A. SECTION SUMMARY A.1 Executive Summary
The Seoul Section had a very fruitful and successful year of 2006, which was highlighted by
the following activities:
IEEE Seoul (Korea) Section invited IEEE Fellow (Prof. Tho Le-Ngoc, McGill University, Dr. Yiyan Wu, CRC) and held a special seminar. (Nov. 9, 2006)
Efforts have been made to establish IEEE Broadcasting Technology
Society Korea Chapter. Prof. Yonghan Kim was in charge of this project.
Efforts have been made to establish IEEE Education Society Chapter in Seoul Section. Prof. E. S. Kang took the responsibility of this project.
IEEE Seoul (Korea) Section and Tokyo (Japan) signed Section MOU
(2006.7). Exchange programs between IEEE Tokyo and Seoul Sections would be sought. (Sep. 2006)
IEEE Seoul Section sponsored a conference hosted by Korean Institute
of Communication and Sciences.
IEEE Seoul Section sponsored the International conference on
Advanced Communication Technology. (Feb. 2007)
IEEE Seoul Section sponsored the International Conference on Mobile
Computing, Communications, and Applications. (Aug. 2006) A.2 Annual General Assembly 2006
The Annual General Body Meeting was held on December 2006 at Yonsei University in Seoul.

The total attendance was over 200 people including Executive Members. The main events were
election of new Executive Members. Prof. Kukjin Chun was elected as Chairman, Won Sung
Lee and Chang Sung Jeong were elected as Vice Chairmen. The activity and financial reports
of Seoul Section were presented and reviewed at the meeting. Newly elected Executive
Members held first Executive Meeting on January 10, 2007.
A.3 Election of the Executive Committee
The general assembly of the Seoul Section approved the following officers and chapter chairs
for 2007. The immediate past chairman, Prof. Jung-Sun Kim, and other past chairmen
continued to be members of the EXECOM. Several positions were created to accommodate
new challenges and needs.

A.4 Financial Report
The Section’s financial condition continues to remain sound as shown in the following charts.
The balance at the beginning of the year 2006 was 26,164,933 won and the balance was
slightly reduced by the amount of 2,300,797 won during the year of 2006 due to the many
activities. Thus, the balance at the end of the year 2006 was 23,864,136 won. The Section’s
2006 financial report has been already approved on Dec. 2006.

B.4 Students Activities B.4.1 Annual Event at Student Branches
Seoul Section also has 11 Student Branches each in Chung-Ang University, Hanyang
University, Inha University, Kon-Kuk University, Korea Advanced Institute of Science &
Technology, Kwangju Institute of Science & Technology, Seoul National University, Korea
University, Sogang University, Sung Kyun Kwan University, and Yonsei University. A Student
Branch can be established in a university, in which 20 or more students take an initiative to form
a branch. All of the activities of the student branch are planned and executed independently by
students. At the end of the year, student branches have been successfully holding joint student
paper contents with the support of the Section and study trips to local industries and research
facilities. In 2006, IEEE Seoul Section dispatched delegation to IEEE Region 10 Student
Congress (July 10-13), which was held in Beijing (27 students and 5 professors). The trip was
partially funded by Samsung Electronics.

B.4.2 Student Annual Paper Contest
2006 IEEE Seoul Section Student Paper Contest was held on December 20, 2006 at Yonsei
University. The Student Paper Contest was chaired by Student Activities Coordinator, Prof. Nak
Myeong Kim, and the grand prize went to Mr. Geon Mo Ju from KAIST. The student paper
contestants numbered 75 this year above expectation, which outnumbered by far that of the last
20
year.
B.5 Home Page The URL of Seoul Section’s homepage is http://ieee.or.kr. The Seoul Section’s Homepage is
uploaded many photographs including IEEE Region 10 Student Congress in Beijing. Prof.
Hangbong Kang of Catholic University of Korea is the web coordinator of the homepage.
B.6 Chapter Activities
There are 24 Chapters in the Seoul Section. The Chapter activities were vigorous and many
conference and meeting were hosted by Chapters as described in B.3.
C. GOALS AND PLANS C.1 Goals
The Seoul Section has active plans for the year of 2007. Some of the goals are listed below.
The contents of website will be strengthened with the help of all executive members.
Webmaster Prof. Hangbong Kang is in charge.
The newsletter will be published to contain the articles about traditional cultures of Korea to
introduce them to foreign countries as well as technical articles.
Seoul Section will strive to collaborate with other sections in other sites.
Announce publically and acknowledge about IEEE Fellow/Member.
Encourage the membership development. A reward will be given to the university with the
high rate of increase in membership.
Promote the activation of Student Branch activities. The membership fee of each student
branch officers will be supported.
Membership promotion will be systematically planned.
Seminars on special topics will be held inviting famous specialist in IT, BT and NT.
International conference and workshop will be encouraged to be held in Seoul.
Collaborate more closely with other academic societies of Korea including IEEK, KICS,
KISS, KSBE, KEES.

C.2 Detailed Implementation Plans
All section officers, chapter chairs, and student branch advisors will ask to join membership to
the attendee of the conferences, workshops, and seminars. Chapter Chairs will be
encouraged to hold seminars and workshops. We will also support international conferences.
C.3 Budget
Seoul Section is keeping the balanced budget. Income will be mainly composed of rebate
from IEEE headquarters, and some donation from Korean industries.

D. OTHERS
D.1 Relation with National Societies
The Seoul Section has a close relationship with Korean Technical Societies such as the
Korean Institute of Communication Sciences, the Institute of Electronics Engineers of Korea, the
Korean Institute of Electrical Engineers, and Korea Electromagnetic Engineering Society.
Technical supports will be provided to these societies.
D.2 Special Events
Higher Membership Promotion meeting was held to strengthen the corporation and friendship
between members on December 31, 2006.
D.2.1 HMPC 2006
HMPC was established several years ago for the purpose of provideing attention to the
electronic engineers who have been unnoticed and rendering wider publicity to their
distinguished service to Korea. HMPC 2006 became an important meeting in the light of this
purpose of HMPC. During the meeting, a number of distinguished members were honored for
their services for IEEE Seoul Section.
