FOREWORD BY THE PRESIDING OFFICERS
Welcome to the Annual Report for 2012 to 2013.
This has been a very busy year for Tynwald and the political background has produced its
fair share of challenges. The purpose of this report is not to comment too closely on the
political environment but to describe what has happened to Tynwald as an organisation.
In the course of the year we have seen the election of Members to the Legislative Council –
Mr Michael Coleman, as a new member, and the re-election of Mr Wild and Mr Turner and
the election of Mr Corkish, previously a member of the House of Keys. This brought about a
by-election in Douglas West, which saw Mr Chris Thomas elected. The first Acting Attorney
General was also appointed under legislation passed in this session. We have also seen the
departure of Mr David Callister and Mr Eddie Lowey. The report comments on this further in
the next section.

This year we are very pleased to have strengthened our links with Norfolk Island, with a visit
by the President of Tynwald, who was a guest of the Norfolk Island Legislative Assembly
when the territory celebrated its Anniversary Day on June 8th. The invitation was extended
under the cultural agreement established between the Isle of Man and Norfolk Island in
2011 which was ‘guided by the desire to develop and strengthen friendly relations and to
promote interest in the fields of heritage, culture, research, education and media
communications.’
Mr Speaker went to the Turks and Caicos Islands (TCI) as leader of a two-day parliamentary
good governance seminar. The seminar, hosted jointly by the UK Foreign and
Commonwealth Office (FCO) and the Commonwealth Parliamentary Association (CPA),
familiarised TCI elected politicians with parliamentary practices and procedures of the TCI
House of Assembly, following the formation of the territory’s new constitution in October
2012 and elections in November 2012 that saw TCI resume local administration after three
years of direct British rule. Mr Speaker and the Clerk of Tynwald, who were joined by
Gibraltar’s Minister for Enterprise, Training and Employment the Hon. Joe Bossano, met the
Speaker of the TCI House of Assembly the Hon. Robert Hall, the territory’s Premier, the Hon.
Dr Rufus Ewing as well as the Leader of the Opposition, ministers, politicians, Cabinet
members, senior officers and representatives from the Integrity Commission.
We are delighted that Mrs Rosemary Sayle, widow of the late Norman Sayle TH (the first
ever recipient of the Tynwald Honour) has kindly loaned paintings to the Clerk of Tynwald’s
Office. Tynwald now houses the largest collection of Norman Sayle watercolours on public
display.
Our connections with colleagues in other parliaments continue to be strengthened by
practical cooperation through the provision of Hansard to Guernsey, Gibraltar and, a recent
addition this year, Alderney. We hope to include further jurisdictions in the scope of this co-
operation in the future. We believe that our provision of Hansard is an example of how
sharing expertise between small Parliaments can improve service to the public and deliver
better value for money.

MEMBERS OF THE LEGISLATURE
On 18th March 2013 all four vacant seats on the Legislative Council were filled on the same
day. This was the first time this had happened since 7th March 1995.
Two of the four seats were taken by sitting Council Members Mr Juan Turner MLC and
Mr Tony Wild MLC, who were re-elected.
The other two seats had been left vacant by the retirement of Mr Eddie Lowey and
Mr David Callister. One of these was taken by Mr Michael Coleman, who was already known
to many of us from his service as a lay member of the Manx Electricity Authority and other
statutory boards. Mr Coleman has since been appointed a Member of the Department of
Home Affairs and the Department of Social Care and Vice-Chairman of the Office of Fair
Trading, and has been elected by Tynwald to the Economic Policy Review Committee.
The other vacant seat was taken by Mr Geoff Corkish MBE MHK, who ‘went upstairs’ to the
Council, necessitating a by-election in the House of Keys constituency of Douglas West. This
was held on 23rd May 2013 and the successful candidate was Mr Chris Thomas.
In March 2013 Mr John Quinn was appointed Her Majesty’s
Acting Attorney General. Mr Quinn was born and raised in the
Isle of Man where he attended St Mary’s School, Douglas
followed by boarding school at Upholland College,
Skelmersdale. He was called to the Manx Bar 1978. He is a
past President of the Isle of Man Law Society and a past
Chairman of both the Bank of Ireland (Isle of Man) Limited and
Hospice Care. In his busy general legal practice he was a
founder partner in Quinn Kneale Advocates and prior to his
appointment was an in-house corporate lawyer. His interests
include farming, gardening and music making.
EDDIE LOWEY
Mr Eddie Lowey was first elected to the House of Keys at a by-election in 1975 and re-
elected in 1976 and 1981. He first stood and was elected as a Member of the Legislative
Council in 1982 and remained in that Branch continuously until his retirement in February
2013.
To mark the occasion of Mr Lowey’s retirement the presiding officers hosted a reception at
which former Rushen MHK and keen football fan was presented with a clock set in a piece of
wood engraved by the Manx Heritage Foundation, with which he had been closely involved
for many years, with the final words he spoke in Tynwald borrowed from TE Brown:

