International Basic Safety Standards

Overview of IAEA Safety Standards

22-25 May 2012, San Jose, Costa Rica

Tony Colgan

Head, Radiation Protection Unit

Why Safety Standards?

IAEA Statute (Article III.A.6)

• “To establish or adopt… [in consultation with…] standards

of safety for the protection of health and minimization of

danger to life and property”

• “…and to provide for the application of these standards”

BSS Workshop Costa Rica 2012

VISION for the IAEA Safety Standards

Our Vision

• The IAEA safety standards seen as the global reference for nuclear,

radiation protection, radioactive waste and transport safety

• Used by Member States to deliver consistent levels of safety for the

protection of workers, the public and the environment

• Many safety standards are jointly sponsored by other international

organizations

Interface between Safety and Security

• New committee has been established to approve security

guidance documents: Nuclear security Guidance

Committee

• Safety DPPs and security DPPs to be reviewed to identify/define

interfaces

• Draft documents that have a identified interface should be developed in

consultation

• Draft safety and draft security documents should be reviewed and

approved to ensure that the coordination has been effective

Long-term Structure

BACKGROUND (June 2006)

• The CSS requested the Secretariat to prepare for November 2006 a proposal for a revised overall structure for the safety standards, which should:

• develop a vision on what the entire series would comprise in the future (the concept of a ‘closed set’ of safety standards);

• establish a logical relationship between the unified Safety Fundamentals and the various Safety Requirements, as well as logical relationships between the Safety Requirements and the subsequent Safety Guides;

• maintain a manageable number of publications and take into account the need

for efficiency and timeliness for the future development of the Series.

Safety Guides to support the BSS

Supporting Safety Guides - general

• Radiation Safety in Medical Uses of Ionizing Radiation (DS399)

• Radiation Protection of the Public and the Environment (DS432)

• Occupational Radiation Protection (DS453)

New dose limits for the lens of the eye will be addressed appropriately in

each safety guide

Technical Meeting Q4 2012 in Vienna

BSS Workshop Costa Rica 2012

Safety Guides to support the BSS

DS453 – Occupational Radiation Protection

• To supersede: RS-G-1.1, RS-G-1.2, RS-G-1.3, RS-G-1.6, GS-G-1.4

• First Consultants Meeting in April 2012

DS399 - Radiation Safety in Medical Uses of Ionizing Radiation

• To supersede: RS-G-1.5

• To cover all aspects of radiation protection in medicine (occupational, public,

medical exposures, waste, transport, safety of sources, etc)

• Drafting to start in 2nd half of 2012

DS432 - Radiation Protection of the Public and the Environment

• New Safety Guide

• Several Consultants Meetings have already taken place

Safety Guides to support the BSS

• Feedback from Workshop – Safety Guides

• Are there any gaps in the coverage of topical areas by

the existing Safety Guides?

• Are there requirements/topical areas in the revised BSS

that you have difficulty implementing, that require

additional guidance?
