PLAN721: Infrastructure Planning and Finance (Spring 2011 & 2012) – focuses on major topics related to infrastructure planning and financing: the relationship between growth management and infrastructure, the process for determining infrastructure needs, an overview of major infrastructure systems, a discussion of capital budgeting, and a summary of financing techniques for infrastructure projects. PLAN720: Infrastructure and Plan Implementation (Fall 2012-17) [co-taught with John Keller 2012 and 2013] - an examination of infrastructure systems, the transportation process, land-use, and development standards; consideration of policy options and strategies; review of financing options and regulatory requirements associated with the various infrastructure elements. URP5540: Economic Development (Fall 2009) – critically analyzes the strategy and tools for developing employment and investment in American state and local economies. Covers programs targeted to depressed urban communities and neighborhoods, unskilled and displaced workers, downtown and neighborhood commercial areas, small businesses, and specific sectors (e.g. high technology). The course also discusses the major trends in the location of business (including the development of the Sunbelt and the increased international competition with American industry) that affect the planning of state and local economies.
