DEDICATED TO AR. MUZHARUL ISLAM – THE TORCHBEARER

The torch bearer, philosopher guide and guardian to the architects’ community of Bangladesh, Muzharul Islam FAIA was not only the first Bangladeshi architect and urban planner but also the great Maestro who is considered as Grand Master of regional modernism in South Asia. The pioneer of architecture in Bangladesh and father of Bengali modernism in Bangladesh, his style and influence dominated the architectural scene in Bangladesh in the 1960s and 70s, along with major US architects he brought to work in this country.

Muzharul Islam was born on December 25, 1923 in Murshidabad. In 1950, he went to the United States and received his Bachelor degree in Architecture from University of Oregon. In 1956, he received a scholarship to study tropical architecture at the AA School of Architecture, London. In 1961, he completed his post-graduation under Paul Rudolph from Yale University. Muzharul Islam began his career by designing two buildings in the Shahbag area in 1955 - Dhaka University Library and Institute of Fine Arts and Crafts. Between 1958 and 1964, Islam was the Senior Architect of the Government of East Pakistan.

He received numerous awards and recognitions like the Institute of Architects, Bangladesh Gold Medal, 1993, the Honorable Fellowship, American Institute of Architects at the National convention of the Institute at Dallas, Texas in 1999, the Independence Day Award in 1999, the highest state award of Bangladesh.

He was an honorable member of the Master Jury of the First Aga Khan Award for Architecture, Geneva, 1980 and became a jury member in various prestigious national and international design competitions. A documentary film on Muzharul Islam named Tini (The Architect) was released by Institute of Architects Bangladesh in 2000, which was directed by Enamul Karim Nirjhar.

This visionary person who had dreams for his country and people and who made us architects dream, left us all for his ultimate heavenly abode in the early hours of Sunday, July 15, 2012.

THE INSTITUTE OF ARCHITECTS AT A GLANCE

Brief History

Institute of Architects Bangladesh (IAB) was established on February 25, 1972 in Dhaka, immediately after the independence of Bangladesh in 1971. The Institute of Architects Bangladesh is a professional institution to safe guard, promote and develop the profession of architecture in Bangladesh. The members of the Institute of Architects are morally bound to practice the profession according to rules, regulation and ethics established by the IAB. It has the mandate of its members to represent them as the supreme authority to deal with any matter related to the profession of architecture in Bangladesh. The Institute is run by an eleven-member Executive Council that the members elect for a two years term.

Membership Strength

There are 2 categories of membership, Honorary Membership (Honorary Fellow & Honorary Member) and & General Membership (Fellow, Member, Associate Member and Student Member).Only Fellows and Members have voting rights. The present membership strength of the Institute as of June 2013 is:

Chapter and Branches of IAB

There is only one chapter of IAB at present. Recently with the amendments of IAB constitution, the IAB Chittagong branch has been upgraded to the status of a Chapter

Financial Resources

Funds of IAB are raised from the following sources:

a. Membership Application & Admission Fees and Annual Subscription of Members

b. Registration Fee of Architectural Practices

c. Fund Raising Activities through Sponsorship, Advertisements, Building Material Exhibition, Publications etc.

d. Through Organizing Competitions

e. Financial Grant from the Government through the Ministry of Housing and Public Works

f. Donations from Members Every year the Treasurer of the Institute prepares a budget, which the Executive Council approves. The Treasurer is also responsible for preparing the audited accounts (Income and Expenditure) and the Balance Sheet, which are approved by the Executive Council before presentation at the Biennial General Meeting.

AGM & Bi-AGM

The Biennial General Meeting (BGM) is held once in every two years to consider and adopt the yearly accounts and balance sheet and the general reports of the Executive Council. Election of the subsequent Executive Council is held as the last agenda of this meeting. The Annual General Meeting (AGM) is held every alternate year to consider and adopt yearly account, balance sheet and the general reports of the immediate past year. As and when necessary, Extra-ordinary General Meetings are convened to transact any specific or urgent business.

Legal Status of the Institute

The Institute of Architects Bangladesh is registered with the Government as a Society under provision of law and recognized under the building rules of the major cities. The Registered Society number of IAB is S-1816(105/97), Govt. of People’s Republic of Bangladesh. The members of the Institute are bound by its constitution to practice the profession according to the rules, regulations and ethics established by IAB. The Institute has mandate of its members to represent itself as the supreme authority to deal with any matter related to the profession of Architecture in Bangladesh.

IAB is affiliated with the following International Architectural Bodies:

Resources of the Institute

a. The Institute has an acre of land allocated by the Government in Shere Bangla Nagar (Near Parliament Complex) in Dhaka.

b. The Institute’s own building is under construction in the above mentioned plot.

c. The Present Office is rented at House 11, Road 4, Dhanmondi, Dhaka.

d. The Institute has a library with a collection books and journals

e. The Institute has internet, telephone, facsimile and other required logistics facilities.

IAB Representation in the International Forums

Ar. Mubasshar Hussain, the incumbent president of IAB was the President of CAA during 2010-2013.

During the 20th General Assembly of CAA Dhaka 2013, Ar. Jalal Ahmed was re-elected as the Alternate Vice President Asia for the term 2013-2015.

In the last ARCASIA Council Meeting held at Bali, Ar. Ishtiaq Zahir was elected as the Chairman of ARCASIA Committee on Professional Practice.

IAB Committees & Sub-Committees

To share the work loads and responsibilities of different activities of IAB, the 19th EC formed a number of Committees and Sub-Committees. The committees are:

More than 300 members of IAB worked in these committees and sub-committees.

Installation Ceremony of 19th EC

In the evening of 04 June, 2011 the Oath Taking Ceremony of the 19th EC took place. The program organized in BUET Auditorium was followed by a cultural program and dinner.

The program started with the welcome speech of the President of IAB, Ar. Mubasshar Hussain followed by the Crest Giving Ceremony to the previous EC members. The crests were given by Ar. Yeafesh Osman, State Minister, and Ministry of Information & Communication Technology.

