candidates should have served for a full term on the executive committee of the Academic Council or as chairperson of an academic student association or as a house committee member with the portfolio Academic Matters of the Potchefstroom Campus of the North-West University.

9.2.13 SRC Member for Societies Council

Candidates should have served for a full term on the executive committee of Societies Council or as a house committee member on the Potchefstroom

Campus of the North West University. Only candidates from the minority groups qualify as candidates for SRC Societies Council.

9.2.14 SRC Member for Current Affairs

Candidates should have served for a full term on the executive committee of Current Affairs or as a house committee member with the portfolio Current Affairs of the Potchefstroom Campus of the North-West University. Only candidates from the minority groups qualify as candidates for SRC Current Affairs.

9.2.15 SRC Member for Media and Communication ("MEK")

Candidates should have served for a full term on the executive committee of "MEK" or as a house committee member with the portfolio Recruitment or Websites of the Potchefstroom Campus of the North-West University.

9.4 Vacancies

In the case of vacancies which may occur in the SRC for whatever reason, a by-election has to be held if this is considered necessary by the SRC in terms of the SRC Rules for Elections and the SRC House Rules. During this period the Vice-Chairperson of the specific portfolio will take over the role as Chairperson of the portfolio (as specified in the portfolios Domestic Rules).

10. TERM OF OFFICE

The term of office of the SRC is no longer than thirteen months and no shorter than eleven months. A new SRC term starts during the constituting meeting following an ordinary SRC meeting.

11. TERMINATION OF MEMBERSHIP 11.1 Student Representative Council Members 11.1.1 A member loses membership if he/she: 11.1.1.1 submits a written resignation to the SRC Chairperson. Should the resignation

be accepted by the majority of the SRC, he/she shall not be eligible again for the subsequent SRC term, and he/she will forfeit all privileges, remuneration, honoraria and bursaries that such a person normally would have benefited from as a result of his/her membership of the SRC;

11.1.1.2 is absent from two communication and/or two formal meetings of the SRC

without having presented an apology for absence from the meeting and without the apology having been accepted by the SRC Chairperson or the SRC Vice-Chairperson and Student Interests;

11.1.1.3 has been declared insolvent by a court of law; 11.1.1.4 has been found guilty in a court of law of a crime which, according to the

exclusive judgement of the SRC, is of such a serious nature that it is not desirable for the person to remain a member of the SRC;

11.1.1.5 is deemed incompetent by the Dean of Students and the Campus Rector to

fulfil the duties of a member of the SRC; or

11.1.1.6 if a SRC member becomes a member of a sub-committee or affiliated committee of the SRC.

11.1.2 A SRC member is dismissed if he/she: 11.1.2.1 following a disciplinary hearing, is divested of his/her membership of the

SRC; and 11.1.2.2 makes him/herself guilty of unlawful action in terms of the House Rules of the

SRC of the Potchefstroom Campus of the North-West University. 11.2 Executive Committee Members 11.2.1 Students who were dismissed from an executive committee (EC) may not

serve again in an executive committee in a following term. Exceptional cases will be decided on merit by the SRC Chairperson and SRC Vice-Chairperson and Student Interests.

11.2.2 A member of an EC loses membership if he/she: 11.2.2.1 submits a written resignation to the relevant SRC portfolio holder. Should the

resignation be accepted by the majority of the EC, he/she shall not be eligible again for the subsequent SRC term, and he/she will forfeit all privileges, remuneration, honoraria and bursaries that such a person normally would have benefited from as a result of his/her membership of the EC;

11.2.2.2 is absent from three meetings of the EC without having presented a prior

written apology for absence from the meeting or if the appology was not accepted by the charperson of the portfolio;

11.2.2.3 has been declared insolvent by a court of law; 11.2.2.4 has been found guilty in a court of law of a crime which, according to the

exclusive judgement of the EC, is of such a serious nature that it is not desirable for the person to remain a member of the EC; or

