September 20, 2004 Name Title Agency Address City, State Zip Dear Name: On March 24, 2004, the Federal Highway Administration issued a Record of Decision approving the Indiana Department of Transportation (INDOT) Tier 1 Study for Interstate 69 between Evansville and Indianapolis. The Record of Decision determined, in part, that a new Interstate highway will be built and that the location of the future I-69 will be along the approved corridor, known as alternative 3C. This corridor has been divided into six sections for the Tier 2 Studies now underway. INDOT has hired separate consultants for each of the six Tier 2 Sections to conduct environmental studies, engineering assessments, and preliminary designs. While the primary objective of these studies will be to determine the most appropriate location for the future highway within the approximate 2,000-foot wide corridor, the Tier 2 Studies will also identify environmental and community resources, assess potential effects upon these resources, and develop measures to avoid, minimize, and mitigate impacts that may occur. INDOT knows that public participation is an essential aspect of the overall Tier 2 Studies effort and is establishing a Community Advisory Committee (CAC) for each section of the corridor to learn about local interests and to share project information. Each CAC will be composed of members representing various public interests. Membership of the six CACs will be drawn from a cross-section of affected groups, agencies, and organizations. The total size of each CAC will be limited (no more than 25-30 people) to ensure opportunities for interaction among CAC members. INDOT is seeking your group’s participation in the CAC for Section 3. Section 3 extends from US 50 via SR 57 to US 231. Information about Section 3 can be found on the project web site (www.i69indyevn.org) or by visiting the Section 3 project office, which is located at 2 Commercial Park Dr., Washington, Indiana 47501. The Corradino Group is the consulting firm responsible for preparing the studies associated with Section 3. By participating in the CAC, your group will have an opportunity to share your knowledge of local resources and issues with the project team, and with other local agencies, community organizations, and stakeholders. If your group wishes to participate in the Section 3 CAC, we invite you to designate a representative to serve on the CAC.

Participation in a CAC will require a commitment of time and a commitment to participate in an open dialogue about the issues under consideration in the Tier 2 Studies, including alignment selection, access issues, and the development of mitigation measures. Active participation by CAC members will help ensure that important local issues are addressed in the development of I-69 in your area. Once INDOT has established the CAC for this Section, the Project Manager for this section will be scheduling the first meeting and will contact your representative. If your group wishes to participate by naming a CAC representative, please forward your representative’s name and contact information to INDOT by October 13, 2004. 2. Overview of Project

• The I-69 project from Evansville to Indianapolis is divided into 6 sections for the Tier 2 Studies. Bernardin, Lochmueller & Associates established the project corridor in the Tier 1 Environmental Impact Statement and oversees the overall Tier 2 coordination and management. Environmental studies and engineering assessments by The Corradino Group will culminate in a recommendation of a preferred interstate alignment within Section 3 with the preferred corridor approximately 350-feet in width.

• Section 3, which covers the approved corridor from US 50 to US 231, is approximately 25 miles in length and 2000-feet in width. A 6.5-mile stretch widens to over a mile to account for a closer analysis of the Amish community. South of Newberry, the corridor narrows to avoid a wetland area.

• INDOT has not yet set a build date.

3. Utility Costs and Quantm

• Quantm is software that calculates numerous simulated alignments and generates the most efficient alignments using inputted data such as cost and GIS information. This data should include utility locations and costs, for large items may even have some impact on the interstate alignment.

• Information on the price of utilities and relocation costs is appreciated. • For the purpose of determining a preferred alignment, ballpark figures are fine.

o Ex. Estimated cost to relocate tower, Casing per linear foot, etc. • As the project moves further along, INDOT will work with the utility companies to

accommodate the need for greater details. 4. Maps

• Corradino is asking utility companies for any maps and information that pertain to Section 3 of the preferred I-69 corridor. The corridor is shown on the maps distributed at the meeting.

• Electronic mapping such as ArcView or AutoCAD is ideal, but hard copy maps are also acceptable.

5. Reimbursement

• Utility companies will be reimbursed when the utility is located within a private right-of-way. There will be compensation for the costs of what is taken, and there will not be extra compensation for more costly replacement utilities (upgrades).