As the members of the 18th EC left the stage, formally ending their tenure, the members of the 19th EC entered the stage to take the Oath which was then conducted by the Chief Guest, Honorable Minister for Planning, Air Vice Marshal (Retd) A K Khandaker.

The next part of the program was the Award Giving Ceremony to the Student Winners of the 2010 ARCASIA Architectural Student Design Competition. Both the 1st and 3rd prizes were won by Bangladesh. The 1st prize was won jointly with Sri Lanka and there was no declaration of a second prize. Shahida Sharmin Disha, a Level-3, Term-2 student of Department of Architecture, Bangladesh University of Engineering and Technology (BUET) was the winner of the 1st prize while Nusrat Jahan Mim, from the same term and institution won the third prize.

The Addresses presented by the Chief Guest and the Special Guest were followed by a Vote of Thanks by the General Secretary of IAB, Ar. Jalal Ahmed. It was then time for the much awaited cultural part of the program. This year, the Program also had two separate parts. In the first part, in a colourful ambience, Ar. Tamanna Rahman performed with her troupe in the dance-drama “Biday Ovishap” while in the second part, the crystal clear voice of Krishna Koli echoed in the hall to mesmerize her audience. It was a pleasant evening enjoyed by a lot of architects, their families and students.

MAJOR ACTIONS BY THE 19TH EC - IAB Constitution Amendment To address upcoming issues related to the profession of architecture and meet the demands of increasing number of architects and time as well as to safeguard the future of the profession, IAB had been pursuing to amend the IAB Constitution for the last four years. After its foundation in 1972, the Constitution was amended twice, once in the year 1979 and again in 1992.

Dedicated members of IAB gave their valuable time and inputs in preparing the latest draft of the proposed amendments of the Constitution. The draft was reviewed in a series of meetings while past Presidents and General Secretaries of IAB had been invited in the meetings where they gave their valuable inputs the draft. Earlier version of the drafts were sent twice (June 12, 2012 and November 22, 2012) to all the respected Members. The latest version of the DRAFT Proposed Amendment of the Constitution was also uploaded in IAB website and the printed version has also been sent by courier.

As per the provision of IAB Constitution, the EGM was held at BUET Auditorium on Friday, February 01, 2013 at 6:30 pm and after lively discussion by the members on various proposed amendments, the 3rd amendment was adopted in the EGM.

During the EGM, IAB President especially mentioned about the valuable contribution made by IAB past presidents Ar. Prof. Shamsul Wares and Ar. Rabiul Hussain under whose devoted guidance, the Constitution Amendment team of IAB worked long hours to refine the draft to the last details. He also gratefully acknowledged the contribution of the following respected members of IAB for their valuable contribution in drafting the proposed amendments:Ar. Khadem Ali, Past President, Ar. Harun Ur Rashid, Past Vice President, Ar. A S M Ismail, Past General Secretary, Ar. Mahbubur Rahman, Past General Secretary, Ar. Mamnoon Murshed Chowdhury, Past EC member as well as the following present EC

On behalf of IAB, the President also showed gratitude to Ar. Nurur Rahman Khan and Ar. Md. Nafizur Rahman for sending their written opinions on the earlier drafts.

This Constitution amendment has been a milestone achievement for the 19th EC and a success for those who gave tireless efforts to make it happen.

- IAB DESIGN AWARD 2012

There were twenty-five submissions in four categories for IAB Design award 2012. Numbers of submission according to categories were as follows, Category A: Residential Building–12 Nos., Category B: Commercial Building – 01 Nos., Category C: Institutional and Religious Building– 05, Category D: Conservation, Remodeling, Landscape Dev. & Urban Design and Others- 07.

The jury board selected one submission from each of the category A and B for the IAB Design award 2012. No submission was selected for the award from category C and D. One submission was not considered in the jury process due its location outside the territory of Bangladesh.

MAJOR EVENTS DURING THE 19TH EC

- IAB’s Role in the 50 Years Grand Celebration of BUET Architecture

IAB had played a significant role in the organizing of the 50 Years Grand Celebration of BUET Architecture. An International Seminar on “Architecture: Education, Practice and Research” was the key program that was held on February 2-4, 2012. The International Seminar was organized in association with Institute of Architects Bangladesh (IAB) and Architecture Alumni Association of BUET (ArcAAB).

The aura of the festive occasion magnified with the presence of some of the distinguished faculty members and first graduates of that time. Among them were Professor James C Walden, one of the founding teachers and Mary Frances Dunham, wife of late Professor Daniel Dunham who was one of the few teachers of the Department at that time. Present also were some of the esteemed architects who were the first graduates from BUET. Over 60 papers were presented during the seminar, where around 650 participants, including members of alumni of BUET, took part. Delegates from USA, Singapore, India, Sri Lanka and Pakistan also took part in the seminar. The seminar comprised of 12 Technical Sessions and four Special Sessions. The aim of the seminar was to initiate a new direction that architecture has taken since 1962 in this country.

Architect Yeafesh Osman, Honorable State Minister, Ministry of Science and Technology, was present as chief guest in the inaugural ceremony. Professor Dr. S M Nazrul Islam, honorable Vice Chancellor of BUET, was the chief patron. He also presided over the inaugural ceremony. Professor Habibur Rahman, Pro-Vice Chancellor, BUET was present as special guest.

Apart from the main ceremony, IAB honored Professor James C. Walden, one of the founding teachers of the department of Architecture and former Faculty of BUET, through an

informal program that took place at a local hotel. In honor to the veteran architect, IAB handed over a crest. It was a great opportunity for the 19th EC of IAB to be associated with and taking responsibilities in this grand celebration.

