Halton Peel Dental Association has a lot to be proud of: we are the largest dental component society in Canada, several of our members have been awarded with their contributions to the profession and the community, we advocate to improve oral health in our regions and the province, and we organize quality continuing education and social events.

I am honoured to be the President of HPDA for 2015/16 and this newsletter will inform you about the benefits of joining HPDA, our upcoming events, our advocacy, our past events, our Presidential Charity – Heart House Hospice and promotions from our sponsors.

For Oral Health Month, we will be hosting 2 HPDA Smile Days on April 8th and 15th. On these days, free dental cleanings will be provided to under-resourced patients at 2 offices in our regions.

Meet ODA President, Dr. Victor Kutcher, and celebrate the achievements of your colleagues at ODA Night/Awards Night/Past Presidents Night on March 31st at Mississauga Golf & Country Club. Enjoy cocktails, appetizers and a delicious sit down meal with your peers. Don’t miss your chance to say goodbye and thank our former Executive Secretary, Ms. Joan Aitken, as we pay her tribute for helping HPDA for over 30 years.

We will be holding our first Mentor Night where experienced dentists can meet with newer dentists to help them in the profession. This members only night will be on Friday, April 22nd at Ruth’s Chris Steak House near Square One. Our next social event is Wine Tasting on April 28th at Mississauga Golf & Country Club. Update from our Board Liaison, Dr. Larry Tenaschuk

As an HPDA Past President and your Board of Directors Liaison, I am proud to be an HPDA member at this exciting time as we watch our component society grow while providing member support, education and outreach to our community. Much has happened since the start of the 2015-2016 membership so let me begin with the positive.

Firstly, let me congratulate our newest member to the ODA Board of Directors Dr. Lisa Bentley. With two members from HPDA on your ODA Board, I can assure you that HPDA concerns are heard loud and clear. Dr. Bentley as the past Chair of the Economics Committee and past HPDA President is a great addition to the Board.

As the Chair of the Board of Directors Audit, Finance and Risk Committee, this year has been extraordinarily busy. Last May, General Council ratified the new governance process and structure with the Constitution and Bylaws now fully compliant with the new soon-to-be implemented Ontario Not for Profit Corporations Act (ONCA). Your Board of Directors, with training from the Directors College at the DeGroote School of Business, worked with ODA staff, General Council, the Governance and Nominations Committee and the Constitution and Bylaws Committee to make the changes over the past four years a reality. We can all be proud as our Association is now known as a model Not for Profit Corporation across Canada.

The ODA has also reorganized our priorities and services based on member surveys and your General Council over the past year as the ODA strives for member service excellence. Please keep an eye on the continual improvements being made to the member benefits of ODA Select and Signature Select Programs on the member website. Our Extended Healthcare program has been rated by our consulting firm as one of the best in the country.

The new membership software program has become the ODA’s number one IT priority that is overseen by Audit, Finance and Risk. More to come on this complex ODA initiative as the project will likely be implemented this fall. Thank you to HPDA member, Dr. Gordan Markic, and the IT Subcommittee for its guidance and input.

The hard work of some of your HPDA members over the past year along with MPP Bob Delaney has resulted in the first unanimous al-party vote in the Ontario Legislature in many years in support of the science of Community Water Fluoridation (CWF). Health authorities and scientists around the world view CWF as one of the great community public health achievements of our day and yet there is still controversy. Please be sure to inform your Municipal Councilors and MP’s as to your position as a healthcare provider. This is particularly important in Peel Region at this time. HPDA will join Mr. Delaney along with the support of the Minister of Health, Dr Eric Hoskins, and hopefully our Premier Kathleen in presenting changes to the Fluoridation Act and the Ontario Municipal Act to the legislature as early as this spring. I hope that the Ontario Ministry of Municipal Affairs and Housing along with the Ministry of Health and Long Term Care headed by Dr Eric Hoskins will be successful on behalf of all our patients… So so stay tuned, the next few months could be very exciting for HPDA, the Region of Peel and your patients… HPDA keep up the fabulous work.

Speaking of advocacy, each and every dentist can be an advocate daily for our profession, for our patients and for our practices as many of us treat Councilors, Mayors, MPPs, MPs or other persons of influence that will listen to your concerns, like the underfunding of publicly funded dental programs. Dentists receive less than 50 cents on the dollar for treating provincial social assistance recipients but this cannot go on for much longer. Ask your MPP what happens to these people if dentists don’t provide necessary dental treatment. Good oral health is an important part of good overall health and an essential part of our everyday lives. Diet, sleep, psychological status, social interaction, school, and work are all affected by impaired oral health. So what is the cost of neglect? The ODA and members of your Board have the ear of the Minister of Health and he has assured us there will be action. We continue to press our position at every meeting with government and have stepped up our activities in working directly with Dr. Eric Hoskins and his staff! We are hoping for positive news soon.

