For Romania the set target is of 24% out of the national energy consumption to be ERS till 2020. Local legislation that concernes ERS, consist of GD 1069/2007 and Law 220/2008, up-graded June 2010, that state the supporting scheme for ESR production and how investments in this field are supported. The opportunity of investing in ERS: in tabel 1 are presented the electrical energy consumptions in various time horizons, the quota of ERS that qualify for Green Certificates support scheme in total supply and the installed capacity of wind parks needed to fullfil the set yearly targets. The calculation is restrictive, in the sense that it has been considered a high capacity factor for the wind parks and a limited participation of wind parks to ERS production. The required installed wind park capacity is a minimum need.

One can remark that there is and will continue to be a clear deficit of installed capacity of wind parks, today and in the next 10 years. The 2015 installed capacity is the sum of the announcements made by some investors like Iberdrola, CEZ, Verbund, OMV, EDP-ER. As long in the next years we will face a deficit of installed wind parks capacity, the opportunity of investing in this field is obvious. Wind potential for generating ERS: In Appendix 1 is presented the wind map of Romania. We remark 2 regions of interest: the Dobrogea area and the half-East of Moldova. The Dobrogea area has a high potential but there are environmental restrictions and limitations of energetical infrastuctructure. The East half of Moldova has a good potential, too, and does not have the previous mentioned restrictions, so that it brings a similar yeld as the Dobrogea area investments. In Appendix 2 the Project is placed in it’s position and one cam remark the wind potential in that area. The Project has been served by it’s own met mast and has gathered wind measurements for 2 years. In picture 1 is presented the met mast used in WPH.

pct. 1 Using the measurements it has been determined the yearly average wind speed, the total wind hours and the main direction of the wind, the results being presented in Appendix 3. The average speed, at 50m height, long term is 6,20 m/s and the main direction is very narrow. Using the WindFarmer software from Garrad Hassan (WasP software as engine), it has been determined an average wind speed, at 119m, of >=6,55 m/s, proper for an efficient wind park. Projects description:

- Position: o WPH is located North of Husi town, at a distance of 15 km;

the position in Romania is presented in Appendix 4, and the position in the Vaslui county is presented in Appendix 6.

- Technical specification: o WPH has an installed capacity of 69 MW, that will be

generated by 23 turbines For the design of the wind parks it has been considered the Vestas V112, 3MW, turbine. Alternatively one can use

the Vestas V112, 3MW, 94 m tower. The V112 presentation is attached as Appendix 7.

Estimated incomes: Using the wind measurements and the software application WindFarmer from Wasp it has been generated a wind assement, in fact the equivalent working hours at installed power: 2.566 for WPH. The capacity factor is over 29,3%, making the project very attractive energetically and economically. The estimated ERS outputs are presented in the bellow table.

WPH 2.566 177.037 The annual and global incomes from ERS production are presented in tabel 3, presented in atachment.

At the incomes calculation it have been considered the followings:

- Price for electrical energy in the period 2010-2035, with pesimistic aproach

- The ERS support scheme, as per L220/2010, that nominates: o The Green Certificate, the instrument to support ERS o An allocation of 2 GC/MWh till 31.12.2017, then 1 GC/MWh

till 2025; we made the pesimistic asumption that after 2025 still 1 GC/MWh will be offered

- An assumption regarding the value of the GC, that the value of GC will have a descendent trend, from 55 Euro/GC to 40 Euro/GC.

Investment estimation: Investment estimation is presented in table 1, in attachment. Estimated investment costs for WPH: 97.330 K Euro Financial rentability: Data is presented in table 4, in attachment. One can notice that the payback period is 5 years, the annual IRR is 0,2 and VAN (on top of the investment) is 96.960 K Euro. Risk analisys: Potential risks:

- Change of economical hypotesis; still fragile economical environment; average risk

- Legal modifications; can only be in the favour of ERS; no risk - Technical risks; the equipments are from a famous manufacturer,

with many other equipments in service at customers; low risk - Climate changes; will lead to stronger winds, good for the

business The above risks have been considerd in independent scenarios and cumulative scenario, in a sensitivity analisys. The result is that the influence of the potential risks is small. Object of the offer: The developer is selling the Legal Rights for Establishing the Investment, meaning all the necessary approvals and permits. Also we offer support durring the negotiation of the Equipment Purchasing Contract for the turbines and re-approval for all the changes in the lay-out decided by the turbine manufacturer, after concluding the EPC. The required price is 7 % of the direct investment value. It is not included the final lay-out and technical design, as they will be decided by the turbine manufacturer, as general contractor. Prices are negotiable. Validity of offer : The offer is valid 4 months.

Wind Park Project 69 MW, Husi Positioning: county of Vaslui, 15 Km NE of the town Husi, on the administrative territory of villages Dranceni, Arsura si Duda-Epureni. Topography inf. : covering area of 3.500 ha, agricultural land, smooth land, average height 180 m, normal agricultural vegetation, no forests or other natural obstacles. Land legal rights : there have been secured land plots with 35-50m width and 50m length plus 6m width internal access roads to the public road, by the mean of Rental Contracts, for 27 years, with 10 years prolonging, with notification of all interdictions in the Land Register, in favor of SC Multimedia Art & Tehnic srl. The secured plots allow installing the foundation, operation platform and electrical cabinets. There have been secured 23 positions. Also it has been secured the location for the substation on an 1 ha land, owned by the company. Road access and electrical connectivity: are secured, free of charge, according to the decision of the local municipalities, no time limit. There are granted the agreements for improvement of the roads, usage and passing for the roads underground installation of the electrical network. Grid connection: connection to the National Grid is granted in the transformation stations 110/20 KV Gorban, in 110 kV, and 110/220 KV Husi, for a max installed power of 69 MW, according to the solution approved and authorized by S.C. E.ON. Distributie Moldova S.A. Technical Agreement for Connection is valid till 06.06.2011 with a prolonging period till 06.12.2011. Building Permit: Is released Nov.2010, validity 2 years. WP is authorized by : Environmental Authority, E.ON Moldova Distributie SA, Monuments Agency, Civil Aviation Authority.
