How a Bill Becomes a LawIt starts with an idea . . .

Step OneA state senator or a representative can introduce a bill.Lets try to make it a law that everyone has to recycle soda cans!

STEP TWOA committee studies the bill and may hold public meetings for discussion. They will pass, reject or do nothing with it.

Whos going to pay for it?How soon will we start this?We can give 10 cents for each can people recycle!

STEP THREEIf the bill is passed, it is read in the House or the Senate, and then given to the Rules Committee.

STEP FOURThe Rules Committee can schedule a 2nd reading or take no action.

STEP FIVEAt the 2nd reading, the bill is debated and may be changed before being put on the third reading calendar for final passage.

STEP SIXAfter passing one house, the bill goes through the same procedure in the other house.

STEP SEVEn

If changes are made in the other house, the first house must approve the changes.

House of RepresentativesSenateLets change it to 5 cents for each can recycled!

STEP EIGHT

When the bill has passed both houses, it is signed and sent to the governor.

STEP NINE

The governor signs the bill into law or may veto all or part of it. If the governor does not do anything, it may become law without a signature.Yes! Now we have a way for everyone to help the environment!