Now for the less than positive news. For the past twenty years, ODA members have not paid GST/HST on membership dues based on expert advice the ODA obtained from our legal and financial advisors in the early 1990s. In May 2015, CRA notified ODA that there was some question whether we should be charging HST. Your Association is cooperating with CRA in addition to working with our legal counsel and accounting tax advisors to understand the potential impact on our members and association. More will be reported at the May General Council meeting and directly to ODA Dentists in the time ahead as our next steps become clear.

I would also like to express my disappointment in the recent Ontario Budget concerning dentistry as it felt like I had read it all before.

Lastly, I hope all of you will join with me in the congratulating our ODA Award recipients. Please remember to attend our next HPDA meeting in March as our winners will be honored. Our President, Dr. Victor Kutcher and your two Board members, Dr. Bentley and I will attend.

Our Gala on September 17, 2015 was attended by Mississauga Mayor Bonnie Crombie, Caledon Mayor Gordon Krantz, Bob Delaney M.P.P. Mississauga-Streetsville and Minister of Labour, Kevin Flynn M.P.P. Oakville.

Dr. Steve Lipinski and Dr. Sanjukta Mohanta represented HPDA at the Region of Peel’s meeting on the Seniors’ Dental Program on October 2, 2015. Representatives from ODA and HPDA attended Bob Delaney’s Fundraiser November 25, 2015 and spoke with Minister of Health, Dr. Eric Hoskins about community water fluoridation and increasing reimbursement fees of government sponsored oral health programs.

HPDA Executive Line Officers met with representatives from the Region of Peel and Halton Region July 10th and December 11th, 2015 to discuss how dentists and public health units can improve oral health of the community.

HPDA Dentists handed in hundreds of signatures to support Bob Delaney’s resolution on fluoridating all of the water in Ontario. Dr. Eric Hoskins, Minister of Health, and Dr. David Williams, Acting Chief Medical Officer of Health wrote a letter of support of community water fluoridation and sent it to all of the municipal leaders in Ontario January 7, 2016.

HPDA dentists wrote to ward councillors in Peel and Mayor Bonnie Crombie about the benefits of water fluoridation. All 3 mayors of Peel wrote a letter of support for community water fluoridation January 2016.

Dr. Victor Kutcher and Dr. Sanjukta Mohanta wrote a joint letter to the Region of Peel supporting community water fluoridation February 9, 2016.

On February 11th, 2016, Peel’s Medical Officer of Health, Dr. Eileen de Villa spoke with HPDA members to discuss the role of public health. Paul Sharma, Manager of Oral Health – Peel, spoke about the new HSO program and encouraged the placement of sealants.

HPDA has Political Contact Dentists (PCDs) assigned to each of the 11 M.P.P.s in Halton and Peel regions. These dentists attend the annual Political Action Conference at Queen’s Park and contact their M.P.P.s regularly to keep them up to date about issues facing dentists and our patients.

Their “Bring it Home” campaign is raising funds to build a palliative care facility in Mississauga. HPDA is proud to be a community champion of this campaign. On February 11th, 2016, Peel’s Medical Officer of Health, Dr. Eileen de Villa spoke with HPDA members to discuss the role of public health. Paul Sharma, Manager of Oral Health – Peel, spoke about the new HSO program and encouraged the placement of sealants.

HPDA has Political Contact Dentists (PCDs) assigned to each of the 11 M.P.P.s in Halton and Peel regions. These dentists attend the annual Political Action Conference at Queen’s Park and contact their M.P.P.s regularly to keep them up to date about issues facing dentists and our patients.

Update from our Board Liaison, Dr. Larry Tenaschuk

As an HPDA Past President and your Board of Directors Liaison, I am proud to be an HPDA member at this exciting time as we watch our component society grow while providing member support, education and outreach to our community. Much has happened since the start of the 2015-2016 membership so let me begin with the positive.

Firstly, let me congratulate our newest member to the ODA Board of Directors Dr. Lisa Bentley. With two members from HPDA on your ODA Board, I can assure you that HPDA concerns are heard loud and clear. Dr. Bentley as the past Chair of the Economics Committee and past HPDA President is a great addition to the Board.

