minutes after IC Union Secretary
Phil Dean had announced at the
Union Meeting on Thursday, 24
February, a Red Cross collec
tion in Kensington High Street,
which called on the College to
provide volunteers, on 10 May—
in the middle of Carnival Week. T h e p o l i c e e x p l a i n e d t o A n g e l a

O r g a n i s e r , that o n l y one street c o l l e c
t i o n per week c o u l d be p e r m i t t e d .

in Bristol Rag
Silwood Bal l saved Silwood Park Committee have
been trying to prevent the R.C.S.
from holding their annual Ball at
Silwood Park. Captain Barnes of that Committee sent a letter to
Professor Richards of the Zoology Department, requesting that
the Ball should no longer be held. The reason was that it disrupted the Silwood programme
and was inconvenient for the residents.

Anti-Semitism in USSR
A C A M P A I G N by the World Union of Jewish Students against
anti-semitism in the Soviet Union reached I.C. on March 1st, when
the Jewish and Communist Societies held a joint meeting addressed
by Gordon Hansman, a law student from University College. He
began his talk by stating that he was neither pro-communist, nor anti-
communist, but merely a Jew who was interested in combating anti-
semitism wherever it might occur.
Anti-semitism in the Soviet Union manifests itself in a number
of forms. First of all there is anti-semitism on an " official" level.
At one time, just after the revolution, Jews flooded into the Univer
sities and into the professions which had been denied to them under
the Czars. To-day these numbers are small and falling, whereas the
statistics for other minority groups remain fairly constant.

On level six hi the electrical engineering
block there is a language laboratory. This
was purchased by the Electrical Department
for £3,500, just about half the cost of the
cofered walk-way between the mechanical
and electrical blocks. A l a n g u a g e l a b o r a t o r y consists o f a set o f t n e
recorders i n s o u n d - p r o o f b o o t h s . O n e s tudent sits
i n each b o o t h a n d l istens to a tape p l a y i n g selected
phrases a n d sentences i n the f o r e i g n language . H e
t i e n a t t empt s t o r e c o r d the s o u n d w h i c h he has
h e a r d o n h is o w n t r a c k o f the tape r e c o r d e r . H e
m a y then p l a y the tape back a n d hear a n y m i s t a k e s
w h i c h he is m i k i n g . T h e teacher s its at a c e n t r a l
c onso l e f r o m w h i c h he m a y s w i t c h i n t o a n y o f the

graduate applicants in obtaining
hall places, emerge in a report
from Mike Wilson (Halls repre
sentative on Council).
F r o m a p p l i c a t i o n s a n d acceptances
f o r p laces i n h a l l i n th i s a c a d e m i c
y e a r i t e m e r g e d that 38 per cent o f
a p p l i c a n t s a p p l y i n g f o r a f irst y e a r i n
f l a i l were accepted a n d that 46 p e r
cent a p p l y i n g f o r a s e c o n d y e a r were
a c c e p t e d ; h o w e v e r 62 per cent o f post
graduates a p p l y i n g f o r s e c ond y e a r s i n
H a l l w e r e success fu l . A p p l i c a t i o n s
w e r e r e c e i v e d f r o m 40 per cent o f
u n d e r g r a d u a t e s a n d 15 p e r cent o f
post graduates . T h i s s h o w s a w i d e
d i s c r e p a n c y w i t h the R e c t o r ' s s u r v e y
t w o years ago f r o m w h i c h i t a p p e a r e d
that 75 per cent o f u n d e r g r a d u a t e s
a n d 50 p e r cent o f P o ' u w a n t e d to
l i v e i n H a l l .
O n the bas i s o f th i s r e p o r t , the
s u b - c o m m i t t e e o f C o u n c i l , set u p to
l o o k i n t o m e t h o d s o f s e l e c t i o n f o r
r o o m s i n H a l l s o f res idence has m a d e
I the m a j o r r e c o m m e n d a t i o n s that the
n u m b e r o f p laces i n H a l l f o r staff
m e m b e r s s h o u l d be r e d u c e d to 19
f r o m 25, a n d that the percentage o f

Two motions were discussed, with
no surprising outcomes. T h e first, p r o p o s e d b y K e i t h C a v a -
n a g h , was that the H o u s e s h o u l d a c
cept the r e p o r t o f the w o r k i n g p a r t y
set u p last t e r m to invest igate the
l o a n s issue. It was passed o v e r
w h e l m i n g l y . T h e findings a n d r e c o m
m e n d a t i o n s o f the w o r k i n g p a r t y were
p u t to the U n i o n b y F r a n k F u c h s .
T h e s e r e c o m m e n d a t i o n s w e r e , b a
s i c a l l y , that as m a n y U n i o n m e m b e r s
as p o s s i b l e s h o u l d request t a see t h e i r
M P ' s o n 9th M a r c h ( today) , a n d p u t
f o r w a r d t h e i r v iews o n the subject o f
l o a n s ; a n d that the U n i o n s h o u l d d o
a l l i t can to express i ts a b h o r r e n c e o f
the idea o f l o a n s to students .
A m o t i o n f r o m the floor that free
coaches s h o u l d be p r o v i d e d to take
students to W e s t m i n s t e r was passed
by a large m a j o r i t y .
T h e second m o t i o n was that th i s
m e e t i n g accepts that the P r e s i d e n t o f
I . C . U . s h o u l d be elected by the U n i o n
as a w h o l e , a n d ca l l s o n C o u n c i l to
set up a w o r k i n g c o m m i t t e e to i n v e s t i
gate the best means o f b r i n g i n g th i s
i n t o effect.

a five m i n u t e h a r a n g u e , a n d w h o was
