About NewbornsVietnamNewborns Vietnam is a charity dedicatedto reducing neonatal mortality andpromoting the health of newborns andtheir mothers in countries with high levelsof neonatal mortality pardcularly in southeast Asia and with a specific focus onVietnam.

We are committed to working in

Chairwoman'sstatement andannual review asat 31 March 2013Worldwide this year has seen an increasedfocus on neonatal morcaiky. The approachof the 20 I 5 Millennium Develop Goal 4'Child Survival' target date hasconcentrated global effort to acceleratethe pace of change. Governments, healthprovlders, NGOs large and small all needto do more to support improvements in

maternal and newborn care. There is no-'one size fits all' solution, we all have a roleto play in ensuring that every child lives tocelebrate his or her first birthday. Ourfocus is to build the capacity of medical andnursing staff at regional referral hospitalsand medical training facilities in Vietnam.

This has been a year of growth, progressand achievement for Newborns Vietnamfrom nurse education and research to ourcycling for newborns fundraising initiative.The highlight of the year was the launch ofour neonatal nurse education programmein Da Nang, central Vietnam, in March.

Our medical and nursing volunteerprogramme will add value to the trainingprogramme and support the advancementof newborn care at the Da Nang Hospitalfor Women & Children and at provincialhospitals in the surrounding provinces. Thefirst volunteer neonatal consultant will joinour team in Da Nang next year.

During the year we developed a researchproposal which should prove ourhypothesis that specialist nurse trainingwith associated changes in the care of thenewborn Infants will have a significantimpact on mortality rates. We are alsoexcited about the extent to which some ofwhat we do and find can be transferred toother developing health services in

resource poor countries.

Following our British cycling success at theOlympics and the Tour de France ourdecision to offer a sponsored cycle ride in

Vietnam in May 2013 as our majorfundraising activity was well timed. TheCycle a Difference Viemam Challenge ride—combines, the beauty of remotenorthwest Vietnam, a tough cyclingchallenge and the opportunity forparticipants to see our work in action andmeet the doctors and nurses. As the yearprogressed enthusiasm and interest grewand the places on the ride were all taken.

Premier Oil and Standard Charcered Banksponsorship of the cycle ride was a hugeboost and together with che support ofmany British and international businesses in

Vietnam sec the scene for the cydeexperience of a lifetime.

We look to the year ahead withconfidence that our neonatal nurse trainingprogramme will bring benefits to newbornsand their families. We believe that widerimplementation of our nurse educationmodel will potentially lead to improvedoutcomes of sick babies born in Vietnam,support the establishment of a nationaltraining programme and throughdissemination as a proven model toimprove outcomes in other resource poorcountries and thus contributing to WorldHealth Organisation Millennium

Development Goal 4 'Reducing ChildMortality'.

We are immensely grateful to our cyclists,corporate sponsors and donors for theirdedication, commitment and generosity.

Structure,governance andmanagement

of the charity. The Trustees have delegatedmanagement of finandal matters to theTreasurer in accordance with the charitjdsFinancial Standing Orders and Regulations.The internal and external audit proceduresand protocols are reviewed bi-annually.

StructureNewborns Vietnam is a registered charityand a company limited by guarantee and isgoverned by its memorandum and articlesof association.

TrusteesThe board of trustees of NewbornsVietnam currently comprises sevenmembers who meet four times a year toreview strategy, plans and operations.

Trustees are appointed on a three-yearterm after which they may put themselvesforward to be re-elected at the nextAnnual General Meeting.

Trustees are recruited throughadvertisements, akhough personalrecommendations are also used wherespecific skill sets are required given thespecialist nature of the charity's work Allsuccessful candidates are selected throughan interview process involving both thechair of the Board of Trustees and twoother trustees.

All new trustees take part in an inductionprogramme which is designed to ensurethat they fully understand their roles andresponsibilities, as well as the objects,activities and ethos of the charity.

All trustees give of their time voluntarilyand receive no benefits from the charity.No expenses were claimed for the financialyear ending March 20 I 3.

ManagementThe charity was granted a temporarylicense to operate as an internadonal NGOin Vietnam following the issuing of a newDecree governing the registration andoperational process of foreign NGOs.

In the absence of employed staff, thetrustees are responsible for the operations

Risk managementThe trustees have considered the majorrisks to which the charity is exposed and arisk register has been established and willbe reviewed and updated annually. Whereappropriate, systems and procedures havebeen established to mitigate risk. Ourmajor operational risk is funding andtrustees are mindful of managing thecharity's commitments in line with availableresources. Procedures are in place toensure compliance with health and safetyfor the charity's sports fundraisingactivities. New procedures have been putin place for the medical and nursingvolunteer programme to comply with theCharity Commission's advice forvolunteers.

