MESSAGE

In the light of calm appraisal of the uncertain global economic situation most countries face as a result of the Euro zone debt crisis alongside with America’s economic woes, Singapore could encounter a “technical slowdown.” However, despite the gloomy forecast by economists, Singapore will see a slow growth as an outcome of national unity and trade pacts within the South East Asia region.

In our first HSL Newsletter edition, we will be featuring some of our past and new projects executed by our HSL project team. We have also successfully break through the region by securing our first overseas project in Myanmar in 2011.

I take this opportunity to give due credit to my fellow colleagues in HSL, by contributing and providing us good information to share with all of you.

We have been considering HSL newsletter for sometime now and have been thinking this as the best way to keep our customers and staff informed of what is the current happenings in the organization.

This inaugural newsletter has incorporated project information, productivity, csr and recreation club activities. I hope with these information, you will find them interesting.

We will continue to have a bigger & bolder dreams and the hardwork and discipline to make it happen in 2012. We recognized the hardwork of everyone in the organization and we hope you can let us know in what way, we can re-energize and re-engage all of you to ride the next phrase of growth.

Looking ahead, we must, and shall continue to work together, achieve our mission, vision and upkeep our core values.

With a total of SGD 55 million inves tments , we w i l l be strategically sited at Penjuru.

The New HSL Water f ront Development will comprise a total of 372,000 square ft in Gross Floor Area (“GFA”), Fabrication cum Warehouse wi th an approx imate of 262,240 Square ft, Open Yard with an approximate 43,000 square ft and a waterfront measuring 130 metres.

In this new development, we will have a multi-storey ramp-up highbay fabrication cum w a r e h o u s e a n d o f f i c e building. Standing at 5-storey high and dressed with vertical planting.

We believe that minimizing carbon footprint is necessary, therefore, the green features in the building shall include vertical landscaping; rain water harvesting; natural cross ventilation and increasing natural daylighting by 20

percent.

In embracing innovation, the N e w H S L W a t e r f r o n t development will house an R&D workshop to develop smarter solutions to meet construction challenges.

Going hand in hand, there will also be an incubation centre where like-minded partners will be invited to co-locate to bring collective innovation in the f ie ld of mar ine civ i l construction to the next level.

With the waterfront facility, HSL will be able to berth their marine crafts within their premises and operations can be streamlined with direct movement of marine related activities. With the space in this development, HSL will a l l o w m o r e i n - h o u s e precasting and fabrication works to be performed in order to achieve better work q u a l i t y , h i g h e r s a f e t y s t a n d a r d s a n d c o s t competitiveness.

B e i n g t h e f i r s t E n g i n e e r i n g , Procurement & Construction project for HSL, Tembusu Multi Utilities Complex (TMUC) Jetty project has became another stepping stone for HSL. The vast variety of works included; piling, dredging and shore revetment, construction of jetty head, mechanical and electrical works. The use of modular precast concrete deck enhanced the productivity of the site and the innovative silt curtain contributed cost savings to the project.

T h r o u g h h a r d w o r k i n g a n d dedication, HSL had gained the client’s trust which enabled us to secure additional works for the diesel oil upgrading system on the TMUC Jetty. Coming towards the end of the project, we have committed to handover the project ahead of schedule and confident t h a t i t h a s b e e n b e y o n d expectation.

One cannot say that he or she good unless others confirm and HSL is getting better by days with the affirmation of others. With this great belief and sheer determination from the project team, TMUC Jetty project has won its first award, “The C o m m e n d a t i o n A w a r d ” b y Singapore Concrete Institute (SCI). HSL is definitely running towards its vision.

Const ruct ion of the 613m seawall for this project involves numerous works such as pre-boring and piling of 1500 No. of 1 . 2 m & 1 . 4 m d i a m e t e r interlocked steel pipe piles, jet grouting and capping beam construction that measures 2.8 km long.