- Council Meeting of Commonwealth Association of Architects (CAA)

A two-day Council Meeting was participated by 13 members of Commonwealth Association of Architects (CAA) was held in Dhaka, on March 17-18, 2012. Institute of Architects Bangladesh (IAB) organized the event. From Bangladesh, architect Mubasshar Hussain, President of CAA and architect Jalal Ahmed, Vice President Alternate Asia took part in the council meeting. With assurance from IAB to hold the 20th General Assembly of CAA & Conference at Dhaka in 2013, the Council approved IAB’s proposal. It was a big achievement for Bangladesh

The foreign delegates attended the meeting were Rukshan Widyalankara (Sri Lanka), Senior Vice President; Mansur Ahmadu (Nigeria), Chair of Education; Christos Panayiotides (Cyprus), Chair of Practice; Jayantha Perera (Sri Lanka), Chair of Communications; Jimoh Faworaja (Nigeria), Vice President Africa (West); Steven Oundo (Kenya), Vice President Africa (East); Chandana Edirisuriya (Sri Lanka), Vice President Asia; Vincent Cassar (Malta), Vice President Europe; John Sinclair (New Zealand), Vice President Oceania; Clare Newton (Australia), Chair of CAA Validation Panel; and Tony Godwin (UK), Executive Director, CAA. The delegates arrived in Dhaka on March 16 and after the session they left the city on March 19. During the meeting, several key decisions were made.

- CAA Dhaka 2013

CAA Dhaka 2013 had been a prestigious 6-day event that took place in Dhaka, Bangladesh. It was the 20th General Assembly and Conference of the Commonwealth Association of Architects which had started on 19th February, 2013 at Ruposhi Bangla Hotel. 21 Commonwealth member countries, more than hundred foreign architects around the globe and more than a thousand local architects participated in this event. On the morning of 22nd February, 2013 in the Winter Garden of Ruposhi Bangla, Her Excellency Sheikh Hasina, the Honorable Prime Minister, People’s Republic of Bangladesh inaugurated the two-day Seminar. In the inaugural program, besides the presence of many foreign delegates and numerous famous and reputed architects from home and abroad, Ar. Mubasshar Hossain, the President of the Institute of Architects Bangladesh and also the CAA President who had been occupying the chair since the last three years, the IAB Council members, CAA Organizing Committee Convenor and members were present. Also present was the newly elected CAA President Ar. Rukhshan Widyalankar from Sri lanka. After the inaugural ceremony, the ArchExpo (Building Material Exhibition) was inaugurated by the Honorable State Minister for the Ministry of Science and Technology, Ar. Yeafesh Osman. Then commenced the two-day conference with the keynote speech delivered by the famous British architect David Adjaye. The theme of this conference was ‘Architecture, Response & Responsibility’. A total of 21 architects from home and abroad presented their papers in this seminar. On the occasion of this high profile event, an architectural exhibition had been arranged during February 19 – 23, 2013 at the National Museum. This was inaugurated by Honorable Minister for Information, Mr. Hasanul Haque Inu on February 19. Besides this, another exhibition on photographs by architects was inaugurated at Gallery Chitrak by the Honorable State Minister for the Ministry of Housing and Public Works, Mr. Abdul Mannan Khan. The exhibition continued till February 24, 2013.

- Observance of National Events

The Institute of Architects Bangladesh (IAB) observes the National Events like the Victory Day on December 16 and the Sahid Dibosh (Language Martyr’s Day) and the International Mother Language Day on February 21 regularly. To mark these auspicious, historic days, the 19th EC along with IAB members and EC members have observed these days by visiting the National Memorial in Savar and the Sahid Minar In Dhaka to pay homage to the martyrs who sacrificed their noble lives to liberate the motherland and to uphold the language movement

- IAB Picnics 2012 and 2013

IAB Members and their family members participated in the overnight grand gala picnics held at Koitta, Manikgonj during January 5-6, 2012 and also in janaury 2013.

OTHER IAB ACTIONS 2011-2013

- Paperless Communication through IAB SMS and E-mail Service

The 19th Council had realized that in this age of digital communication, sending printed letters is not environmentally sustainable and also very time consuming. So, during the tenure of the 19th Executive Council, IAB has signed a contract with Grameen Phone for business solution. This has made it possible to send instant sms alert to its members regarding any events or notices within a very short time. Not only through SMS Service, but IAB also has successfully maintained all communication mainly through emails. This has enabled not only easier, better and timely networking with the members, but also has been able to reduce the use of paper and dependence of postal service/courier.

- Introduction of bKash for money transaction

Introduction of bKash service for receiving payments from Members.

- Use of Credit Card for Payments at IAB

Installing PoS (Point of Sales) Machine at IAB Office to facilitate receiving payments from members through credit & debit cards.

- IAB Website

The 19th Executive Council had initiated to make the IAB website iab.com.bd active again while relevant information are being gradually uploaded in the website. IAB's official social network pages have also been started in the Facebook Page: http://facebook.com/IArchBD and the Twitter Page: http://twitter.com/IArchBD for regular updates from IAB. IAB's official emailing system also has been upgraded to Google Apps' platform, now it can be accessed by http://email.iab.com.bd, or Gmail.com for the use of IAB officials and EC members.

- Inclusion of Definition Of Architect In The Updated Version Of Bangladesh National Building Code:

After noticing that there is no definition of Architect or Engineer in the updated draft of the BNBC, the 19th Executive Council of IAB had sent a Memo to the Chief Architect & Convener of the Steering Committee updating of BNBC, requesting to include the same definitions of ARCHITECT & ENGINEERS in the updated version of the BNBC, which has already been established by IAB’s direct initiatives in the “Bidhimala” of RajUK and CDA through gazette. - Standard Form of Contract & Scale of Minimum Fees:

To facilitate the practicing architects, the existing Conditions of Engagement & Scale of Professional Charges of IAB is currently being redrafted to suit the current needs which currently under vetting by legal adviser. They will be shared with the members of IAB before making them mandatory. When implemented, this will ensure architects legal protection and minimum fees for their services.

