■ Main tasks of the Project 1558:
– Developing incentive mechanism and policies for teachers, students,
specialists working in the field of atomic energy
– Organizing visits to study experiences in HRD in the field of atomic energy
– Investing in facilities, equipment, laboratories for disciplines related to atomic
energy
– Developing teaching and training program, syllabus and materials in
accordance with international standards
– Inviting foreign and Vietnamese oversea experts to be teachers, lecturers
– Enhancing competence of teachers through retraining
– Sending students to advanced countries to study program at bachelor, master,
PhD level

2013 – 2014: Organizing some domestic and overseas training courses for specialists of relevant organizations involving in nuclear power programme, under Project 1558 – chaired by MOET
2015: Organizing domestic and overseas training courses for staff of government agencies, TSO, R&D institutions, using budget of MOST

Overall objective: developing and enhancing competence of
specialists of government agencies, TSO, R&D institutions to meet
requirements for implementating Ninh Thuan NP Project and nuclear
power programme in effective, safe, secure manner
Specific objectives:
Developing competencies of groups of job in state management for
nuclear power development (~ 400 prs) (50 prs at level of team lead)
Developing competencies of groups of job in R&D and technical
support for nuclear power development (~1400 prs) (50 prs at level of
team lead)

Plan on training specialists of government agencies, TSO, R&D institutions up to 2020 for nuclear power development - Plan 1756
Training topics
Training topics for state management: nuclear power infrastructure according to IAEA guidance, safety assessment, construction and operation licensing, safety inspection, quality assurance, environmental management, safeguards, technology and reactor safety, NP plant and related technical aspects; management and technical aspects on design, manufacturing, construction, operation, radioactive waste management
Training topics for R&D and technical support: nuclear science and technology; technical aspects on design, manufacturing, construction, operation; radiation and nuclear safety; nuclear fuel cycle; radioactive waste management; emergency preparedness to radiation and nuclear incidents
Form of training: short-term (<3 months) and long-term (4-12 months) training in Vietnam and foreign countries at 3 levels: basis, advanced, specialized
Funding: state budget for science and technology activities and others sources (sponsor, legal investment)

Policy to attract human resource for nuclear power
■ The Government Decree 124/2013/NĐ-CP regulating policy on incentives for personnel studying in atomic energy
■ Incentives on salary for EVN personnel working in nuclear power projects.
■ The PM’s Decision 45/2014/QĐ-TTg on regime of incentive allowance for people working in the atomic energy organizations belonging to the MOST (August 2014)

Cooperation with vendor: Russia
■ Since 2010, over 400 Vietnamese students
sent by MOET to Russia for studying nuclear
field at Bachelor/engineer level.
■ Groups of specialists of MOST and related
ministries participating short-term training
courses in Russian nuclear institutions
■ Agreement between Song Da Corporation and
NIAEP JSC under ROSATOM (signed on
25/4/2012) on sending 1000 engineers and
workers to participate in the on-job-training at
construction work in Volgodonsk, Rostov,
Russia.

■ Continuous support of IAEA in training specialists of related organizations
through training courses, workshop, meeting held by IAEA as well as
activities under TC projects (Expert Mission, fellowship, ..).
■ Assessment and consultancy on nuclear curricular of some main Universities
(11/2011)
■ Consultancy on HRD Plan for training nuclear power, on EVN’s project (2012,
2013, 2014)
■ Practical Agreement between the IAEA and the Vietnam MOET to foster
cooperation in developing a national infrastructure for higher level nuclear
education and training ( 9/2012)
■ Providing PC-based Simulator VVER-1200

cooperation with Vietnam Atomic Energy Institute (VINATOM) to utilize
simulator
■ Tentative plan:
– To train staff of related organizations and students, lecturers, teachers
– To strengthen capacity through carrying out research/study supporting
activities of nuclear power project such as safety assessment and
analysis

Cooperation with other advanced countries■ Hungary:
– MOU between MOET of Vietnam and Ministry of HRD of Hungary (signed
in 2014): hundred turns of teachers taking part in 3-month fellowship in
nuclear power
– Staff of related ministries and Ninh Thuan province sent to Hungary for 6
week training course on nuclear power and related issues
■ Korea: undergraduate and graduate students, teachers, specialists and
researchers sent to Korean education and training institutions and
universities (KAIST, Hanyang, KINGS, KINS, KINAC, KAERI, etc.)
■ United States: Bilateral arrangements between related organizations of 2
countries on HRD for nuclear power (Vietnam: VAEA, VARANS, VINATOM,
Hanoi University of Science and Technology, … and US: NRC, GE-Hitachi,
Westinghouse,..) 30
Cooperation with other advanced countries
■ France:
– undergraduate and graduate students, teachers, specialists and researchers
sent to education and training institutions and universities.
– MOU between VAEA and I2EN on training in the field of atomic energy signed
Jan 2016, on-going discussion on OJT program
– Draft of an agreement on cooperation in the field of nuclear education and
training between Vietnamese MOET and French Ministry of Higher Education
under discussion
■ European Commission: Project with Vietnam Agency for Radiation Nuclear Safety
to strengthen regulatory capacity

Works to be done in the coming time
Domestic education:
– Designing appropriate programme, curricular for nuclear engineering in universities
– Upgrading facilities, equipment for nuclear education and training in universities
– Building capacity of lecturers at universities
Training implemented by MOST:
– Developing job description for each position
– Designing training programme for specialists of government agencies, TSO and R&D institutions
Effective utilization of PC Based Simulator sponsored by IAEA

Works to be done in the coming time
coordination of the placement of students after
graduation/training:
Over 200 students studying in Russia committed to work for
EVN after graduation
The rest might be recruited by government organizations, TSO,
R&D institutions or selected to continue post-graduate
programme
Continuous development of mechanis educational and
employment incentives to aid long term retention, to attract
highly qualified specialists and experts working in the field
of atomic energy.34
