SustainableLivingTexas’ First LEED Certified ‘Green’ Affordable Housing

New Hope Housing at 2424 Sakowitz is the first LEED certified affordable housing in the State of Texas. The fact that Sakowitz is ‘supportive’ hous-

ing and that it achieved platinum certification – the high-est level – makes this distinction even more significant.

With 634 units at five properties, New Hope’s core purpose is to create life-stabilizing apartment homes for adults who live alone on extremely limited incomes. New Hope addresses the single room occupancy (SRO) housing crisis in Houston by providing a practical and demonstrated solution to prevent homelessness.

Located northeast of downtown Houston in Greater Fifth Ward/Denver Harbor, Sakowitz contains 166 units. The enduring building design was created through a process that included: owner, architect, contractor, landscape architect, craftsmen, engineers, and community partici-pants.

Sakowitz is New Hope’s second tax credit development, financed through a public/private partnership that le-verages tax credit investments with funds from the City of Houston as well as private foundations, corporations, churches, and individual donors.

Built for a livable and sustainable future, Sakowitz is situ-ated in a transit-oriented area near a METRO bus hub and an abundance of neighborhood amenities. The prop-erty was designed by distinguished Texas architect Val Glitsch, FAIA, LEED AP, who has designed three award-winning properties for New Hope Housing.

Each living unit, which leases for approximately $430 per month including all utilities paid and cable TV access, is fully-furnished and includes a microwave and refrigera-tor, and private, tiled bath. The central public wing of the property incorporates community spaces featuring:

Creekside Villas is a unique design and complex solution for developments contained within On-ion Creek and St. Edwards Aquifer recharge

zone. The design is a four story wood framed dwelling structure over a one story cast in place concrete podium parking structure. Overall, the design was minimally in-vasive to the surrounding existing open surface area. The open space use of the land enhances breath taking views of Onion Creek and escarpment topography. The Lease office’s use of native stone, stone fire place and exposed wood beams enhance a traditional Texas hill country at-mosphere.

St. James Village Apartments (f.k.a. Chateau Village Apartments), built in 1981, is a 150-unit Section 8 property located in Houston, Texas. The 13-build-

ing site consists of 48 one-bedroom, 82 two-bedroom, 16 three-bedroom and 4 four-bedroom units. Prior to Dominium’s acquisition of St. James Village in October of 2009, there was a need for a significant capital infu-sion to improve the property and to preserve the expiring project-based Section 8 HAP contract in order for the property to continue to serve very low income families. In addition, the property suffered from lack of proper man-agement attention.

credits from the Texas Department of Housing & Com-munity Affairs (TDHCA), and a tax credit equityinvestment by JP Morgan Capital Corporation through Alliant Asset Management made this project possible.St. James Village Apartments’ $55,000 per unit rehabil-itation has greatly improved the property’s worn façade and units. The project received new entry doors, interior doors, signage, and play facilities for children on site. The renovations also include landscaping and reworking of the community building, which includes a computer lab, kitchen, sitting area and offices. Unit improvements include new lighting, flooring, kitchen and bathroom fix-tures, window blinds, appliances, kitchen counters and cabinets, and paint.

Here at St. James Village Apartments we take pride in our residents. We noticed in the second week of March 2011 that our resident in Unit 149, Hanifah

Ross was in need of help. We have tried in the past to help but failed because there was no follow up. So we went to her unit and it almost brought tears to our eyes. She was in very bad health and had no one to assist her. In addi-tion her unit was a mess due to her poor health. We tried talking to her, but she was not willing to talk to us. At that point we felt as though we needed backup so APS (Adult Protection Services) was called and we spoke to an op-erator and informed her of the situation. Later that week we received a call from an adult protection specialist, Ron Wilson, and it wasn’t good. He was refusing service for Ms. Ross, but we were not going to let anything happen to our resident. So if he could not help, we would find a way to get assistance from someone else at APS or an-other organization. He then agreed he would come out that week; which he did. In the mean time her situation had gotten worse. Her foot had swollen as well as other

physical ailments.When he came to the property, Mr. Wilson and the

property manager (Vesita Edmond) went to Ms. Ross’s apartment again and she was not happy to see them, thinking we were just being nosy. Ms. Ross got angry but after trying to plead with her to let us help, she saw Ms. Edmond crying because she couldn’t stand to see Ms. Ross in such discomfort and pain. Ms. Ross decided to go to the hospital and during her stay there, APS and I contacted a cleaning service to clean her unit and APS got her a new bed because her bed didn’t fit her physical impairment needs. We provided her with food and dishes, We are still in the process of looking for a TV converter because she doesn’t have cable.

