The IANA Stewardship Transition Process – Current Status• Mar 2014: Announcement from the NTIA• Sep 2014: RFP from ICG to the three

operational communities of the IANA function (Deadline set as 15th Jan 2015)

• RIR communities• Sep-Nov 2014: discussions by each RIR

communities• Nov 2015: The CRISP Team set up• Dec 2014-Jan 2015: the CRISP Team has

consolidated proposals from the RIR regions into a single global proposal

• Combined proposal submitted to NTIA: Current target is Sep 2015

Overview of discussions

• Agenda• Recap on the role of the NTIA, transition discussions process and overall

timeline • Discuss the IANA Stewardship transition from different perspectives such as

the number resources, domain names, operator• Discuss future steps – implementation of the numbers proposal by RIRs

• Major discussion points• Status of the names community, ICANN accountability • Implication if we do not meet the target date• More outreach in balance with moving the process

Future Step from RIR community perspective• Start consideration for implementation• RIRs will consider implementation, in consultation with the community• Develop SLA Text, details of the Review Committee

• For SLA • Text to be developed based on the principles listed on the numbers proposal

and NTIA requirements• RIRs to work with ICANN, consulting RIR communities at RIR meetings and

online

Confirmation with the community

• Question raised by APNIC at the session in preparation of SLA• How much flexibilities can be accommodated from the numbers proposal in the course of

discussions with other entities/communities?• ICANN, NTIA, ICG and other operational communities?

• Key points: Termination, jurisdiction

• Way forward• RIRs to develop the SLA text based on the principles listed on the numbers proposal

• The CRISP proposal gives clear guidance• There has been no official feedback on our proposal related to SLA text from ICANN, NTIA, nor ICG

• If ICANN, NTIA or ICG have comments on conditions of the SLA, we expect them to be communicated openly to the numbers community• We can then confirm whether there are any rooms for flexibilities, depending on the rationale and impact

on stability and service level of the IANA function, maintaining accountability of ICANN, etc

Next Step

• RIRs to develop SLA text based on the numbers proposal

• The status of preparation/SLA text are to be updated in coming RIR meetings (AFRINIC, ARIN, LACNIC, RIPE)• Building on from the confirmation at APNIC39• If any feedback is given from ICANN, NTIA, ICG, we expect to be discussed

openly with the community

• As APNIC community• Key updates/consultation are to be made on <ianaxfer[at]nro.net> mailing list• We can join discussions at other RIR meetings physically/remotely