11.2.2.5 is deemed incompetent to fulfil the duties of a member of the EC in

accordance with the appropriate disciplinary regulations. 11.2.3 An EC member is dismissed if he/she: 11.2.3.1 following a disciplinary hearing, is divested of his/her membership of a

patronised committee or of the SRC portfolio; or 11.2.3.2 makes him/herself guilty of unlawful action in terms of the House Rules of the

relevant SRC portfolio. 12. SPECIAL LEAVE

A member of the SRC has to obtain special permission from the SRC

Chairperson for special leave or absence of more than five (5) working days, with the exception of the University vacations of the North-West University.

13. DISSOLUTION 13.1 If more than half of the members of the SRC resign, the SRC is disbanded

automatically, or the Rector and Dean of Students decide that those who wish to do so, may stay on and continue serving in the SRC.

13.2 In cases of irresponsible action of some or all of the members of the SRC that

is not necessarily unlawful with regard to the House Rules of the SRC, the student body may, during an official mass meeting of full-time registered contact students of the Potchefstroom Campus, propose a motion of no confidence in one, some, or all of the members of the SRC. Such a motion of no confidence may serve as a non-enforceable recommendation to the Campus Rector or his/her delegate for the removal of the relevant member/members of the SRC. The decision is final.

13.3 In a case where the SRC disbands prior to the completion of its term, the

SRC, during a dissolution meeting, will on the last agenda point prior to the dissolution, appoint an interim committee on which no member of the dissolved SRC may have a seat. This committee will then deal with the affairs of the SRC and the student community according to convention until a new SRC can be elected under the guidance of the interim committee and be constituted.

14. DISPUTES 14.1 Disputes regarding the House Rules of the SRC are submitted for arbitration

to an arbiter. The arbiter can be the Dean of the Faculty of Law of the Potchefstroom Campus, and he/she will determine the rules of the arbitration when a dispute is referred to him/her for arbitration. The written decision of the arbiter is final, with the provision that both parties have the right to appeal to the Campus Rector. The right to appeal has to be exercised within seven (7) calender days following the above written judgment being handed down. The decision of the Campus Rector is final and there is no further right to appeal. The arbiter deals with the issue in terms of the legal rules applicable to arbitration in South African law.

14.2 In case of a serious dispute between the Campus Rector and the SRC, and if

the dispute cannot be resolved by way of ordinary discussion and the use of existing channels of negotiation, the SRC can, with a majority of 75% of all the members of the SRC, in a secret ballot vote during a meeting of the SRC convened for that express purpose, decide to declare a deadlock with the Campus Rector. In such a case the prescribed Institutional procedure for the resolution of a deadlock within the North-West University has to be followed.

15. SRC: EXECUTIVE COMMITTEES AND OTHER COMMITTEES 15.1 Executive Committee (EC) portfolios

The guidelines and rules of the execution and constitution of the relevant SRC portfolio Executive Committee are stipulated in the respective domestic rules of the relevant SRC portfolio holder. All candidates must have at least 60%.

15.2 Elections 15.2.1 Every SRC portfolio holder chooses an executive committee according to the

provisions in the relevant portfolio's house rules. 15.2.2 EC election applications should be open for a minimum of seven (7) working

days.

16. INTERNAL COMMISSIONS OF ENQUIRY 16.1 The SRC may appoint internal commissions of enquiry to investigate matters

that fall within the competency domain of the SRC. 16.2 The activities of these commissions are dealt with by the members of the

SRC and other members co-opted by the SRC and in an overarching manner co-ordinated by the SRC Chairperson.