Objectives and activities for thepublic benefitNewborns Vietnam's object Is to save lives,by reducing neonatal mortality andpromoting the health of newborn childrenand their mothers in countries with highlevels of neonatal mortality and illness andin pardcular south east Asia.

The aims of our charity are; to advocatefor increased policy attention and globalfunding, develop interventions to reduceneonatal mortality and specifically neonatalnurse training programmes that aresuitable for the local context that can bereplicated around the region, together withthe provision of life-saving equipment, andin partnership with public health providers,to support the development of neonatalregional centres of excellence to cascadeskills and knowledge to the poorest areasand those with the least access to services.

Making adifference: Savingnewborn livesThe charity's strategy is to build thecapacity of health workers and spec5callynurses, to address the deficit in skills andknowledge of newborn care in thecountries we work in.

We provide bespoke neonatal nursingeducation programmes to support asustainable reduction in mortality andenhanced neonatal outcomes by developingthe knowledge, skills and practice ofneonatal nurses.

Our aim is to develop competent,conRdent, skilled nurses whose enhancedknowledge and skills will direcdycontribute to reducing neonatal mortalityand mo*idky.

We improve access to, and quality of,newborn care in the poorest rural areas byproviding training for nurse educators totrain health staff to do basic life savinginterventlons well for every baby.

We provide basic lifesaving equipment.

How did we dol

Da Nang Hospital for Women & Childrenapproved the neonatal nurse educadonassessment report undertaken byCanterbury Christ Church University.

The course has been developed as anequivalent to 60 Level 4 UK HigherEducation credits.

A presentation was made to theVietnamese Ministry of Health in Octoberand the prindples agreed for thecurriculum content and the Memorandumof Agreement setong out the operationaldetail for the education partnership.

The course was approved by CanterburyChrist Church University Faculty Board inOctober and received Ministry of Healthapproval thereafter.

The Rrst intake of nurses were enrolled inOctober and we explored their aims forthis learning opportunity. Nursescommenced basic computing training.

Canterbury Christ Church Universitycarried out a formal risk assessment of thelearning and teaching environment.

Newborns Vietnam & Canterbury ChristChurch University and the Da Nangpartners signed the education partnershipagreement and operational annex for theprogramme delivery and partners'responsibilities.

The neonatal nurse educadon programmewas formally launched by Dr Nguyen KhacMinh. Cante*ury Christ ChurchUniversity commenced teaching Module I

on 4th March 2013.

The report informed the development of aneonatal nurse training programme.

The programme was designed byCante*ury Christ Church University toaddress a dehcit in the knowledge and skillsof nurses who currently receive no formalspecialist education in neonatal careworking in the regional neonatal intensivecare unit at Da Nang Hospital for Womenand Children.

Nurses joined the Canterbury ChristChurch University virtual learning networkand accessed neonatal learning materials inVietnamese.

We developed a research proposal toexplore the impact of a nursing educationprogramme on infant outcomes.

Trustees approved a medical and nursingvolunteer programme to add value to theneonatal nurse training.

Through the generosity of our donors wehave provided basic lifesaving equipment.

Making a diR'erence:Advocacy andraising awarenessWe have developed a bespoke UKUniversity led neonatal nurse trainingprogramme to support the transition tofacility based neonatal care in a resourcepoor country. We are gathering evidenceto show that this approach works, raisingawareness and strengthening our localhealth partner's capacity to improveneonatal and maternal health outcomes.Our aim is to be a catalyst for change.

Our work to develop the neonatal nursetraining programme has brought many UKneonatal professionals to Vietnam and inthe course of working with our localparmers a number of key issues have beenidentified as critical to improving neonatalcare; an increase in the nurse baby ratio,better infection control and clinical andnursing guidelines.

How did we do?We have raised awareness of the need forhospital wide directives for improvedhygiene and good practice for the controlof infection. The critical need for a highernurse baby ratio and the importance ofimmediate and exclusive breastfeeding andmore baby focused care. The charity'sadvocacy work going forward will focus onachieving a higher nurse to baby ratio.

Making it happen:Fundraising Financial reviewDonationsWe are building relationships withinternational businesses in Vietnam and aredelighted to have secured continuingsupport from a number of companies,together with donations from long-termUK donors whose interest andcommitment to our work has helpedestablish the financial foundation for ournurse training.

Cycle a Difference -VIetnamChallenge RideInterest and support for our Vietnamcycling challenge surpassed ourexpectations. During the year our Cycle aDifference sponsored Viemam Challengeride has significantly raise the profile of ourwork Our cyclists have engaged in manyand varied fundraising activities from a 24hour static bike ride, a double centuryevent, quizzes to cake sales, whilst trainingfor the epic ride.

At the end of its first full year of operation,Newborns Vietnam is in a positive financialsituation, having raised over 688k duringthe year, primarily through our Cycle aDifference fundralsing operadon, andtherefore we have been able to meet ourplanned charitable activity expenditure for2012/13, while retaining 687k towards ourprogramme for 2013/14.

