Report on Communications Society Annual Assembly at 2010 IEICE Society Conference

1.Introduction This article reports an overview of the 2010

Communications Society Annual Assembly held at the 2010 IEICE Society Conference at Osaka Prefecture University. In the Annual Assembly, a special lecture was planned and several awards were presented by Professor Junji Namiki, President of the Communications Society. Awards were presented by President Junji Namiki; Outstanding Contributions Award, Distinguished Contributions Award, Communications Society Excellent Paper Award. A special lecture in this year was “Lecture Title: Various working style and Work-life balance” by Ms. Masumi Shiraishi, a professor at Kansai University, who is active in the mass media (especially TV and Radio) and “Lecture Title: HAYABUSA’s return to earth” by Dr. Junichiro Kawaguchi, HAYABUSA’s Project Manager of JAXA, which is leading the world in the field of space exploration and research.

The Outstanding Contributions Awards is presented by the technical committee and chief editor services on the Editorial Board of Transactions on Communications and Communications Society Magazine. 18 members were awarded for their services prior to 2009. The Distinguished Contribution Award is presented for extraordinary planning activities and voluntary paper reviewing in the Communications Society. 93 members were awarded for their contributions prior to 2009. The Communications Society Excellent Paper Award is presented for best

technical papers and letters and tutorial papers in the Japanese and English editions of Transactions on Communications, and for best articles in Communications Society Magazine. Afterwards, Professor Susumu Yoshida, Vice Char of the Editorial Board, commented on the selection results. The awards for the best 1 paper and best 1 tutorial paper in Transactions on Communications Japanese edition, the best 3 papers in Transactions on Communications English edition were presented.

3.Special lecture At the Annual Assembly, a special lecture was

planned. The persons mostly steamed up the mass media in this year were invited to the Annual Assembly and the valuable lectures were delivered by them.

The first lecture was “Various working style and Work-life balance” by Ms. Masumi Shiraishi, a professor at Kansai University. Topic was begun by why various working style and work-life balance were necessary in the current globalizing social environment and significant growth of companies and organizations facilitating women and foreigners was explained based on many statistics. Furthermore, concrete measures for establishing diversity-oriented active community were mentioned and the lecture was concluded.

earth” by Dr. Junichiro Kawaguchi, HAYABUSA’s Project Manager of JAXA. The detailed explanations of initial concept of returning samples from the asteroid in 1992 and the long process from the launch of Asteroid Explorer “HAYABUSA” in May, 2003 to its return to earth in June, 2010 were given. Especially the experiences of how to deal with a small budget compete with the giant organization, NASA, and cope with the crisis were very meaningful contents for many researchers in the lecture.

4.Conclusion This article reported an overview of the 2010

Communications Society Annual Assembly. As described in this article, the Communications Society supports member’s activities in the field of communications by giving such awards.

Finally, The Annual Assembly was adjourned with closing remarks by Professor Kazuo Hagiwara, President-Elect of the Communications Society.

Report on the Third IEICE Communications Society (CS) Welcome Party

Yukihiko Okumura, Koji Wakayama, Hiroaki Morino and Takao Naito IEICE-CS Directors, Director, Planning and Member Activities

The third welcome party was held on Sept. 14 (TUE), the first day of the 2010 Fall IEICE Society Conference at Osaka Prefecture University, Osaka, Japan. This event has now become one of the major activities of IEICE Communications Society (IEICE-CS). About two hundred fifty people, including students and researchers from universities, institutes, and industries gathered and enjoyed conversation and exhibition with complimentary drinks and food.

The party began with a welcome message and a toast from CS President, Prof. Junji Namiki. Then it was followed by a main attraction: the five active communications engineering researchers from industry and research institutes gave a brief speech with a piece of advice to the students. Around 30 posters of our Technical Committees and related companies were exhibited. Finally, CS Vice President Dr. Seizo Onoe concluded our party.

1. Introduction

The 19th International Conference on Computer Communications and Networks (ICCCN 2010) was held at ETH Zurich, Switzerland, August 2–5, 2010. The conference was organized by general co-chairs, Prof. Bernhard Plattner (ETH Zurich) and Prof. Tilman Wolf (University of Massachusetts Amherst), the technical program co-chairs, Lavy Libman (University of Sydney, Australia), Thomas Hou (Virginia Tech, USA) and Laurent Mathy, (University of Lancester, UK), and their organizing committee. ICCCN is one of the leading international conferences for presenting novel ideas and fundamental advances in the fields of computer communications and networks. ICCCN serves to foster communication among researchers and practitioners with a common interest in improving communications and networking through scientific and technological innovation. Technical co-sponsorship was provided by the IEEE Communications Society and by IEICE Communications Society, Technical Committee on Network Systems. 2. Outline of ICCCN 2010 ICCCN 2010 featured an extensive technical program

