In his speech, the minister said graduate employability is in line with the government’s efforts to transform technical education in the country. The skills and competency of human resources depend on the quality of the education system, where technical and vocational education is an important element in improving economic productivity, he said.

The minister called on industries to continue their commitment with IBTE in working together to shape the Industry Competency Framework. “In addition, the industry can help in providing information related to human resources needed to make sure courses offered by IBTE continue to be relevant and fulfil the needs of the industry,” he added.

In his welcoming remarks, Dr Chin Wei Keh, CEO of IBTE shared that various changes have been planned and carried out by IBTE to achieve its vision of becoming a “leading post-secondary institution for the education and technical training by 2018”. Towards achieving this vision, IBTE strives to achieve the goal of two key performance indicators, KPIs which are the employability rate of graduates and employers’ satisfaction. In a pre-convo study, it was shown that 96 % of graduates have obtained employment or recieved Conditional Offer of Employment (COE) whereas 97 % are working in fields relevant to their programmes. He also said that 27 new programmes will be introduced in July 2015 which are in line with the needs of industry. This is to ensure that graduates produced each year will be able to meet industry needs and standards. Furthermore, IBTE through its Continuing Education and Training (CET) arm will be offering short courses for locals who want to improve their skills.

Around the world, effort is being made to improve the employability of workers, their career mobility and increasing the productivity of

enterprises through better quality and relevant training. The millennials now face a challenge where they need to become familiar with new technologies and cope with rapidly changing workplaces in order to stay relevant and productive.

15 July has been declared as the World Youth Skills Day by the United Nations, at its General Assembly in November 2014. This day seeks to generate greater awareness of and discussion on the importance of technical, vocational education, and training and the development of other skills relevant to both local and global economies and to help reduce unemployment and underemployment among the youth across the globe. It will also highlight youth skills development to draw attention to the critical need for marketable skills. Brunei Darussalam who has been a member of World Skills International since 2004

will also be part of the global community celebrating this event.

Since revamping its technical education system to stay relevant and responsive to the social and economic needs of the country, IBTE in its capacity as the nation’s provider for technical and vocational education plays a main role in providing skills training for the nation’s youths equipping them with skills required for the jobs of today and those of tomorrow. By having the necessary skills, young people are able to not only make informed life and work choices but also empower them to make a smooth transition to work.

During an interview, two IBTE graduates share the importance of skills and education and how, equipped with the knowledge and training they obtained from technical education, has propelled them to be as successful as they are now.

Mohd Hanafi bin Hamdan, a graduate from the BDTVEC National Diploma in Travel and Tourism, IBTE MTSSR chose to enrol in this programme because he believes that this field has the potential

to diversify and develop the nation’s economy from relying on the Oil and Gas industry. His passion and determination to prove that the future is bright in this field motivated him to work hard. In a dynamic course such as travel and tourism, creativity is a must where students are encouraged to move out of their comfort zone and to think out of the box especially on how to market Brunei’s hidden wonders. The skills acquired through projects such as tour guiding gave Mohd Hanafi the confidence to communicate and express his creativity which allowed him to have a different perspective on the travel and tourism industry. Two months after completing his studies, he was employed by a company under Royal Brunei for six months before landing a job with Emirates Airlines, one of the world’s top ranking airline companies. Mohd Hanafi hopes to continue working with Emirates and to use the knowledge and experience gained to help develop the tourism industry in Brunei.

BRUNEI has once again welcomed the Russian ‘Pallada’, one of the world’s largest and fastest tall-sailing ships for a second time at Muara Port. The Pallada is said to be the fastest sailing ship in the world, capable of speeds up to 18 knots, and is used by maritime students to learn practical navigation and traditional sailing skills. The visit of the well-known sailing ship was organised by the Brunei Maritime Academy (IBTE BMA) in collaboration with the Singapore Maritime Academy (SMA).

The aim of Pallada’s visit was to create awareness and instill passion and attract the interests of youths in becoming seafarers and provide them with first-hand experience in the field of maritime education through interactive communication with the friendly crew and cadets of the ship.

IBTE BMA has been running seven maritime programmes, recruiting and training more than 200 potential local seafarers. With support from our maritime networks and to meet their continuous demand, have allowed our students to be taken under their wings and set sail for a bright future at sea. IBTE BMA students have the rare opportunity to be trained on-board the tall ships for a more unique learning experience.

Demand for seafarers over the years, especially now when Brunei’s shipping industry has gained more momentum and significance, have increased.

Various collaborative effort to continue developing cooperation between the government and non-government agencies are underway to discover and nurture the talents and skills of potential students to serve the maritime industry in Brunei. Currenlty less than 50 per cent of the marine industry workforce are locals.

