THE FEI CODE OF CONDUCT
FOR THE WELFARE OF THE HORSE
The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept
that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences.
1. At all stages during the preparation and training of competition horses, welfare must
take precedence over all other demands. This includes good horse management,
training methods, farriery and tack, and transportation.
2. Horses and Athletes must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids.
3. Events must not prejudice horse welfare. This involves paying careful attention to
the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event.
4. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers
are over. This covers proper veterinary care, competition injuries, euthanasia and retirement.
5. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.

IX. ADDITIONAL INFORMATION
1. ADVERTISING AND PUBLICITY ON ATHLETES AND HORSES:
The Athletes are not authorised to carry the logo of their personal sponsor in accordance
with Art. 256.3 and 257.3 of the FEI Rules for Jumping. The Chief Steward will check that the
advertising and publicity on Athletes and horses complies with these Articles.

3. PRIZE GIVING CEREMONY
The owner of the winning horse is not invited to the prize giving ceremony for the Grand
Prix.
The number of athletes required to present themselves for the prize-giving ceremony of each
competition is five.
4. INSURANCES
All owners and athletes are personally responsible for damages to third parties
caused by themselves, their employees, their agents or their horses. They are
therefore strongly advised to take out third-party insurance providing full coverage
for participation in equestrian events at home and abroad, and to keep the policy
up to date.
The FEI insures all FEI Officials, whose names are published in the FEI Officials
lists, against third party liability including Judges, Course Designers, Technical
Delegates, FEI Stewards, FEI Veterinary Delegates, Para Classifiers, Members of
the Judges’ Supervisory Panel and FEI Coaches (FEI MCP Veterinarians are
covered under a different policy):
- Who are acting for or on behalf of the FEI as stated in the approved
schedule of the Event or who are acting in the scope and course of the FEI’s
Business as described in the final approved schedule; and
- Who have received the status of FEI Officials at FEI Events through a
qualification process.
The FEI will NOT insure:
- National officials officiating at FEI Events; and/or
- FEI Officials, who have no official function at the Event.

The insurance extended is for any liability that the FEI Official incurs to a third
party, and for the costs of defending any such claim arising as a result of actions
undertaken by the FEI Official in good faith (including errors and omissions) on
behalf of the FEI. However, the insurance for obvious reasons does not extend
to any liabilities incurred as a result of an FEI Official’s dishonest, fraudulent,
malicious, and/or illegal act.
Should an FEI Official become aware of an incident that he or she believes might
result in a claim, that FEI Official should notify the FEI immediately and provide
all of the facts known to the FEI Official. The FEI cannot guarantee the insurance
coverage described above in circumstances where the FEI Official has good
cause to believe that there might be a claim and does not provide such timely
notice directly to the FEI.

8. PROTESTS/APPEALS
To be valid, all Protests and Appeals must be made in writing and accompanied by a
deposit of CHF 150.- or equivalent.
9. EVENT'S ORGANISATION In exceptional circumstances, together with the approval of Chefs d'Equipe and Ground Jury
the OC reserves the right to modify the schedule in order to clarify any matter or matters
arising from an omission or due to unforeseen circumstances. Unforeseen circumstances
do not include situations arising as a results of the OC altering the approved Schedule
without FEI’s authorisation. Any such changes must be notified to all competitors and
officials as soon as possible and they must be reported to the FEI Secretary General by the
Foreign Judge.
10. SCHOOLING DURING COMPETITIONS (For Jumping only) Riders wishing to school during speed competitions (Table A and Table C) must inform
the OC before these competitions begin. These riders will start first in these competitions.
11. DISPUTES In the event of any discussion concerning the interpretation of the schedule (in translated
languages), the English version will be decisive.
12. RESULTS In order to proceed with the results publication and for qualification purposes the FEI
requires results to be uploaded directly on the FEI Database within five days after
the conclusion of the event.