- Revision of Dhaka Mahanagar Imarot Nirman Bidhimala 2008

Based on the experiences of the last five years, the Dhaka Mahanagar Imarot Nirman Bidhimala 2008 have been redrafted with the direct inputs from IAB. When implemented the 2013 version will not only help improving the overall built environment of the city but also safeguard the architects to a large extent. - Follow up Regarding Forgery of Signature of the Architects

IAB is continuously following up with RajUK & the Ministry of Housing & Public Works through meetings and sending letters. Recently, for the first time IAB has published a public interest notice in the news papers to make the people aware of this menace. IAB is also conducting its own enquiry regarding the matter. Moreover, IAB assist members who formally lodge complain with IAB about their signature forgery to take up the matter with the authorities concerned. - Inclusion of Architect Category In Plot Allotment by the Capital Dev. Authority:

Until now, there has been categorization of doctors, artists, lawyers, engineers, journalists etc., but unfortunately not architects, who are the main building professionals in RajUK’s plot allotment. After noticing this in the RajUk’s Jhilmil Project plot allotment application form, IAB immediately sent a Memo to RajUk Chairman with cc to Secretary, Ministry of Works demanding to create ARCHITECT category for plot allotment in all future land & apartment projects of RajUK. Accordingly, for the first time RajUk has created a separate category for the Architects/Engineers/Planners. - Updating and Revision of BNBC :

IAB is playing a key role in the updating & revision of the Bangladesh National Building Code and Building Rules of Dhaka City. - Ensuring Mandatory Participation Of Architects In Non-Government Land

Development Rules 2004 (Revised).

It has been made mandatory that architects will participate in the Non-Government Land Development Rules 2004 (Revised).

- IAB Representation in National Building Code Steering Committee

A steering Committee had been formed for the National Building Code. IAB Vice-President Qazi Golam Nasir has been selected as the Representative from IAB. - The Special and Large Projects Review Sub-committee:

In addition to IAB’s official representation in the RajUK & CDA, a group of young members of IAB are currently working regularly in the Special and Large Projects Review Committee of IAB, which is helping not only the concerned architect in resolving their building permit issues, but also helping the young members of IAB to help them understanding the application of the building rules. - IAB Representation In The Preparation of Draft Barisal, Kuakata, Rangpur and

Sylhet Development Authority Act:

There is representation from IAB in the preparation of Barisal, Kuakata, Rangpur and Sylhet development authority act. - Income Tax and VAT

The 19th Executive Council made an appeal to the Honorable Minister, Ministry of Finance regarding reduction of AIT and VAT on architect’s services. An IAB delegation also met with the NBR Chairman few times regarding this issue, made a presentation and also demanded to define “Architect” in the NBR rules.

IAB has also proposed for income tax slabs for different income levels of its members, starting from 0% to 10% instead of flat 10% AIT for all income groups and have demanded final settlement of Income Tax with the AIT.

- Meeting with the Director General of Dept. of Environment

A delegation of IAB met the Minister of Environment and Forests, and also the DG of Dept. of Environment (DoE) and other officials of the same Dept. to discuss problems faced by the architects and general people in approval of building plans from DoE. Due to the inappropriate attitude of the officials in the meeting, no conclusive decision was made. However, the DG agreed to have further meeting on the issue.

- Building Rules for the Local Governments

IAB sent a letter to the Honorable Minister, Ministry of Local Govt. & Rural Development (LGRD), Government of the Peoples Republic of Bangladesh offering to formulate a Building Construction Rules for Local Governments. Due to intensive involvement in revising the Dhaka Mahanagar Imarot Nirman Bidhimala 2013, this local government building rules could not be completed. This building will not only help in ensuring public safety in buildings but also ensure architects involvement in building projects at local government level. - Regularization of IAB Annual Reporting To The RJCS From 1997-2012

Since 1997, no annual report was submitted to Register of Joint Stock Companies, which is a requirement of IAB registration. All these past Annual Reporting of IAB was placed to the RJCS and they have been regularized from 1997 -2012.

- IAB Centre Fund Raising Drive & Construction:

As a matter of principle, it was decided by the 18th EC that IAB will not seek funding either from sponsors outside the profession or from any other source.

However, during the tenure of the 18th EC, it has been communicated a number of times to all the members that if each members of IAB pay tk.15,000, then IAB Centre can be completed without any external financial support.

To reduce the burden of Tk.15,000 the 19th EC reduced this amount to Tk.5,000. Moreover to raise the additional funds the Members of 19th EC launched a fund raising drive by paying between Tk.5,000 to Tk.50,000 by each of the EC Members and then approached all the members to contribute money for its own building. Accordingly it already got firm commitment of Tk. 102.50 lac in cash and kind from some of the IAB members. The highest amount of Tk. 20 lac has been given by Ar. Kazi Zahedul Hasan. Thanks to those members for their generous support and cooperation.

- IAB Benevolent Fund

To help IAB Members during their time of distress, the 19th EC have created a benevolent fund. Some members have already received financial support from the funds. PUBLICATIONS OF IAB:

For the first time, the BI-Annual Report has been published. On the occasion of CAA Dhaka 2013, there have been three new publications. These

are: 1. Works of IAB Members, 2. Working with Heritage. 3. CAA Dhaka 2013 Souvenir

ARCASIA Heritage Book Launching and Exhibition

Institute of Architects Bangladesh (IAB), in collaboration with the Ministry of Foreign Affairs, Government of Bangladesh organized the Launching Ceremony of “ARCASIA HERITAGE”, a publication by Architects Regional Council of Asia (ARCASIA) and an Exhibition showcasing the heritage architecture of 17 ARCASIA member countries on July 17, 2011 at the Nalini Kanta Bhattashali Hall, National Museum, Dhaka.

Dr. Dipu Moni, MP Hon’ble Minister, Ministry of Foreign Affairs, GoB was present as the Chief Guest. Also present were Mr. Mijarul Quayes, Secretary, Ministry of Foreign Affairs, GoB, IAB President, Vice-President, the IAB EC members, diplomats, many architects, students and guests. Prof. Dr. Abu Sayeed M. Ahmed, Head, Department of Architecture, University of Asia Pacific and the Editor of the Publication gave a presentation on the publication. The exhibition ended on July 22. 2011. The Ministry of Foreign Affairs bought 100 copies of this Arcasia Heritage Book for all the Bangladesh Missions abroad.

