MeghSikshak
MeghSikshak is a cloud based MOOC Platform which offers e-learning services leveraged by cloud
computing capabilities and demonstrates the new model of Software as a Service (SaaS) based e-
learning system. This e-learning solution provides the essential Learning Management System (LMS)
services such as Sharable Content Object Reference Model (SCORM) based Content Delivery, Question
and Test Interoperability (QTI) based online Assessment, Learning Analytics, Discussion Forum with
Query Handler service and other communication and collaboration services.

role in planning, prevention, preparedness, mitigation and response to
disaster

access to vital information on disaster preparedness to citizens, relief
and asset management.

Interoperability across all emergency organizations
Integrated emergency management is best achieved through the
creation of a single repository of information for planning, preparation,
response, and recovery
Online missing person search, fund/ management system for donors.
One Approach for all hazards and agencies - similarity can include
early warning, evacuation, resource deployment, and community
recovery
Agencies gain by leveraging cutting-edge technology – through the
harnessing of the power of Big Data, cloud computing, mobile
technology, and Data Analytics to streamline and optimize all
emergency management processes.

NCDC may use vikaspedia portal for publishing their awareness material through
Vikaspedia crowd sourcing portal which is available in 22 scheduled languages

National Portal for Civil Defence Volunteers
Salient features of National Portal
• National portal to maintain details of all the civil defence volunteers across the country
• Facility to add existing certified volunteers as well as fresh volunteers details in to the portal
• Dashboard to show the details of volunteer’s state, district, division, post, sector and skill wise
• Fresh volunteers registered in portal they will be provided access to some basic level awareness courses through integrated MeghSikshak e-learning portal
• MeghSikshak tool can be used to train volunteers across the country on 22 short term civil defence local level awareness courses through e-Learning mode
• Once volunteers successfully completes the basic awareness courses, they will be sent to state level defence training centre for physical training
• Selected state level, certified volunteers will be intern sent to national civil defence training centre for physical task oriented training to get prepared for carrying out of emergency operation
• Provision for higher authorities to view and generate the reports for better monitoring and effective planning
• Secured Login and Authentication
• Role based access to district controller as well as division wardens to view and track the volunteers
• Facility to Add/Delete/Update volunteers details
• One click Reports Generation
• Multilingual and web responsive web portal
• Citizens can search volunteers details in and around their location in case of emergency

• Discussion forums will be made available to all the registered volunteers for discussion on any topic for enhancing their knowledge.
