Hello Neighbors! I want to thank those of you who renewed your membership and encourage

those who have not done so yet to do so. It isn’t too late. Please consider renewing your membership or becoming a member. You can return your membership forms and dues payments to your block captain or to our Treasurer, Chris Gunst (contact information on the last page of the Courier). What do we use your dues to do? Well, we sponsor all the fantastic events in the Neighborhood. Enjoy the Fourth of July Parade and Party? WNA dues help pay for it. Do your kids look forward to the Halloween Parade and Party every year? WNA dues help pay for it. Do you enjoy the lovely public Greenspaces in our Neighborhood? WNA dues help pay for them. So, you get the picture, right? Finally, I wanted to make a personal plea for help with the coming year’s Fourth of July celebration. Last year, we had a committee help plan the event and we’d like to do the same this year. Please indicate on your membership form if you are interested in being on such a committee, or just reach out to me.As always, if you have any questions about the WNA or Neighborhood events, please feel free to contact me at [email protected] or any of the other Board members, whose contact information is provided on the last page of the Courier.

Submitted by Caroline GermanHello Neighbors,Our new playground is fully open and ready for play! Thanks to many volunteers and Bugg Tree Care, our natural play area has been filled in with a “stump tower” and “table and chairs” for more play elements. There are also “stump cookies” serving as stepping “stones” for kids to jump, walk, or skip on as well. Kids of all ages have already been enjoying our new play structure with monkey bars, slides, climbing features, and “surf board”. The swings are back with an accessible swing included and our favorite dinosaur has returned. The City up-cycled a teeter totter from another park renovation since our old one wasn’t able to be reinstalled. Thanks to many generous donations, we were able to purchase the new “Spinami” spinning structure and make space for our large natural play area. The path leading up to the playground has been redone and is now open as well. The City has also ordered us

a new ice cream stand feature since the old one was more corroded than they had thought. Otherwise, all other equipment is in and ready for play! Thank you again to the many donors, supporters, and volunteers that helped make our new playground a great space for all kids!! We hope you all can stop by and enjoy!

Sincerely,Playground Committee

Westmorland Boulevard Stone Gates Celebrate 90-Year Anniversary

The stone gates located at the intersection of Mineral Point Road and Westmorland Boulevard have served as a gateway to the Westmorland neighborhood since the late 1920s. The Westmorland Company was formed in December of 1926 to develop and sell lots on a plot of land that was bordered by Westmorland Boulevard on the east and future Holly Avenue on the west to Tokay Boulevard on the south. Development of the area in 1927 and 1928, a total of 162 lots, included the construction of Westmorland Boulevard, complete with rare gas street lamps and decorative sandstone walls with wrought iron

“Westmorland” signage and gas-lite metal lanterns set in openings in the stonework on either side of Westmorland Boulevard to identify the neighborhood. The stone gates were also meant to mark the main entrance to the newly constructed Westmorland Golf Course (opening in July of 1929 and closed in 1944) located between the newly added Holly Avenue and the future Caromar Drive. The sandstone for the stone walls probably came from one of the stone quarries located near or in the future Hoyt Park. In May of 2000, the stone wall on the west side of Westmorland Boulevard was damaged by a hit and run driver. The Westmorland Neighborhood Association board lead a fund-raising campaign to raise funds to repair and restore the stone walls. Two neighborhood grants from a City of Madison Planning Department program assisted the funding of the project. Well-known stone mason Jacob Arndt with Northwestern Stone Masonry performed the repair and tuck-pointing work in May of 2002. The “Westmorland” metal signage was wire brushed and repainted at the same time. The original metal lanterns were removed due to extensive corrosion after almost 75 years of service but they were not replaced with new lanterns at that time. Then, in the spring of 2017, the History Committee launched a project to restore the sandstone walls, the “Westmorland” signage, and have replacement metal lanterns fabricated to celebrate the 90-year anniversary of the structures. Fritz Wenger, owner of Custom Steel Fabrication of Broadhead, WI, was hired to fabricate and install reproductions of the original lanterns based on old, grainy photographs of the lanterns that were in the history committee archives. A $1,000 neighborhood grant from the City of Madison Planning Department and neighborhood donations helped fund the project. Long-time Westmorland

The history committee thanks Mary Miller for her donation of past Westmorland Couriers and directories. Some of the Courier issues that Mary provided helped the history committee fill in missing past issues in the history archives collection. The History Committee has published a booklet on the history of the Village Bar. The 36-page, 43-photo booklet tells the story of the building that houses the Village Bar and the seven owners of the business from 1928-2017. Copies of the booklet are on sale for $4.00 at the Village Bar and the Sequoya Branch Library. The History Committee welcomes residents to join our group. We meet every other month, September thru June, to discuss the history of the neighborhood and to work on history related projects. Contact Tom Martinelli (233-2850; [email protected]) if you are interested in joining the committee.