RENEWAL OF MOU WITH BERGER PAINTS FOR 10 MORE AWARDS CYCLE The 19th EC initiated the renewal of MoU with Berger Paints for 10 more Award Cycle. The process for Berger Award 2013 had started but needs follow up.

IAB IN PROTESTS

IAB Joined Human Chain to Restore and Safeguard the 1972 Constitution

IAB members joined the human chain of 113 professionals, cultural, social, civic and political bodies to support a national cause regarding restoration and safeguarding the 1972 Constitution of Bangladesh in front of Sangsad Bhaban in June 13, 2011.

IAB protests against New MRT 6 to preserve National Icon

The Mass Rapid Transit (MRT - 6) had been a very time appropriate step taken by the Government. However, the government’s recent decision to shift its initial plan and align a new proposal has created much debate. Their cause behind such shifting is to avoid barrier of air trafficking of Old Airport. MRT 6 is no doubt an essential initiative and needs to be implemented properly. In this regard, concerned experts and professionals have earlier met the representatives of the Government and the Air Force to make them understand that the MRT 6 route through the Bijoy Swarani is possible without affecting the air traffic. In this regard, The Institute of Architects Bangladesh (IAB) played a vital role and had come forward along with the support of some other professional bodies to express a united concern about saving the architectural integrity, planning and environmental aspects of the National Parliament Building Complex from the threat of the new proposed MRT 6. Apart from arranging seminars and discussions for generating awareness on this issue, their protest included a human chain and later, a token hunger strike.

IAB holds peaceful human chain protesting realigned MRT 6

The Institute of Architects Bangladesh (IAB) called for a peaceful human chain at the South Plaza of the National Parliament Building, on November 2, 2011, as a protest to the new proposal. Architects, planners, engineers, lawyers, environmental groups, students from schools of Architecture formed the human chain. The main concern of the chain was to draw attention of the government to save integrity of the master plan of the complex and implementation of initial proposal of MRT 6. The human chain drew attention that it is still possible to implement the MRT 6 while preserving - our national pride and symbol of democracy, the National Parliament Building Complex; the Islamia Eye Hospital; Khamar Bari and Anwara Park.

Among the participants who delivered speeches were eminent environmentalist, scholar and Vice President of BAPA Professor Abdullah Abu Sayeed; Ar. Jalal Ahmad, General Secretary, IAB; Dr. Md. Nuruddin, Professor Harun-ur-Rashid, Head of Department of Architecture, NSU; eminent educationist and architect Professor Shamsul Wares, Dr. Abu Sayeed, M. Ahmed, Head of Department of Architecture, UAP; Dr. Fuad Mallick, Chairman, Department of Architecture, BRAC University; Dr. Nasreen Hossain, Department of

Architecture, BUET; Executive Committee Members of IAB and Ms. Zaheda Ispahani (on behalf of Islamia Eye Hospital). Along with the EC members of IAB, a number of teachers and students from BUET, BRAC University, NSU, UAP, SUB, Stamford University, Bangladesh University, Sheba and members of ARCAAB and BAPA also joined the gathering.

Token Hunger Strike

To condemn the realigned MRT, a token hunger strike was organized at the South Plaza of Sangsad Bhaban led by the Institute of Architects Bangladesh (IAB), Bangladesh Institute of Planners (BIP), Bangladesh Poribesh Andolon (BAPA), Bangladesh Environment Lawyers’ Association (BELA), Architecture Alumni Association of BUET (ARCAAB), intellectuals, media personalities and others united there to express their solidarity with the issue. This protest event took place on December 17, 2011. IAB jointly organized road march for the brutal killing of Ar. Ahmed Rajib Haider

Architects & Students under the banner of IAB & UAP brought out procession and gathered at Shahbagh Projonmo Square to protest the killing of Ar. Ahmed Rajib Haider and punishment of the killers in February 10, 2013.

IAB AROUND THE GLOBE

- A VIBRANT DA NANG TO HOST THE 32ND ARCASIA COUNCIL AND ARCASIA FORUM 16

The 32nd ARCASIA Council and Forum 16 for 2011 was held in Dan Nang, a quiet, serene resort area of Vietnam from August 15 to August 19, 2011. A 35-member architect team from Bangladesh attended the five-day program. The first day of the program featured Fellowship Meeting and Office Bearers Meeting. The 32nd Council Meeting was held on the next two days with the formal inaugural session starting on the 16th morning. Meetings of other three committees ACAE, ACPP and ACGS were also held on these two days. The last two days featured other important sessions including the 16th Arch-Asia Forum.

Architect Kazi Golam Nasir and Architect Jalal Ahmad respectively Vice President and General Secretary of Institute of Architects Bangladesh (IAB) represented Bangladesh in the council meeting. Architect Ishtiaque Zahir, Architect Dewan Arif and Architect Shaila Joarder officially represented Bangladesh in Professional Practice Committee, Green and Sustainability Committee and Education Committee respectively. Present Chairman of AKAE, Dr. Abu Sayeed M. Ahmed chaired the Education Committee Meeting. During the 16th ARCASIA Forum 16, among architects from other countries, Architect Qazi M. Arif from Bangladesh presented his paper “Paradigm of Urbanism in Bangladesh: Looking into the sense, essence and sensitivity to be Green”. The Friendship Night was celebrated on the18th night, playing a vital role in reinforcing relations among the architects from different countries. The main attraction of the night as usual was a colorful cultural program performed on an open air stage beside the sea, in which the Bangladesh team performed dances and songs based on a concept to pay tribute to the 150th birth anniversary of Tagore.

- 24th World Congress of Architecture in Tokyo

The 24th World Congress of Architecture was held in Tokyo, Japan, from September 25 to October 01, 2011. Organised by Tokyo International Forum, nearly 5500 architects from 120

member-countries attended the congress. Another important aspect of the weeklong event was the 25th General Assembly of International Union of Architects (UIA), the only association in its field recognized by most United Nations agencies.

