Economic Reasons for the Fruit Ridge Bridge Renovation The economic and labor market justification for renovations for the Fruit Ridge Bridge are clear.

The region has added thousands of jobs in recent years that have increased the flow of traffic into the immediate area around the bridge. For example, the number of individuals who live outside of a two mile radius of the bridge, but who work within the two mile radius of the bridge increased from 5,325 in 2010 to nearly 12,000 in 20121. This data, which is the most recent available from the Census Bureau, represents an increase of more than 120% in just two years. Please see attached maps.

Based on recent business development expansion and attraction projects facilitated by The Right Place and the City of Walker, such as the Plasan Carbon Composite expansion (620 jobs), the Plasan North America attraction project (120 jobs), and the Irwin Seating expansion (60 jobs) it is clear the explosive growth in commuters into the immediate area around the bridge is continuing. Such a substantial increase in job traffic flow, as well as the increase of business products being transported on the roads, solidifies the necessity of an updated bridge that can handle the traffic.

This increase in traffic is only grazing the surface of the economic growth present in this region. The planned connection of Northridge Drive represents the growing pressure for better access to Fruit Ridge as a north-south connection for the exploding fruit growers and food processing as well as the manufacturing industries. Another expected economic development plan in the immediate area of the Fruit Ridge bridge is the Walker View property site, owned by Rockford Construction, which plans to be developed by 1-2 large industrial users, which will add increased commuter and business traffic as well additional revenue and investment for the region. The plan for the site is to host large industrial users, whose employees and truck drivers need well-maintained roads such as the Fruit Ridge Bridge. Also, Meijer has increased its rate of growth of new stores in and outside of Michigan. With the recent expansion, Meijer has increased the number of employees operating out of its corporate office in Walker.

The bridge is vital to the connection to the highway, which is what makes these companies have the ability to transport their products to other consumers. Businesses within the zip codes 49544 and 49534 produce an annual cumulative revenue of $ 1.2B2, $3.96B in exports and have a gross regional product of $1.96B3.This revenue would be far less without the convenient use of the highway transportation system located in Walker. Businesses would not have the ability to attract as many workers because of the increased commuting time without a renovated bridge. Businesses themselves would not be as attracted to the area because of their lack of ease in transporting goods in and out of the area. Transportation will become more expensive, detracting companies that rely on mass transportation.

Past and Current Growth

According to EMSI, the total number of jobs within zip codes of 49534 and 49544 between 2010 and 2015 grew from 19,773 to 23,426 (a growth rate of 18%). During this period manufacturing jobs grew by more than 2,000 jobs (46% growth). Much of this growth was a recovery from the previous loss of jobs during the recessionary years; however, as mentioned earlier, companies such as Plasan are continuing to

expand and grow in the region. It’s also important to note that the residential population in these zip codes grew by 2% from 2010-2015.4 Potential Growth Opportunities

Aside from increased commuter traffic and increased jobs in the area around the Fruit Ridge bridge, there are additional areas for growth in the region. According to the Commercial Area of Realtors for West Michigan commercial real estate database, there are currently 28 vacant industrial buildings and lots for sale or lease in Walker. If we assume an 80% (22 of the 28 buildings) occupancy rate5, then the potential new revenue created by the new tenants could exceed $60M6, between 330-6607 new jobs, $11.1M-$22.2M8 in new payroll, and $83K-$167K9 in new payroll tax revenue. This potential growth, can only be fostered by the ease of highway accessibility brought from the renovation of the Fruit Ridge Bridge. Agglomeration Economies

The bridge is a way to attract all types of business and is a great way to ensure that similar businesses, who rely on highway transportation and who produce similar products, are located within close proximity of each other. This close proximity fosters the sharing of ideas, techniques, resources, and space. The agglomeration of certain industries benefits not only the businesses, but also the surrounding community. This information can be used to improve efficiency not only in technical business activities, but also in hiring techniques and importing goods. All types of businesses benefit from this type of interaction, and without a renovated bridge that allows for increased use, this type of development is less likely to occur. Figures
