    GENERAL ELECTRIC AEROSPACE BUILDING OP-3 MONTTORING WELL INSTALLATION NAVAL INDUSTRIAL RESERVE ORDNANCE PLANT

    O'Brien & Gere Engineers, Inc. (O'Brien & Gene) was retained by the General Electric Company, Aerospace Division (General Electric), to perform environmental services in conjunction with a release of fuel oil from two underground !ii:onijg;e tanks located at: Building OP-3 in Pittsfield, Massachusetts. This report summarizes the findings generated during field investigations conducted by O'Brien & Gere involving the installation and sampling of three ground water monitoring wells near General Heebie's Building OP-3., The hydrogeologic investigation was requested by the Massachusetts Department of Environmental Protection (MADEP) in response to the discovery of a release of #4 fuel oil during the removal of underground storage tanks from the property.

    Field activities conducted by O'Brien & Gere were completed in accordance with Work Task I of the revised Scope of Services described in a letter to Mr. John B. Anthony of Clean Berkshires, Inc. (Clean Berkshires) dated September 11, 1992. Environmental services were performed by O'Brien & Gere under contract to Clean Berkshires. In addition to the environmental investigation, General Electric retained Clean Berkshires to install the monitoring wells for this contract,

    The scope of work for this investigation included the installation of three ground water monitoring wells: one upgradient and two downgradient from Building OP-3; and the sampling and analysis of soil and ground waiter samples,

    Included as Attachment A is a crapy of a portion of the United States Geological Survey (USGS) Map (Pittsfield East Quadrangle) which illustrates the approximate location of Building OP-3. The site is located in Pittsfield, Massachusetts, and is owned by the limited States government. O'Brien & Gere was-retained by General. Electric to observe the excavation and removal of three underground storage tanks from Building OP-3. Tank removal operations were performed by Clean Berkshires between July 17, 1992, and December 17,1992. Documentation of field observations and analytical data associated with the tank removal operations is contained in a separate report prepared by O'Brien & Gere.

    The three tanks were each. 10,000 gallon capacity and contained #4 fuel oil used to heat and cool Building OP-3. Two of the tanks were constructed of fiberglass-Lined steel (designated OP3-01 and OP3-02). The third tank: (designated as OP3-03) was of single-wall fiberglass construction. A site plan,, presented! as Attachment B, illustrates the approximate tank locations prior to removal During the demolition and removal of tank OP3-01, heavily pitted areas were apparent in the tank's southern end upon inspection by O'Brien & Gere personnel In the northern end of tank OP3-02, holes, ranging in diameter from 1/32" to 3/8", wens also observed. Tank OP3-03 was found to be in good condition upon removal Upon removal of tank OP-3-01 and OP3-02, ground water within the excavation was observed to* have a free product layer floating on its surface. The thickness of the product was measured using an electronic interface probe and found to be approximately 0.05 feet. Based on visual inspection, exposed soils in the excavation appeared to consist primarily of dark brown and black fine to medium sands.

    Product recovery was undertaken in the OP3-01/02 excavation at the direction of General Electric and MADE? following notification of the release. A floating filter scavenger unit was installed on September 22,1992, and operated until October 23,1992, at which time the skimmer was removed and product; recovery operations discontinued. After two days, ground water in the bottom of the excavation was inspected by a. representative of O'Brien & Gere. Based on the observation that a continuous free product layer had not accumulated on the ground water surface since the filter scavenger was removed, the excavation was backfilled at the direction of General Electric.

    In addition to ordering the recovery of free product, General Electric and MADEP requested that three ground water monitoring wells be installed and sampled to evaluate the subsurface conditions around Building OP-3,, As a result,, O'Brien & Gere was retained to conduct the hydrogeologic investigation and summarize the findings, which are provided in this report,,

    The objective of this work was to evaluate subsurface soil and ground water conditions in the area surrounding Building OP-3. This investigation included an evaluation of ground waiter flow direction and potential impacts to the site as a result of on-site releases of #4 fuel oil To meet this objective, three shallow monitoring wells were installed and sampled at the site. Guidance for locating the monitoring wells was provided by a representative of the GE Area Environmental Services Group (GE Area Environmental) as a result of their involvement with a previous site investigation project'. The following describes the elements of the soil boring and monitoring well installations.

    Field activities included the installation of three soil borings and associated monitoring wells designated OBG-1, OBG-2, and OBG-3. Attachment C is'a site plan showing Building OP-3 and the monitoring well locations. Two wells were installed in a direction apparently downgradient of Building OP-3. The locations of the downgradient wells were selected so as to intercept potential, contaminants migrating from OP-3 and the excavated area. GE Area Environmental was involved in positioning the wells. Monitoring well No. OBG-2 was situated in a driveway near the southeasterly corner of the building and monitoring well No. OBG-3 was situated along the easterly side of the building south of Cooling Tower #CT-1. The remaining well (Monitoring well No. OBG-1) was situated in an upgradient location in the front parking lot area along the westerly side of the building as shown on Attachment C.

    Soil borings were performed using 4%-inch LI), hollow stem augers to facilitate installation of ground water monitoring wells and to obtain information concerning the subsurface soil strata. Test boring logs are presented as Attachment D.

    Following completion of each test boring, a 2-inch diameter PVC monitoring well (flush joint connections) was installed at each boring location to facilitate subsequent: ground water sampling. Well depth was established at approximately 15 feet below grade dependent upon the depth at which saturation was encountered. Each well was installed with approximately 9 feet of 0.010-inch slotted PVC screen below the water table and 3 feet of screen above the water table., Solid PVC riser pipe was added to bring the well to grade. The annular space between the PVC screen 'and the boring was filled with #2 silica sand to approximately 1 to 2 feet above the top of the screened section. A bentonite seal, was then placed and the remainder of the boring backfilled 'with clean silica sand to within approximately 1 foot of grade. A locking watertight cover was installed on the riser pipe and a protective roadbox cemented into place to finish the installation. Shallow Monitoring Well Construction Details are presented as Attachment E. Excess auger cuttings resulting from well installation activities were placed into DOT 17-E-H drums. The drums were removed and disposed of by General Electric. Copies of documentation related to the handling and disposal of the drums are on file at the General Electric facility.