2. HEALTH REQUIREMENTS
GENERAL In accordance with the FEI Code of Conduct it is imperative that all Horses at FEI Events are
physically fit and free from infectious disease before being allowed to compete.
ENTRY OF HORSES Official Animal Health Certification and Quarantine Arrangements
Horses entering Chile must comply with the sanitary requirements asked by the relevant Agricultural Ministry for the Games.. Team managers and Shipping agents for horses requiring such certification and/or any possible special requirements must liaise closely with the relevant authorities and the Organising Committee in good time to ensure that horses can be moved with maximal efficiency and minimum wastage of time. Therefore all shippers and National Federations are requested to work within a coordinated approach with the relevant authorities of Chile and those of their country of Origin. Horses being re-exported to other countries, must comply with the conditions put in place to allow that. If order to ensure minimal problems, such conditions must be established in good time, and shipping agents and the organizing Committee must be aware well in advance of the Games, so that appropriate measures can be undertaken
3. NATIONAL REQUIREMENTS
EXIGENCIAS SANITARIAS PARA LA INTERNACIÓN DE EQUINOS BAJO EL RÉGIMEN DE ADMISIÓN TEMPORAL
Servicio Agrícola y Ganadero - SAG - Chile
1.- Los países o zonas desde las que provengan los equinos deben haber sido declaradas por la Organización Mundial de Sanidad Animal como países libres de:
Peste Equina Africana, Durina, Viruela Equina, Encefalitis Japonesa y Enfermedad de Borna.
2.- Deberá señalarse en la certificación el o los países donde hayan permanecido los equinos en los últimos 60 días.
3.- Que en el recinto donde permanecieron durante los 90 días previos al embarque, no se han presentado evidencias clínicas de las siguientes enfermedades:
Anemia Infecciosa Equina, Encefalomielitis Equina (Este, Oeste, Venezuela), Fiebre del Nilo Occidental, Mieloidosis, Estomatitis vesicular, Rabia, Piroplasmosis, Tripanosomiasis transmitidas por glosinas, Surra o Mal de Caderas (Tripanosomiasis Evansi), Influenza Equina, Parainfluenza Equina, Linfangitis epizoótica, Muermo, Leptospirosis, Salmonellosis (Salmonela Abortus equi), Metritis contagiosa equina, Arteritis Viral Equina, Exantema vesiculoso coital, Erichiosis equina, Rinoneumonitis Viral Equina, Linfangitis Ulcerosa bacteriana y Sarna Equina.

4.- Que al momento del embarque los animales no presenten síntomas de enfermedades transmisibles y que en los 30 días que les precedieron fueron sometidos, con resultados negativos, a las siguientes pruebas diagnósticas, tratamientos y vacunaciones:
4.1. Anemia Infecciosa Equina: Prueba de inmunodifusión en gel de agar (Test de Coggins) o ELISA.
4.2. Arteritis Viral Equina:
a) Animales no vacunados: Prueba de seroneutralización en dilución de 1:4
b) Animales vacunados (cualquier categoría)
- Equinos sexualmente inmaduros: Certificación de negatividad serológica antes de la vacunación.
- Equinos sexualmente maduros: Certificación de negatividad serológica de la vacunación y resultados negativos a una prueba de aislamiento viral a partir de semen en los potros.
4.3. Encefalomielitis Equina (Este, Oeste y Venezuela)
- Animales no vacunados: Prueba de Seroneutralización o de inhibición de la hemoaglutinación.
- Animales vacunados: Certificación de inmunización realizada entre los 15 y 60 días previos al embarque, con una vacuna en base a todos los virus presentes en el país de procedencia.

4.8. Leptospirosis: Prueba de seromicroaglutinación para los serovares endémicos en el país de procedencia, presentando aglutinación inferior al 50% en dilución 1:100, o tratamiento con un antibiótico eficaz para esta enfermedad, aprobado por la autoridad sanitaria del país de origen.
4.9. Piroplasmosis: Prueba de ELISA, fijación del complemento o inmunofluorescencia indirecta.
4.10. Parasitismo: Tratamiento contra endo y ecto parásitos con productos aprobados por la autoridad sanitaria del país de origen.
5.- Las pruebas diagnósticas señaladas deberán efectuarse en laboratorios oficiales o reconocidos oficialmente y ellas no se exigirán si el país de procedencia está libre de la enfermedad correspondiente, debiendo acreditarse esta condición.
6.- Los animales no deben ser inmunizados con vacunas o gérmenes vivos, exceptuándose las vacunas contra Rinoneumonitis, Fiebre del Nilo Occidental y Arteritis Viral Equina.

7.- El traslado de los animales hasta el lugar de embarque deberá realizarse bajo control oficial, en vehículos aseados y desinfectados, sin entrar en contacto con animales ajenos a la exportación, debiendo adoptarse todas las medidas y precauciones que aseguren la mantención de las condiciones sanitarias y de bienestar de los animales.
8.- Los animales deben venir amparados por un “Certificado Sanitario Oficial para la exportación a Chile de Equinos bajo régimen de admisión temporal SAG”, extendido en español y en el idioma oficial del país de origen, otorgado al momento del embarque por la autoridad sanitaria competente del país de procedencia, que acredite el cumplimiento de las exigencias sanitarias.
9.- En la certificación se deberá dejar constancia de las vacunaciones a que han sido sometido los animales, indicando el tipo de vacuna, la fecha de vacunación, número de serie y número oficial de registro de la misma, además de los protocolos correspondientes a las pruebas diagnósticas como también se deberá indicar la fecha y tipo de tratamiento antiparasitario a que han sido sometidos.
10.- A su arribo al país los animales serán sometidos a un período mínimo de cuarentena de 3 días.
11.- Los animales deberán llegar con la anticipación suficiente para cumplir con el período cuarentenario antes del inicio del concurso o competencia.
4. VENUE ARRIVAL INFORMATION & FITNESS TO COMPETE
PASSPORTS General Regulations Article 137
For all Horses FEI Passports/FEI Recognition Cards issues, please address to your
National Federation
All Horses competing at FEI Events must be registered with the FEI.
FEI Passports or FEI Recognition Cards - for those Horses with a national passport approved
by the FEI-, are compulsory for these Games.
Athletes whose Horse’s Passport and/or Recognition Card is not correctly validated, or failing
to meet other passport requirements including for vaccination and Equine Anti-Doping and
Controlled Medication control (Veterinary Regulations Article 1030) will be subject to
Sanctions in accordance with the Veterinary Regulations.
Athletes will be required to write their name and counter sign next to any passport irregularity
entry noted, as an acknowledgement, prior to receiving the passport and leaving the show
ground. Following a warning being issued for such an irregularity the Athlete will have 30 days
to correct this, failure to correct such irregularities within 30 days will result in a sanction being
imposed.
Note: for Horses permanently resident in a Member State of the European Union, all Horses
must have a national EU passport in compliance with EU Regulations, to which a FEI
Recognition card is applied. The exception to this being Horses in possession of an FEI passport
which has been continually revalidated without interruption.
VACCINATIONS - EQUINE INFLUENZA 2014 Veterinary Regulations
All proprietary equine influenza vaccines are acceptable to the FEI irrespective of the route of administration. • All vaccines must be administered by a Veterinarian. • The vaccination should be administered according to the manufacturer’s instructions (i.e. intramuscular injection or intranasal)

Exceptions to the requirement for FEI equine influenza vaccinations currently exist only for
those Horses competing at CNs or CIMs where there are no national requirements for influenza
vaccination in both the Event host country and the Horse’s country of origin (General
Regulations Article 137). There will be no exceptions therefore for these Games.
Veterinary Aspects ( 2014 FEI Veterinary Regulations)
Veterinary Exams and Horses Inspections
These will be carried out according to the 2014 FEI Veterinary Regulations and Rules for the c
ompetitions. 1. First Veterinary Examination and Passport Control The First Veterinary Exami
nation takes place after the arrival of the horses at the Equestrian Center and it is carried out
by a veterinarian of the Veterinary Commission, establishing the identity of every horse and v
erifying general health and freedom from infectious disease. Compliance with the FEI require
ments for Equine Influenza is required before entry of horses to the venue is permitted (see b
elow). It must have an Official FEI Passport or recognition card, approved and recognised by
the FEI as a means of identification and to establish ownership. Associated microchips may be
read.
Horses Inspection for Dressage, Jumping, Eventing Events.
The horses participating in these events will have to be accepted at their relevant Horse Inspectio
n before these competitions, according to the time established it the Competition Schedule.
Any other veterinary controls will be ruled according to the FEI Veterinary Regulations 2013 and
he effective regulations for the different disciplines to the time of the games.
Veterinary Examinations, Horse Inspections And Passports Control
These will be carried out under the effective FEI Veterinary Regulations at the date of competition
: Regulations for each discipline. The Reinspections allowed by the regulations, if necessary, will b
e carried out the days consigned in the Competition Schedule. The place of the inspection or insp
ections will be in the specified areas

LIMB SENSITIVITY EXAMINATION (Only for Jumping)
All Horses competing at the Event are subject throughout the Period of the Event to
Examination under the 2014 FEI Veterinary Regulations, the Limb Sensitivity Protocol. The
objectives of the Protocol are to: (i) safeguard the welfare of the horse, according to the
principles outlined in the Code of Conduct for the Horse, and (ii) to ensure a level playing field
for all Athletes. Horses are not eligible to compete when a limb, or part of a limb, is
hyposensitive or hypersensitive. Hypersensitive limbs have an excessive or abnormal reaction
to palpation. Hyposensitive limbs include any alteration in sensitivity induced by a neurectomy
or chemical desensitisation for as long as the alteration in sensitivity persists.
Horses may be examined under the Protocol at any time during the Period of the Event,
including, but not limited to, between rounds and before the Jump Off and they may be
examined once or on multiple occasions. All Horses selected to be tested must submit
promptly to the Examination or are subject to immediate Disqualification. There is no obligation
to examine any specific number of Horses during the Event. 5. EQUINE ANTI-DOPING AND CONTROLLED MEDICATION
2014 Veterinary Regulations EQUINE ANTI-DOPING AND CONTROLLED MEDICATION PROGRAMME (EADCMP)
SAMPLING All horses competing at FEI Events may be subject to sampling for the presence of FEI Equine
Prohibited Substances in accordance with the FEI Equine Anti-Doping and Controlled Medication
Regulations (EADCMRs) and the 2014 FEI Veterinary regulations. Horses may be selected for
sampling in accordance with obligatory testing, targeted or random sampling procedures
(2014 Veterinary Regulations).

The current FEI Equine Prohibited Substances List of Banned Substances and Controlled
Medications (the EPSL) is available on the FEI Clean Sport website: www.FEICleanSport.org as

VETERINARY TREATMENTS, SUPPORTIVE AND OTHER THERAPIES 2014 Veterinary Regulations Veterinary treatment or supportive therapy required during an Event is under the control of
the FEI Veterinary Official (Veterinary Delegate) and only permitted stable opening hours
when:
a) authorised using the appropriate Veterinary Form (see table below, or VRs), either prior
to the competition or prior to administration once the competition has begun;
b) conducted within the designated Treatment Boxes which are available during stable

FEI VETERINARIANS All veterinarians treating Horses during FEI Events, including Team Veterinarians, Athlete’s Private Veterinarians and Treating Veterinarians must be registered with the FEI as FEI Veterinarians – either Permitted Treating or Official Veterinarians. Veterinarians must carry their FEI ID Card with them at all times when in attendance at Events and must present this on the request of FEI Stewards or Officials. Athletes are advised to ensure that any veterinarian they wish to treat their Horse during an Event is registered in the correct way with the FEI. Registering as an FEI Veterinarian does not give any automatic right to having accreditation which is issued by the event Organising Committee. NOTES TO ORGANISING COMMITTEES
FEI Veterinary Delegates must verify that adequate facilities and services are provided by the
Organising Committee prior to the start of the Event, and ensure that FEI Stewards are aware
of the requirements for the authorisation of Veterinary Forms, other treatments and the FEI

X. HUMAN ANTI-DOPING
At a minimum, and pursuant to the ADRHAs, Organisers must provide the following at
Events where human anti-doping testing is scheduled to take place at least 2 months
prior to the Event:
1. One (1) staff member able to act as point of contact and coordinator for the
Doping Control Officers (DCOs) with the contact name and details of this staff member to
be communicated to the FEI at least two (2) weeks prior to the starting date of the Event.
2. Human anti-doping facilities reasonably separated from public activity, consisting
of:
- one (1) private room exclusively dedicated for use by the DCOs with one (1) table, two
(2) chairs, pens and paper and one (1) lockable fridge; and
- a waiting room/area with a suitable number of chairs as well as an appropriate amount
of individually sealed, non-caffeinated and non alcoholic beverages, which includes a mix
of natural mineral water and soft drinks ; and
- one (1) private and clean bathroom/toilet, adjacent or as near as possible to the DCO
room and waiting area.
3. Staff members (or volunteers) of both genders, able to act as Chaperones. The
number of Chaperones available to the OC must be communicated to the FEI as early as
possible following receipt by the OC of the Testing plan for the Event. Please see the
qualifications for Chaperones in the ADRHAs.

The starting order in this first Competition is drawn in the presence of the Ground Jury, the Foreign
Technical Delegate and the Chefs d'Equipe, at a time fixed by the President of the Ground Jury in
agreement with the OC after the training session. The draw for the starting order for individuals and
teams will be conducted in accordance with the procedure laid down in JRs Art. 252. The Chefs
d'Equipe of the teams with only three Athletes may choose in which of the three places out of four

The scores obtained by each Athlete will be converted into points by multiplying the time of each
Athlete by the coefficient 0.50; the score must be rounded up or down to the second decimal place.

participate in the Third Individual Qualification Competition which is the Round 2 of the Team
Competition.
If the Athletes qualified as above are not members of a team which has been qualified to participate
in Round 2 of the Team Competition, said Athletes will compete prior to Round 2 of the Team
Competition. There will be at least 30 minutes interval between this round and Round 2 of the Team
Competition.
Teams – Round 2
Round 2 of the Team Competition takes place after the Individuals have participated (refer to above).
It is open only to the ten best placed teams and those teams equal on Penalties for tenth place after
Round 1 of the Team Competition. Teams that withdraw before the start of Round 2will not be
replaced.
All teams allowed to compete in Round 2 of the Team Competition carry their Penalties forward from
the First Individual Qualifying Competition and Round 1 of the Team Competition.
Score obtained in Round 2 by members of Teams who are not among the Athletes eligible to compete
in the Third Individual Qualifying Competition as mentioned above, count only for the classification
of their respective teams.

