•  The Names portion of this proposal is conditioned on ICANN-level accountability mechanisms currently under development in the Cross Community Working Group on Enhancing ICANN Accountability (CCWG). The Numbers and Protocol Parameters portions of the proposal are complete, ready for implementation, and have no dependencies on the work of the CCWG or other remaining processes. !

•  Advise and assist NRO EC in its periodic review of the service level of the IANA Numbering Services provided to the Internet Number Community.!

•  Report to the NRO EC concerns regarding the performance of the IANA Numbering Services Operator, including any observed failure or near failure by the IANA Numbering Services Operator to meet its obligations under the SLA!

•  Submit report to the NRO EC once per year!

RC limitations"

•  The Review Committee does not have any power to commit the NRO EC to any recommendation or decision made by it, except where and to the extent that it has express delegated authority from the NRO EC!

RC Composition"

•  15 members total!•  two community appointees – Not staff!•  one RIR staff from each region – non voting!•  RIRs to appoint RC members by methods of

their own choosing.!•  RIRs shall determine the term of appointment for

its RC members.!•  Each RIR may, from time to time, remove and/or

replace any of its appointed RC members"

RC Proceedings"

•  Meet entirely via teleconference!•  Meetings must be held at least twice each year,

and more often as required!•  RC final report and/or recommendation to the

NRO EC, it must first consult and seek the feedback and comment from the Internet Number Community!
