Accomplishments In 2003

• Achieved federal approval of Prevention of Significant Deterioration Permit program.

• Revised lead licensing rules to include work practices for lead removal projects not currently covered and make licenses good for a three year term.

• Obtained grant and settlement funds to support diesel retrofit projects; retrofitted school buses in Hammond.

• No late permits for fifth straight year.

• Made considerable progress issuing first time Title V permits.

• Made recommendation to US EPA on 8-hour ozone nonattainment areas and on implementation issues.

• Worked with interested parties to clarify definition of “emission data” and trade secret exemption to public records requirements.

Ozone Designations and Planning• U.S. EPA will issue final ozone designations by April 15,

2004.

• States will have three years to complete plans.

• IDEM has began to work with areas where additional clean air measures are likely to be needed (Central Indiana and Northwest Indiana)

• New source review.

• Initial state recommendations due to US EPA by February 15, 2004; US EPA will finalize by December 15, 2004.

Title V Permit Issuance

• TV Permits Issued: 661 out of 794• By December 31, 2003, all but a very few will be

on public notice.• Enhanced outreach for specific permits (e.g. steel

New Source Review Reform

• Rulemaking underway to incorporate most of December 2002 federal rules.– Indiana Air Pollution Control Board will consider

draft rules for preliminary adoption January 7, 2004.

• Retaining or developing state specific language on a few key issues.

Indiana Diesel Projects

• Completed:– Northwest Indiana Diesel Emissions Workgroup

established.

– School City of Hammond Retrofit Project• The Diesel Workgroup was integral in the planning and

development of the retrofit project in which Diesel Oxidation Catalysts (DOC) were installed on 30 school buses providing estimated reductions of 20% PM, 4% CO and 50% HC.

Indiana Diesel Projects• IDEM agency initiatives:

– Form partnerships between IDEM and Northwest and Southwest Indiana schools and ultimately statewide.

– Work to create a statewide volunteer “No idle at schools” policy for school buses.

– Expand on partnerships currently in place and continue building new partnerships to address diesel emission issues.

– Investigate and, as funding is available, implement school or municipal fleet diesel emission reduction projects.

Indiana Diesel Projects

• NWI Diesel Workgroup Initiatives:– Development of a Two Year Work Plan– Completing the Pilot Travel Center

Electrification Project using IdleAire technology.

– Seeking additional funding through various means to further the development and impact of the Diesel Workgroup.

– Initiate and complete a school bus retrofit project for the School City of East Chicago.

– Initiate and complete a second Truck Stop Electrification Project in Northwest Indiana.
