• Offer to private tenure – owner or rented living within
LA defined areas. Scheme managed by LAs
• Funded by Scottish Government April 2013- March
2016. Funding in 2014/15- £60 million
• Aim to tackle fuel poverty
• Funding allocated based on need in LA area but
some also through a bidding process
• Requirement to match fund with Energy Company
Obligation (ECO) funding. (possibly attaining over

Housing standards – private sector
Regulation of energy efficiency in private sector homes (REEPs)
• The Scottish Government is working to develop proposals for setting minimum energy efficiency standards for private sector properties.
• A working group has been set up to consider the issues around regulation
• Intention to consult publically on these proposals in the spring.

Home Energy Scotland renewables loans Interest free loans of up to £10k for domestic

electricity and heat technologies and connections to
renewably-fired district heating schemes. Operates

Low Carbon Skills Fund
• Available to SMEs (up to 250 employees); can apply for up to £12,500
towards training costs
• Funding up to 25 episodes of training
• 50% of training costs, up to a maximum of £500 per episode (enhanced
funding available for non-domestic GDA training)
• No double funding allowed
• Fund cannot be used for statutory training. An example is F Gas training,
where the training may be eligible for funding, however the accreditation is
not.
• Funds can be used towards GD training and certification