As the Chair of the Board of Directors Audit, Finance and Risk Committee, this year has been extraordinarily busy. Last May, General Council ratified the new governance process and structure with the Constitution and Bylaws now fully compliant with the new soon-to-be implemented Ontario Not for Profit Corporations Act (ONCA). Your Board of Directors, with training from the Directors College at the DeGroote School of Business, worked with ODA staff, General Council, the Governance and Nominations Committee and the Constitution and Bylaws Committee to make the changes over the past four years a reality. We can all be proud as our Association is now known as a model Not for Profit Corporation across Canada.

The ODA has also reorganized our priorities and services based on member surveys and your General Council over the past year as the ODA strives for member service excellence. Please keep an eye on the continual improvements being made to the member benefits of ODA Select and Signature Select Programs on the member website. Our Extended Healthcare program has been rated by our consulting firm as one of the best in the country.

The new membership software program has become the ODA’s number one IT priority that is overseen by Audit, Finance and Risk. More to come on this complex ODA initiative as the project will likely be implemented this fall. Thank you to HPDA member, Dr. Gordan Markic, and the IT Subcommittee for its guidance and input.

The hard work of some of your HPDA members over the past year along with MPP Bob Delaney has resulted in the first unanimous al-party vote in the Ontario Legislature in many years in support of the science of Community Water Fluoridation (CWF). Health authorities and scientists around the world view CWF as one of the great community public health achievements of our day and yet there is still controversy. Please be sure to inform your Municipal Councilors and MP’s as to your position as a healthcare provider. This is particularly important in Peel Region at this time. HPDA will join Mr. Delaney along with the support of the Minister of Health, Dr Eric Hoskins, and hopefully our Premier Kathleen in presenting changes to the Fluoridation Act and the Ontario Municipal Act to the legislature as early as this spring. I hope that the Ontario Ministry of Municipal Affairs and Housing along with the Ministry of Health and Long Term Care headed by Dr Eric Hoskins will be successful on behalf of all our patients… So so stay tuned, the next few months could be very exciting for HPDA, the Region of Peel and your patients… HPDA keep up the fabulous work.

Speaking of advocacy, each and every dentist can be an advocate daily for our profession, for our patients and for our practices as many of us treat Councilors, Mayors, MPPs, MPs or other persons of influence that will listen to your concerns, like the underfunding of publicly funded dental programs. Dentists receive less than 50 cents on the dollar for treating provincial social assistance recipients but this cannot go on for much longer. Ask your MPP what happens to these people if dentists don’t provide necessary dental treatment. Good oral health is an important part of good overall health and an essential part of our everyday lives. Diet, sleep, psychological status, social interaction, school, and work are all affected by impaired oral health. So what is the cost of neglect? The ODA and members of your Board have the ear of the Minister of Health and he has assured us there will be action. We continue to press our position at every meeting with government and have stepped up our activities in working directly with Dr. Eric Hoskins and his staff! We are hoping for positive news soon.

Now for the less than positive news. For the past twenty years, ODA members have not paid GST/HST on membership dues based on expert advice the ODA obtained from our legal and financial advisors in the early 1990s. In May 2015, CRA notified ODA that there was some question whether we should be charging HST. Your Association is cooperating with CRA in addition to working with our legal counsel and accounting tax advisors to understand the potential impact on our members and association. More will be reported at the May General Council meeting and directly to ODA Dentists in the time ahead as our next steps become clear.

I would also like to express my disappointment in the recent Ontario Budget concerning dentistry as it felt like I had read it all before.

Lastly, I hope all of you will join with me in the congratulating our ODA Award recipients. Please remember to attend our next HPDA meeting in March as our winners will be honored. Our President, Dr. Victor Kutcher and your two Board members, Dr. Bentley and I will attend.

Halton Peel Dental Association has a lot to be proud of: we are the largest dental component society in Canada, several of our members have been awarded with their contributions to the profession and the community, we advocate to improve oral health in our regions and the province, and we organize quality continuing education and social events.

I am honoured to be the President of HPDA for 2015/16 and this newsletter will inform you about the benefits of joining HPDA, our upcoming events, our advocacy, our past events, our Presidential Charity – Heart House Hospice and promotions from our sponsors.

For Oral Health Month, we will be hosting 2 HPDA Smile Days on April 8th and 15th. On these days, free dental cleanings will be provided to under-resourced patients at 2 offices in our regions.

Meet ODA President, Dr. Victor Kutcher, and celebrate the achievements of your colleagues at ODA Night/Awards Night/Past Presidents Night on March 31st at Mississauga Golf & Country Club. Enjoy cocktails, appetizers and a delicious sit down meal with your peers.