The inaugural program of the congress was held on September 25. Japan’s Honourable Emperor Akihito and Empress Michiko attended the inaugural ceremony as Guests of Honour. Prime Minister of Bhutan, Jigmi Yoezer Thinley, a strong advocate of the philosophy of Gross National Happiness, gave the keynote speech titled “Architecture for sustainable happy human society”. Apart from the General Congress, several parallel sessions were held between September 26-28. Speeches by Japanese architect Fumihiko Maki and German architect Christoph Ingenhoven were notable that took place during those sessions. Maki and Ingenhoven respectively talked on the topics “Japanese Modernity: Language, scenery and communality” and “Supergreen”. In his speech, Ingenhoven explained his design philosophy using some of his most recent projects. They combined ecologic architecture with high level design aesthetics and innovative technical qualities.

A total of five theme sessions, held between September 26 and 27 were also part of the congress in which selected architects took part. The General Assembly took place during September 29-30, 2011. Official activities of different member institutes were discussed at the assembly. Although other programs of the congress were open for all, the General Assembly only featured official delegates from different countries. Architect Mubasshar Hussain and Architect Jalal Ahmed, respectively President and General Secretary of Institute of Architects Bangladesh (IAB) were the two official delegates from the country. Including the two official delegates and three aforementioned architects, a 26-member team from Bangladesh attended the weeklong even. IAB Vice President, Architect Kazi Nasir and five students were among the members of the team. At the assembly, Albert Dubler of France was elected as the President of UIA for the next three years. He will obtain the post till the next congress. Michel Barmaki of Lebanon and Patricia Emmet of South Africa respectively were elected as the General Secretary and Treasurer of the organization. Among five regional vice presidents, Malaysian architect Esa Mohamed was elected for Region IV, the representing region of Bangladesh. The whole program was held at different locations and venues in Tokyo.

A grand exhibition featuring nearly 10,000 projects by architects from different countries was displayed during the event. From Bangladesh, Architect Saumen Hazra’s project was displayed. Two other professionals from Bangladesh, Architect Mahmud and Architect Nurur Rahman also took part at the exhibition with their respective works. Among them, Architect Mahmud displayed a poster presentation based on the congress theme “Design 2050”.

- SAARCH 2012 Conference for Architects in Bhutan

The SAARCH 2012 Conference for Architects was held in Thimpu, Bhutan on March 10-11, 2012 (9th‐15 February). The Bhutan Institute of Architects (BIA) with support from the Government of Bhutan arranged the program where architects from regional nations took part. The theme for the Conference was “Cultural Continuum and Architectural Identity in Dynamic South Asia”. Honorable Bhutanese Prime Minister Jigme Thinley inaugurated the Conference.

Institute of Architects Bangladesh (IAB) took part at the Conference with over 20-member delegations. Among the IAB delegates, Vice President, architect Kazi Nasir and General Secretary architect Jalal Ahmed officially took part at the Conference. Representatives from regional countries such as Bangladesh, India, Pakistan, Sri Lanka, Nepal and Bhutan presented papers at the summit. From Bangladesh, architect Dr. Abu Sayeed presented his paper.

- Bringing Architects Together ‘ By BAA In Australia

A vast number of architects from Bangladesh participated in the event “Bringing Architects Together” which was organized by the Bangladeshi Architects in Australia (BaA) in Australia.

Comprised of a Seminar and an Exhibition, the programme took place at the BMW Edge Hall, Federation Square, in Melbourne from September 14-19, 2012.

The opening speech was given by Gen. Masud Uddin Chowdhury, he Hon. High Commissioner for Bangladesh in Ausralia. Among the invited delegates were Dr. Khondaker Showkat Hossain, Secretary, Ministry of Housing and Public Works, Md. Ahsanul Haque Khan, Chief Architect, Department of Architecture, Ministry of Housing and Public Works. Among the invited Executive members of IAB, were Ar. Mubasshar Hussain, President, Ar. Kazi Golam Nasir, Vice President, Ar. Abu Hena Md Zia Uddin, Joint Secretary, Ar. Tapos Kumar Roy, Treasurer, and Ar. Md. Shahinul Islam Member (Culture). Foreign delegates like Architect Shelley Penn, AIA National President, Ar. Louise Cox (Ausralia), Architect George Kunihiro (Japan), President ARCASIA, Architect Pei Ing Tan (Malaysia), President Elect ARCASIA. In the Seminar, presentations were made by architects from boh Bangladesh and abroad. From Bangladesh, Ar. Abu Sayeed Mostaque Ahmed, Ar. Md. Rafiq Azam, Ar. Iqbal Habib, and Ar. Patrick D’ Rozario with Ar. Selim Altaf Biplob gained much appreciation. Presentations on the works of Ar. Alec Tzannes (Australia), Architect Paul Pholeros AM (Australia), Architect Gregory Burgess AM (Australia), Prof Diego Ramirez-Lovering (Australia), Head Faculty of Architecture – Monash University, Prof Hisham Elkadi (Australia), Head School of Architecture and Building – Deakin University Prof Philip Goad (Australia), Chair Faculty of Architecture Building and Planning – Melbourne University and Bangladeshi architect Mizanur Rashid (Singapore) also enriched the Seminar. Title sponsor, Sayeed Parvez Reza Latif and Platinum sponsor Mohammad Abdul Awal were also present in the program.

Participating architects travelled around Melbourne, Sydney and Canberra while cultural programmes presented by the Bangladeshi architects made an additional success of the event. The Australian Institute of Architects had given a reception in their office to welcome the architect delegates. The High Commissioner of Bangladesh posted in Australia hosted a reception followed by a grand dinner for the Bangladeshi architects. Overall it was a great rendezvous for the architects of home and abroad to meet and share some wonderful days together in Australia.

