GENERAL PAPERPaper – I

Note : This paper contains Sixty (60) multiple choice questions. Each question carryingtwo (2) marks.Candidate is expected to answer any Fifty (50) questions. In case more than Fifty (50) questions are attempted, only the first Fifty (50)questions will be evaluated.

Read the following passage carefully andanswer the questions 1 to 6 :

A knowledge society is a formalassociation of people with similar interests, who try to make effective use of theircombined knowledge about their areas ofinterest, and in the process contribute tothis knowledge. In this sense, knowledgeis the psychological and useful result ofperception, learning, and reasoning.

Knowledge societies have the characteristicthat knowledge forms the major componentof any activity, particularly economicactivities. Economic, social, cultural, and allother human activities become dependenton a huge volume of knowledge andinformation. A knowledge society/economyis one in which knowledge becomes a majorproduct and raw material.

Knowledge societies are not a newoccurrence. For example, fishermen havelong shared the knowledge of predicting theweather to their community, and thisknowledge gets added to the social capitalof the community. What is new is that withcurrent technologies, knowledge societiesneed not be constrained by geographicproximity. Current technology offers muchmore possibilities for sharing, archiving, andretrieving knowledge. Knowledge has becomethe most important capital in the present age,and hence the success of any society lies inharnessing it.

Knowledge and information are vitalcomponents of the formation of any societybecause every society is formed aroundsome shared concepts. One of thecontributions of Globalisation and new ICTis creation of a global society with a sharedknowledge of issues and possibilities.

In the same way, as the unequal distributionof materials (wealth in generalised term)caused unbalanced and inappropriatedevelopment of society to date, imbalancesin the knowledge distribution, knowledgeavailability, knowledge sharing, etc., hinderthe economic/cultural/social development ofhuman societies. The knowledge societiesfirst realise the importance of knowledge andalso the importance of proper knowledgedistribution, sharing and building for socialdevelopment.

Knowledge by nature is free. It should be freefor better benefit of society. It should be freefor better development and crystallisation ofknowledge. The argument that freeingknowledge kills motivation for creatingknowledge should be addressed.

1. A knowledge society is one which

(A) Produces multi-disciplinaryknowledge

(B) Uses information technology

(C) Emphasizes learning

(D) Uses knowledge as resource

(For Blind Candidates Only)

Read the following passage carefully and answer the questions 13 to 18 :

Prince Charles, heir to the British throne has delivered a stinging criticism of geneticallymodified foods, saying he was unhappy with the way science was being used to alter nature.

In this year’s Reith Lectures broadcast on BBC Radio, the Prince who is an organic farmer letit be known that he was unhappy with the way science was used to manipulate the genes of

plants and animals. In his lecture, he called on human beings to “show greater respect for thegenius of nature’s designs,” and “not to change what nature is, as we do when genetic

manipulation seeks to transform the process of biological evolution”.

The Prince’s remarks over the acceptability of genetically modified foods have been welcomed

by environmental groups but sparked criticism from scientists who feel that his views wereagainst science as a whole. Prince Charles made it clear in his lecture that he believed that

man should accept “the guiding hand” of a Supreme Creator. He said it was “because of thisinability to accept the existence of a guiding hand that nature has come to be regarded as a

system that can be engineered for our own convenience”. He said it was important to “rediscovera reverence for the natural world, irrespective of its usefulness to our selves”.

The Prince’s view of the world would be considered fairly normal in India, but in the Westwhere scientific rationality and the needs of the market are supreme they are seen as extremely

controversial. Mr. Charles Secrett, Director of the environmental group Friends of the Earth, said the Prince’s remarks would be a “wake up call to politicians and business leaders”.

But others were critical of the Prince of Wales’ foray into the area of public policy. “Man shouldconsider man foremost”, said Julian Morris of the Institute of Economic Affairs, a think-thank.

“Does Prince Charles think we should go to the point where we are at the whim of nature ?” Headded that Prince Charles was “attacking everything that has been done by mankind over the

last 100,000 years”. But the increasingly vocal opposition to genetically modified foods will beboosted by the Prince’s speech. His remarks, however, also put him on a collision course with

a government, which is sympathetic to allowing genetically modified foods but has been forcedby public opinion to go slow.

At present only a small number of items of genetically modified foods such as tomato pastemade from genetically altered tomatoes are sold in British supermarkets. Public anxieties

have forced several supermarket chains to announce that they would not stock geneticallymodified products. Genetically modified crops are being grown on a trial basis in Britain but

following public protests have not been planted commercially.
