Minutes of reliability meeting held at RDSOon 14.11.18A meeting was held in the cha~ber of PEDSE/RDSO on 14th Nov'2018 with representatives of M/sFTRTIL to discuss various reliabili~Y and new developmental related issues of E-70 Brake System. Theitems discussed and action/deciSirns taken are as below:

Both loco RGCP pressurel switch working inparallel. If any loco MR Ipressure drops, thecompressor of both loco were working and inother loco which have fUlllMR pressure safetyvalve blows continuously. M/s FTRTIL to clarifythe details of issue sought . ut at ELS/BRCduringtesting and trial of Push I pull operation withWAPS locomotives.

M/s FTRTIL explained that they haveaddressed this issue by adding one contactorbefore the CP contactor {47.2/2}. The parallelconnection of RGCP contact wire 3036 isbeing fed to A1 contact point and NC of thecontactor is being connected to wire no.3037B for the both compressors in bothlocos.Working of compressors checked and foundsatisfactory .

Provision of brake interfac~ unit for DPWCS:Vide MOM 03.05.18 both OEMs of Brake systemproposed the Brake interfate unit for DPWCS byplacing a convertor box between Brake system &DPWCS. Status of develobment of BIU to besubmitted by M/s FTRTIL. I

A joint special meeting shall be called withsuppliers of DPWCS/VCU and Brake System toclarify what signals are required for DPWCSfrom brake and what intensity of braking isneeded.

3 Validation of Brake svstem as per ROSO'sspecification no. 0126: IStatus of M/s FTRTIL to offer their ILS system toROSa for prototype tJsting as per newspecification. I

System level testing, Shock & Vibration tests& DBC validation of ILS unit has beencompleted by firm. Software & fault diagnosisis under progress. Prototype test shall becarried in March to June'2018.

4 Provision of Auto Emergency Brake (AEB):SWR reported that provision of AEB in locos ismandatory by CRS to work in gradient sectionCastlerock-Qulem over rWR. Presently onlyDiesel locos provided with AEB are suitable forthis section. Since electrifibtion of this section isunder progress so provisioh of AEB is required inelectric locos for train operation with electrictraction. Vide MOM 04.08.18, OEMs wereadvised to expedite the provision of AEB in linewith diesel locos. Status ofldevelopment of AEB isto be provided.

Firm has submitted a preliminary proposal.This matter shall be discussed in jointmeeting with suppliers of VCU and Brakesystem. The decision will be made as perrequirement.

5 SOAES: Firm stated that SOAEB provided in31658/TATA 23.03.18, 3036G/RPM 31.03.18& 313G8/AQ 29.06.18 for field trial. Firmstated that the units in more locos for fieldtrial cannot be provided due to their internalreasons. The concerned ZRsare requested tosend performance to RDSO so that furtherdecisions may be taken.

High flow limiting valve: Supply of 70 nos toELS/GMO is still pending.

M/s FTRTll informed that they have developed testing. Proposal will be submitted to RDSaPTDC equipment to operate the train with by end of Nov18 for field trial.restricted speed in case of Brake Electronicsfailure.Status of provision of PTDC in one loco atELS/BRCfor trial purpose on FOCbasis.Electronic cards: New development of cards shallbe with ICs of MIL grade, Temperature ratingincreased for Diode & Resistors up to 150°C,Zener Diodes up to 200°C & Capacitors up to125°C. Power rating of R62& R63 resistors shallbe increased from 6.5 to 8 & 2.5 to 5 wattrespectively.Firm has to provide analysis electronic cardsfailed within 4·5 years of service (withinwarranty)Status of new developments of electronic cardsto be submitted by firm.

Supply of Electronic cards form new source(Mis Avian) with improved rating of certaincomponent shall be given up to April'19 forfield trials.For existing electronic cards firm stated thatthey will study the possibility of replacing thecomponents with improved ratingcomponents during refurbishment of cards.Firm has to provide feedback to RDSO.

8 Failures of E70 valve assembly:ZRs reported air leakage cases from IZ' port ofthis valve. The failure is attributed to damage ofrubber seal after a service life of 1.5 years.Status of Firm to review material of rubber seal togive life upto IOH·schedule.

Firm representative visited ELS/LGD andnoticed that shed is changing the rubber sealin 1.5 years as preventive measure as in thepast they didn't have special tools.Firm stated there is no need to changerubber seal before IOH if proper tools areused & they agreed to provide 20 sets ofspecial tool to various sheds by Dec'18.However, a kit consisting of only seal havebeen made by firm so that it can be replacedTOH if required.

9 Provision of Modified push rod in OBC:ZRs reported there were cases of air leakage fromDBC(A9) when put on neutral position. MisFTRTIL stated that they have redesigned releasevalve spindle (modified push rod) to address thisissue.Status of provision of modified push rod to allshed in full existing quantity.Status of provision of modified push rod in newsupplies.

Firm stated that 283 out of 396 modifiedpush rod has been provided to sheds. Restquantity will be completed by Dec'18.

Cut in date in new locos is June'2017

10 Firm stated that 20 nos new design HFlimiting valve are under dispatch to GMOand rest quantity will be completed by end ofDec'18

11 Limiting valve: Zonal Railways reported air Firm stated that they have improved limitingleakage due to limiting valve (part no: valve pin pushing process. 20-25 nos Valve016102500) pin came out from the rubber seat & stem have been provided to concerningRegulation valve seat damaged (Part no sheds.017401000). Firm was advised to resolve the ZRs may contact the firm for additional

issue. Firm to submit their status.12 CPNon Return Valve:

ELS/GZB.reported failure cases of Cps NRV valve(06 cases) in new locos.Firm has to investigate the failure and takesuitable action.

13 Standardization of VCO cycle timings in E-70fitted locos:PCEE/SR vide letter no. E.221/V /25, Dated26.09.2018, apprised this office regardingdifferences in working cycle of VCD amongdifferent makes of brake systems in electriclocomotives.

Theyhave upgraded to use 263-locktite in place242-locktite to paste the rubber seat.Investigation report and cut in date is to besubmitted by firm.ZRs are requested to provide feedback.Firm stated that to resolve this they need tomodify VCD electronic card.They will modify one existing card and test itat ELS/RPM up to Nov/Dec'18.After successful testing at RPM, a proposalfrom FTRTll has to be submitted to RDSOforregular cut in new locos and modification inexisting VCD cards.Firm stated that investigation reports arebeing updated on CLW failure portal. Till now282 out of 285 updated.Firm stated that:• Demonstration of Setting of pressureswitches done by firm.-Cards check sheets corrected.-Card test Jig taken to Hosur and back toshed after repair in Oct'18.-Pirrn has to submit point wise compliance ofTAR in details to ElS/GZB and RDSO.

14 Failure investigation Report:ZRs reported that failure investigation report withproper root cause analysis not submitted by firm.

15 Compliance of Technical Audit Report ofELS/GZB:Technical Audit of ElS/GZB on maintenance &reliability issues of E-70 was carried out by RDSO& report issued vide letter no. El/3.2.19/3-Phase, dated 26.07.18. Your compliance on TARare still awaited.

16 Quality issues related to SA9, Feed Valve, Horn, Firm stated that they are on the job toC3W base gasket, 02 relay valve as raised during improve their quality control. Firm has toworkshop at ELSIAQ on 22.09.18. reply on actions taken.