- The 15th Asian Congress of Architects in Bali :A Celebration of ARCASIA The 15th ARCASIA Congress was a celebration of success for ARCASIA and IAI, the Indonesian Institute of Architects who was the host of this prestigious event. With the theme being ‘A Modernism Challenge: Asian Cities and Architecture Heritage in a new Paradigm’ the Congress took place during October 28 to November 3, 2012. The grand event venue was in Bali Nusa Dua Convention Center. The Keynote Speech and Opening Ceremony was held on October 29 with Plenary Session on main theme and parallel sessions on three sub-themes. The Plenary and Parallel Sessions also continued on October 30, 2013. There were altogether four presenters from Bangladesh. Ar. Sultana Zakia Rahman, Ar. Qazi M. Arif, Ar. Fahmid Ahmed and Ar. M.M. Hossain Tofa.

The Office Bearers' Meeting, Committee Meetings( 4 Committees), Fellowship Meeting and Council Meeting along with the Plenary and Parallel Sessions made this high profile event a busy one. The meetings were held in The Mansion Resort, Ubud, a unique place of natural settings. A touch of youthful vigor was added through the Student Jamboree activities, the venue of which was Werdhapura, Sanur. Participants enjoyed the Material exhibition and the ARCASIA Awards Exhibition too. The Congress was concluded through the colourful and musical Friendship Night, a prime attraction of the whole arrangement which took place in the sea-side Tiram Cafe & Resto, Jimbaran.

IAB ACTIONS FOR MEMBERS AND PROFESSIONAL DEVELOPMENT

- Membership Examination:

To maintain the professional skills of the new members joining the profession, from June 2011, Membership Examination is being regularly conducted by IAB. The statistics of candidates appearing for IAB membership examinations during the 19th EC Tenure are given below: (To be inserted)

- Continuing Professional Development (CPD) Program from January 2012:

Most of the IAB members would agree that unlike a business association like REHAB or BGMEA, IAB’s activities should be mainly focused around professional capacity building of the members. As part of these activities, 19th EC reintroduces Continuing Professional Development (CPD) Program from January 2012. Since then, there were total XX number of CPD sessions and XXX number of IAB members participated in these CDP programs.

- Member’s Day

The 19th Executive Council of IAB has assigned every Tuesday of the week ,to serve members exclusively in to listen to their professional queries. IAB joint Secretary looks is available to listen to the members on Tuesday evening.

- Accreditation of Schools of Architecture:

IAB has began the formal Accreditation process of the schools of architecture offering B.Arch. Programme in Bangladesh under the ASIAB and already the following schools have been accredited: And there are X more application awaiting processing

- Initiating New Chapters/Centers of IAB

The members of 19th EC visited and met the architects of Sylhet and Khulna to open local IAB Chapters/Centre. To facilitate and encourage the Candidate members of Sylhet and Khulna, IAB organized a separate membership examination so that there could be adequate number of Members to open a Chapter/center in Sylhet and Khulna. Preparatory works of opening IAB centres at Sylhet & Khulna are complete, inspite of all the preparation by the local architects, inauguration of these IAB centres have been deferred till the Bi-AGM.

- Green Building Assessment Initiative by IAB

The Institute of Architects, Bangladesh, IAB has taken the initiative to develop the first green building assessment tool in the country. IAB has come to an understanding with the Bangladesh Green Building Council (BGBC) that IAB will play the lead role in the BGBC. When approved, the Application of this tool will not only help to guide and assess green building and sustainable design initiatives in the country but also reduce dependence on foreign Green Building Consultants in the country.

- IAB WORKSHOPS AND CPD COURSES 2012 -2013(15 Nos.) Continuing Professional Development (CPD) Program: Most of the IAB members would agree that unlike a business association like REHAB or BGMEA, IAB’s activities should be mainly focused around professional capacity building of the members, especially the new members. As part of these activities, 19th EC started the Continuing Professional Development (CPD) Program from January 2012 Continuing Professional Development is a concept, a flexible approach to maintain professional competency. CPD is a common requirement for most applied professions. CPDS are designed based on what a professional needs to know/learn based on professional circumstances at a given time.

CPD, essentially, are designed such that they can be easily carried out in parallel to one's professional activities as well as very much personal to improve personal professional competence.

- IAB as a partner in organizing Seminars

4-Day International Workshop on Revisiting And Remapping Ramna

A four-day international workshop titled “[Re]Visiting Ramna/[Re]Mapping the Place” was held at BUET from September 11-14, 2011. IAB in association with BUET and OSA ASRO KULueven (Belgium) arranged the workshop. The inaugural ceremony was held at the Seminar Hall of BUET Auditorium, on September 11. Professor Dr. S. M. Nazrul Islam, Honourable VC of BUET formally inaugurated the workshop presenting as the chief guest. Pointing on the importance of the workshop and historical aspect of Ramna he said, “This workshop will make an example to develop our infrastructure. It is a timely initiative. Ramna has a great cultural and architectural background.” Ar. Mubasshar Hussain, President of IAB; Professor Dr. M. Habibur Rahman, Pro VC, BUET and Professor Bruno De Meulder of KULueven, also team leader of the workshop, spoke as special guests. In his speech, the

IAB President signified the collaborative work and hoped that such kind of work would help to bridge bond between the universities and his organisation. Professor Meulder thanked the hosts for inviting him to participate in the workshop. Professor Qazi A. Mowla, workshop coordinator delivered the welcome speech, while Professor Hildegarde Heynen, Dept. of Architect, UD & RP (ASRO), KULeuven gave the vote of thanks.

Divided into 6 groups, 30 students, both from Bangladesh and Belgium took part in the workshop. After the inaugural program, a business session was held at the venue where Prof. Sharifuddin Ahmed, Dept. Of History, Dhaka University, Prof. Nazrul Islam, Chairman, CUS, Prof. Aynoon Nahar, Dept. Of Anthropology, Jahangirnagar University and Ar. Salma A. Shafi presented their lectures on different topics.

