Summary

Incumbents in the Human Resources Representative series provide HR transactional and HR technical support in one or more of the following functional areas: benefits, compensation, classification, employee relations, employment, recruitment, leave administration, HRIS, and training. Incumbents provide customer support; and review, approve, and process paperwork and electronic forms according to established procedures and timelines.

Distinguishing Characteristics

This is the highest non-exempt classification. The Human Resources Representative III is distinguished from the Human Resources Representative II in that incumbents in level III possess the knowledge, training, and experience to respond to situations that are more complex in nature and that require additional research and analysis. Additionally, incumbents in level III have a working knowledge of several functional areas of human resources and an advanced knowledge of at least two areas; furthermore, they may become subject matter experts in one or more areas.

Reporting and Supervisory Responsibilities

Incumbents in this classification may report to either the Human Resources Senior Associate Director, Human Resources Associate Director, Human Resources Specialist I or II, or the Lead Human Resources Coordinator. This classification has no supervisory responsibilities but may provide direction and training to other employees in the Human Resources Coordinator series.

Typical Functions

1. Responds to telephone calls, emails, and walk-in customers to provide assistance with the Banner human resources information system (Banner HRIS), benefits, employment eligibility and status, etc.

2. Assists with Banner HRIS User Group meetings by preparing agendas, minutes, etc. 3. Presents training in areas of expertise at Banner HRIS User Group meetings.4. Approves electronic personnel action forms (EPAF’s).5. Processes Extra Service Compensation forms.6. Processes and E-Verify’s incoming I-9 Employment Authorization forms.7. Corrects and keeps Banner HRIS information up-to-date.

8. Coordinates, processes, and enters benefits enrollment and dependent data into HRIS system and other relevant databases; verifies data to ensure completeness and accuracy.

9. Ensures applicant and current personnel job records are accurate and complete. 10. Adheres to applicable laws, rules, and regulations.11. Reviews and maintains confidential benefits, training, and employee files. 12. Processes highly confidential and sensitive personnel records in a professional and confidential

manner.13. Provides assistance on payroll issues and error reports.14. Performs employee requested changes to insurance due to marriage, divorce, and birth;

updates beneficiary information.15. Sends W-4 forms and direct deposit forms to payroll. 16. Assists with USU open enrollment, retirement and recognition events, and Human Resource

health fairs as needed. 17. Responds to inquiries, processes paperwork, and enters electronic data for a variety of benefits

including areas such as short-term disability, Worker's Compensation, Family Medical Leave Act (FMLA), medical and life insurances, flexible spending accounts, and other voluntary benefits.

Knowledge, Skills, and Abilities

1. Advanced knowledge of the Banner human resources information system.2. Working knowledge of benefits offered to University employees such as short-term disability,

Worker's Compensation, Family Medical Leave Act (FMLA), medical and life insurances, flexible spending accounts, and other voluntary benefits.

3. Working knowledge of the University’s classification and compensation structure. 4. Working knowledge of most areas of human resources and an advanced knowledge of at least

two areas: benefits, compensation, employee relations, employment, recruitment, and training.5. Strong organizational skills and ability to prioritize tasks. 6. Ability to maintain control, composure, and flexibility in a fast-paced environment with frequent

interruptions. 7. Ability to respond professionally to difficult and demanding customer service issues.8. Telephone etiquette skills.9. Skilled in the use of personal computers and related software applications. 10. Skilled in database and records management. 11. Ability to process highly confidential and sensitive personnel records in a professional and

confidential manner. 12. Ability to respond to requests and questions regarding personnel and payroll matters within

identified parameters.13. Ability to prepare routine administrative paperwork.14. Ability to troubleshoot and investigate computer errors and concerns and make corrections.

Minimum Qualifications

Four years of experience in human resources; or an associate degree/business administration certificate plus two years of experience in human resources is required.

Work Environment and Physical Requirements

Employees work indoors and are protected from weather and/or contaminants, but not, necessarily, occasional temperature changes. The employee is regularly required to sit and often uses repetitive hand motions. Employees nearly continuously listen, hear, and talk.
