Step 1
Contact the AFSC HR Solutions Program Management Office (PMO).
thepmostaffwilldiscussthetasks,scope,servicesandproductsthatyourclient/customerneeds.thepmostaff—pmBrodiethomsonanddpmssarahHackettKimandnicoleBazemore—willhelpyoudecideiftheHrsolutionss&Acontractistherightvehicleforyourrequests.
Step 2
Conduct and present market research.
thisstepisencouragedbytheFArundersection—FArpart10marketresearch(FAc2005-24).
Phase 2: Acquisition
and Planning
Includescompletionofacquisitionforms,preparationofaperformanceWorkstatementand
generationofcostestimatesbyHrs,followedbythe
releaseofataskorderrequestforproposalcontingentupontheprovisionoffunding.
Step 3
Federal customer requests the acquisition forms and templates from Army Mission Installation Contracting Command (AMICC), Office of the Program Executive Officer Enterprise Information Systems (PEO EIS), Human Resource Solutions (HRS).
Federalcustomerse-mailtheAmiccstaffusingtheformontheArmy‘sHrsolutionsWebsite,whereadditionalcontactoptionsand registration information is provided. Be prepared to usemarketresearchtoprovidedetailsonyourworkrequirementsasa“starterset”fortheAmicccontractingofficer’srepresentative(cor)/contract staff to begin performance Work statement(pWs) initiation and compile the request for proposal (rFp)documentation.
Step 4
The AMICC staff prepares the PWS and Independent Government Cost Estimate (IGCE).
thecor/contract staff will workwith the Federal customer todevelopalegallysufficientpWscontainingscope,background,applicabledocuments,tasksandobjectives.theAmiccstaffwillworkwithyoutodrafttherequirediGceasanestimateofLevelofeffortforcontractorperformance.theiGceandpWswillbeadjustedasnecessarytomeetyourclient/customer’sneedsandavailablefunding.

ArmyHrsolutionsprogramoffice(Hrs)saysthatrequirementsaretypicallyawardedwithin60daysofsubmittingtheperformanceWorkstatement(pWs)andtheentireprocess,frombidtoaward,iscompletedwithinapproximately30–45days.Hrsprovidesfulllifecyclesupportthroughoutthecontract,includingpre-andpost-awardservices.

Federal customer provides funding to AMICC.
Fundingisprovidedtocovertheestimatedcostofcontractorperformanceandallassociatedadministrativefees.
Step 6
AMICC release procurement Task Order Request for Proposal (TORFP) documents to all prime contract holders.
the Amicc staff will prepare and release the solicitation andanyrelatedprocurementdocumentstoobtainquotesfromthevarious Hr solutions contractors. the Amicc staff will directlyinterfacewiththebiddersonthecustomer’sbehalfonallqueriesandprocurementrequirements.
Phase 3: Award and Execution
includesadetailedreviewofthecostandtechnical
proposals,awardofthecontract,andcontractadministration.
Step 7
AMICC staff reviews all cost and technical quotes with the Federal customer.
Amiccwillreviewalloffersreceivedanddraftevaluationsandrecommendations for the task order award. customer will beoffered an opportunity to participate during this process. theAmiccstaff,alongwiththecustomer,willprovideanevaluationforcontractingofficer(co)considerationandapproval.
Step 8
AMICC awards the task order.
thecustomerandcontractorarenotified,copiesofthetaskorderaredistributed,andperformancebegins.
Step 9
Contract Administration
thedirectorofAmicc is theauthorizedcor toperformpost-award contract administration. the Amicc staff will performa variety of tasks to assist your customer throughout contractexecutionandclosure.