Brunei Welcomes Russian Ship Pallada

Running a business is not a venture to be taken lightly. It requires dedication, hard work and determination. Zamri Bin Muhamad, an IBTE Wasan Vocational School graduate from BDTVEC National Diploma in Fisheries programme laboured hard to build his company, SEASTAR Company which specialises in operating small scale fish cages. The young entrepreneur was recently awarded the BEDB Micro Grant under

the Youth Entrepreneurship Development Programme (YEDP) where Zamri aims to use this opportunity to further expand his fish cage business. He believes that theory and practice goes together as this combination promotes better understanding of the subject matter. Through his training in IBTE SVW, Zamri was able to utilise the skills in his business such as cultivating fish in a floating cage. He advise students who are interested to pursue technical programmes to put aside any negative view others may have of the system and instead focus on the benefits one can reap from technical training which teaches skills that open doors to gainful employment in both public and private sector including entrepreneurs.

AT the Shell Eco-marathon Asia (SEMA), teams participate in either the UrbanConcept or Prototype category, competing who can drive the furthest on the equivalent of one kilowatt-hour (1 kWh) of electricity, one cubic metre of hydrogen or one litre of fuel.

Over 120 student teams from 17 countries across the Asia Pacific, Middle East and Africa competed in the eco-marathon this year.The Brunei competing delegates were UBD GenNext Harapan and Pejuang and IBTE PLM Alpha 4 and Alpha 7.

Brunei’s Delegation Head Pg Sofhrin Pg Hj Ibrahim, IBTE PLM, said there was great camaraderie among the Bruneian and international teams.

“It was a proud feeling to see our IBTE PLM and UBD teams on countless times helping out other teams, such as Qatar and Bangladesh, some of whom were joining SEMA for the very first time,” he said. “Every cent and kind word will go a long way in Brunei’s participating at Shell Eco-Marathon Asia,” he added.

SIX patients from the Spinal and Head Injury Support Group from the Medical Rehabilitation Unit RIPAS have successfully completed their training course at IBTE SP. They received their certificates in a certificate presentation ceremony held on 30 May 2015 which was officiated by the Acting Principal of the Business School, Cikgu Hj Abd Ishak bin Hj Idris.

The training programmed started from 18th April to 30th May 2015 and involved courses such as Basic Business Skills, Basic Bookkeeping, Clerical Basic and Basic Computing. The training aims to equip the participants with the knowledge and skills that are useful for them to get better jobs, and hopefully help them to be more independent.

This initiative is part of the corporate social responsibility and one the services provided by Business Centre Business School.

A GROUP of 33 ISQ students under the Energy Industry Competence Framework (EICF) Scheme celebrated the end of their training at the Joffren Omar (JO) Company Sdn Bhd ISQ Cohort 2 Graduation event.

The 18 welding students and 15 scaffolding students went through six months of training under JO, a Registered Training Organisation (RTO) under the Energy Industry Competence Framework (EICF) Scheme.

Students were given certificates of completion and souvenirs by their Learning Development Manager, Gary Young.

During the event, special awards were given to the top performing students and those who achieved 100 per cent attendance during training, by JO Managing Director Pengiran Mohd Noor Joffren bin Pengiran Omar and JO Corporate Director Pengiran Mohd Noor Izzudin bin Pengiran Omar respectively.

Furthermore, the successful students will

receive their international certificates from TWI (The Welding Institute, UK) for welders and from CITB (Construction Industry Training Board, UK) for scaffolders in due course.

In a press statement released by the company, the students have accepted Conditional Offer of Employment (COE) from various oil and gas service companies and hence will be able to start full time employment with the companies from June 8.

This is the second intake under JO’s apprenticeship scheme and the next batch will start their training on 11th May 2015

IBTE Receive Visitors From Oman And INSTEP, Malaysia SCHOOLS of Excellence IBTE PLM and IBTE MKJB recieved visitors from Oman and Malaysia during seperate ocassions earlier this year.

The Omani delegation was led by Sheikh Khalid bin Ghalib bin Ali AL Hinai, Human Resources Advisor to the Honorable Minister, Mr. Suliman bin Mohamed bin Majid Al Saifi, in

charge of Human Resources at the In-country value office, Mr. Jamal Bin Hadib bin Mohsin Alhabsi, Head of Omanization at oxydental company and Mr. Muslim bin Rushed Bin Qasim Almunziri, Chief Executive Officer at OPAL (Oman Society for Petroleum Services), and officials from EDPMO.

IBTE Business Plan Winners

BAIDURI Bank sponsored a Vocational and Technical Entrepreneurs Business Plan Award 2014/2015 organised by SP IBTE.

The award ceremony was held at Radisson Hotel with prizes in the form of Baiduri Student Account 4U Value Pack presented to the top three winners of the Business Plan Award. The Entrepreneurs Business Plan competition began in October 2014 where a total of 29 business plans were submitted from various institutions under IBTE. Out of these submissions, three business plans were shortlisted to further compete in the final judging.

The three shortlisted business plans were from IBTE SP, IBTE SVNR and IBTE SVSB. Each team that represented the schools were called on stage to present their business plan in front of judges and invited guests.

Presentation of prizes to the winners were by Dr Chin Wei Keh, CEO of IBTE.Muhammad Hafizul Asmee Bin Jasni from IBTE SVNR emerged as the champion and won B$1,000 worth of Baiduri Student Account 4U Value Pack, while IBTE SP and IBTE SVSB won second and third place with B$800 and B$600 worth of Baiduri Student Account 4U Value Pack respectively.

