MESSAGEWelcome to the summer edition of Hume Pride. I am extremely honoured and proud to represent all residents in the coming year as Mayor of Hume.
My thanks to my fellow councillors for their support and special thanks to Councillor Geoff porter for his terrific efforts as the previous Mayor.
This summer, I am encouraging residents to get active and be healthy.
My top priority as Mayor will be to support projects and initiatives that enable Council to continue to improve the health of our community.
I believe the most important asset we can have is our good health.
With this in mind, in this edition of Hume Pride, you will find details on the opportunities for our residents to get out and about.
Our readers also told us they would like to know more about how Council supports young people and so in
this edition, we have provided a special feature about Council’s youth services.
I know first-hand the benefit of such services. They give our young people the chance to express themselves, foster friendships, develop leadership skills and most importantly, to give back to our City.
We hope you enjoy this edition of Hume Pride and take the opportunity to subscribe to our interactive versions.

With summer here, most of us embrace the warmer days but there are some days of extremely hot weather that are less comfortable.
When the temperatures soar people and animals can be affected in different ways, even causing heat-related illness.
It’s important during these times to stay connected to family, friends and neighbours who are susceptible to heat.
Make the effort to check on the welfare of others, especially older people (65 years and older), children under 5 years, pregnant or nursing mothers, and people with a disability or pre-existing medical conditions such as diabetes, heart disease, kidney disease or mental illness.
If you, or someone you know, are affected by heat, plan to stay inside on hot days.

Stay indoors during the hottest part of the day. Try to do activities like sport, home improvements or gardening when it’s cooler, such as in the early morning.
If outside activities are essential, stay in the shade and remember to wear a hat and light-coloured, loose-fitting clothes.
Always remember your sunglasses, apply SpF 30 sunscreen to exposed skin and drink plenty of water.
Your pets may be affected as well. Make sure four-legged friends are well hydrated and have access to plenty of shade when they are outside.
Drink water regularly, even when you do not feel thirsty
Take a cool shower or splash yourself several times a day with cold water
Wear a loose cotton, damp cloth or scarf on the back of the neck
Avoid alcohol, tea, coffee, sugary or fizzy drinks
Eat regularly. Try to eat more cold food such as salads and fruit
Keep windows, doors and curtains closed
Contact a family member, friend or neighbour if you feel unwell

The plan will guide how Council will work alongside our partners and the community over the next four years to support and improve the health and wellbeing of everyone in Hume City.

Planning for now and the futureHume Horizons 2040 is Council’s new long-term community plan. Hume residents should take action to prevent a fire emergency. It is up to each and every one of us to help make our City fire safe.
While many fire hazards may have been removed as part of a spring cleaning routine, it might be time to look again at combustible material around the home.
Check again whether leaves need to be cleaned from gutters, whether chemicals could be better stored and that clutter is removed from around the home, garden, garage or shed.
Residents don’t have to be living in a fire prone area to be affected by fire this summer and it’s vital that everyone takes time to consider their individual fire risk.
Residents are encouraged to do their bit around their home to prepare their property for fire and to discuss and prepare their fire plan.
While your plan should always be to leave before a bushfire threatens, preparing your home now will give it the best chance of surviving.

Ryan's story Ryan joined the Hume City Council FReeZA program after being referred by his teacher from the music department at Roxburgh Park College.Ryan found school challenging and was considering leaving at the end of year nine, despite a passion for sound and lighting production.
With the help of his teachers, Ryan completed year 10 and gained a position in the Live performance and Events course at SEDA Arts.
Ryan supported external sound and lighting engineers at Hume City Council FReeZA Crew’s School’s Out 2012 event – even though it was his birthday and was told he could go home.
His dedication paid off. The Sunbury owner of Front of House productions, Chris Vosti, offered Ryan a paid position on his team.
Ryan is now completing year 11 along with the Live performance and Events programs at SEDA Arts and is gaining regular work with the Front of House productions team at events around Melbourne.

Project RESPECT is a school based primary prevention program which promotes respectful relationships and gender equity to prevent violence against women and girls.
Year 9 students from Mount Ridley College worked with Dianella Community Health, Hume City Council Youth Services and teachers to voice their opinions on bullying, racism, discrimination and violence against women.
A short video, named project Awareness, was created to educate
peers, staff and community members that any form of violence and discrimination is not ok.

What do our young people get up to when they’re not on their phone, Facebook or wandering about with their earphones in? Hume City Council’s Youth Services are the team to ask – they’ve got the low-down on what’s on this summer.
Council’s Youth Services team is running a range of activities and programs around Hume these school holidays.
This includes drop-in hours at Youth Centres, where young people can take time out to focus on their concerns in a safe environment – whether it’s chatting with a team member over a game of table tennis or simply having a game of pool with a friend.
There are also activities that encourage development such as art projects, sports days, gamers’ days and leadership activities.
Council’s Youth Services provides valuable support to those who need it. Support programs assist young people with practical life skills and outreach programs assist young people, their families and schools with valuable information.

