1) What is Bulk Garbage Generators (BGGs) and what comes under BGG?
As per the Solid Waste Management(SWM) Rules 2016 and Protocol for Star Rating of Garbage-
Free Cities - “Bulk Garbage Generator” means and includes buildings occupied by the Central
government departments or undertakings, State government departments or undertakings,
local bodies, public sector undertakings or private companies, hospitals, nursing homes,
schools, colleges, universities, other educational institutions, hostels, hotels, commercial
establishments, markets, places of worship, stadia and sports complexes having an average
waste generation rate exceeding 50 - 100kg per day.
2) Is it mandatory to install on-site composting machines in BGGs?
Yes, as per the SWM Rules 2016 and Protocol for Star Rating of Garbage-Free Cities all the
BGGS shall ensure bio-degradable waste shall be processed, treated and disposed off through
composting or bio-methanation within the premises.
3) Where can we find the details of on-site composting machines?
The details of the compost machines and empanelled list of distributors are reflected in GHMC
web site.
4) How should we utilize the Compost generated through on-site composting machines?
The compost / manure generated may be further utilised for Gardening within the premises of
BGG and the additional compost may be sold to local nurseries and the BGGs can tie up with
Agricultural department.
5) What if BGG fails to implement compost machine within the time period?
1. 1st Offence – The onsite Composting should be installed within 15 days of notice period.
If fails the violators are eligible for 2nd offence without any intimation.
2. 2nd Offence – Heavy penalties will be imposed.
3. 3rd Offence – Seize of BGG.