• Again, as the project moves further along, INDOT will work with you in the reimbursement process.

6. Conclusion

• Corradino would appreciate the maps and cost information within a month. We will soon be developing alternative alignments, and the information you provide will be valuable.

General Introductions and discussion of individual’s responsibilities

• In Daviess County the drainage boards are acknowledged by the county officials but the funding for drainage projects comes from the adjacent property owners. In addition to Prairie Creek, Smuthers Creek also has a drainage board. Involvement with the Smuthers Creek drainage board is not expected.

• Mr. Wright of Smock Fansler Construction represents Greene County as their County Surveyor. • Mr. McLin represented Daviess County drainage concerns.

Project Briefing

• Corradino made a short presentation describing the I-69 project; it’s history and what work is on going. Questions were answered for the local officials.

Local Concerns

• Concern about quicker drainage flow. Increased runoff from I-69 would enter the local drainage system quicker. Concern that the local drainage system can accommodate this runoff.

• Concern was expressed about backflow. Concern about whether I-69 bridges or culverts would cause backflow in the existing system.

• The Prairie Creek Drainage Board is concerned that their investments will not be compromised. • Concern about preserving local aquifers. • Concern about farmers drain tile systems being preserved and perpetuated.

Public Involvement Activity Summary Topic: I-69 Elnora Exit Date: 2/4/05 Location: I-69 Washington Office Major Topic: I-69 and access at Elnora Total Petitions: 73 Brief Summary: The Town of Elnora presented Kevin Allison 73 petitions in favor of an interchange at Elnora on Daviess CR 1500 N. Each petition was the same. It state that the petitioner supported an interchange at CR 1500 N for the following reasons;

• It will bolster existing Elnora businesses. • It will encourage future economic growth in Elnora utilizing existing

infrastructure. • It will strengthen agriculture in Daviess, Knox, Sullivan and Greene counties by

having close access to I-69. • It will be a central location for emergency vehicles in a four county area to get to

I-69. • It will allow I-69 traffic to easily reach Indiana highway 57 at Elnora and to reach

Indiana highway 67 in Knox County. • It will keep the traffic pattern around North Daviess schools free from congestion.

Township Fire Departments to discuss corridor, access, grade separation, and emergency service

issues. The Sheriff’s Department dispatches fire trucks and ambulances. It was mentioned that there

are no Hazmat trucks in Greene County. The closest Hazmat trucks are in Bloomington Township,

Vincennes, and Terre Haute. Greene County might have their own Hazmat trucks in the near future.

Section 3 provided maps with preliminary alignments, interchange, and grade separation locations.

Only about three miles of Section 3’s corridor is in Greene County. There were no comments on

interchange or grade separation locations. It was mentioned by the Sheriff’s Department and the Fire

Departments that CR 700/710 S (the Newberry/Scotland Road) is important and has a lot of traffic. For

the Richland-Taylor Township Fire Department there are two stations. The main station is in

Bloomfield. The Scotland station is a satellite station and only has three vehicles. The closest

ambulance to Section 3 of the I-69 corridor is in Bloomfield. There is a medium extraction truck, for

accidents, in the Bloomfield station.

Section 4 provided large maps of their corridor. Section 4 has been carrying out a vast Karst study

and does not have preliminary alignments or grade separations at this time. When preliminary

alignments and grade separations are known, additional meetings with emergency service providers

will be scheduled. This will likely happen after traffic forecasts have been provided to Section 4.

Possible interchange locations in Section 4 are at US 231, SR 45, SR 54, and SR 37. SR 45 and SR 54

are only two miles apart. Federal Highway guidelines call for interchanges to be at least three miles

apart in rural areas. In order to have interchanges at both locations a special exception would have to

be granted. If there is only one interchange at SR 45 and SR 54 it would likely be at SR 45 because of

the gate at Crane and it would better serve the Owensburg Fire Station. There have also been

requests, including three townships in western Monroe County, for an interchange near the Greene

and Monroe County line.