Malcolm Creek Children’s Centre is being redeveloped to include a new preschool room and playground facilities.Federal Government legislation now sees children receiving 15 hours of preschool a week, which means more space is needed to meet both demand and the legislative requirement.
The redevelopment will increase the preschool capacity by an additional 33 places and will enable the centre to accommodate four groups at 15 hours per week.
The local community will benefit from other additional features to the centre including: a new entrance to the preschool
facility that will enable easier pick-up and drop-off of children at the centre;
a new 33 place preschool room that will be able to host two additional groups;
an improved staff room to enhance knowledge sharing and expertise amongst early childhood educators at the centre; and
a new reading area for the children in the existing preschool room.
The redevelopment is in line with Council's commitment to providing preschool facilities that support the local community with improved services and learning outcomes.

Council will upgrade the roundabout and street lighting at the intersection of Roxburgh Park Drive, Ravenhill Boulevard and Donald Cameron Drive early next year. Council applied successfully for $206,000 from the Federal Government’s Blackspot program to fund the works.
The upgrade will reduce the risk of collisions by lowering traffic speeds on the approach and through the roundabout and improving the public lighting.
Roxburgh Park Intersection
Providing the community with a safe and efficient road network is a high priority for Council. Council maintains and upgrades about 1170 kilometres of local roads while VicRoads manages all freeways, State highways and tourist / forest roads.
Where Council does not manage a road, it advocates to VicRoads and State and Federal governments for increased funding for road and traffic improvements.
Residents can report road concerns, especially pot holes, cracked / sunken roads, damaged kerbs and footpaths, via customer service or online.

Mt Ridley Road & Canisby WayA new roundabout is proposed at the intersection of Mt Ridley Road and Canisby Way in Craigieburn to assist in reducing traffic speeds in the area. The $250,000 upgrade will improve the safety of turning movements at this intersection.
Hume road users are encouraged to always travel safely.
Newlyn drive & Fairways BoulevardA series of precast concrete humps are proposed along the entire length of Newlyn Drive and Fairways Boulevard in Craigieburn. The concrete humps are designed to reduce traffic speeds of passenger vehicles without inconveniencing buses. The $100,000 road improvement works will provide a safer environment for commuters.

VicRoads is undertaking detailed planning to reserve land for a future Bulla Bypass and a link between the Melbourne Airport and the future Outer Metropolitan Ring (OMR) Transport Corridor.
The project aims to cater for future traffic volumes and provide an improved connection from Melbourne Airport to the north and west. Five route options have been proposed.
Following a review of all reports and issues raised by the community during information sessions held in May 2012, VicRoads identified the BB5 alignment as its preferred option.
This alignment begins at Oaklands Road, travels west along Somerton Road, diverts north between Wildwood Road and Green Street before turning south to cross Deep Creek and connect with the OMR interchange.
The Bulla Bypass will be an arterial standard road with an 80km/h speed limit, whereas the OMR and Airport to OMR link will be freeway standard roads with 100km/h speed limits. It is anticipated that the Bulla Bypass will be built much sooner than the OMR.
This is a significant infrastructure project that will meet the needs of Hume’s growing community.
Christmas on the GreenThe spirit of Christmas will come alive in Sunbury for the annual carols event on Saturday 14 December.
From 5–9pm the Sunbury Village Green will be a hive of activity for Christmas on the Green. The event includes local performances and activities for the whole family.
Christmas on the Green is proudly organised by the Sunbury LEC – Lay Ecumenical Committee, and the Christian Church Ministers and is sponsored by Hume City Council.

SVIC Finalist at the RACV Victorian Tourism Awards The Sunbury Visitor Information Centre was recognised as a finalist at the 2013 RACV Victorian Awards in the Visitor Information and Services category.

Located in the beautifully restored Old Sunbury Court House, the Sunbury Visitor Information Centre is open seven days a week and has a wide range of services catering to locals and visitors alike.

A new organic green waste facility in Bulla was opened by The Hon. Ryan Smith, MP for Environment and Climate Change in October.
The new facility cost about $15 million to build and is now the most technologically advanced and efficient organic facility in the country.
It will process an average of 85,000 tonnes of green waste every year, including bush trimmings, lawn clippings and small tree parts and turn it into high-grade compost for agriculture.
Hume is one of 10 Councils who will utilise the facility, operated by Veolia Environmental Services.