that included keynote talks and distinguished invited talks by world-renowned scientists and technical paper presentations by researchers from around the globe. Three days of the program, August 2-4, were dedicated to the main conference. One day, August 5, was dedicated to five full-day workshops. The program of the conference was organized into

eight technical tracks: (1) High-speed Distributed Systems and Grids (HDSG), (2) Internet Services, Applications and Protocols (ISAP), (3) Multimedia and Peer-to-Peer Networking (MP2P), (4) Network Algorithms, Performance Evaluation and Theory (NAPET), (5) Network Security and Privacy (NSP), (6) Optical and Backbone Networks (OBN), (7) Wireless Communication and Signal Processing (WCSP), and (8) Wireless Networks and Emerging Technologies (WNET).

The good atmosphere of a technical presentation is shown in Fig.1. And in order to offer the valuable place of participants’ fruitful discussions, conference banquet was held on the cruise boat as shown in Fig.2. 3. Statistics on ICCCN 2010

This year, we had 189 paper submissions from the open call for papers. Continuing the tradition of past ICCCN conferences, the selection process was rigorous and very competitive. Each of the eight technical tracks of ICCCN had its own technical program committee comprised of experts in the field. Each paper received three or more reviews. The track chairs ensured quality and consistency in the review process. Of the 189

papers submitted to the main conference, 64 papers were accepted for publication and presentation at the main conference, which corresponds to a 33.9% acceptance rate. In addition to the open call for papers, we encouraged

the chairs of each technical track to invite several papers from leading experts in the field. This process has boosted the final conference program with 24 invited papers, which were presented at the conference in the same manner as the regular papers.

1.Introduction The Third International Conference on

Communications and Electronics (ICCE 2010) that was held at Sheraton Hotel, Nha Trang, Vietnam from 11th through 13th of August, 2010, co-organized by Hanoi University of Science and Technology (HUST) and Ho Chi Minh City University of Technology (HCMUT). The conference was technically sponsored by the Institute of Electrical and Electronics Engineers (IEEE), the Institute of Electronics, Information and Communications Engineers (IEICE), and the Institute of Electronics Engineers of Korea (IEEK), also was cooperatively sponsored by IEEE MTT-S, AP-S, Photonics Society, ComSoc Vietnam and Japan Chapter, IEICE ES and CS.

Following the previously successful ICCE conferences in 2006 and 2008, respectively held in Hanoi and Hoi An, ICCE 2010 focused on the cutting edge research, development, and applications of communications and electronics technologies, and aimed at continuing and accelerating the momentum of researching in electronics and telecommunications areas.

At the conference, 222 contributions from 22 countries were submitted for peer-review. With average acceptance rate of about 50%, 93 full regular and 41 poster papers were presented in 4 technical tracks, including (1) Communication Networks, (2) Signal Processing and Applications, (3) Microwave

Engineering, and (4) Applied Electronics. The Opening Session hosted four keynotes. Seven tutorials widely covered the most interesting topics on electronics and communications engineering, whose issues related to the emerging broadband mobile networks, future internet technology, security issues in ad-hoc and sensor networks, advanced analog and digital designs, cognitive radio and computational electromagnetics.

Titles and presenters of the keynotes and tutorials delivered at ICCE 2010 are as follows: (a) Keynotes − Liquid Crystal Polymer for Microwave and

Millimeter-Wave Multi-layer Packages and Modules, presented by Prof. Anh-Vu Pham, University of California, Davis, USA.

− Evolution from the Next Generation of Fixed and Mobile Networks towards the Future Internet - Challenges and Approaches, presented by Prof. Thomas Magedanz, Technical University of Berlin, Germany.

− Green Touch - Limiting the ICT Carbon Footprint, by Dr. C. Randy Giles, ED and President, Bell Labs Seoul, Alcatel-Lucent, Korea.

− Vietnam Information and Communication Technology – A New Age of Development in the Next Decade, presented by Dr. Pham Manh Lam, Vice President, National Institute of Information and Communications Strategy, Ministry of Information and Communications of Vietnam.

(b) Tutorials − Towards the Wireless Future Internet -

Understanding the Role of Emerging Mobile Broadband Networks and the Evolved Packet Core, presented by Prof. Thomas Magedanz, Technical University of Berlin, Germany.

ICCE 2010 provided to contributors and participants an academic and friendship atmosphere for exchanging advances in research and strengthening relationship. Many young students had a chance to discuss with the experts in their fields, from which opened possibilities for future collaborations.