For the installation of the steel p i p e p i l e s , t w o d i f f e r e n t construction methodologies were devised to enhance the overall constructability.

For the piling works directly above water, a prefabricated staging system was installed on top of newly installed piles to provide access for boring rigs a n d c r a n e s t o f a c i l i t a t e adjacent area piling works in a c o n t i n u a l a n d s e q u e n t i a l manner.

For the piling works near the s h o r e l i n e , a s o o n - t o - b e

demolished pier, was used as the temporary platform for the construction works, and this greatly reduced the material usage and imparted cost-savings to our client.

Despite encountering ancient d e b r i s a n d u n e x p e c t e d boulders, installation of the i n t e r l o c k e d p i l e s w e r e completed within 12 months of the project, well within the planned piling programme.

To cope with the tidal conditions during construction of the c a p p i n g b e a m , e f f i c i e n t deployment of labor and resources was carried out to maximize the productivity during the erection of the beam soffit falsework and right up to the casting of concrete.

Apart from good planning, innovation played a pivotal role in the project as grouting of the

interlock between piles were a l s o p e r f o r m e d w i t h a specialized in-house grouting techniques to curb leakage for the sea wall structure.

The proactive approach to site works further allowed the client to better plan and execute sequential construction activities in advance which contributed greatly to completing the works 2 months in advance.

For the tremendous effort, the icing on the cake was that HSL clinched the Safety Subcon Award from LTA. Haste doesn’t certainly make waste, and the p r o j e c t o n c e a g a i n demonstrated that project certainty in terms of schedule, safety and costing can be a reality with proper planning and innovative thinking.

HSL Constructor was awarded with the contract to execute the Civil and RC Precast Pipe Rack Works; which essentially comprises of s t ructural foundat ions, p ipe rack precast ing, excavat ion, paving and drainage works . Interest ingly , un l ike conventional method of construction of pipe racks using steel elements, the pipe racks supporting the pipelines are precast and subsequently installed onsite.

Being one of the first companies to be involved in this new field of application of RC Precast Pipe Rack structures in Singapore, HSL is honored to be able to open up new horizons for precast elements in the construction of petrochemical facilities.

HSL has been tasked to c o n s t r u c t p i p e r a c k foundat ions , equ ipment foundations in the SCOT project and also 2 switch-houses and 1 Field Auxiliary Rooms (FAR) for the BUGIS project.

There were many existing underground facilities like p i p e s , e l e c t r i c a l a n d instrument cables which were not shown in the existing drawings. The challenge was t o c a r r y o u t t h e p i l i n g (micropiles) safely without damage any underground facilities.

The BUGIS project for HSL was to construct a total of 3 buildings. These buildings look to serve the new plant at HDS 5 for BUGIS. HSL has had previous expertise in building switch-houses and field auxiliary room in the BRM project and this has helped in the construction for these buildings.

HSL Constructor Pte Ltd is awarded the contract for the GMR Energy 2x400MW CCP – Off-shore Civil Works by Samsung C&T (SCT) at Jurong Island.

Under this project, HSL will undertake the following scope of works:• Circulating Water Intake Structure• Circulating Water Discharge Outfall Structure• Dredging• Off-shore GRP pipe(approx 360m length by 3.0m diameter) installation, Velocity Cap and

intake pipe header• Temporary Water Circulating (underground) Piping System Concrete Box Culvert

With the award of this contract, a project team with good experience and committed personnel was formed immediately and preparation is underway. Some of the challenges are identified by the project team and was vigorously discussed during preliminary meetings. First thing first is the laying of off-shore GRP pipeline which required the expertise of GRP pipes’ specialist, skilled divers and deployment of heavy marine equipment. The dredging works has to be completed to facilitate the laying of the GRP pipelines. The proximity of the subsea services are also taken into consideration when dredging work are underway. Next, will be the breakthrough of the secant bored pile wall and tie-in of the GRP pipes to the Intake Structure. The pre-casting and installation of the 2 Velocity Caps and intake pipe header off-shore are also part of the critical works to be thoroughly discussed and to devise a safe and effective methodology. Last but not the least, the construction of Circulating Water Intake Structure and Discharge Outfall Structure is another challenge where deep excavations are involved.