Starting order
Individuals – Round 1:
First to start in Round 1 of the Team Competition are all individuals. The starting order of individual
Athletes in Round 1 of the Team Competition is according to the reverse order of individual
classification in the first Competition. In case of equality of Penalties for any place Athletes retain
the same starting place as in the first Competition.
Teams – Round 1:
Following the first Individual Competition, teams are divided into two groups based on the results of
the best three Athletes in each team. The first group of teams to start in the first round of the Team
Competition is that with teams placed eleventh and beyond. The group with teams placed first to
tenth and those ex-aequo for tenth place start last. Teams in each group start in the reverse order
of classification resulting from the first Individual Competition. There is a draw to decide the starting
order for teams in case of equality of Penalties.
Individuals – Round 2
The starting order of the Individuals qualified to compete as mentioned hereinabove is set
according to the reverse order of the aggregate Penalties incurred in the First and the Second
Individual Qualifying Competitions. In case of Athletes with equality of Penalties, the score of the
first Competition will decide their starting order.
Teams – Round 2
The starting order of the Teams qualified to compete as mentioned hereinabove is set
according to the reverse order of order total Penalties of the best three Athletes per team incurred
in the First Individual Qualifying Competition and of the best three Athletes per team in the Round
1 of the team Competition.
Teams with equality of the Penalties retain the starting order of Round 1.
Scores of Individuals who are members of any team eligible to participate in Round 2 as provided
herein above will count for the classification of their team in the Team Competition but also as their
personal result in the Third Qualifying Competition if they are among the Athletes mentioned in
paragraph above.
Team Placing
The ten teams and those with equality of Penalties for tenth place receive their placing by adding
the Penalties incurred by the best three Athletes in each team in the first Competition and the
Penalties incurred by the three best Athletes in each of the two rounds of the second Competition.
The team, which has obtained the least number of Penalties will be placed first and declared
Continental Team Champion.
In the event of equality of Penalties between teams for first, second and/or third place, there will be
a jump-off against the clock in which all team Athletes may take part, over six obstacles, which may
be increased in height and/or spread at a speed of 375 m per minute. In case of equality of Penalties
for any other placing, teams will be placed equal.
The score in this jump-off is obtained by adding the Penalties incurred by the three best Athletes in
each team, but in the event of further equality of Penalties, the times of these three Athletes in the
jump-off added together will decide the winning team as well as those placed second or third. The
score of this jump-off is only to determine the placing of the teams and will not count towards the
final scores of the individual Athletes.
If two jump-offs are required, the jump-off for the third place shall precede the jump-off for the first
and the second place.

If after the jump-off there is equality of Penalties and time for one of the first three places, the teams
concerned will be placed equal.
Teams not qualified for the second round of the Team Competition receive their placing by adding

first Competition will decide the starting order. The 25th qualifier will, therefore, start as number
one.
5.2. The starting order for Round B will follow the reverse order of total Penalties incurred in Round
A of the Final Competition, as well as in the first and second Competitions. For those individuals and
members of teams not qualified for the second round of the team Competition the starting order will
follow the reverse order of total Penalties incurred in Round A of the Final Competition, the first
Competition and the first round of the second Competition, as well as the round replacing the second
round of the team Competition. The Athlete with the most Penalties will start first, the Athlete with
the least Penalties will start last. In the event of Athletes with equality of Penalties, the score of the
first Competition will decide their starting order.
Individual Placing
The individual placing is determined by adding together for each Athlete the Penalties incurred in
the first Competition, as well as the two Rounds of the second Competition (disregarding the
Penalties incurred in the jump-off if there is one) and the two Rounds A and B of the third
Competition. For those individuals and members of teams not qualified for the second round of the
team Competition their score in the second round qualifier counts instead of the second round of the
team Competition.
The Athlete with the least Penalties will be placed first and declared the South American Games
Champion.
In the event of equality for one of the first three places after Round B of the third Competition, there
will be a jump-off against the clock at a speed of 375 400 m per minute over eight obstacles from
the courses of Rounds A and B. The Athletes will be invited to inspect the jump-off course.
If two jump-offs are required, the jump-off for the third place shall precede the jump-off for the first
place and the second place. If after the jump-off there is equality of Penalties and time for one of
the first three places, Athletes concerned will be placed equal.