Happy and over and short enough’
Mr Speaker expressed his thanks on
behalf of the House of Keys for
Mr Lowey’s seven years of service.
He said Mr Lowey had made many
friends both within Tynwald and,
more widely, on the international stage. He added that whenever Members travelled
abroad and mentioned they were from the Isle of Man many people would mention
Mr Lowey, always in the fondest of terms.
Adding to Mr Speaker’s remarks Madam President referred to the three ‘fs’: family, football
and ‘philanthropy’, noting the strong support Mr Lowey enjoyed from his family, his love of
football, especially his support for the game in the Isle of Man, and his philanthropic
activities in his capacity as a trustee of the Lord Cockfield Memorial Trust.
In response Mr Lowey expressed his gratitude to his colleagues and the staff of Tynwald and
went on to express his thanks to his family for their unstinting support throughout his career
before cutting a celebratory cake.
DAVID CALLISTER
Mr David Callister was elected to the Legislative Council in March
2008. As a former radio reporter and political presenter with more
than 30 years’ experience of attending Tynwald and following
Manx politics, he was able to ‘hit the ground running’.
He served first in both the Department of Trade and Industry and
the Department of Agriculture, Fisheries and Forestry. In 2009 he
moved to the Department of Transport which in 2010 became the
Department of Infrastructure. He was also Vice-Chairman of the
Office of Fair Trading and the Civil Service Commission and was a
member of the MEA Select Committee.
He took ten Government Bills through the Legislative Council and made numerous valuable
contributions to debate on items such as animal health, constitution, harbours, sewerage,
public sector pensions, road races, building control, road traffic and highways. His private
Member’s Bill to reform the method of election to the Keys and the Council, however, was
lost at the Clauses stage in the Council.

PRIMARY AND SECONDARY LEGISLATION
This year ten Government Bills were introduced in the House of Keys. These are listed below
together with an indication of the stage each had reached by 30th September 2013. There
were no new Private Member’s Bills in either Branch and no Bill began its passage in the
Legislative Council.
On Tuesday 15th January 2013 the Law Officers Bill went through all its stages in all three
Chambers in a day. This Bill was introduced in order to facilitate the appointment of an
Acting Attorney General. Having been considered by the Keys in the morning and the
Legislative Council over lunchtime, it was signed in Tynwald Court the same afternoon. The
Royal Assent was given by the Privy Council on 12th February and the Act came into force on
its announcement in Tynwald on Tuesday 19th February.
By coming into force within five weeks of its introduction, this Bill broke the record
previously held by Lord Raglan’s Highways (Light Locomotives) Bill, the Bill which paved the
way for the first closed roads motor races in the Isle of Man. Lord Raglan’s Bill went through
both Branches and was signed in Tynwald on Tuesday 15th March 1904. Royal Assent was
given by the Privy Council on 28th March 1904 in the presence of King Edward VII and the
Act was promulgated in English and Manx at St John’s on Thursday 5th May 1904, seven
weeks after its introduction.
The only other Bill to have gone through all Keys and Council stages in a day in modern
times seems to have been the European Communities (Amendment) (No 2) Bill 1992. It
went through both Branches on a single day in May 1992 but was not signed in Tynwald and
given Royal Assent until December 1992.
Another legislative milestone in January 2013 was the conclusion of the Legislative Council’s
consideration of the Electoral Reform Bill 2011. This was a Private Member’s Bill which had
been introduced in June 2011 by Mr David Callister MLC. The Bill proposed that the Island
be divided into eight constituencies, each returning three MHKs and one MLC. Later in 2011
the second reading in the Council was interrupted by a motion to refer the constitutional
principles raised by the Bill to a Joint Committee. In December 2012 the Report of the Joint
Committee was debated by both Branches and the second reading in the Council was
resumed and carried. In January 2013, however, a substantive clause of the Bill was rejected
by the Council and no further progress was made before Mr Callister’s retirement at the end
of February 2013.
In its report, the Joint Committee included a timeline placing the 2011 Bill in the context of a
series of previous Bills on the same subject going back to 1982. The next instalment in this
long-running drama may come from Mr Peter Karran MHK. In June 2013 he was given leave
to introduce a Private Member’s Bill to make new provision for the constitution of the
Legislative Council.