The Center Township Fire Department has a heavy extraction truck and is a certified responder for

accidents. They also provide service to Owensburg/Jackson Township. The closest ambulances to

Section 4 are in Solsberry and in Bloomfield. Owensburg /Jackson Township will likely have their own

ambulance in a couple months. SR 45 is the main run north for the Owensburg Fire Department.

Paramedic ambulances sometimes come on SR 45 from Bloomington. While SR 45 and SR 54 are only

two miles apart it can take a long time to get from one to the other because of the lack roads

connecting them. Cliffty Hills is growing quickly and may have a fire station built there in the long

term. Jackson Township and eastern Greene County have seen rapid population growth and is

becoming a bedroom community for Bloomington. SR 45 is the worst road for accidents in Center and

Jackson Townships. If there is an interchange at the Greene and Monroe County line Carmichael Road

would be a better road to use than Carter Road.

An open house format for viewing the alternatives and access information began at 5:30 p.m. Attendees were asked to sign-in and were provided handouts that included five pages of aerial photographs of the Section 3 corridor showing the alternatives carried forward and access information showing interchange and overpass options. Attendees were also given comment forms. Other information was available to the public including; 2005 state highway maps, land acquisition and relocation assistance brochures, Section 106 brochures, I-69 newsletters and the Section 3 project summary handout. Attendees and government officials were offered the opportunity to sign-in as a speaker if desired.

Project staff was available to answer questions and receive comments aobu the altneratives and access information as shwon on 2 sets of wall-mounted exhibits. Also on display were the interchange options and exhibit of subsections.

At 6:30 p.m. the formal presentation got underway by Jim Dittoe, and David Pluckebaum, Section 3 Project Manager, made a PowerPoint presentation. Following the presentation, persons who signed the speakers' sign-in sheets were invited to make a statement with a time limit of 2 minutes. Three government speakers made statements, and then three public speakers made statements followed by one public speaker who did not sign in (See PIM 2 speakers transcript). The three government officials supported the project. One local public speaker supported the project, and one local public speaker opposed it. Two public speakers outside of Section 3 voiced their opposition to the project. Comments received at the public meeting are on file with the rest of the Section 3 public comments. The formal portion of the meeting concluded around 7:30 p.m.

Again project staff was available to answer questions and receive comments about the alternatives. This informal portion of the meeting lasted from 7:30 p.m. to 8:30 p.m.

Daviess County. They have some small equipment for 1st response to incidents. Washington

Township is part of the Vincennes team for Hazmat.

Maps with preliminary alignments, interchange, and grade separation locations were provided. Mr.

Wichman said the grade separation locations work with their response routes. Mr. Wichman

mentioned that CR 100N and CR 200N are important to their response routes and both of these are

shown as having grade separations. The Washington Township Fire Department has two stations with

seven trucks. The station closest to the corridor has three vehicles but all seven vehicles respond

when needed. Ambulance service for the whole County is provided by Southwest Medical Ambulance

Service, a private company subsidized by the County. Ambulances are located in Odon and

Washington. The Sheriff’s Department dispatches fire trucks and ambulances. Washington Township

Fire Department does heavy rescue and are the only ones who can do this in a 50-mile area (a FEMA

grant helped provide this). The County has three sets of extraction equipment. These are located in

Washington, Odon, and Elnora.

Volunteer Fire Department services Plainville and the Steele and Bogard Township areas. This is a

service area of 80 square miles. The I-69 project corridor runs through Bogard Township. His

department provides first response and fire protection services. It does not cover hazmat incidents.

Vincennes has a regular hazmat team for those incidents. The Plainville Fire Department has one

station located in Plainville with four vehicles. The vehicles consist of two pumpers, one tanker, and

one brush truck.

Maps with preliminary alignments, interchange, and grade separation locations were provided. Mr.