    During drilling operations, split-spoon soil samples were collected at 5-foot intervals according to methods outlined in ASTM D-1586-67. Soil borings were continued to approximately 10 feel: below the first: encountered zone of saturation (i.e., water table) or approximately 15 feet below grade,,

    Soil, boring samples were collected for visual characterization and photoionization detector (FED) screening purposes. Samples were placed in sealed containers and screened for the presence of volatile organic vapors (VOCs) using a PIP in accordance with MADE? Policy #WSC400-89. The FED,a Photovac Mfcrotip" Model. HL-2000 outfitted with a 10.6 eV probe was calibrated using isobutylene gas referenced to a benzene standard. Tine PID was calibrated prior to sample screening and after each 10 samples screened. Results of the PID screening are included on the Boring Logs (Attachment D). Auger cuttings were also screened for total ionizable volatile organic vapors using a PID. No readings above background (0-10 parts per million [ppm]) were recorded, however.

    A representative soil sample collected immediately above the apparent soil/ground water interface was retained from each of the three borings for laboratory analysis according to EPA Method 8080 (PCBs). Laboratory analysis was performed to identify disposal methods for excess auger cuttings. Soil samples were submitted under chain of custody via overnight mail to Analytics Environmental Laboratory, Inc. (AEL) of Portsmouth, New Hampshire, for analysis.

    ,-, Development

    Following monitoring well installation, each well was developed using a Waterra* bailing system until the evacuated liquid was relatively sediment free. The bailer (a length of clean polyethylene tubing fitted with a teflon foot valve) was decontaminated between the development of each well by rinsing with methyl alcohol, and distilled water.

    Development waiter was contained in DOT 17 E-H drums and subsequently disposed by General Electric. Documentation related to the purge water disposal is on file at line General Electric facility.

    Representative ground water samples were collected on December 3,1992,, from each of the three new monitoring wells (OBG-1, OBG-2, and OBG-3). Ground Water Sampling Logs are provided as Attachment F.

    Prior to sampling, static: ground water levels were recorded in each well. Each well was then evacuated by purging three times the standing water volume of the PVC casing using a. stainless steel, bailer.

    The recorded ground water levels were used to determine the ground waiter gradients C illustrated on Attachment C, It should be noted that these gradients differ from data

    obtained as part of the earlier hydrogeologic study referenced in Section 2. The previous study had ground waiter flowing in a more southerly direction but was based on more data points spread over a wider horizontal area south and west; of monitoring wells OBG-2 and OBG-3. The ground water flow direction illustrated on Attachment C is based solely on data produced from OBG-1, OBG-2, and OBG-3, therefore, reflecting a different condition,, The results of our study1 suggest that ground water downgradient of the reported release was not intercepted. However, considering ground water flow as determined by the previous study, the new wells appear to have been installed directly downgradient of building OP-3 and do represent downgradient conditions..

    Water samples were collected using a decontaminated stainless steel bailer,, transferred to appropriate laboratory containers, and packed on ice for shipment. The stainless steel bailers were decontaminated between each sampling location using a detergent wash followed by a clean water rinse, methyl alcohol rinse, and a final distilled water rinse. Ground water samples were submitted to AEL under chain of custody via overnight mail and analyzed according to Modified EPA Method 8100 (Total Petroleum Hydrocarbons by High Resolution GC). Copies of the chain of custody forms utilized for sample submittal are iniduded as Attachment G.

    Soil .samples collected during soil boring installation were submitted to the analytical laboratory for PCB analysis by EPA Method 8080. Results of soil analyses are summarized in Table 1 below. Concentrations of PCB detected in soil samples by the analytical laboratory were below the detection limit of 100 /ig/kg on a dry weight basis. Complete laboratory analysis results are included as; Attachment H.

    3.02 Ground Water Analysis

    Results of ground water analyses are summarized in Table 2 below. Concentrations of Total Petroleum Hydrocarbons detected in ground water samples are below the detection limit of 50 /tg/L except for the sample collected from monitoring well OBG-1. Complete laboratory analysis results are included as Attachment I.

    O'Brien & Gere Engineers, Inc., was retained by General Electric Aerospace to observe the removal of three underground storage tanks from Naval Industrial Reserve Ordnance Plant Building OP-3 located in Pitts'field, Massachusetts. Tank removal activities were performed by Clean Berkshire^ Inc., of Lanesboro, Massachusetts, 'under separate contract to General Electric.

    Following the demolition and removal of tanks OP3-01 and OP3-02 from Buflding OP-3,, a free product layer was observed floating on the ground water surface in the bottom of the excavation. At the direction of-General Electric and MADEP, a product recovery system was installed in the excavation acid operated for a one month period after which the excavation was backfilled with soil Three monitoring wells were subsequently installed in the proximity of Building OP-3 and sampled to evaluate the potential subsurface; impact of the release on the surrounding aquifer and soils.

    Based on results of analytical testing performed on ground waiter samples collected from monitoring wells OBG-1, OBG-2, and OBG-3 and our interpretation of ground water elevation and flow data obtained during this and previous site investigations,, ground water downgradient of Building OP-3 does not appear to be impacted by the potential release of fuel oil from the underground storage tanks..

    Laboratory results iiklicate no volatile or semi-volatile compounds to be present in the samples; above the laboratory detection limits.