Meanwhile work continues under the existing constitutional framework. A conference
between the Branches was established in February 2013 to consider the fixed penalty
regime proposed by the Sunbeds Bill 2012. The Council had removed the Clauses providing
for this regime. After one meeting a compromise was agreed and this was adopted by the
Council on 23rd April 2013 and the Keys on 14th May 2013.
Tynwald Court continued to consider secondary legislation at its monthly sittings
throughout the year. The majority of motions for the approval of statutory documents were
carried without lengthy debate but this could not always be assumed. For example the
Education (Student Awards) (Amendment) Regulations, which made changes to the
arrangements for university tuition fees, were initially tabled in December 2012 but were
first deferred and then withdrawn for further work before the Court finally gave its approval
in February 2013. This topic also gave rise in January 2013 to the presentation of a public
petition in Tynwald under Standing Order 6.2, a relatively rare procedure which had not
been used since December 1998.
At Tynwald Court on 18th June 2013 the Third Report to Tynwald of the Boundary Review
Committee upon the Boundaries of the Constituencies for Elections to the House of Keys
was debated and the recommendations contained within were approved. The result will be
an amendment to the electoral boundaries resulting in 12 constituencies with
approximately 7000 electors, each represented by two Members of the House of Keys. This
change will happen in time for the 2016 General Election.

and provisions of certain Acts concerned with those matters; to amend the Children and
Young Persons Act 2001 to provide for a Departmental fostering service; and for connected

Summary Jurisdiction and Miscellaneous Amendments To amend further the Summary
Jurisdiction Act 1989; to make minor amendments to other enactments; and for connected

Weeds (Amendment) To amend the Weeds Act 1957. (Royal Assent announced.)

COMMITTEE WORK
Committees continued to meet frequently and the structure put in place in October 2011
continued to prove its worth.
Specific inquiries as at September 2013 include: Pre-school education for the Social Affairs
Policy Review Committee; and the space industry and Sefton Group for the Economic Policy
Review Committee. The Environment and Infrastructure Policy Review Committee
continued to scrutinise the three areas that fall within its remit. There were 27 Oral
Evidence Hearings held during the year by committees on a wide range of topics.
The Public Accounts Committee (pictured), produced its Annual Report 2012-13; a Report
on the Commercialisation of the TT: Contract Negotiations and Contract Management; a
Report on the Handling by the Manx Authorities of the Case of Dr Dirk Hoehmann; and a
Report on Bus Ticketing 2012-13.
As at 30th September 2013 there were three select committees: Kirk Michael Land Exchange,
Public Service Broadcasting and Civil Legal Proceedings.
After eight years the Select Committee investigating the Manx Electricity Authority
reported. Following two interim reports, in 2006 and 2010, the Committee, set up on 12th
July 2005, produced its final report in February 2013.
Other committee reports published during 2012-13 were Tynwald Standing Orders First,
Second and Third Reports for 2012-13; Kirk Michael Land Exchange Report; Select
Committee on Local Authorities: Members’ Interests; Emoluments Committee Report on
Tynwald Pensions and Compulsory Contributions; Economic Policy Review Committee First
Report 2012-13 and a Progress of Inquiries Report; Tynwald Honours Committee First
Report 2012-13; Social Affairs Policy Review Committee Report First Report 2012-13: Pupil
Data and a Supplementary Report on Pupil Data; House of Keys Standing Orders Committee
and Legislative Council Standing Orders Committee.

TYNWALD DAY 2013
Friday, 5th July, dawned bright and sunny, the first Tynwald Day in several years where
umbrellas were not required. Madam President presided over her second open air sitting of
Tynwald which saw the return of the Navy as the Military support. The Guard of Honour was
drawn from a number of ships from Her Majesty’s Royal Naval fleet and they were overseen
by the State Ceremonial Team. The military band was the Band of HM Royal Marines
Scotland.
This year the Isle of Man Scout and Guide
Associations were wearing a new badge,
specifically designed to be worn by those selected
to take part in the Tynwald Ceremony. The badge
was created by Lucy Pendlebury of Garwick Senior
Section, Melissa Scale of Ballaugh Guides and Emily
Unsworth of 1st Viking Troop Malew.
Eighteen Acts were promulgated this year, one of
which, the Law Officers’ Act, had been passed
through all three Chambers on the same day.
Roger Phillips, Clerk of Tynwald took receipt of
seven petitions of which all were in order bar one. The one petition that was ruled out of
order was because it contravened Standing Order 6.1(4) which says that petitions must be
‘respectful, decorous and temperate’.
One stalwart participant of the Annual Tynwald Ceremony reached a major milestone at this
year’s ceremony. In the same year that President Kennedy was assassinated, Martin Luther
King had a dream and Doctor Who aired for the first time on British television,
Mr Ian Cannell CBE commentated on his first Tynwald Ceremony. This year he celebrated 50
years as the voice of Tynwald.