Eaton said an interchange is not needed at CR 1000N. He said that it is a rural area and an interchange

isn’t needed there. He feels the interchanges should be on state routes. Mr. Eaton mentioned that CR

1000N is his main response route and would need a grade separation as is shown on our maps. He

agrees that CR 550N needs a grade separation because of the distances to the north and to the south

of the next county roads. Of the three grade separation areas being studied at CR 750N, CR 800N, and

CR 900N he feels for fire protection service CR 800N is the most important followed by CR 900N and

CR 750N. CR 800N is important because it runs the entire length of Bogard Township and continues

through Van Buren Township all the way to US 231. CR 900N serves Epsom but ends to the east of

Epsom. CR 750N is shorter than CR 900N. If possible all three locations (CR 750N, CR 800N, and CR

900N) would preferably have a grade separation. He said the other fire departments in the general

area provide mutual aid. If an incident occurred on I-69 in Bogard Township it would be likely that

either Washington Township, Elnora, or Madison Township’s Departments would handle it because

they would be able to respond much quicker than the Plainville Department traveling long distances to

an interchange and than backtracking to the incident.

The Committee reviewed a FINAL version of the Closure Procedures. The Commissioner advised that we not have public hearings, instead we should have Notification of Local Public Officials. This will include County Commissioners, City Councils, and State Legislators.

The Committee approved the FINAL version of the Closure Procedures, see attached. This will be re-formatted into the standard INDOT Procedures format and I will send out with the next meeting’s agenda, Tom D.

The proposed scoring scheme will be incorporated into the evaluation of the Rest Area Network in the Long Range Strategic Plan

Added Truck Parking In light of a news article about adequate truck parking, there was a brief discussion of, “will this change the committee’s recommendation” to not pursue added truck parking. Ultimately the executive office will make the decision.

No change has been made in what the Committee voted on at the last meeting, Not to pursue added truck parking at Rest Areas, such as the new Pipe Creek where there is land available. However, improved truck parking may be programmed at the Urban Rest Areas in the Long Range Strategic Plan.

I-69 to Evansville plan, where do we want Rest Areas and Welcome Centers

There was a length discussion about where the Committee would recommend placing Rest Areas on the new I-69 interstate from Indianapolis to Evansville. Tom Seeman, INDOT Design, needs a written recommendation from the Committee by the end of January so they can begin scoping for locations and develop environmental documents for those locations. See attached memo to Tom Seeman

The Committee readily decided that only two Rest Areas need to be constructed, one near each end of the corridor. After much discussion, the Committee decided on the two locations, one near Washington, IN, and the other near Waverly, IN. Public utilities (water and sanitary sewer) should be pursued at both locations. The Committee agreed that the Rest Areas should be on only one side of the mainline, but access, via a bridge, both sides.

Accelerated Schedule for completion of the Long Range Strategic Plan

Tom Vanderpool informed the Committee of the wishes of the Commissioner. Tom Vanderpool and Tom Duncan presented the Committee’s work so far to the Commissioner and Executive Staff last week. The Commissioner wants the Long Range Strategic Plan by the end of the quarter, March 31, 2006. Furthermore, Tom Vanderpool informed the Committee that the purpose of this document is to present a business plan to State Budget by the end of the Fiscal Year, June 30, 2006, so INDOT can request the necessary funding to implement the Plan.

Tom Duncan promised the Committee that he will send a draft Plan to them next week for their review. The next three meetings will be spent finalizing the document.

To: Tom Seeman, Design From: Tom Duncan, Chairperson Rest Area and Welcome Center Committee Re: Recommended Rest Area Locations on I-69 from Evansville to Indianapolis On behalf of the Rest Area and Welcome Center Committee, I am writing this memorandum to recommend that INDOT Design initiate identifying two locations for Rest Areas on the I-69 corridor from I-64 near Evansville to I-465 at Indianapolis. As discussed at the Committee meeting on January 25, 2006, we recommend a Rest Area be placed near Washington, Indiana, in Daviess County, and near enough to Washington to possibly connect to the public utilities; namely drinking water and sanitary sewers. Likewise as discussed at the same meeting, the Committee recommends that a Rest Area be placed near Waverly, Indiana, in Morgan or Johnson County, and near enough to public utilities for connection. These Rest Areas should be located on one side of the I-69 mainline with a bridge to access the Rest Areas from both directions. The Committee and the Division of Facilities and Equipment have performed enough research to indicate that a single Rest Area with a bridge is less costly to purchase land, construct, and maintain, than two separate Rest Area Facilities, one on each side of the mainline. If the Rest Areas are to be constructed and maintained solely by INDOT, then approximately fifty (50) acres of property should be adequate. If the Rest Areas are to support the sell of fuel and a commercial restaurant, then INDOT should plan on acquiring approximately seventy-five (75) acres. It is recommended for both of these options that INDOT provide an area for the Commercial Motor Vehicle Inspection and the Indiana State Police for enforcement of Commercial Motor Vehicle laws. It is recommended that a weigh-in-motion (WIM) scale be installed in the truck entrance ramp.

