MACATAWA AREA COORDINATING COUNCIL TRANSPORTATION TECHNICAL COMMITTEE

I. INTRODUCTIONS AND APPROVAL OF MINUTES*** Members Present: Danielle Bouchard – Chair (Ottawa County Department of Planning and Performance Improvement), Brian White – Vice Chair (City of Holland), Craig Atwood (Allegan County Road Commission), David Fairchild (MDOT Bureau of Planning), Beth Higgs (MAX Transit), Dennis Kent (MDOT/Grand Region), Al Meshkin (Laketown Township), Brett Laughlin (Ottawa County Road Commission) Others Present: Tim Burkman (MACC), Dennis Grylicki (public), Joe Spelde (MACC), Carolyn Ulstad (MACC) *** It was moved by Mr. White and supported by Mr. Atwood to approve the minutes of October 8, 2018. The motion carried. II. PUBLIC PARTICIPATION- No comments were made. III. REPORT ON 2018 OZONE SEASON & WEST MICHIGAN CLEAN AIR COALITION ACTIVITIES Ms. Ulstad gave an update on the 2018 ozone season which included a list of Clean Air Action Days where the monitors exceeded 70ppb. An overview of the new West Michigan Clean Air Coalition’s website was shared, along with the 2018 PSA video. IV. REPORT ON UPDATES TO THE MACC’S NON-MORTORIZED PLAN Mr. Spelde discussed the history, vision, and goals of the Non-Motorized Plan, highlighting aspects of the plan that need updating. Some of the updates include creating new maps of existing and future facilities, collating crash data for pedestrians and bicyclist, expanding the variety of non-motorized resource guides, identifying the different types of users, and increasing community engagement. Maps of existing non-motorized facilities were handed out to each member.

V. HOLLAND DOWNTOWN TRAFFIC CIRCULATION STUDY RECOMMENDATIONS Mr. Burkman and Mr. White gave an overview of the recommendations of the study. The third and final public meeting was held on October 29th. The consultant is in the process of finalizing the report which will be completed near the end of November.

MACC Technical Committee Meeting Minutes September 10, 2018 Page 2 VI. UPDATE ON WEST MICHIGAN TIP AMENDMENT SCHEDULE Ms. Ulstad explained that the Interagency Working Group (IAWG) is needed to review new projects and amendments. The process was put into place after the South Coast court case decided to give former 1997 Ozone maintenance areas until Feb. 16, 2019 to have conformity determination on Long Range Transportation Plans and Transportation Improvement Plans. The overall purpose of the group is to comply with regional transportation conformity which is required under the Clean Air Act to ensure that federally funded or approved highway and transit activities are consistent with, or conform to, the purpose of the air quality state implementation plan.

VII. AMENDMENT TO THE MACC FY2017-2020 TRANSPORTATION IMPROVEMENT PROGRAM Mr. Burkman presented the requested TIP amendment as provided in the agenda packet, which consisted of 10 MDOT project actions, and one for the MACC’s Data Collection planning project. The amendment for the MACC’s project will reconcile the TIP with what is currently shown in the adopted FY2019 Unified Work Program (UWP) for Data Collection. Mr. Kent also presented two additional projects that MDOT requested consideration on: (1) Job No. 101615 – moving construction on the Saugatuck Rest Area into FY2019 from FY2021; and (2) Job No. 123859 – adjusting the construction budget for proposed indirect left turns on I-196 BL at 112th Avenue. *** It was moved by Mr. Atwood and supported by Mr. Laughlin to recommend that the MACC Policy Board Amend the MACC FY2017-2020 TIP to modify the projects as presented. The motion carried. VIII. FY2020-2023 Transportation Program Development (TIP) Mr. Burkman gave an update on the development of the next TIP cycle and provided an explanation on the reduced level of CMAQ funding. Project applications are due on November 16th. It was determined by the committee that the TIP Development Working Group would convene on December 7th at 11:00AM at the MACC office to develop a recommendation for consideration at the next Technical Committee meeting on December 10th. IX. MACC STATUS OF CURRENT PROJECTS / MEMBER REPORTS City of Zeeland – Mr. Nienhuis shared ahead of the meeting that curb and gutter still need to be poured on Rich Street and then base and top after that. The City is not sure the street will be completed this fall. MAX Transit – Ms. Higg reported that MAX is happy to have Elisa Hoekwater as their new Executive Director. The transit agency has also submitted an RFP for four new buses.

Pursuant to 23 U.S.C. 134(h)(7)(B); 49 U.S.C. 5303(c)(5)(B) the following is a listing of transit, non-motorized, bridge and roadway projects for which federal funds were obligated during the period October 1, 2017 -September 30, 2018*.

Re: MACC FY2017-2020 Transportation Improvement Program - Amendments to the FY19 Program

Below is a summary of the requested TIP amendments for consideration at the December 10th meeting. The MACC’s first requested amendment is to update project costs within the JobNet system so that they reflect what was originally approved in the MACC’s FY2017-2020 TIP. Staff will be adjusting the Federal cost from $465,600 to $464,000 and the Local cost from $234,400 to $480,000 to match what was originally programed in the MACC's TIP. This will raise the total project cost from $700,000 to $944,000. Steve Bulthuis, Manager of Holland Charter Township, stated that the desired change to JobNet most closely aligns to his records at the township as well as his recollection, and therefore requested that JobNet #130725 be modified accordingly. The second amendment is to abandon job number 130712. This job was originally created for the Advanced Construct (AC) money which would be reimbursed to the City of Holland for fronting the costs in FY19 job 130728. MDOT confirmed that the Waverly resurfacing job should not have two separate job numbers. To update the system, we added the $590,000 to job 130728 as AC money in FY20, making this job (130712) a duplicate that should be abandoned.

***Action Requested: Amend the MACC FY2017-2020 TIP to modify the project funding amounts as identified in the provided table.