TYNWALD DAY AWARDS
Mrs Nadene Crowther MBE was awarded the Tynwald Honour this year for her significant
contribution to the hospice movement which began in her teenage years and continued
throughout her life culminating in her being a key figure in the establishment of the Isle of
Man Hospice in 1983.
This year, in addition to a best turned out unit chosen
by the Local Parade Commander and the Military
Liaison Officer, the Tynwald Ceremony Arrangements
Committee approved a new award for the best turned
out member of a local unit. This was awarded to Gethin
Sparks from the Isle of Man Sea Cadets. The Isle of Man
Army Cadet Force, won Best Turned Out Unit. Major
Dean Johnson collected the award on behalf of the
cadets (pictured left with Madam President.)
Answering ten questions in the Tynwald Day Quiz won Miss
Kay Hullock £100. She was invited to the Legislative Buildings
to receive her prize from the President of Tynwald.
POST-CEREMONY EVENTS
After the Ceremony finished, the
celebrations continued in traditional
style. Aalish Maddrell, in her second
year as Tynwald Day Enhancements
Co-ordinator, organised another
spectacular array of entertainment. A
Manannan mosaic was created as
part of the ‘Take Part in Art’ project.
Designed and led by Elaine Edge, from
Rushen primary school, the workshop
continued throughout the day.
Children from all over the island were
able to contribute to this magnificent
piece of community art, which will now be on permanent display outside the Bunscoill.

A host of other entertainments were held throughout
the day, and included the Côr Meibion Llanrwst a'r
Cylch (Llanrwst and District male voice choir) - some
28 choristers with occupations ranging from farmers
to firemen - singing in the Royal Chapel.
From even further afield US Manx teenage dance
team ‘And Sometimes Y’ from western
Massachusetts realised their dream to perform
in the Isle of Man, following their successful fundraising campaign to help with travel costs.
Local artist Svetlana Cameron, an honoured guest of Tynwald in 2012, who has painted
portraits of former Speakers of the House of Keys Mr David Cannan and Mr Tony Brown
OBE, has painted ‘Laa Tinvaal’. It is a colourful work which depicts traditional Manx dancing
in front of Tynwald hill. This painting, along with portraits of Canon Brendan Alger and
Father Brian Dougherty commissioned by the Church of St Mary on the Isle, was displayed in
the Tynwald Library during July 2013. Looking forward to 2014 and the Year of Culture in the
Isle of Man, Mrs Cameron is planning to continue her series of Tynwald Day inspired
paintings celebrating key moments of the ceremony and focusing on the main participants.

Tynwald Day 2013 Enhancements
The Manx Youth Band and Concert Brass performed at the Tynwald banquet for the first
time in 2013, playing a fanfare to announce the arrival of His Excellency the Lieutenant
Governor, Mr Adam Wood. Madam President said, ‘I was delighted to have a local group of
trumpeters to perform this fanfare and what better place to showcase local talent than at
the banquet on our National Day.’ The Manx Camerata, a string quartet also performed
during the evening.

REACHING OUT TO YOUNG PEOPLE AND THE WIDER COMMUNITY
Early in the last parliamentary year Mr Speaker and
the Clerk of Tynwald, Roger Phillips, paid tribute to St
Helena slave Samuel Ally, born into slavery but
granted freedom by his master, Kirk Michael-born
Colonel Mark Wilks, the governor of St Helena at the
time of Napoleon’s exile there. Colonel Wilks later
returned to the Isle of Man, bringing his servant
Samuel with him.
When Samuel died at the age of 18 he was buried at Old Kirk Braddan Church in a grave with
a headstone paid for by his employer. Mr Speaker and the Clerk of Tynwald cleared the
grave of weeds while Manx National Heritage conservator Christopher Weeks cleaned the
headstone.
In November 2012, 69 children from 18 primary schools participated in a Fairtrade
Conference held in Legislative Buildings. The schools were Arbory, Ashley Hill, Ballacottier,
Ballaquayle, Braddan, Bunscoill, Dhoon, Foxdale, Jurby, Manor Park, Marown, Onchan, Peel,
St Johns, St Mary’s, St Thomas’, Sulby and Victoria Road. Madam President presided over a
mock debate in the Tynwald Chamber that centred on whether Fairtrade chocolate should
cost the same as regular chocolate. Four workshops were run throughout the day including
a game called Rich Man Poor Man which involved participants drawing lots to see which 20
people would sit at a table to enjoy Fairtrade fruit juice and cookies (rich man), and which
80 would sit on the floor for a cream cracker and water (poor man).
In December Tynwald held its annual carol service at Trinity Methodist Church. Music is a
passion shared by many Members and staff and the Tynwald choir, made up of politicians
past and present, officers of Tynwald and civil servants once again contributed to a
successful musical event.
2013 saw the publication of ‘Legislatures of
Small States: A Comparative Study’, the latest in
the Library of Legislative Studies series of books
from academic publisher Routledge. Deputy
Clerk of Tynwald, Jonathan King (pictured left,
with Mr Speaker and Madam President)
contributed a chapter on the Isle of Man,
commissioned when the book’s editor, Dean and
Director of Operations at Wroxton College, Oxfordshire Dr Nicholas Baldwin sought a
contribution to the work from the then President of Tynwald Mr Noel Cringle OBE. A copy of
the book can be found in the Tynwald Library.

