::;rn,-'rhe Yoluntcel'!' of this County have rendered vnluablo services in the defence of the Frontier, both in Eastern nnd Western Ca.nnda ; at nil times and on every emergency ready in any numbers to respond to tho call of their couptry; nnd ns they h:ive done, die in defence of ]3ritish connection and Cnnadn. I believe it is conceded that tho Oxford volunteers arc, in discipline, patriotism and devotio~ to th.ei~ country, secon~ to none in thi~ Count:Y· But, Sir, I nm sorry to say that the foelmg e:mtmg and enterta10ed nt present is nnyth10g but favorable to the l\Iinister of' :;.\lilitia and the Department of which you arc Chief; and this feelin<Y is not confined to the Private:;, but is entertained by tho whole staff of Officers. The c~use of this feelin.,. is thnt, although they have conscientiously. done their duty in defence of the country, thef are now neglected and allowed to go without the proper outfit, arms and ammunition. They arc ~o thoroughly discouraged at the neglect, that I am doubtful if they could be mcstered in anything like strength at prc~cnt, which is not unlikely to be the Cl!SC. How would it ~e po,,.sible for the volunteers to leave t~eir homes without overcoats or koap· i;ac.ks-wh1ch they have not at present? or how could they, with confidence, meet the enemy with their old rifie::11 knowing the enemy to be provided with Repeatin~ llifles of the mo!t appro>cd description? Now, Sir, 1 wish distinctly to state to you, 0 what you musL already know, that the whole poop!~ are thoroughly loyal and determined to fi.,.ht if need be, for the protection of their country until the 'last inch of Canadian soil will bo the last Canadian's grave. An.d more, that the people of Canada are willing to be foxed for the su.pport and pr~per cqmpment of the volunteel':I; and, as one of the People; and as one of their rep~esentat1ves, 1 c~ll u.pon you to equip them properly and put into their hands such defensive weapons a:i will give them confidence and put them on an equal footing with the enemy.

In an open country where there 1s a. clear view, there 1s obviously need of fewer connecting files than in a billy country, or in a wooded country when the road is not straight.

U. An advanced guard is never to engage with the enemy unle•' it is nccmary, in order to enable the column to form line of battle, to oppose the encwy's advance.

7. All ground on either side of a road where an enemy could remain concealed mmt be examined by extending a sufficient number of files for that purpo"c, before the c~lumn advances.

S. The heights bordering defiles must be similarly examined.

HINTS ON SKIR:MISHDiO.

1. When skirmishing, men should remember that in the field an enemy will be op­posed to them, who~e business is to keep himself as much as possible under cover at the same time that he fires upon them whenever they expose themselves. o

. z .. Two lines of skirmishers opposed to each other on smooth ground, and keeping their Imes properly dressed, are nc,•cr seen in a real fight. All that is required i' that the men of a line of skirmishers should be in such communication that they arc able to afford each other a mutual support.

3. Tu advancing across open and unbroken ground, the line will be maintained with more or less regularity, becau~c there is no inducement to Lreak the order.

If Yolunteer Officers or non-Commissioned Officers or men, whether on actual ~ervice or otherwise, 11ave aoy complaint or accusation to bring against a superior or other Officer, on account of misconduct, such complaint must be forwarded through tho com· plainant's Commandin~ Officer, who will transmit the same with his remnrks through the District Staff Qfficer for the consideration of the Commander in Chief. It cannot be permitted that ~~ oluntcers shall bring accusations against superior Officers or comrades before the tribunal of public opinion, either by speeches or letters. Such a proceeding would be in glaring violation of tho rules of military discipline, and in contempt of the authority of the Commander in Chief.

2. One of the fundnmental and most necessary rules of military discipline is to forbiJ. anything bearing the appearance of combination, to obtain redress of grievances, amon~ indi\"iduals compot-ing a military force. If Officers or men, whether on actual scHico or otherwi~e, have any grievnocc, their complaint should be laid before their Commanding Officer in respectful language, each individual speaking for himself alone.