16.3 These commissions have no executive powers and should only, after a

proper investigation, submit a report with the recommendations to the SRC. 16.4 After acceptance of the report, the SRC may, if necessary and desired,

endow the commission with certain powers and competencies. 17. SUB-STRUCTURES 17.1 The SRC acknowledges the existence of sub-structures, e.g., societies

("onderliggame en/of verenigings") if: 17.1.1 they are accurately affiliated and/or registered at the SRC as affiliated socie-

ties subject to the requirements in the house rules of the SRC and the rele-vant SRC portfolio;

17.1.1.1 Societies mean student societies of a social, political, cultural, religious or an

academic nature, including societies associated with specific academic pro-grammes or departments of faculties, organised at the Potchefstroom Cam-pus of the North-West University. The sole purpose of such society must be to represent student interests.

17.1.1.2 Societies must follow the prescribed registration process for societies and

must apply and register every year on a date set by the SRC on the prescribed template/form. If a society is not registered, the society will under no circumstances be allowed to act as a recognised society of the SRC.

17.1.2 their constitutions adhere to the prescribed template/form for constitutions

and that they are approved by the SRC; 17.1.3 The SRC will no longer acknowledge the existence of sub-structures, e.g.,

societies ("onderliggame en/of verenigings") if: 17.1.3.1 they stop functioning or terminate their affiliation or registration at the SRC;

and/or 17.1.3.2 they do not adhere to the prescribed rules and conditions, after evaluation by

the SRC. 18. MEETINGS 18.1 SRC meetings 18.1.1 The SRC Internal Co-ordinator gives written notice of a meeting, together

with an agenda of the meeting, at least forty eight (48) hours prior to the set time for the meeting.

18.1.2 The SRC Chairperson and the SRC Internal Co-ordinator must draft the

agenda.

18.1.3 Any member of the SRC, with the permission of the chairperson, may request by way of a motion/resolution that an item be placed on the agenda, provided that it is submitted in writing and seconded at least fifty (50) hours prior to the meeting, weekends excluded, at the SRC Internal Co-ordinator.

18.1.4 Permission for absence at the meeting is given only when it is requested in

writing from the SRC Chairperson and/or SRC Vice-Chairperson and Student Interests, stating satisfactory reasons.

18.1.5 Notice of late motions presented to the meeting should be handed in at the

SRC Chairperson and approved by the SRC at the meeting and may serve under the item Turns to Speak, only if no member has any objection against it before the closure of the agenda.

18.1.6 Arrangements concerning good order can be in accordance with the

guidelines as contained in the 1989 edition (Perskor) of "Prosedure by vergaderings" by PJ van Z Hattingh in consultation with J van Wyk de Vries, as modified and adapted by decisions of the SRC.

18.1.7 The minutes of an SRC meeting must be made available to the SRC

members by SRC Internal Co-ordinator within three (3) working days after the meeting.

18.1.8 Any full-time registered student on the NWU Potchefstroom Campus may

attend SRC meetings as observer if permission is given by the SRC Chairperson. Full-time registered students of the Potchefstroom Campus may ask for an opportunity to read the minutes of the previous SRC meeting, which is available at the SRC Internal Co-ordinator. Only the SRC Chairperson can give permission that other persons may attend the SRC meetings.

18.1.9 All formal meetings of the SRC are opened with Scripture reading and prayer

and closed with prayer and the singing of the University Anthem or the National Anthem in turn.

18.1.10 The quorum for ordinary SRC meetings of the Student Representative Coun-

cil is a two-thirds majority of the members. 18.1.10.1 The quorum is determined at the start of a meeting and is valid for the dura-

tion of the meeting: Provided that, if at any time during the meeting, less than 45 percent (45%) of the members are present, the SRC Chairperson adjourns the meeting.

18.1.10.2 If the required quorum is not present at the beginning of a meeting, the SRC

Chairperson adjourns the meeting and immediately gives oral notice of the next meeting, stating the date, time and place of such meeting, and must con-tact all members of the SRC to inform them of the arrangements for the next meeting. If at that meeting a quorum is still not present, the SRC Chairperson convenes a third meeting following the same procedure as set out above. If at such third meeting the required quorum is still not present, a quorum is deemed to be present and the meeting continues as if it is properly consti-tuted.