The Organizing Committee, together with International Steering Committee had discussed and tentatively agreed to move ICCE 2012 back to Hanoi before considering to the possible off-shore ICCE from 2014. Acknowledgment On behalf of the Local Organizing Committee, the

1.Introduction The International Conference on Applications of

Electromagnetism and Student Innovation Competition Awards (AEM2C2010) which was held on August 11~13, 2010 at beautiful campus of Oriental Institute of Technology, in Taipei, Taiwan. The event was organized by Communication Research Center, Oriental Institute of Technology, and Chaired by Prof. Dau-Chyrh Chang. The conference was technical sponsored by the IEEE APS, IEEE APS/EMCS/MTTS/IMS Taipei Chapters, IEEE MTTS/APS Tainan Chapters, IEICE Communications Society, and financial sponsored by Ministry of Education, National Science Council, Instrument Technology Research Center, Yu-Ziang Hsu Science and Technology Memorial Foundation, and Auden Techno Corp. The AEM2C is held every year. The conference provides an international home for Electromagnetism specialists worldwide.

This Conference and Innovation Competition provide a unified and unique international forum for the Applications of Electromagnetism and Innovation Competition to exchange ideas in the area of related Electromagnetism. Conference will be only for the paper presentation. The student innovation awards include the paper presentation and post discussion. The conference technical program is complimented by an outstanding group of internationally recognized researchers as keynote and invited speakers who are scheduled to address several related state-of-the-art topics.

The event attracted around ninety participants from fourteen countries (Gambia, United States, Pakistan, Iran, Japan, Taiwan, Korea, Italy, China, Malaysia, India, Macau, Hong Kong, and Singapore). Every participant in the symposium received the hardcopy of Proceedings, which also included CD-ROM, and gift with one day pass card of MRT.

2.AEM2C Program

The program started in the morning of August 11 (Wednesday). After a short welcome by Prof. Dau-Chyrh Chang, the first day keynote speech by Prof. Raj Mittra (Pennsylvania State University, USA). The topic is "Some Challenging Problems in Antenna

Design—Large and Small—and Techniques for Solving Them". The second day’s keynote speech was presented by Prof. Koichi Ito (Chiba University, Japan) with topic "Wearable Antennas for Body-Centric Wireless Communications". The third day’s keynote speakers are Prof. Le-Wei Li (National University of Singapore, Singapore) with topic “Metamaterials: Recent Progress and Future Perspectives”, and Prof. Kwai-Man Luk (City University of Hong Kong, China) with topic “Recent Development on the Magneto-Electric Dipole Antenna”.

Sixty-five oral contributions were presented in eight technical sessions (six to twelve papers for each session); the special technical sessions are “Computational Electromagnetic”, “Novel Application”, “Microwave Devices”, “Active Devices and RFIC", "Small Antennas", "Innovation Competition", "EMC/EMI Simulations and Measurements", and "Multiband/wideband Antennas".

3.Best Paper Awards

Except for the keynote speeches, all the speakers are invited to attend the best paper competition and student innovation competition awards. There are three best paper awards and student innovation competition awards for undergraduate and graduate students, and several honorable paper awards. There are 31 international judges for the best paper competition and student innovation competition. Finally, the best paper award was attributed to Mr. Chao-Hsiang Liao (National Taiwan University, Taiwan), for the "Side Lobe Control of UWB Antenna Array for Real Beam Radar Imaging". The second prize went to Prof. Zhaoyun Duan (University of Electronic Science and Technology of China), for the "Recent Advancements in a Novel Reversed Cherenkov Radiation." The third prize was attributed to Prof. Hiroyuki Arai (Yokohama National University, Japan), for the "Capacity Enhancement Using Fixed Phase Difference Feeding in a Handset MIMO Antenna Including Human Body Effects ".

The best undergraduate student innovation competition award was attributed to Mr. Pei-Ji Ma (National Sun Yat-sen University, Taiwan), for the "Small-size Internal Antenna for LTE/WWAN

Operation in the Laptop Computer". The second prize went to Mr. Wei-Chih Tai (National Chin-Yi University of Technology Taichung, Taiwan), for the "Low-Pass Filter Design Applying Short-Parallel Coupled Lines Associated with Open Stubs." The third prize was attributed to Ms. Salimatou Drammeh (Ching Yun University, Taiwan), for the "A Dual-mode Aperture-coupled Stack Antenna with Square Loop Resonator for Tri-band circularly polarized Applications ".

