    3G/2G Inter-working Proposal

p Minimize the impact on the existing GSM network.

p Use 2G network to expand the coverage of 3G network and keep continuous service provisioning.

p Use 3G network to bear services for dual-mode handsets considering UMTS air-interface is more efficient in cost per voice user than GSM.

p Avoid as much as possible the inter-system handover to reduce the impact on GSM network

n Initial Stage: 3G coverage for dense urban areas and 2G network for coverage extension. Coverage-based handover strategy is used.

n Expanding Stage: 3G coverage expanded and 3G traffic increased. Handover is based on coverage as well as on load in this stage.

n Mature Stage: 3G developing further to provide full coverage and 3G traffic rocketed, reaching the mature stage. Increasing number of subscribers migrated to 3G, leading to a lightly-loaded 2G network bearing voice and low-speed data services for 3G. Handover is mainly based on service and load in this stage.