- GREEN HABITAT: CHALLENGES OF GREEN ARCHITECTURE IN LOCAL & GLOBAL CONTEXT

A daylong International seminar titled ‘GREEN HABITAT: CHALLENGES OF GREEN ARCHITECTURE IN LOCAL & GLOBAL CONTEXT’ was held on Friday, 12 October 2012 at the Ball Room, Hotel Ruposhi Bangla. The seminar was organized by BUET Alumni Association (BUET AA), in association with Institute of Architects Bangladesh (IAB), Institution of Engineers Bangladesh (IEB), Dept. of Architecture, Ministry of Housing & Public Works.

The program was inaugurated by Engr. Hasanul Haque Inu, MP, Hon'ble Minister, Ministry of Information, People's Republic of Bangladesh. The Invited Speakers in the seminar were Ar. Madhura Prematilleke (Sri Lanka), Ar. Qazi M Arif (Bangladesh) and Ar. Nimish Patel (India).

Engr. Md. Nurul Huda, President IEB, Ar. Ahsanul Haque Khan, Chief Architect. Dept. of Architecture. GOB, Ar. Mubasshar Hussain, President IAB chaired the three sessions and Ar. Prof. Haroon Ur Rashid, Ar. Dr. Zakiul Islam and Prof Dr. Fuad H Mallick discussed on the papers following each presentation. Each presentation was followed by open discussion sessions participated by hundreds of architects, students of Architecture, engineers, planners and other dignitaries.

Prof. Dr. Jamilur Reza Choudhury, who chaired the opening and closing sessions of the seminar, emphasized the importance of Green Built Habitat and outlined some of the recent initiatives taken in Bangladesh. He hoped that with the combined efforts of all professionals involved in built environment, viz. planners, architects and engineers, Bangladesh can emerge very rapidly as one of the leading countries in the Green Building movement.

- SEMINAR ON WORLD ARCHITECTURE DAY AND WORLD HABITAT DAY 2012 A seminar titled ‘Architects are City Changers’ was organized by the Institute of Architects Bangladesh to mark the occasion of World Architecture Day and World Habitat Day, 2012 on October 18, 2012 at the PWD Seminar Hall, PWD Building, Dhaka.

The seminar started with the welcome address by Ar. Jalal Ahmad, General Secretary, IAB and concluded with an address by Ar. Mubasshar Hussain, President, IAB as well as with the vote of thanks by Ar. Saumen Hazra, EC Member, Seminar, IAB. The Key-note presentation was delivered by Ar. Kazi Khaled Ashraf while four more presenters Ar. Saif Ul Haque, Ar. Maqsood Sinha, Ar. Md. Iqbal Habib and Ar. K. Hasibul Kabir presented their papers to a large audience. - PUBLIC PRIVATE DIALOGUE: SUSTAINABLE ARCHITECTURE & GREEN BUILDING INITIATIVES IN BANGLADESH

The Department of Architecture, North South University, in partnership with the Institute of Architects, Bangladesh (IAB) and the Housing & Building Research Institute (HBRI), supported by the International Finance Corporation (IFC) had arranged a seminar titled ‘PUBLIC PRIVATE DIALOGUE: SUSTAINABLE ARCHITECTURE & GREEN BUILDING INITIATIVES IN BANGLADESH which was held in Dhaka Westin Hotel on 4th December 2012. Honorable State Minister for Science and Technology Ar. Yeafesh Osman graced the occasion as the chief guest, while Acting Vice Chancellor of North South University Professor Dr. Abdus Sattar was present as a special guest.

- IAB Recruits New Staff

To attend to ever increasing activities and to improve efficiency regarding membership, examination, seminars, competitions, RajUK/CDA registration, liaise with relevant govt. agencies etc., a new staffs member joined IAB from December 2011 to serve at the front desk and simultaneously job responsibilities of existing staffs had also been reassigned.

To cope with the increasing work loads and for handling day to day affairs related to professional issues, the 19th Executive Committee also recruited an architect on a contract basis.

- IAB Office Renovation

To facilitate the increasing number of Members, toilet of IAB Office at Dhanmondi has been renovated & the two service desk have been placed at the front office and some refurbishment works were undertaken with the financial & material support from some of the EC members.

IAB SPECIAL ACTIVITIES

- Condolence Resolution for Late Ar. Muzharul Islam

The 19th EC in a special meeting held on July 30, 2012, unanimously passed a condolence resolution and decided to name the IAB Gold Medal as “Muzharul Islam Gold Medal” and the library of the under construction IAB Centre as “Muzharul Islam Memorial Library”.

- IAB Extends Support To Savar Rana Plaza Tragedy Victims

IAB had come forward immediately after the deadly massacre of the Rana Plaza at Savar. The immediate action was the effort in initiating blood donation by asking all members to donate blood through sms.

On 26th night of April, 2013, IAB, BUETAA, BAPA and Del Vistaa Foundation had delivered a truck loaded with emergency supplies to the Army Co-ordination Cell in Savar for the victims of this speechless tragedy. Some of the IAB Executive Council members had visited the tragedy site too. Items like Water, Biscuits, Aerosol, Bleaching Powder, gas and face Masks, Safety helmets, Construction tools etc. were included in these supplies.

Later, IAB EC members also contacted Dr. Enam of Enam Medical College Hospital at savar and arranged for the supplies of Life-saving drugs and antibiotics.

IAB also initiated to generate a fund not only for the immediate need of the wounded and survivors but also for their future needs. The Institute has decided to sponsor a few survivors too. In this regard, IAB has called meetings and also decided to form a disaster management cell in order to be able to act immediately in times of such disasters.

Earlier, IAB had also come forward along with BUETAA, to extend support for the victims of Tazreen Garments Fire Tragedy. A separate fund has been crested to help the victims and their family members.

A committee have been formed headed by Ar. Iqbal Habib to organize a long term action plan with this fund.

- IAB Picnic 2012 & 2013: IAB Members and their family members participated in the overnight grand gala picnics held at Koitta, Manikgonj during January 5-6, 2012 and also in janaury 2013.