Rest Areas and Welcome Centers of Concern Action Procedures

Committee Considerations:

1. Rest Area evaluated by the Committee based on; a. Cost to operate, b. Old age of facilities, c. Location in corridor, consider proximity to urbanized area and

commercial development on adjacent exits, d. Replacement, upgrade, and/or expansion e. Traffic or Customer count, f. Tourism value.

2. The Committee formulates a consensus on the Action to be taken for the Rest Area of Concern, in the form of a recommendation.

3. The Committee Chairperson will shepherd this recommendation through the following process.

4. The Committee informs the District Director in which the rest area is located for their input, concurrence, or rebuttal on the Committee’s recommendation. Executive Office Recommendation:

5. Send Committee’s recommendation, including the District Director’s input, to be “considered for action” via routing slip to; a. Director, Facilities & Equipment Division, b. Then send the recommendation to be “considered for action” to

Deputy Commissioner of Operations, c. Then send the recommendation to be “considered for action” to

Chief of Staff, d. Finally send the recommendation to be “considered for action” to

the Commissioner, 6. Once the Commissioner gives his recommendation that the facility

should be “considered for action”, (NOTE: All review prior to public notice and comment should be to determine if it should be “considered for closure, replacement, reuse”, not “recommended” for closure. This information will be deemed confidential until the press release is issued.)

Notification of Local Public Officials: 7. Notify Director of Communications and Legislative Liaison so the

legislators in that district can be notified and briefed before it goes public. See attached sample letter.

8. Office of Facilities Management will notify the affected service vendors (blind venders and janitorial contractor).

9. Office of Communications will develop a press release of the planned action for the Rest Area.

Recommendation for Closure:

10. Once the Local Public Officials have been notified, then the Commissioner may make a “recommendation to close”. There has been determined a clear necessity to close the facility based on established INDOT criteria.

11. The Office of Facilities Management is responsible for these facilities and will set the date for closure and initiate the physical process of closure and disposition.

INDOT’s Internal Process to Close:

12. Office of Facilities Management will notify the blind venders and janitorial contractors that the facility will be closed on a certain date. Contractual obligations will be determined and met and the closure will be conducted accordingly.

13. INDOT District Highway Management will place highway signage to announce closure, at least thirty (30) days prior to closing date.

14. INDOT District Highway Management will place highway signage that rest area is closed (permanently), at least ½ mile before the last exit ramp, both directions.

15. INDOT District Highway Management will place barriers at entrance and exit, in and out of rest area.

16. INDOT District Highway Management will secure the building and facilities.

17. Office of Facilities Management will send proper notification to IDEM for closure of the waste water treatment plant, if one exists.

18. INDOT Office of Facilities Management will have asbestos inspection conducted if demolish is going to be done.

19. INDOT District Highway Management will determine the need for utilities, those utilities that are not absolutely needed will be turned off. Be sure to safe guard against water pipes freezing.

20. If determined to be unnecessary, plug the water well, INDOT District Highway Management will contract with a qualified well driller.

21. INDOT Office of Facilities Management will work with Land Acquisition and other agencies to dispose or reuse the property. One good reuse of the property is for ISP, weigh-in-motion facility.

22. INDOT Office of Facilities Management will initiate and secure a contract for demolition. If there is a need to reuse this facility for ISP, weigh-in-motion, then demolition will not be performed; rather a contractor to reconfigure the site will be pursued.
