Coalition to End Childhood Lead Poisoning –Background

• Based in Baltimore – began in 1986

• Direct lead hazard reduction and healthy homes services since 1997 that have completed interventions in 2,800 homes

• Provided technical assistance with over 27 cities and states advising lead, green and healthy homes programs

• Successfully run 4 HUD OHHLHC programs including 2 LEAP grants, 2 Healthy Homes Demonstration Grant Programs

• Currently operating 2 additional HUD OHHLHC Healthy Homes Demonstration and Production Grant Programs

• Began Green & Healthy Homes Initiative (GHHI)™, integrating lead and healthy homes interventions with weatherization and energy efficiency in 2009, currently in 16 GHHI sites nationwide

Lead Hazard Reduction Demonstration Grant

• Maximum Grant Award: $3,000,000

• Healthy Homes Funds: $0

• Period of Performance: 36 Months

• Targeted to urban jurisdictions with the greatest lead-based paint hazard control needs.

Eligibility

• State, City, County or local governments, Indian Tribes (no non-profits as the lead applicant )

• Each jurisdiction can only submit one lead grant application – either Lead Hazard Control or Lead Hazard Reduction Demonstration Grant

• Grantees who received Lead Hazard Control or Lead Hazard Reduction Demonstration Grants in FY2012 are not eligible to apply

• Grantees who are designated as high risk for OHHLHC grants are ineligible (or performance deficiencies resulting in Red performance designation for the two previous consecutive quarters ending on or before submission deadline)

• State government and Tribal applicants must have an EPA authorized lead-based paint training and certification program

Match RequirementsWhat are Match Resources?• Must be for allowable lead program costs

• Must be dedicated and integrated into supporting program activities

• Can be staff in-kind, cash, services, donations, discounted supplies, etc.

• CDBG – Allowable as Match Funding

• Other Non-CDBG Federal Funds (e.g. HOME funds)-Not Allowable as Match

• Proposed Match Funds must be for eligible program activities and must be described and have a monetary value assigned to those activities in a Letter of Commitment from the program partner

• Lead Hazard Control Match Requirement: 10% (excluding the Healthy Homes Supplemental Request amount)

• Lead Hazard Reduction Demo Match Requirement: 25%

• Change – no additional NOFA response points for match above the match requirement. (In FY12, for LHC up to 25% and LHRD up to 34%, proportional points were awarded in Factor 4 on a 0-10 scale) (No waiver of match requirements permitted)

Key Considerations:

• Capacity of the Lead Applicant

-Prior HUD OHHLHC Grantee

-Prior Federal Grants Experience, Housing Unit Production Experience

• Project Director, Program Manager (75%), and Other Key Personnel• Prepared to perform program activities within 60 days of award• Faith-Based and Grass Roots Community-Based Partners• Referral Network Partners to show demonstrated pipeline• Discuss accomplishments and impact of prior grants if existing

grantee• Use Staffing Roster to aid the reviewer in understanding

individual roles and agency responsibilities• Don’t assume the reviewer knows you or your program

• For current and recent applicants, section describing the roles and responsibilities of key personnel for the project changed from 1 to 5 points

Factor 2 – Need/Extent of the Problem (15 Points)

Key Considerations

• Provide data responses in simple table format in Factor 2

• a) Population, b) Housing, and c) Other Factors Contributing to Need data required are the same as FY2012

• Answer each and every specific data question in the NOFA and then supplement with tables and attachments in appendices

• Include number and percentage requested

• 3,500 occupied pre-1940 rental units (LHRD grant applicants)

• Data should be provided for the jurisdiction / target area –NOFA states that you should not provide data that overlaps into another jurisdiction unless you specify that jurisdiction / target level data is not available

Factor 3 – Soundness of Approach (55 points)

Key changes:

• Point value increased – 55 points (10 more than previous years)

• For the Healthy Homes Supplemental Request (LBPHC only), applicants need to use the Healthy Homes Rating System and follow a Healthy Homes methodology in accordance with the HUD-CDC Healthy Housing Reference Manual.

• Technical Approach/Lead Hazard Control Intervention now worth 15 pts. (up from 10 in FY12) and includes a section for approach to the Healthy Homes interventions (if applying under LBPHC).

• Budget proposal now worth 4 points (was 1 in FY12). Includes estimate of all costs (direct, indirect, and administrative), breakdown of any sub-recipients who receive more than 10% of the request, and budget narrative. (Consistency of budget figures is important)

Factor 3 – Soundness of Approach (55 Points)

Key change:• Implementing HUD’s Strategic Framework now worth 4 points (up from 2 in FY12)

• For Utilizing Housing as a Platform (2 pts.), applicants must identify activities that

will comprehensively assess units for rehab, health and energy deficiencies and

coordinate interventions across multiple disciplines:

• common assessment tools,

• Cross training of staff in multiple competencies

• standardization of intake forms

• Partnerships with organizations to deliver multiple services across housing,

energy, and health disciplines

• For Sustainability (2 pts.), applicants must identify activities that ill ensure residents

have access to a broad range of housing services through a single point of access

• Implementing a common intake application that can be utilized over multiple

programs

• Implementing routine process for assessing multiple housing-related hazards

simultaneously, prioritizing hazards, and remediating the priority hazards

Factor 3 – Soundness of Approach (55 points)

Key Considerations:

• Project Design and Work Plan

• Key project stages: application, start-up, implementation, close-out

• Develop confidence in reviewer that you can hit the ground running and can meet benchmarks on time and within budget

• Clearly and specifically describe each key task and what agency and program staff member is responsible for completing – flow charts

• Provide clear description about how a client will move through your program, from intake through testing, assessment, scope of work development, remediation, temporary relocation, etc.

Factor 4 – Achieving Results and Program Evaluation (10 Points)

Change: No Factor directly related to additional match or leverage funding. This section was Factor 5 in previous years

• Evaluation activities

• No separate Benchmarks Chart required but rather is included in Factor 5 Narrative;

No Logic Model required

• “ In evaluating this factor, HUD will consider how you have described outcome

performance measures and benefits of your program including:

• (a) In terms of impacting your unit production goals, the degree to which lead

hazard control work will be done in conjunction with other housing-improvement

activities (i.e., rehabilitation, weatherization, correction of code violations, green and healthy home initiatives, and other similar work), or your plan for the integration

and coordination into those activities in the future”

Other Grant Preparation Considerations

• Develop the best model that maximizes HUD goals and your objectives and strengths

• Competitive process - Don’t leave points on the table!

• Answer all questions fully. Make life easy for the reviewer

• Follow NOFA format and weigh content and structure of your narrative proposal to the Factor Points Scale

• Be consistent in funds requested, match, leverage, goals, and outcomes throughout the narrative and the forms

• Do not rely on attachments alone