When she returned home she was so surprised she said to Ms. Edmond “I really didn’t think anyone cared”. We told her we did care and she smiled and gave us a hug. That was the first time Ms. Edmond had seen her smile.

South Acres Ranch is located in Houston, Texas and features 80 de-tached four (4)bedroom single-family rental homes to house larger families. Features include streets named after citizens who made a

positive difference within their communities, such as Sunnyside resident Bessie Swindle, who has long promoted economic and residential develop-ment in the area.

The Houston Business Journal granted a Special Judge’s Recognition Award in recognition of providing single family housing to those who were impacted by Hurricane Ike and the recognition of important community area leader with street naming in both Phase I and Phase II currently under construction.

During the Grand Opening, U.S. Representative Al Green presented a U.S. Congressional Recognition Award. Shortly after, the flag that flew over the U.S. Capital the day of the opening was delivered.

This was an old HUD financed project built in 1970 that had a fatal fire in 2008. The property was in need of a major rehabilitation. It had asbestos in several building components. NuRock purchased the proj-ect, relocated the residents to other affordable housing in the area, completed the asbestos abatement

and rehabilitation and relocated the residents in ten months. The balance of the units were leased within one month. The project has 92 units with a project based Section 8 rent subsidy contract for 90 units. The acqui-sition and rehabilitation were financed with a loan from Wells Fargo and Tax Credit Exchange funds.

Costa Mariposa is the first new construction multifamily community built in Galveston County since Hurricane Ike. The development was built

in partnership with UPCDC (Urban Partnership and Community Development Center) and is located in Texas City. Location and accessibility is the key at Costa Mariposa - the community is actually minutes north of LaMarque and west of downtown Texas City, as well as within a quick five minute drive off Interstate 45. The property is across the street from H2U at Mainland Medical Center and within four miles of major retailers HEB, Wal-Mart, Kroger and Mall of the Mainland. These factors make the area rich for outreach activities to the target LIHTC market.

Encino Pointe is a partnership between the Capital Area Housing Finance Corporation (CAHFC) and The NRP Group. The community located

minutes from Interstate 35 in San Marcos is an example of a creative structure used to develop housing during the recent economic downturn. CAHFC is the owner, co-developer and issuer of the private activity bonds in Encino Pointe. This community provides much-needed and preferred affordable housing alternatives for area workers, including those from the city’s largest employers: Texas State University, Prime Outlets San Marcos, Tanger Factory Outlet Center and San Marcos CISD.

Without exception all the 30% Residents were very excited and grateful when they found they were approved for their move in’s to their

apartment homes. Many of the residents in our 50% units moved from

local Tax Credit Senior Communities due to the fact Highland Manor was more suited to their incomes rather than the 60% rent they had been paying. Of course this has allowed them to live more comfortably financially.

Some of the folks that have moved in have said that they did not even venture out their front doors for as much as a week and kept having to pinch themselves because they were so pleased just to have such a beautiful, affordable place to call home.

All of our residents have a story, most of them heartwarming, some of them heartbreaking, but all of them are really happy to call this community home. They gather mornings and drink their coffee watching the news in the activity area, eat breakfast together on the cabanas or by the pool, watch TV in the afternoons and play games or exchange recipes on the computers in the business center. They exercise together either in the fitness room or they walk together within the confines of the interior of our gates and fully enjoy every square foot of Highland Manor which we are proud they call home!

Many residents at Trebah Village have come to Katy to be near family. All are delighted with their new apartments, and the beautiful

amenities! Two sisters from Louisiana, Kay Miller and Joan Jarreau, Apt# 2113, have a workout session in the Fitness Center every morning. Ms. Barbara Ford, Apt# 3309, is a certified swimming instructor and leads a session of water aerobics twice a week in the pool. A number of ladies are making use of the crafts room to put together a large jigsaw puzzle.

We have had terrific turnout for our health fairs and our financial planning meeting. The bingo game earlier this month in the club room was great fun with gifts and prizes. We had about 15 participants!

Many residents have expressed how much they love their beautiful apartments, and the peace and quiet of our community makes them all feel secure to enjoy each other and the area!

Anson Park Seniors purchased an eight acre parcel and used approximately five acres for the first phase of Northwest Abilene’s very first senior community. The location is strategically located within 200 yards of a city bus stop and is within walking distance of a senior recreation center which serves a daily lunch to seniors.

The design of the units has been created through many meetings with neighborhood organizations and the Abilene Historical Society to create a superior senior living environment with independence of door to door parking. A gated entrance with historical fencing is conducive to seniors walking safely outside and enjoying the use of the shuffleboard court and the picnic gazebo. Special attention to details and the amenity package have resulted in the enthusiastic approval of a majority of the residents and have minimized vacancies. Special educational programs and daily events have been well received.

The single level 80 unit complex, existing of one and two bedroom units, are clustered around a special community center. The large foyer of the community center leads to the office suites for the property manager and community coordinator.

The Villages at Snyder site was assembled with 11 different parcels which included a torn down elementary school and an old railroad loading station. Construction also required the closure of some city streets. The blighted area was in need of revitalization and safe housing for low-income families and seniors. The Villages at Snyder

addressed those needs with an intergenerational development serving both of those demographics. The revitalization of the east side of Snyder contributed to many unique features. The most visible is the main entrance which includes a huge water tank. This water tank was used for the steam railroad in the late 1800’s through the 1930’s. Originally located in the center of the property, it was relocated to the property entrance and serves as a unique landmark and preserves some of Snyder’s historic past.

The collaboration of many local groups such as the Snyder Chamber of Commerce, the Economic Development Corporation of Snyder, and various civic leaders, along with the approval of Scurry County United Way and the Scurry County Historical Commission, led to the decision to use the TDHCA intergenerational design for the Villages. The proximity of seniors to their families has been well received by all new residents.

Hamilton Valley Management, Inc. is using tax cred-it exchange dollars to rehab Northgate Apart-ments, a 40-unit family property in Burnet, Texas.

With the rehab currently in progress, tenants are being moved into temporary units (vacancies on the property) while their apartments receive fresh paint, new carpet and ceramic tile, energy efficient appliances including 14 SEER air conditioners, and Low E windows. Water con-servation is increasingly important in drought-stricken central Texas, so low-flow toilets and efficient faucets will be installed in each unit. The exteriors will be equipped with 30-year shingles and new HardiPlank siding.

The complex was constructed in 1986 and is com-posed completely of tax credit units. To better serve the community, Northgate partners with the non-profit orga-nization Williamson-Burnet County Opportunities, Inc. (WBCO) to provide applicants and current residents with supportive services. Other community participants include the Burnet Neighborhood Center, Head Start, and Texas Workforce Development & Welfare. The property retained its existing USDA RD financing. The

rehab is also contributing to the local economy; Ben Farmer of Hamilton Valley Management estimates that 15-20 temporary jobs have been created. Local material suppliers have also benefitted.

Northgate’s manager, Sandy Sharp, is working sev-en days per week while the rehab is in progress. She admits that the schedule is proving exhaust-

ing, but is excited about the added amenities for the ten-ants. Two of the property’s fourplex buildings are already finished. A new building features a larger manager’s of-fice, a new community room, an activities room, and a warming kitchen. A shade pavilion is being constructed outside and barbeque grills will be added for community use. Fresh landscaping and a new playground will follow. The new buildings, the laundry room, and even the dump-ster areas feature full handicap-accessibility, as do two recently remodeled units (one has already been leased).

The San Antonio Housing Authority in partnership with the NRP Group has developed the first multi-family development in San Antonio certified to

meet Build San Antonio Green (BSAG) Level One Requirements and exceeding city code by 15 percent.

The property is a cutting-edge energy-efficient community for those aged 55 and better, located at 1955 Bandera Road. The community’s 172 units feature Energy Star appliances, compact fluorescent light (CFL) bulbs, and energy-efficient doors and windows. Additionally, solar panels warm the water and the heating system, used in the complex, reducing energy consumption and resident’s bills. Other amenities include a clubhouse with activity rooms, a swimming pool, horseshoe pit, fitness center and computer center.

Total funding for the Mirabella amounted to almost $20 million from sources including a private activity bond allocation from the San Antonio Housing Finance Corporation, tax credits and tax credit assistance program (TCAP) funds from the Texas Department of Housing and Community Affairs (TDHCA), HOME funds from both

the City of San Antonio and Bexar County. Investors and lenders included Boston Capital and US Bank. The developers for the Mirabella are the NRP Group and SAHA. The NRP Group also managed construction and will be conducting property management.