In March two students were invited to
observe the annual Commonwealth Day
proceedings in London. This year Katie Danes,
18, (shown right) from Port St Mary and Faye
Devlin, 19, from Onchan attended the day,
the theme for which was ‘Opportunity
through Enterprise’. The programme included
discussions on the Commonwealth and the
CPA attended by visiting and UK
parliamentarians, followed by attendance at
the Observance Day service in Westminster Abbey at which Her Majesty the Queen, as Head
of the Commonwealth, was present, together with all Commonwealth High Commissioners
in London. The day concluded with a reception, also in the presence of Her Majesty, hosted
by the Commonwealth Secretary-General Kamalesh Sharma at Marlborough House,
headquarters of the Commonwealth Secretariat. During the day Her Majesty the Queen
signed the Commonwealth Charter.
EXHIBITIONS IN THE TYNWALD LIBRARY
The exhibition space in the Tynwald Library
continues to attract exhibitors. An exhibition
mounted by a local wildlife photographer Adam
Peet, aged 14, from St Ninian’s High School was
very well received in in the spring. Celebrated
wildlife artist Dr Jeremy Paul came to visit the
exhibition meeting Adam, with whom he shared
some invaluable tips on photographing wildlife.
Local company MannIN Shorts which is a film
training and production scheme for new and
emerging film-makers in the Isle of Man
showcased films made with the support of
the Isle of Man Arts Council and many other
local sponsors during the first 18 months of
the initiative in its exhibition in the library.

TOURS OF THE CHAMBERS
Visitors from far and wide have visited the Chambers
this year. Madam President hosted a tour of the
Chambers for the Chinese Ambassador His
Excellency Liu Xiaoming and his wife, Madam Hu
Pinghua.
Two MLCs (Mr Geoff Corkish and Mr Alex
Downie) hosted a visit by a group of
vintage car enthusiasts.
In July, a basketball team from Canada toured the
precincts and treated us to a song in the stairwell in
the Legislative Buildings, the open aspect of the
stairwell being noted for its excellent acoustics.
Also in July, Chinese students from No 1 School Liuyang and German students from the
Markgräfin-Wilhelmine Grammar School, both undertaking exchange programmes with
Ballakermeen High School, also came to visit the precincts, with a German quartet playing in
the foyer of the Legislative Buildings.
Regular tours take place each Monday and Friday, with other scheduled and impromptu
tours taking place hroughout the week, both during the day and in the evenings.D

JUNIOR TYNWALD 2013
In July the annual sitting of Junior Tynwald took place. Organised by the Isle of Man branch
of the Commonwealth Parliamentary Association (CPA) in association with the Department
of Education and Children the sitting, held on Monday July 15th, saw Year 12 students from
the Island’s five state secondary schools assume the roles of Members of the House of Keys
and the Legislative Council to debate matters ranging from the funding of university fees to
bus provision for young people, alcohol misuse to sustainable energy sources.
The sitting was marked by incisive exchanges during question time, a session during which
some ‘Members’ strayed, on occasions, from the topic under discussion. In this they were
accorded some latitude by the President of Tynwald, who observed: ‘Question time was
most absorbing, generating some well thought out supplementary questions and
demonstrating the students’ keen interest in current affairs.’
CPA Isle of Man branch chairman Mr Juan Watterson MHK said: ‘Junior Tynwald is always
eagerly anticipated by Members. Every year the proceedings not only provide an insight into
young people’s political thinking and their take on Manx current affairs but also
demonstrate the students’ accomplished debating skills and grasp of parliamentary
procedures. Junior Tynwald can help students develop their self-confidence, which will
serve them well in later life and, perhaps for some, ignite a passion for a career in politics.’

INTER-PARLIAMENTARY ENGAGEMENT
Tynwald welcomed two Shetland
Island guests during a two-day
information gathering visit. Mr Tavish
Scott, Member of the Scottish
Parliament for Shetland (centre) and

Shetland Islands Council (left) had
travelled to the Isle of Man against
the background of widespread debate
about Scotland’s constitutional
future. They had expressed a wish to
learn from the Isle of Man’s experience as a Crown Dependency and to study the legislative
processes of Tynwald, in particular the practicalities of managing parliamentary business in
a system where most elected Members are independent.
The visit was prompted by discussions between Mr Scott and Mr Speaker while attending a
Commonwealth Parliamentary Association (CPA) conference in Edinburgh early in 2012. The
programme saw the visitors meet with Mr Speaker and Madam President, attend sittings of
the House of Keys and the Legislative Council and deliver a presentation to Members on the
Shetland Islands that included an account of the region’s successful wind farm project.
Their visit also provided opportunities to meet with the Chief Minister Hon. Allan Bell MHK,
the Minister for Environment, Food and Agriculture Hon. Phil Gawne MHK, the Minister for
Economic Development Hon. John Shimmin MHK, the Treasury Minister Hon. Eddie Teare
MHK and Mr Mark Shimmin, Chief Financial Officer to the Treasury.