18.2 SRC Executive Management Committee meetings 18.2.1 The Executive Management Committee of the SRC deals with emergencies

and extraordinary matters that require the SRC to make an urgent decision when it is not possible to call a meeting of the full SRC.

18.2.2 The Executive Management Committee of the SRC takes management decisions on the day-to-day technical and operational matters, provided that these are duly approved by the SRC at the next meeting.

18.2.3 The quorum for Executive Management Committee meetings of the Student Representative Council is a two-thirds majority of the members.

. 18.2.4 Complete minutes of all meetings are kept and made available by the SRC

Internal Co-ordinator member to all SRC members before the next meeting. 18.3 Special SRC meetings 18.3.1 Special SRC meetings should be convened if six (6) or more members

submit a request in writing to the SRC Chairperson, or if the Executive Management Committee of the SRC decides in this way or if the SRC Chairperson regards it necessary.

18.3.2 All provisions that hold for normal SRC meetings, hold mutatis mutandis for the special SRC meetings, provided that the agenda of the special SRC meeting is focused on specific matters.

18.3.3 Complete minutes of all meetings are kept and made available by the SRC

Internal Co-ordinator member to all SRC members before the next meeting for approval.

18.3.4 If the special meeting is urgent, the notice period of twenty four (24) hours is not in force, provided that all SRC members are informed in person before the SRC meeting starts.

18.3.5 The quorum for special SRC meetings of the Student Representative Council

is a two-thirds majority of the members. 18.3.5.1 The quorum is determined at the start of a meeting and is valid for the dura-

tion of the meeting: Provided that, if at any time during the meeting, less than 45 percent (45%) of the members are present, the SRC Chairperson adjourns the meeting.

18.3.5.2 If the required quorum is not present at the beginning of a meeting, the SRC

Chairperson adjourns the meeting and immediately gives oral notice of the next meeting, stating the date, time and place of such meeting, and must contact all members of the SRC to inform them of the arrangements for the next meeting. If at that meeting a quorum is still not present, the SRC Chairperson convenes a third meeting following the same procedure as set out above. If at such third meeting the required quorum is still not present, a quorum is deemed to be present and the meeting continues as if it is properly constituted.

18.4 Constituting meetings 18.4.1 The constituting meeting is held immediately after the election results have

been made known and before the succession meeting takes place. The out-going SRC Chairperson convenes the constituting meeting.

Candidates that have been elected to the SRC must attend the constituting meeting of the SRC.

18.4.2 The outgoing SRC Chairperson chairs the following items on the agenda at

the constituting meeting: 18.4.2.1 opening and attendance; 18.4.2.2 constituting of the new SRC; 18.4.2.3 members are sworn in and to take up the oath of office;

18.4.2.4 handing over of the chair to the new chairperson of the SRC; and 18.4.2.5 appointment of the new Executive Management Committee members and the

transfer of authorisation to the new SRC Chairperson and the SRC member for Finances according to the policy of Delegations and Schedule of Authorisation Levels of the North-West University.

18.5 Succession meetings 18.5.1 The succession meeting should take place within fourteen (14) calender days

after the election of the new SRC. 18.5.2 Members of the outgoing SRC and the newly elected SRC members must

attend the succession meeting. 18.5.3 The meeting starts as an ordinary meeting of the outgoing SRC that finalises

outstanding matters. Only outgoing SRC members then have voting rights. 18.5.4 When the outgoing SRC Chairperson hands over the chair to the SRC

Chairperson elected, the SRC Chairperson elected takes over executive powers, whereafter only the SRC elected members have voting rights.

