1. The Department of Education (DepEd) Region IV-A CALABARZON, through theCurriculum and Leaming Management Division (CL}ID), announces the conduct of the2015 Regional Festival of Talenr @IT) on January 29-31,2Ol5 to be hosted by theSchools Division of Lipa City.

8. Each delegatron is expected to be at the venue on the schedule of the contest theyare going to participate in and to leave right after the awarding and closrng ceremonies ofthe said contest.

9. The Regional Technical Working Group @TWG) and the host division's TWGshall be entitled one (1) compensatory leave credit in lieu of the service rendered on aweekend. Likewise, all concemed teacher-advisers and Division EPSs shall be entitled one(1) day service credit if their contest will fall on January 31, 2014.

10. A1l delegation heads with their respective teacher-advisers and contestants rnust beresponsible not only for the food, accommodation and transportation of theirpupils/students but also for their safety and security all throughout the conduct of theRFT. Thus, the parents' permit and medical certificates together v,,ith the schoolsdivision's offrcial list of participants duly signed by the Schools Division Superintendentmust be submitted to the registration committee of the host schools division.

1 1. There shall be NO REGISTRATION FEE. Participants shall take care of theirown transportation, food, accommodation and other related expenses which may becharged to MOOE, provincial local funds or the city's Special Education Fund, subject tousual accounting and auditing rules and procedures.

12. Honoraria, board and lodging and transportation of judges, supplies and otherrelated expenses shall be charged against the Regional Funds, subject to usual accountingand auditing rules and procedures.

13. The conduct of the other major activities listed in Enclosure No. 3 shall also becharged against the Regional Funds, subject to usual accounting and auditing rules andprocedures.

14. The host Schools Division shall take charge ofthe trophies/medals and certificatesof the RFT winners which may be charged to MOOE, provincial local funds or the city'sSpecial Education Fund, subject to usual accounting and auditing rules and procedures.

Likewise, they are also requested to organize the working committees on registration,documentation, venue and accommodation, ICT, medical and security.

General Guidelines for the Conduct of the Regional Kindergarten Festival of Talents (RKFT)for Public and Private Schools

2. Participants to this competition are currently enrolled Preschool pupils in public and private schools.3. A contestant is allowed to participate in only one category.4. Only the division champions in public and private schools per category are qualified to join the contest.

5. On the day of the contest, coach in each category is required !o submit a) ID pictures (2 x 2), (b)certification from the principal that the child is currendy enrolled in Kindergarten and (c) parents

permit.

The following documents must be submitted to the Regional Office on or before January

23, 2015 by the Divisionl coordinators or their representatives:. Certification from the Principal that the teachers are bonafide members of the schoolls

being represented and are designated adviser/s of the student-participants.. Additional requirements as stated in each event.

o A total of 25 dancers and one (1) coach will be allowed per division;

7. Likhawitan (OP M Songwriting Exhibition)

r The division winner for Best Composerrcomposition will be the official entry at the Regional

Level Skills Exhibition. Only one (1) song entry is allowed per division.

o A maximum of seven (7) members in a team per division is allowed. This includes singers,

instrumentalist and a coach.

. songs must be written in Filipino or in English.

o Songs may be performed in solo, duet, group or band.

. The songwriter/s may choose any type of music genre (ballad, rock, etc.) for his/her

composition.

o Song performance must not exceed 10 minutes including instrument and stage set-up.

. The participants should submit the following a weeks before the event:/ Five (5)typewritten lyrics of the song with the title, name of the composerA and the

name of performer/s./ 2 Demo cDs of the original song composition

o Performers should bring their own musical instruments. Use of indigenous instruments is

highly encouraged.

o Short film entries should be in DVD, MP4, WMV, AVl, or FLV format submitted on theevent date. Late submissions will be automically disqualified.

. Total running time should be 5 to 1.0 minutes in length, including front and back credits.

POPQUIZ RULES AND MECIIANICS

1. Contestants will be provid.ed with pen and writirg sheets during the contest.The monitor will collect writing sheets after every round..

2. English will be used as the official language in the conduct of the quiz.3. The questions shall be objective. The proper spelfing and manner of writing

the correct answers shall be strictly observed. All answers should bereadable.

4. The questions wi-ll cover Population Education Core messageslKey Conceptsas follows:

. Family Life and Responsible Parenthoodo Gender and Development. Population and Reproductive Health. Population, Environment, Resources and Sustainable Development.

5. There will be a total of twenty questions to be given, 6 of which are "easy", 7are "average" and ? are "riifficult" questions.

6. Points for every correct answer will be scored as follows:One (r) point- for an "easy question".Two (2) points - for an "average question"Three (3) points - for a "difficult" question"

7. The quizmaster will read each question twice. Countdown will sta-rt after thequestion has been read the second time and a{ter he/she says the word "GO".A signal (either using a buzzer or a bell) s'ill be sounded offto signi$ that the10 or 30 -second time limit has already lapsed. As soon as the signal to stophas been rung, the contestants shall raise their offi.cial flash sheets whereanswers are written.

8. Should a contestant wish to change an answer that he/she has written down,this answer should be crossed out. A contestant is allowed to change his/heranswer within the only allotted time for a particular question.

9. A regional champion will be proclaimed based on a cumulative scoringsystem.

10.All ties will be broken by the tiebreaker questions from the "difficult"category. The tie-breaker question shall be treated as especially difficultquestions as it is.

ll.The followirg procedures will be observed in case of an inquiry or protestdurhg the actual quiz proceedings:A. Only the official coach of the contestant is allowed to raise an i-nquiry or

protest at the earliest appropriate time during the contest.B. The inquiry or protest will be addressed orally to the Chairman of the

Board of Juclges vrho will recognize the protest or inquiry.C. The Chairman of the Board of Judges will announce decisions resulting

from the inquiry or protest at the earliest appropriate time during thecontest-

1. Layunin ng paligsahang ito na mahubog ang kakayahan ng mga mag-aaral na

makapagsalaysay ng makabuluhang kuwento sa pamamagitan ng maikling pelikula.

2. Inaasahang makalikha ang mga mag-aaral ng pelikulang hindi bababa o hihigit sa

sampung [10) minuto. Sakop na nito ang pasasalamat, pagpapakilala ng mga tauhanat iba pang teknikal na bahagi ng palabas. Magkakaroon ng kabawasan ang sobra sa

oras. Isang puntos ang bawas sa kada dalawang minutong lampas. Bigyang pansin

ang kabawasan sa bawat segundo:
