The next Khan to come down 'literally'before Shivaji was Shaista Khan.

    1. The defence of the country (swarajya) should be given highestpriority through a net-work of well garrisoned land and marineforts, a strong army and a navy. In view of peculiar geographical

features of Maharashtra, specially the Konkan region, this was thebest means of protecting the land from the hostile powers.

    1. All posts were to be filled on the basis of merit and not heredity, caste, or religion.

    1. Revenue collection was to be direct, i.e. by the State, through itsown agencies and departments, and not through middlemen ofany type.

    1. During war, and in course of raids in the enemy territory, thewomen, children and religious places were not to suffer any harmor damage.

Shivaji was an able and competentadministrator and established a governmentthat included such modern concepts as cabinet(Ashtapradhan mandal), foreign affairs (Dabir)and internal intelligence.

His legacy is heroism, selflessness, freedom, independence, brotherhood and unwaveringcourage, and as such he is a great role model forthe ages.

Toward the end of his reign he had built up

the Maratha forces to be over one hundredthousand strong, and was able to effectivelykeep the Mughal forces in check and on thedefensive while expanding his kingdomsouthward to Gingee, Tamil Nadu.

Using guerilla warfare techniques, he was

successful in annexing a major portion of theMughal Empire.