Madam President, who gave her distinguished guests a tour of the Tynwald Chambers, said:
‘The Isle of Man enjoys a close relationship with the United Kingdom. In this the Ministry of
Justice’s Crown Dependencies branch plays an important role, representing the Island’s

interests not only in the UK but on the wider international stage. I was therefore delighted
that Lord McNally’s programme allowed time to visit Tynwald and discuss matters of mutual
interest and I look to welcoming him back in the future.’
Also welcomed to Tynwald in 2013 was the Seneschal of Sark, Jeremy La Trobe-Bateman,
brother of Isle of Man Department of Home Affairs Legislation officer Tom La Trobe-
Bateman. Mr La Trobe-Bateman explained that the role was created by Charles II upon the
Restoration, the Seneschal was head of both
the legislature and the judiciary. Under recent
constitutional reforms the roles have been
separated. He is the first Seneschal to have
only a judicial role, the legislative role having
passed to a new office holder known as the

The Annual Commonwealth Day Dinner was
held for the first time in the Barrool Suite,
Legislative Buildings with entertainment
provided by Otto, a male vocal ensemble from
Ballakermeen High School and one of this
year’s finalists in Junior Achievement Isle of
Man’s Next Big Thing talent contest. The guest
speaker for the dinner was Deputy Speaker of
the House of Commons and Chairman of Ways
and Means, Rt. Hon. Lindsay Hoyle MP for
Chorley.
In his address Mr Hoyle said: ‘I am delighted to
have been invited, in my capacity of Chairman
of Ways and Means and Deputy Speaker of the House of Commons, to address the
Commonwealth Day dinner held by the CPA Executive Committee of the Isle of Man. The
event is an important opportunity to reaffirm the shared democratic values of the
Commonwealth and to acknowledge the good work of the Commonwealth Parliamentary
Association, an organisation with which I am proud to have had a long involvement. As a
Member of Parliament from the North West of England I have long acknowledged the
importance of building links between the North West region and the Isle of Man, and it is
therefore a particular pleasure to mark this occasion in Douglas.’

an expanse of water but CPA events such as
this serve to demonstrate and strengthen the
close ties that exist between us and provide a
valuable opportunity to deepen those bonds
with our UK parliamentary colleagues. It was
against this background and ahead of
Commonwealth Observance Day in London
on March 11th that we were pleased to
welcome Mr Hoyle (pictured right) to
Tynwald.’
Just in time for the Island’s worst snowfall in 50 years Tynwald welcomed Iris Green, head of
the Tristan da Cunha post office and philatelic bureau. For Mrs Green, who also works in the
territory’s tourism industry, her two week placement was the first time she had observed
the workings of a parliament.
She said: ‘It has been most interesting
to learn about Tynwald’s legislative and
administrative procedures. I have also
had the opportunity to work alongside
the Information Service and Hansard
teams and witness how online access to
records streamlines the research
process. Our Island Council is, of course,
much smaller than Tynwald, but for us
to have that ease of access to records
would, nevertheless, be of great benefit
and this is one of a number of proposals
I would hope to put forward on my
return. All islands face many similar
problems so it has been extremely valuable to share experiences while on this study visit
during which everyone has been very welcome and helpful.‘
Also shivering in the cold weather, the Deputy Speaker and Clerk from the Turks and Caicos
visited on a study programme following the good governance seminar led by Mr Speaker in
the territory earlier in the year.
During their visit they observed the swearing-in ceremony of four newly elected Members
of the Legislative Council and attended a sitting of Tynwald Court. Opportunities were

provided to meet with the Presiding Officers, attend a private meeting of a Select
committee, spend time with the Tynwald Information Service team and also to witness
Tynwald’s world-class voice recognition technology.
Mrs Connolly (right) said: ‘The
study visit has been very useful.
The insight into the workings of
Tynwald and its administrative
and legislative procedures will
most certainly assist me in
carrying out my role as Deputy
Speaker. Of particular interest
was learning about the Hansard
voice recognition system and
the electronic voting operation,
facilities I would hope we might
be able to introduce some time in the future. Mr Phillips and his team have been most
helpful and it is comforting to know that if at any time we should have a question about
parliamentary procedure an e-mail to the Clerk of Tynwald’s Office will provide the answer.’
Mrs Parker (left) commented: ‘I found the Legislative Council operation, in particular the
valuable scrutiny function it performs, and the select committee procedures especially
interesting. Additionally the level of detail in briefings provided by the Clerk of Tynwald to
the Presiding Officers would be something I would hope to develop for the House of
Assembly. We are also in the process of building a website, so the time spent with the
Tynwald Information Service was very useful.’
Mrs Parker added that she would not
only remember her visit to the Isle of
Man for providing her first
opportunity, while assisting the Clerk
of Tynwald, to wear a clerk’s wig and
robe, but also for her first experience
of snow as the study visit had
coincided with heavy snowfall across
the Island. She concluded: ‘Visiting
the oldest continuous parliament in
the world has been an honour.’

