ExecutiveSummaryTheI‐5/SBCowlitzRiverBridgeNo.5/203WwasidentifiedasaP2StructurePreservationprojectbytheWashingtonStateDepartmentofTransportation.Thisprojectisaresultofthirdpartyvehiculardamagetothebridge.ATrafficManagementPlan(TMP)documentsasetofstrategiesformanagingthecorridorworkzoneimpactsofaproject.ATMPisrequiredonallprojects,andisthekeyelementinaddressingworkzonesafetyandmobilityimpacts.ThetwomajorcomponentsofaTMParethetemporarytrafficcontrolandpublicinformationplans.ThisTransportationManagementPlan(TMP)waspreparedusingtheguidanceinChapter1010oftheWashingtonStateDepartmentofTransportationDesignManualM22‐01.12November2015. 

ProjectDescriptionThisP2StructureRepairprojectwillimproveInterstate5fromMP59.04to59.22bypreservingthestructuralintegrityoftheCowlitzRiverBridgeNo.5/203W,spanningtheCowlitzRiver.Thisstructurepreservationprojectwillremoveleadbasedpaintfromthedamagedareastoallowforheatstraighteningofthedamagedsteelmembers.Theexposedsteelwillbepreparedandrepaintedafterthesteelmembershavebeenrepaired.TheCowlitzRiverBridgeNo.5/203WwasdamagedasaresultofaknownthirdpartyvehicleonJuly16,2015.Specifically,verticaltrussmemberU4L4oftheWestTrussinSpan5receivedthedamage.Thisprojectwillrequireheatstraighteningandrepaintingoftheverticalmember.Duringinspectionofthedamagedstructuredamageattwootherlocationswereidentifiedasaresultofunknownthirdpartydamage.Specifically,averticalmemberofthewesttrussSpan4andaswaybraceontheeasttrussSpan5.WSDOTHQBridgeDesignOfficehasrecommendedtherepairbecompletedassoonaspossible.ProjectadvertisementiscurrentlyscheduledforAdvertisementDec.12,2016.Interstate5isclassifiedwithanNHSstatus.TheterrainforlocationisclassifiedasrollinganditsfunctionalclassificationisRuralInterstate.Thepostedspeedlimitis70mphandthedesignspeedis80mph.Therearetwolanesineachdirection.TheAverageDailyTrafficVolume,perthe2015WSDOTAnnualTrafficReport,is43,000unitsintheprojectlimitswith36%trucktraffic.ThisprojectisaP2StructuresPreservationprojectanddoesnotrequireaBasisofDesign.Therearenodesignvariances,evaluateupgrades,ordesigndeviationstoconsider.Contractworkingdaysareestimatedat25days. 

TMPRolesandResponsibilities AreaEngineer TheAreaEngineer(AE)willworkwiththeContractortominimizetrafficimpactsduringconstruction.Alltrafficcontrolwillbeevaluatedcontinuously;adjustmentswillbemade

asneeded,tominimizetrafficimpactstotheextentpossible.TheAEwillensurethattheCommunicationsOfficeisuptodateandinformedofcurrentconstructionandtrafficcontroloperations.TheAEwillworktomaintainapositiverelationshipwiththepublicandwillreviewtrafficcontrolmeasurestoensurethatthemessagesaretimelyandclear.CommunicationsOfficeTheCommunicationsOfficewillprovideaccurate,timelyandconsistentinformationtoboththepublicandthemediaasnecessary.TheCommunicationsOfficewillmaintaintheprojectwebpage,updatingitonaregularbasis. 

TMPMonitoring 

Asconstructionproceeds,trafficcontrolanditsimpactontrafficwillbemonitoredandproblemsaddressed.Thisprocessofmonitoringandaddressingtrafficcontrolissueswillbeongoingthroughouttheproject.TheContractwillallowtheAEtomakethenecessaryadjustmentstothelaneclosureandhoursofworkinordertoreducetheimpactstothepublic.