18.5.5 Immediately after the constituting and succession, the normal duties of the

SRC start and decisions can be made. 18.6 Nomination meetings 18.6.1 The Chief Electoral Officer announces the date of the annual election with not

less than four weeks prior notice and not less than two weeks before the final date for the nomination of candidates. After the closing of the SRC nomina-tions for the elections and at a time determined by the Chief Electoral Officer of the SRC, a nomination meeting is held.

18.6.2 If the meeting is not satisfied with the candidates of a portfolio(s) [and/or there

is no candidate(s) for a specific portfolio(s)], the meeting has the opportunity to nominate other candidate(s) during the nomination meeting. They must, however, be quite certain that these nominees will be available for the elec-tions.

18.6.3 The Chief Electoral Officer of the SRC chairs this meeting. The Chief

Electoral Officer has the choice to delegate the chair to the any other SRC member.

18.6.4 The meeting starts as an ordinary SRC meeting, taking into account that the

nomination meeting is a closed SRC meeting. 18.6.5 Only matters with regard to the election, nomination of candidates and the

approval of candidates can be discussed at this meeting. 18.6.6 At the additional nomination meeting the same rules hold as for the

nomination meeting, except that no candidate who was rejected at the nomination meeting may be accepted by the SRC.

18.7 Student mass meetings 18.7.1 Purpose of mass meetings:

Mass meetings provide the opportunity for open discussion of matters of pressing concern to the SRC and for the SRC to report on and/or seek the advice/views of the student community on any matter within the jurisdiction of the SRC.

Mass meetings are convened as and when required. The SRC Chairperson or a facilitator appointed by the SRC or a SRC member appointed by the SRC Chairperson can act as the chairperson of a mass meeting. Mass meetings must be attended by all SRC members.

18.7.2 A mass meeting may be convened by the SRC on its own initiative or at the

request of a full-time registered student. If a mass meeting is requested by a full-time registered student, the procedures set out in subsection (18.7.2.1) must be followed.

18.7.2.1 A mass meeting may be requested by any full-time registered student, re-

ferred to as the requester, by way of a petition signed by a minimum of ten percent (10%) of the eligible full-time registered contact students of the Potchefstroom Campus of the North-West University and stating clearly and concisely the grounds for the request, submitted to the SRC Chairperson for approval.

18.7.3 Only eligible full-time registered contact students of the Potchefstroom

Campus of the North-West University have the right to speak and to vote at mass meetings.

18.7.4 The SRC Chairperson has the right to prohibit any person who is guilty of

disorderly behaviour to enter or to be present any longer at the meeting place.

18.7.5 The SRC member for Internal Co-ordination must give notice of all mass

meetings and place a notice of a mass meeting stipulating its date, time, place and agenda on the official notice boards at least seven (7) calendar days prior to the mass meeting.

18.7.6 The SRC member for Internal Co-ordination acts as secretary to take minutes

at the mass meeting, which must be available within five (5) calendar days of the mass meeting at least to the members of the SRC. The minutes will be made available to students on request.

18.7.7 All mass meetings are opened with the University Anthem. 18.7.8 The SRC Chairperson must report back to the SRC on the proceedings at the

mass meeting at the next formal SRC meeting. 19. MEDIA STATEMENTS 19.1 The SRC Chairperson may issue media statements on behalf of the

organised student life, the SRC and/or student societies, taking into consideration the policy.

Other media statements may be issued by other full-time registered

student(s) or registered and affiliated societies only with prior approval of the SRC Chairperson.

19.2 A motivated request may be addressed to the SRC Chairperson by full-time

registered student(s) and/or registered and affiliated sub-structures (e.g., societies) to make a media statement on behalf of full-time registered student(s) and/or registered and affiliated sub-structures (e.g., societies). The SRC Chairperson can then consider the request and approve or reject it.

19.3 If a media statement is issued, an electronic copy thereof should be sent to

the Director of the Marketing and Communications Department on the Potchefstroom Campus of the North-West University for noting.

19.4 Any media statement issued in terms of Section 19 of the SRC House Rules must be done in accordance with the policies and rules of the North-West University with regard to liaison with the media.