ACTIVITIES IN THE UK AND FURTHER AFIELD
The 2012-2013 parliamentary year was another busy 12 months for the Clerk of Tynwald’s
office with a variety of engagements attended in the United Kingdom and further afield by
Members and officers.
Keeping close ties with our immediate neighbour parliaments is a key objective and the
Speaker of the House of Keys is a member of the British-Irish Parliamentary Association. In
March at the 46th Plenary Conference held in County Donegal Mr Speaker tabled a motion
which, on behalf of the people of the Isle of Man, called for all future wind farm proposals
to take full account of the potentially adverse effects they may have on shipping services
and navigation to and from the Isle of Man and Irish sea ports and the threat such proposals
could pose to the Manx economy.
Through its membership of the
Commonwealth Parliamentary Association
Tynwald is able to develop and strengthen
links with other Commonwealth
jurisdictions. In February 2013, Hon. Juan
Watterson MHK (pictured left with the
Hon. Keith Biles JP, Speaker of the Falkland
Islands Parliament), Mr Tony Wild MLC
and the Clerk of Tynwald attended the
43rd Annual CPA British Isles and
Mediterranean Region Conference in the
Falkland Islands, the theme of which was ‘Self-determination and its role in self-governance
and devolution’.
As a small parliament in the British Isles we are fortunate to enjoy excellent working
relationships with our neighbours, which can be particularly beneficial for newer Members
of Tynwald. In March Mr Alfred Cannan MHK, Mr Geoff Corkish MLC, Mr Howard Quayle
MHK, Mr Richard Ronan MHK,
Mr Leonard Singer MHK, Mr Laurence
Skelly MHK together with Mr Speaker
went to Edinburgh, for a two day
study visit to learn more about the
Scottish parliamentary system from
Members and officers. Mr Speaker
said: ‘We had a terrific reception in
Edinburgh. Without doubt we found
this a most valuable visit, one which
has won new political friends for theTynwald Members at Holyrood

Isle of Man from across all the Scottish parties, as well as cementing existing contacts. With
the independence debate well to the fore, it was an especially interesting time to have
discussions with our political colleagues as well as various officials at Holyrood. Whatever
the outcome of the referendum, continuing good relations with Scotland's parliament will
grow in importance.'
In May, Madam President and Mr Speaker attended the Jersey Liberation Day service and
ceremony at Liberation Square, and Slave Workers’ memorial service at Westmount.
Madam President laid a wreath on behalf of Tynwald and the Isle of Man in memory of the
slave workers brought to Jersey by the occupying forces during the Second World War,
many of whom died there.
Links between the Isle of Man and Norfolk
Island continue to be strengthened after
Madam President was a guest of the
Norfolk Island Legislative Assembly as the
territory celebrated its Anniversary Day on
June 8th. The invitation was extended
under a cultural agreement established
between the two islands in 2011 which
was ‘guided by the desire to develop and
strengthen friendly relations and to
promote interest in the fields of heritage,
culture, research, education and media
communications between the Isle of Man
and Norfolk Island.’ Every June 8th the self-
governing territory of Australia celebrates Bounty Day (also known as Anniversary Day) in
memory of the arrival in 1856 of the Pitcairn Islanders, descendants of the Bounty
mutineers led by Fletcher Christian.
At the end of a very busy year for our parliamentarians the
59th Annual Commonwealth Parliamentary Association
Conference, was held in Johannesburg, South Africa. Mr
Downie OBE MLC and Mr Singer MHK were accompanied by
the Clerk of Tynwald. At the Small Branches Conference
sessions Mr Downie (right) spoke about ‘Ensuring Technical
and Legislative Capacity for Ethical Tax-raising in Small States’
while Mr Singer (left) spoke on ‘Self-determination, self-
sufficiency and self-governance’. During their visit both
Members took the opportunity to learn as much about the
country as possible, to which end they went on a trip to the
Cradle of Humankind.

OFFICE OF THE CLERK OF TYNWALD
The Office of the Clerk of Tynwald has continued to support the business of the Chambers,
Committees, the Isle of Man branch of the Commonwealth Parliamentary Association and
individual Members.
INTERNAL ORGANISATION
As part of the Office’s continuing drive to improve efficiency and effectiveness, an internal
restructure was put in place in March 2013. Duties related to the three Chambers were
transferred from the Tynwald Administration Office to the Tynwald Information Service, the
latter being renamed the “Chamber and Information Service”. This is intended to exploit
synergies, for example, between producing papers for Tynwald sittings “before the event”
and holding them for reference “after the event”. It also allows the Tynwald Administration
Office to concentrate on committee work and preparations for Tynwald Day, which continue
throughout the year.
CO-OPERATION WITH EXTERNAL PARTNERS AND STAKEHOLDERS
The Tynwald Information Service engaged in collaborative work with the Isle of Man Law
Society resulting in the Law Society Library collection being relocated to the Tynwald
Library. This development, which brings benefits for Tynwald Members, the Isle of Man Law
Society and the general public, came to fruition with the arrival, in August 2013, of over 200
boxes of books. The Law Society collection, which retains its separate identity, provides a
valuable complement to the Tynwald Library’s existing legal collection.
Our Hansard team continued to provide a fast and reliable service to Tynwald Court, its
Branches and committees. With its specialist skills in converting diverse audio material into
text, the team also continued to provide transcription support to other jurisdictions.
including Gibraltar, Guernsey and Alderney.
The Clerks have worked with the Learning and Organisational Development Division of the
Isle of Man Civil Service and with the Attorney General’s Chambers to produce a day-long
course aimed at demystifying Tynwald and improving awareness of parliamentary practice
and procedure. The course, entitled ‘Working with the Legislature’, was delivered for the
first time in March 2013 and was well received by participants.