Aerosol art might get a bad rap – but this creative group won’t be ending up with a rap sheet.
The Hume City Council Youth Services Write Signal project is for young people interested in developing art pieces for exhibition and display in community facilities, in an effort to reduce graffiti in Hume City.
This school term, a community mural was created for the foyer of the Broadmeadows police Station.
The mural was opened to a rousing reception on 22 November, brightening up the station and the mood of all who see it.
A second mural will be created to commemorate White Ribbon Day.
Seabrook Reserve Community Consultation UpdateThank you for sharing your aspirations for the development of Seabrook Reserve. We have listened to your feedback on the initial phase of Seabrook Reserve Urban Design Framework (UDF) and are in the process of reviewing it and proposing some options for the site.
While the final design is yet to be determined, community feedback has shown great support for the future planning and renewal of the site.
Broadmeadows Pool UpdateThe redevelopment of the Broadmeadows Leisure Centre is now scheduled for completion in early 2014.
While in the final stages of construction, Council is engaging a builder to complete the outstanding works after the contracted construction company was placed into administration.
Expected savings of more than half a million dollars a year in energy and maintenance bills
Reduction in greenhouse gas emissions by more than 3,600 tonnes a year – equivalent to removing more than 900 average cars from the road
Free community workshops and programs to help Hume residents improve the energy efficiency and comfort of their own home

Hume Lighting the Way
Council has received a $1.88 million Federal Government grant for its Lighting the Way project.
The project involves energy efficiency works in the Broadmeadows area.
This will include new efficient stadium lighting at the Broadmeadows Basketball Stadium and Broadmeadows Netball Stadium, new pool pumps and pool blankets at the Broadmeadows Leisure Centre, and a bulk street lighting upgrade.
Other energy efficiency works will also be implemented for the leisure centres, sport stadiums and street lighting across the municipality.
The project will be implemented over the next three years.

Interested in learning how to cook healthy food? Sign up to a Jamie’s Ministry of Food five-week cooking course.
The program is based on the belief that knowing how to cook healthy food using fresh ingredients is one of the best things you can do for your health, happiness and finances.
The course teaches basic cooking skills and will appeal to confident cooks who can pick up great kitchen tips and shortcuts.
participants will also learn exciting new ways to use fresh ingredients.
Jamie’s Ministry of Food Mobile Kitchen will be located next to Hume City Council Offices, 1079 pascoe Vale Road, Broadmeadows.
Each weekly session runs for 90 minutes and classes are available seven days a week including evenings.
Hume residents now have access to a wide range of health, community, social and learning programs under one roof, following the official opening of the Broadmeadows Community Hub in October.
The new $4.6 million facility is an active and vibrant community resource for people of all ages. Hume City Council is committed to providing world-class facilities for our community and the Broadmeadows Community Hub will provide a major boost to our City.
Council has a strong and enduring commitment to social justice – this project will help to improve access to a range of health, community, social and learning programs.
The hub is a further symbol of renewal for the Broadmeadows community and part of Council’s vision to improve the opportunities for local residents.
The project was delivered with $3.8 million funding by Hume City Council and the Victorian Government contributed $800,000 to the construction of the new facility.

The opening of the new Craigieburn Town Centre and completion of Aitken Boulevard were major milestones for our community. This project delivers new retail and entertainment opportunities as well as hundreds of jobs for local residents. As a long-time resident, I know how our residents have been calling out for these improvements. Council played a significant role in working with the developer to get the precinct to where it is today and planning is underway for new sports, parkland and recreation facilities in the area.

With summer now upon us, there’s no better time to be out and about in the garden. If you are cleaning up around your home ahead of the festive season, you may like to access Council’s free Hard Rubbish service. As part of this service, each household can receive one free home collection of up to three cubic metres of Hard Rubbish as well as some additional options. It is important to ensure your child’s vaccinations are up to date. Council offers a comprehensive immunisation program to protect people from a number of infectious diseases such as whooping cough, chicken pox, mumps and measles. It is great news to see the traffic lights at the intersection of Kirkham Drive and Somerton Road in operation and created a safe environment at the intersection. Our reputation for wine and food is growing as the recent Sunbury Region Wine & Food Festival showed, with more than 1500 people enjoying the event. Summer eating can be enjoyable with fresh seasonal produce, outdoor dining and entertaining for special occasions or family gatherings. As the weather warms up, food poisoning is more common than at any other time of year. If preparing and eating food outdoors, be mindful of keeping cool food well refrigerated and wash hands regularly.
Try to keep raw meat, chicken and seafood chilled and away from cooked food; and avoid eating food that’s been left out of the fridge for more than four hours – especially poultry, meat, seafood, cooked rice and cooked pasta.