Reserves PolicyDuring this early stage of operation thetrustees considered the charity'soperational priorities and concluded that fnthis year it was not necessary to holdreserves. The trustees' plans for 2013/14are predicated on budgeting to meet theprogramme deliverables and will furtherconsider the requirement for reserves andspec5cally holding a small reserve forunforeseen circumstances.

The British and international businesscommunity in Vietnam have provided hugesupport and corporate sponsorship. Manywere inspired to cycle for newborns withCEOs signing up to participate in the Maycycle ride.

GrantsWorking together with our partners, wesuccessfully secured a Thet Global HealthPartnership, Paired Institutions start upgrant to support the formal setting up ofour Vietnam/UK Neonatal NurseEducadon Parmership.

Next year: ourtargets for 20 I 3/I 4Develop nursing guidelines and protocols tosupport the neonatal nurses working withinthe Da Nang Hospital for Women &Children to use their new knowledge torationalise and plan nursing interventions tominimise harm and maximise benefit for theneonate and the family; and evaluate theseinterventions for elfectiveness, workingcolhborathrely within the neonatal team andwith other professionals.

We will;

~ continue to deliver our neonatal nursetraining programme,

~ seek funds for a research evaluation of theimpact of the nurse truning on neonatalmortality and outcomes,

~ implement a volunteer programme to;

provide: support to the nurses toimplement the new knowledge,

develop more baby focused and familycentred care and,

carry out an assessment with our DaNang parmers to plan a trainingprogramme for junior doctors and thedevelopment of clinical guidelines,

~ seek funds from appropriate grant makingbodies to train the most able graduates asnurse pracdce educators to provide basicnewborn care training in the poorest ruralal eas,

~ build the capadty of our local educadonparmers to develop neonatal nursetraining for the future and explore thepotendal for a UK neonatal medicalscholarship,

~ develop Cycle a Difference asNewborns Vietnam's fundraising vehicleand develop a brand identity for-'cycling for newborns',

~ develop new fundraising initiadves linkedto Cycle a Difference.

Trustees'statement andresponsibilitiesThe trustees (who are also directors ofNewborns Vietnam Ltd. for the purposesof company law) are responsible forpreparing the Trustees' Report and thefinancial statements in accordance withapplicable law and United KingdomAccounting Standards.

The law applicable to charides in England &Wales requires trustees to preparefinancial statements for each financial yearthat give a true and fair view of theresources of the charity for that period.

In preparing these financial statements, thetrustees are required to:~ select suitable accounting policies and

The financial reportingframework that has been applied in theirpreparation is applicable law and thePinancial Reporting Standard for SmallerEntities (effective April 2008) (UnitedKingdom Generally Accepted AccountingPracdce applicable to Smaller Endties).

This report is made solely to thecharitable company's members, as abody, in accordance with Chapter 3 ofPart I 6 of the Companies Act 2006. Ouraudit work has been undertaken so thatwe might state to the charitablecompany's members those matters weare required To state to them in anauditors' report and for no otherpurpose. To the fullest extent permittedby law, we do not accept or assumeresponsibility to anyone other than thecharitable company and the charitablecompany's members as a body, for ouraudit work, for this report, or for theopinions we have formed.

Respective responsibilities oftrustees and auditorsAs explained more fully in the Statementof Trustees Responsibilities set out onpages twelve to twelve, the trustees(who are also the directors of thecharitable company for the purposes ofcompany law) are responsible for thepreparation of the financial statementsand for being satisfied that they give atrue and fair view.

Opinion on financial statementsIn our opinion the financial statements:

Accounting Policies

Accounting conventionThe financial statements have been prepared under the historical cost convention, and inaccordance with the Financial Reporting Standard for Smaller Entldes (effective April 2008), theCompanies Act 2006 and the requirements of the Statement of Recommended Practice,Accounting and Repordng by Charities.

Incoming resourcesAll Incoming resources are Included on the Statement of Financial Acdvities when the Charity islegally entitled to the income and the amount can be qualified with reasonable accuracy.Resources expendedExpenditure is accounted for on an accruals basis and has been classified under headings thataggregate all cost related to the category. Where costs cannot be direcdy attributed to pardcularheadings they have been allocated to acdvities on a basis consistent with the use of resources.StocksStocks are valued at the lower of cost and net realisable value after making due allowances forabsolute and slow moving items.

TaxatlonThe charity Is exempt from corporadon tax on ks charitable acdvides.Fund accountingUnresuicted funds can be used in accordance with charitable objectives at the discretion of theOllstees.Restricted funds can only be used for particular resuicted purposes within the objectives of thecharity. Restrictions arise when specified by the donor or when funds are raised for particularrestricted purposes.