Notes from the History Committeeresidents Jerry Pasdo, 4109 Euclid Avenue, and Tom Martinelli, 445 Caromar Drive then wire-brushed and primed the metal signs, and Tim Higgins, 3921 Paunack Avenue, repainted the signage. Pasdo and Martinelli have also been cleaning the sandstone, removing years of accumulating dark mildew, lichens and air pollutants, with a product called D/2 Biological Solution. The product is typically used to clean gravestones, monuments, and historic, stone-walled buildings. After the use of extensive “elbow grease” with the D/2 product, the sandstone now has a more natural, lightly-colored sandstone look.Neighbors are encouraged to enjoy a walk through our beautiful neighborhood this fall and include a stop at the stone gates to see the improvements.

Submitted by David Thompson Friends of Lake WingraIf you add rain to leaves and soak for a few hours, you get “leaf tea,” a drink for plants that’s loaded with nutrients. The trouble with leaf tea is that once in the gutter, it runs to the lakes via storm sewers. In the lakes, it stimulates

the growth of aquatic plants and toxic algae. Leaf collection by the City helps but isn’t a final solution. If it rains before collection, leaf tea goes down the drain. Here’s one thing homeowners can do now to reduce nutrient runoff. Rake any leaves in your gutter onto the terrace before each rain. Use a tarp or bags to keep leaves from blowing back to the street.

A more effective strategy is to recycle all your leaves at home. I’m 76—I don’t find it difficult.• Create a leaf corral to prevent leaves from blowing

while they compact over the winter. Use old landscaping timbers or a 10’ roll of wire fencing.

• Pick up the leaves using a mulching mower. The mower saves work by chopping the leaves, bagging them, and transporting them closer to your corral--in one step.

• Next April, transfer the leaves to a compost bin. You can add some ash from your fireplace, plus compost from a previous year (as a starter).

• Turn your compost and add water if needed several times over the summer. As you turn, break up any clumps or add water to dry spots. Compost

should not be stinky (too little oxygen) or too soggy. Steps 2-4 speed the composting, but aren’t essential. I turn the compost into an empty bin.

• Use the compost. Once the compost is rich, dark and crumbly, it’s ready for use. Let it dry for ease of handling, then sprinkle it over your lawn and flower beds. Compost improves soil structure—it’s much better than chemical fertilizer.

Once you move your leaves to the back-yard corral, they won’t blow into the street. Leaf tea problem solved! Submitted by Joe Parisi Dane County ExecutiveIt was with great excitement that The Beacon, our new Homeless Day Resource Center located in downtown Madison, opened in early October.

Our partnership with the United Way, Catholic Charities, and the City of Madison will make a real difference at advancing our community’s goal of helping those who struggle with homelessness get into housing. My budget includes $175,000 for our share of operating The Beacon seven days a week in 2018. Partner agencies across the community will team with Catholic Charities, the operator of The Beacon, to provide employment and training, mental health, alcohol/drug addiction, and housing services like case management, outreach, and housing navigation

for hundreds of men, women, and children who face homelessness.I’m also including $100,000 in my budget to help fund Porchlight’s Safe Haven, a program that provides transitional housing and case management for those who suffer from mental illness to stabilize their living situation and reduce homelessness. In addition, my budget includes new money to support the critical work that NAMI (National Association of Mental Illness) Dane County does to better train and prepare front line responders and medical personnel on strategies to help de-escalate incidents where mental illness is a factor.Addressing homelessness and its underlying causes is a priority in my 2018 budget. Dane County’s investments in The Beacon, Safe Haven, and NAMI Dane County are going to help our residents access vital services and improve the overall wellbeing of our community.

New Garage Sale Guru NeededSubmitted by Libby WallerTruth be told, I have been secretly working on the neighborhood garage sale for the past 15 years. I was an assistant to Betsy Hauser and did the map for a number of years. I took the project on this year, when Betsy moved out of the neighborhood. I am a bit “garage saled out” and will not be coordinating again in the coming years. I am happy to share anything done in past years. If you would like to resurrect the map, I will provide you with the process we used in the past. If you would like to change the date, change the publicity, or change the signage, those points are up for consid-eration as well. This event is a favorite in the neigh-borhood and needs your energy! Please contact Emily Feinstein, WNA President, if you would like to head up this annual event: [email protected] you have questions about what was done in the past, please contact me at [email protected]. Help this event continue in our neighborhood!

Westmorland Halloween Parade and Party RecapSubmitted by Caroline German

It was another lovely day for our annual Westmorland Halloween Parade and Party. Led by our amazing neighborhood band, costumed children and adults of all ages marched up from our beloved park, to Queen of Peace School. David Landau entertained us all with his family friendly songs and humor! It was a great way to spend time with neighbors and have a little Halloween fun together. Thank you to all who attended, volunteered, and donated treats and supplies for our gathering.