20. QUORUM 20.1 A quorum is reached with the presence of more than two thirds of the

members. 21. RELATIONSHIPS WITH OTHER BODIES AND STRUCTURES 21.1 Council of the North-West University 21.1.1 The relationship between the SRC and the Council of the North-West

University is ruled in terms of the provisions of the Statute of the NWU. 21.2 Potchefstroom Campus Management Committee 21.2.1 The SRC reports in writing to the Potchefstroom Campus Management

Committee on its activities once a year. 21.2.2 The SRC serves as a representative link with the Management Committee on

the Potchefstroom Campus on behalf of the student community of the Potchefstroom Campus of the North-West University.

22. CORPORATE IDENTITY 22.1 Colours and sub-logo of the Student Representative Council 22.1.1 The official colour of the Potchefstroom Campus of the North-West University

is maroon as described in the NWU Brand Identity Policy. 22.1.2 The official logo type of the Potchefstroom Campus of the North-West

University and the approved secondary SRC logos are as described in the NWU Brand Identity Policy.

23. DISCIPLINE 23.1 Complaints 23.1.1 Complaints by any full-time registered student or staff member of the North-

West University or any other person who has knowledge of an offence are submitted in writing at any one or all of the following persons or bodies:

23.1.1.1 the chairperson of the relevant SRC portfolio in his/her capacity as chairperson of the portfolio;

23.1.1.2 the SRC Chairperson;

23.1.1.3 the Dean of Students;

23.1.1.4 the Primarius/Primaria or house committee member of the relevant campus residence.

23.1.2 After receipt of a complaint by any one of the above-mentioned persons or

bodies, the complaint must be submitted to the Chairperson of the SRC Disciplinary Committee.

The Chairperson may then in his or her discretion, or after consultation with the Dean of Students, decide (with regard to the disruption of discipline, the order, the violation of rules, or the bringing of the good name and reputation of the University into disrepute) to refer the complaint to the Campus Rector or his delegate in terms of paragraph 2(2)(a) of the Students Disciplinary Rules of the Potchefstroom Campus of the North-West University:

23.1.2.1 That if the transgression is deemed to be a transgression of paragraphs 80(1)

and 80(2) of the Statute of the North-West University, the transgression must be referred to the Student Disciplinary Office of the Potchefstroom Campus for further investigation.

23.2 Penalty 23.2.1 Penalisation will take place as described in the rules of the respective SRC

portfolio and/or official competition rules, and in accordance with the Students Disciplinary Rules.

24. AMENDMENTS 24.1 A proposal for the amendments of these SRC House Rules has to be

submitted in writing at least forty eight (48) hours prior to the SRC meeting where the amendment has to be considered.

24.2 These House Rules can only be amended by a two-thirds majority of the total

members of the SRC on the Potchefstroom Campus of the North-West University at that particular point in time.

24.3 Any proposed amendments to the SRC House Rules have to be submitted by

the SRC Chairperson to the ISRC for noting, together with the advice of the Potchefstroom Campus Senate Standing Committee, after consultation with the Campus Rector and the Vice-Chancellor as stated in paragraph 29(7) of the NWU Statute.

24.4 These House Rules replace all other and preceding House Rules of the SRC

of the Potchefstroom Campus of the North-West University.

An executive committee often acts as an overseer of organisation activities and has the authority to request the justification of specific matters as well as to plan activities. Om die rigting van die organisasie (raad) te bepaal is dit nodig om sy huidige posisie en die moontlike weë waardeur dit ʼn spesifieke gedragslyn kan volg, te verstaan.

Strategic plan: It is an organisation’s (council’s) process for defining its strategy and/or direction, and taking conscious decisions with regard to awarding resources to follow its strategy. To determine the direction of the organisation (council) it is necessary to understand its current position and the possible ways by means of which it can follow a specific line of action.