As a small nation located in the Irish Sea we are always keen to welcome guests from other
parliamentary jurisdictions. The Office was pleased in October 2012 to host a meeting of the
Committee Secretariat Network, an informal network bringing together committee staff of
parliaments and assemblies in the UK, the Crown Dependencies and the Republic of Ireland.
Meetings are held once or twice a year and hosted in rotation. The sessions provide an
opportunity to discuss matters of mutual interest, share best practice and develop
professional networks. It was agreed at this meeting that Tynwald would host a website for
the network which has been incorporated into the Tynwald website. Similarly a website for
the UK, Irish and Islands’ Clerks’ Seminar, a similar body concentrating, in the main, on
Chamber business and management issues has also been developed.
Clerk of Tynwald, Roger Phillips said: ‘We were pleased to welcome fellow clerks and
officers to the conference, which serves as an invaluable forum in which participants are
able to share experiences and best practice and also to identify new opportunities. For
example, together we can find ways of better harnessing the benefits that technological
advances present for delivering greater efficiency to elected Members, such as we have
found with the improved functionality of the upgraded Tynwald website and our world-
leading Hansard transcription system. Without conferences such as these we would not be
providing Hansard to Guernsey and Gibraltar, with the prospect of rolling it out to other
jurisdictions.’
Staff within the Office also maintain close contact with their counterparts throughout the
British Isles. Both the Clerk of Tynwald and the Deputy Clerk of Tynwald, Jonathan King
attended the annual Clerks Conference in Westminster in September 2013 and the Deputy
Clerk of Tynwald and Third Clerk of Tynwald, Marie Lambden attended the Committee
Clerks Conference. The Deputy Head of the Information Service, Trudi Thompson attended
the IPRIN (Inter-Parliamentary Research and Information Network) in Dublin and Deputy
Head of Hansard, Deborah Pilkington attended the BIPRA (British-Irish Parliamentary
Reporters’ Association) Symposium held at the House of Lords.

STAFF NEWS
There was a considerable degree of change in the Tynwald
Administration Office this year. In December 2012 Dominie
Smith (pictured right) retired after 10 years’ service, and we
welcomed Helen Cain to the team. In March 2013 as part of the
restructure mentioned above, Clare McDonough moved from
the Administration Office to the Information Service. In August
2013 Heather Paisley (pictured left) moved to a post in the
Treasury and at the end of September this year we welcomed Martina Specht.
The Hansard team said farewell in April 2013 to Clive
Alford and in July 2013 to Ian Faulds, both of whom
retired after many years’ service. Ian, as Senior Hansard
Editor, had responsibility for overseeing the
implementation of the voice recognition system in use
today, making the Manx Parliament a world leader in this
field. Ellen Callister was promoted from Deputy Senior
Hansard Editor to Head of Hansard and Deborah
Pilkington was appointed from within the team to be
Deputy Head of Hansard. In June 2013 the team
welcomed Lottie Ray as a new recruit from outside
the office. In September 2013 Deborah Smith joined
Hansard on her return from maternity leave, having
previously worked both in the Tynwald
Administration Office and in the Members’ Office.
In February 2013 we said farewell to Marilyn Cullen, former Deputy Clerk of Tynwald and
Clerk of the Legislative Council. Having retired as Deputy Clerk in 2007, Marilyn had
continued as a part-time Committee Clerk, an arrangement that came to an end on the
publication of the final report of the Select Committee on the Manx Electricity Authority.
Adrian John Pilgrim – 10th May 1948 – 22nd March 2013
We pay tribute to former Senior Hansard Clerk, Mr Adrian J Pilgrim, who passed away in
March 2013. A civil servant and long-standing staff member of the Clerk of Tynwald’s Office,
he worked in Hansard for more than 20 years before taking early retirement in 2003 on
health grounds. He was a highly respected scholar of Manx and other languages, a proficient
amateur musician with a particular interest in early music, a skilled calligrapher and an
enthusiastic astronomer. A humble man of great knowledge and faith, he will be missed by
many friends from diverse groups in the Island.

The current House of Keys was elected at a General Election on the 29th September 2011. A
by-election was held on 23rd May 2013, following the election of Mr Corkish to the
Legislative Council. This by-election was won by Christopher Charles Thomas. The Speaker of