Thesouthboundon‐rampatExit59willbeclosedatnighttoallowtheContractortoaccessthewestsideofthebridge.Therampwillbeutilizedtostageequipmentandsuppliesforthenecessarybridgerepair.AllsouthboundramptrafficwillbedetouredonemilenorthtoExit60whentherampclosureisinplace.Projectactivitiesincludeneededrepairsontheeastsideofthestructure.Thesouthboundon‐rampatexit59willbeclosedduringthesinglelaneclosuretoeliminatemergingconflictswithramptraffic.TheplacementofClassASignsontherampwillbeinplacefivedayspriortotherampclosuretoinformthepublicofdatesandtimesthattherampwillnotbeaccessible.SignagewillbeinplaceduringthenightlyrampclosurestohelpdirectthepublictoanalternatefreewayaccessatExit60.TherampclosurewillbeopenedandusablefordaytimeaccesstothefreewaywhensinglelanefreewayclosuresonI‐5havebeenremoved.

WorkZoneImpactManagementStrategiesLargehighwayprojectshaveanimpactonbusinessesandthetravelingpublic.Thedesignteamhasworkedtominimizeandmitigatetheseimpactsasmuchaspossible.Themitigationstrategiesusedonthisprojectaredescribedbelow:TemporaryTrafficControl(TTC)StrategiesMultipletrafficcontrolstrategieswillbeimplementedbasedonthetypeofworkbeingperformed.Typicaltrafficcontrolplans(TCP)willbeusedformostofthework.Project‐specificTCPswillbeusedprovidingahigherlevelofdetailwheretypicalplansdonotprovidesufficientdetailtosafelyperformwork.AllTCPsanddeviceswillconformtoMUTCDandWSDOTStandards.ThetrafficcontrolmethodsplannedforuseduringtheprojectarelocatedinAppendixA,BandC.Laneclosureswillbeperformedduringpermittedtimestoallowfortruckaccessandworkactivitiestooccurintheworkzone.TheclosurescanbefoundunderLaneClosureRestrictionsthatarelocatedintheContractSpecialProvisions.Duringnecessarypreparationworkandpainting,signsandtemporarytrafficcontroldeviceswillbeusedtodirecttrafficthroughtheworkareaontheexistingI‐5alignment.AsinglelaneclosurewillbeimplementedbyTrafficControlLaborunderthedirectionofaTrafficControlSupervisor(TCS).TheTCSwillremainonsiteduringtheclosuretoensurethattheTrafficControlPlanisfunctioningasintended.TheTCSwillalsobeavailableincasesofemergencyorheavytrafficvolumeevents.Thework‐zonewillbedelineatedwithtrafficcontroldevicesthatdonotprovidepositiveprotectionoftheworkforce.TheplacementofconcretebarrierisnotaviableoptionduetothissectionofI‐5onlyhavingtwolanes.Alltrafficcontrolestablishedduringthenightly

closurewillneedtoberemovedbymorning.Multipletrafficmanagementstrategieswillbeimplementedtohelpprotectthelaborersandthetravelingpublic.Trafficmanagementstrategiesincludeapostedreductionfrom70mphto60mphduringthenighttimeclosure.Trafficwillbeevaluatedduringtheclosureontheeffectivenessofthevariableregulatoryspeedreduction.Ifnecessary,WSDOTwillnotifyWashingtonStatePatrol(WSP)andrequestfortrooperpresenceduringworkinghourstohelpslowspeedingdriversandimprovesafetywithinthework‐zonearea.LaneClosuresSingleLaneClosureswillbeusedonInterstate5toprovideasuitablework‐zone.ShortDurationorMobileOperationonaShoulderThismethodwillbeusedforinstallingandmaintainingClassASigns.LaneClosureonaTwo‐LaneRoadUsingFlaggersThismethodwillbeusedforvariousworkactivitiesontheadjacentsideandfrontageroadsforinstallingandmaintainingClassASigns.RollingSlow‐downsThismethodwillbeutilizedforspecificoperationsrequiringagapistrafficflowsnecessaryfordeliveriesand/oroperationsthatrequirenotrafficforashortduration.