The visits’ objectives for the Omani delegates were to discuss the experience in organising job fairs and visiting training centers in Brunei Darussalam. Whereas for the INSTEP delegates, the visit was aimed at exploring opportunities and cooperation that would benefit both parties.

Both visits to IBTE PLM and IBTE MKJB consisted of briefings on EICF programs and BMA respectively that IBTE offers and a tour to some of the classes and two registered training organisation (RTO) namely Syarikat Pakar Tenaga Bersatu and Institut de Soudure (IS) Industrie Sdn. Bhd.

The Omani delegates also visited more RTOs such as Joffren Omar Company Sdn. Bhd., Mashhor Group of Companies, Megamas Training Centre as well as BAPSLH (the HNTec facilities used by students) and Brunei Marine Academy located in Belait District.

“Hala Tuju Yang Mana Satu” IN ITS desire to increase awareness and to attract more students to join the technical education system which offers a unique yet rewarding pathway, distinctively different from the academic stream, IBTE’s public relation and marketing division has been giving career pathway talks in collaboration with the Career and Counselling Division, MOE to numerous secondary schools across the four districts throughout the year. It is hoped that such talks will help to disseminate information as well as raise awareness to students and teachers in secondary schools of the benefits of having a technical education background. The reception received were quite overwhelming because many were unaware of the pathways offered by IBTE and by having these talks they have an avenue where their queries were addressed directly.

IBTE schools of excellence opened up their doors annually around March to prospective students and their guardians allowing them to get a sense of what technical schools is like and to pick up a wide range of useful information including courses offered and scholarships available.

The open days gave visitors the opportunity to meet the instructors where they will be briefed on the specific admissions requirements, the subjects taught as well as the teaching methods employed.

IBTE Team Building ProgrammeIN ORDER to disseminate consistent information on the Transformation of Technical Education and to update the IBTE staff on the initiatives that are being carried out, IBTE holds a two-day workshop called IBTE Team Building Programme every month.

The monthly programme will be held throughout the year. Each month, a total of 40 participants from vocational and technical institutions (VTIs) will be invited to the team building programme. The most recent one was conducted in June 2015 at MISC, Citis Square and was the 6th event so far. To date a total of 230 teaching staff have attended the team building programme since January 2015.

The IBTE team building programme is aimed to gather the VTIs’ Heads of Departments, teaching staff and officers of IBTE to interact in a more open and safe environment and discuss ways on how to achieve the vision and mission of IBTE by 2018. Not only would the participants learn about the transformation’s initiatives such gatherings also promote a positive team culture, value and behaviour that can be brought into their workplace.

The programme includes workshops on human resource development, and research and development. During the session, the participants will brainstorm and provide valuable ideas on how IBTE can come up with a plan and framework to build IBTE into a technical institution that can produce employable graduates that will be able to sustain employers’ satisfaction. Speakers from industries are also invited to share their knowledge and experience on industrial training and assessment to the teaching staff of IBTE.

It is hoped that this team building programme can be used as a means for the IBTE staff to share and contribute their knowledge and expertise in keeping IBTE in the forefront of its upgrading plan, particularly in making it as a first-choice secondary-post education as well as continuously staying relevant to the industrial needs.

Thank You!IBTE would like to express our sincerest appreciation for the continous support and close cooperation that exist between IBTE and our following partner industries and agencies.

Cascading Of Competency Based Assessment TrainingAs part of its effort to create awareness and understanding of Competency based Training (CBT) and Competency based Assessment (CBA) amongst its teaching instructors, IBTE sent eight teaching instructors from the VTIs and also from IBTE to attend a two week Competency-based Assessment (CBA) training programme entitled ‘Strengthening Competence Assessment in TVET’ at SEAMEO-VOCTECH from 18th to 30th August 2014.

These instructors were then requested to cascade the information that they had obtained from the two week workshop at SEAMEO-VOCTECH.

An Action Plan was prepared for the cascading sessions. The cascading sessions were divided into 2 phases. Phase 1 of the cascading session was conducted from March 2015 to June 2015 (seven sessions in total) while Phase 2 will be conducted from August 2015 to October 2015 (five sessions in total).

The objectives of the CBA Cascading sessions were for the participants to:

(i) understand the concept of competency and its relationship to assessment(ii) understand the different methods of competency assessment used in TVET(iii) be aware of the practices of competency assessment among SEA countries(iv) develop written tests(v) develop and use portfolio assessment as a tool in assessing students in TVET(vi) develop rubrics for assessing assignments(vii) develop rubrics for assessing practicals, demonstrations and projects

Phase 1 of the cascading sessions focused on the HNTec, NTec and ISQ programmes that are currently in progress or will be implemented in July 2015. Phase 2 of the sessions will focus on the programmes to be implemented in July 2016 and July 2017.

As it stands now, all the seven sessions for the Phase 1 stage have been completed successfully.