With high safety standard and excellent track records HSL possesses, the management believes that the project team will face up to the challenges and able to deliver this project with excellent safety & quality records, and complete the project timely. HSL is proud to contribute our marine construction excellence towards this power plant, which will be fully completed at the end of year 2013.

Daewoo International Corporation (Myanmar E&P) is developing SHWE Field Development Project in Western Part of Myanmar. This project consists of installation of an offshore platform, submarine pipelines, an onshore gas terminal, and supply base jetty facility.

Our team demolished the existing RC jetty and construct a new supply base jetty consisting of a jetty platform and an approach trestle in 24 weeks.

HSL was awarded the marine piling w o r k s f r o m C C C C ( C h i n a Commun icat ions Cons t ruct ion Company) 3rd Harbour Engineering, Co,Ltd.

A project by PT Tanjung Kasam Power plant for a capacity of 2 x 55 megawatts (MW), located at Batam Island, Indonesia.  53 Nos. of steel pipe piles (D1000mm and D1200mm type) were used. We have mobilized our 180 ton crane barge, 7 ton vibro hammer and 10 ton BSP Hammer from Singapore to Batam island to execute this project.

27 July 2011, our MD Mr Lim Choo Leng, received the WSH SHARP Awards 2011 (see above) on behalf of HSL Constructor Pte Ltd for safety excellence in PCS.

The Workplace Safety and Health Awards recognize organizations and individuals who have contributed to achieving excellence in workplace safety and health.

Presented by the Workplace Safety and Health (WSH) Council and supported by the Ministry of Manpower, the national awards provide various categories to recognize supervisors, WSH officers and companies with innovative WSH practices and excellent WSH performance.

The WSH SHARP Award pays tribute to HSL unwavering commitment towards safety, and recognizes projects that command a high level of safety standards.

One of the core values of HSL is “No Harm to Others”.

HSL has targeted on ZERO Incident and Injury, placing top priority on safety innovative and implementing safe work practices. This is HSL’s promise to all our employees.  

16th November 2011, HSL has won The Commendation Award (Builders Category) in recognition of our Innovation Solutions and Productivity Achievements for the Coal/Biomass Handling Jetty Project for The Tembusu Multi Utilities Complex (Jurong Island) from Singapore Concrete Institute (SCI).

Happens when HSL is able to intertwine and balance its economic growth with the social and environmental development of the surrounding community. Exemplifying the love and belief for sustainability, the HSL CSR Committee was established in Year 2010.

Our first major donation of SGD 100,000 to Singaporean-born humanitarian NGO Mercy Relief, and signing of a Memorandum of Cooperation (MoC) to better address the disadvantaged coastal communities in the region. The CSR Committee also organized the first ever HSL Flag Day, raised more than SGD 40,000 for the Pakistani Flood Relief and SGD 30,000 for Japan earthquake & tsunami relief efforts. Apart from starting charity at home, the CSR Committee further spread the charity efforts beyond our shores as four of our HSL volunteers went to Cambodia to perform HSL’s first overseas community works.

On top of that, another four volunteers braved the monsoon season and travelled to the coastal village in Vietnam for another round of overseas community works.

HSL’s Productivity Improvement Committee (PIC) was formed in July 2010 and led by sing tian. Its mission is to maximize the effectiveness, productivity and per for mance of HSL workforce through the development of a conducive and innovative workplace environment.

the brainchild of our md, a committee was formed in 2006 to organize activities for the staff in HSL, in a joint effort to promote work life balance.

the committee has been actively arranging annual events such as the annual staff and worker’s dinner, fruits party, family day and sports activities like futsal tournaments and bowling tournaments. this has truly brought the hsl family closer with employees bonding with the management.
