Scope of the presentation:
To present the IACS UR which has beenapproved by Council.
To explain the background to it, how the
draft UR was developed and show howindustry comments were discussed andincorporated into it.

Introduction:
At MSC 77 (2003) the Bahamas and Greece proposed
IMOs involvement in developing Goal-basedstandards (GBS) for shipbuilding. OCIMF made a
submission which called for the consistentimplementation of classification requirements.
IACS Council have agreed to include thedevelopment of GBS for shipbuilding into its
strategic plan
a joint submission IACS/Bahamas/Greece was made to MSC.
MSC agreed that a new work programme item to beplaced on the agenda of MSC 78 in May 2004
IACS Council agreed to establish an Expert Group for
developing Unified Requirements for the survey ofNew Buildings in December 2003. This groupsubmitted a final draft which incorporated industrycomments.
Council approved UR Z23 in July 2006 and issued itin August for implementation from 1 Jan 2008.

Objectives of the expert group
Develop comprehensive unifiedrequirements for survey concentrating onthe hull structure
Establish a link between classification and
statutory surveys and the draft Goal-basedstandards being developed at IMO

The make up of UR Z23
Defines the scope of survey sub-contractors andshipbuilders to be treated alike.
Assessment of the construction facilities required.
Provides a list of surveyable items for the hull
structure. Requires newbuilding survey planning.
Requires on the examination and test plan fornewbuilding activities.
Requires demonstrable proof of consistency ofsurveys and describes auditable information.
Defines the requirements for the Ship ConstructionFile.

IACS Council has requested the expertgroup to continue with specific taskswhich include:
develop a UI for initial statutory surveysat new construction
discuss the issue of coating in its reviewof statutory issues, consulting with theIACS expert group on coatings