The best graduate student innovation competition award was attributed to Mr. Chao-An Lyu (National Sun Yat-sen University, Taiwan), for the "Study of Promising Internal WWAN Antenna for the Folder-Type Mobile Phone with Various Chassis Shapes ". The second prize went to Mr. Lung-Fai Tuen (Tamkang University, Taiwan), for the " Design and optimization for the satellite Ku-band CP array antennas." The third prize was attributed to Mr. Cheng-Yuan Chin (National Chiao-Tung University, Taiwan), for the "A CPW Bandpass Filter Using Defected Ground Structure with Shorting Stubs for 60 GHz Applications ". Exhibition booth presented commercial developments antenna measurement system, such as from SATIMO.

4.Summary

During the ISC meeting at the closing ceremony, everyone had agreed the next meeting (AEM2C 2011) will be hosted by Prof. Dau-Chyrh Chang in Taiwan. And University of Electronic Science & Technology of China will be happy to host AEM2C2012. Hong Kong City University and Yokohama University of Japan may host AEM2C2013 and AEM2C2014 respectively.

The conference reception (Wednesday), banquet (Thursday) and award banquet (Friday) were held near the Oriental Institute of Technology. Everyone is invited to visit Chang’s laboratories after each lunch. The tours included three RF anechoic chambers (compact antenna test range, impulse time domain system, passive and active communication measurement system, and EMC) and antenna exhibition room. Everyone was surprised that the exhibition room includes various kinds of antennas, microwave components, and many awards.

At the end of the closing ceremony, Prof. Le-Wei Li invited all the conference participants to attend the AEM2C in Chengdu, China in 2012.

The conference was remarkably well organized by Prof. Dau-Chyrh Chang, his colleagues, and a very effective supporting team consisting of Mr. Chao-Hsiang Liao, Ms. Chien-Hui Chan, Mr. Chun-Chie Chen, Mr. Cheng-Wei Chen, Mr. Shao-Hsiang Yen, Mr. Di-Han Pei, Ms. Yi-Jhen Li, Mr. Yu-Jhong Chiou, Mr. Kuo-Hsiang Lo, and all the staffs at Communication Research Center for their invaluable assistance.

Summary of the activities of AEM2C2010 which held in Taipei on August 11~13, 2010 are as,

“You did a lot of work to organize the meeting and it really showed,” by Prof. Raj Mittra.

1. Introduction The OptoElectronics and Communications

Conference (OECC) is an international conference established in 1996 to provide an international forum for the presentation and the discussion of significant research progress and development and applications of optical communication systems and optoelectronics, so that it may offer relevant information from Asia and Oceania Region.

In the past, the OECC has been held in the following places: 1st (OECC'96: Chiba, Makuhari Messe), 2nd (OECC'97: Seoul), 3rd (OECC'98: Chiba Makuhari Messe), 4th (OECC'99: Beijing), 5th (OECC2000: Chiba, Makuhari Messe), 6th (OECC2001: Sydney), 7th (OECC2002: Yokohama), 8th (OECC2003: Shanghai), 9th (OECC2004: Yokohama), 10th (OECC2005: Seoul), 11th (OECC2006: Kaohsiung), 12th (OECC2007: Yokohama), 13th (OECC2008: Sydney), and 14th (OECC2009: Hong Kong), each with more than 300 presentations and 300 -700 participants.

Following these rounds, this year’s OECC2010 marked the 15th in the series, and it was held in the Sapporo Convention Center (SCC) for five days from July 5 to 9, 2010, where as many as 566 participants gathered from home and abroad. The OECC conference held in Japan before this was held in Yokohama three times in a row. But in comprehensive consideration of convenience for travel from abroad, surrounding environment and facilities, etc., Sapporo in Hokkaido was selected as the new site. The conference site was very favorably received and it is considered to be one of contributing factors for attracting so many participants.

The aim of this conference was to seek how to realize high efficiency, low power consumption, and low cost of large capacity-communication networks required while ICT technologies including the Internet are rapidly spreading. Also, a new major theme “How can the progress of broadband technologies contribute to alleviating the energy, environmental, and economic crises while the world is faced with global warming, which is a crisis for the global and energy environment, and an economic crisis that is a crisis for the social environment, was set in this conference. During the conference, up-to-date research results for various technologies including extra-large-capacity long-distance transmission technologies, high-efficient network control technologies, broadband access technologies, future optical fiber technologies, and

high-function, low-power consumption optical device technologies, etc., were introduced and the directions, etc., of relevant developments were discussed. Thus, we consider that they contributed to the aim of the conference. Moreover, we consider that, at a new site in the heart of a rich natural environment, we could focus on the solution of significant problems involving the global environment and economic environment.

started when the first Committee Chairpersons Meeting of OECC2010 Organizing Committee was held on March 5, 2009.

Specific preparations were proceeded by the Program Committee and five other committees established under the Organizing Committee, and principal issues regarding the holding of the conference including general policies were considered and determined at the Chairpersons Meeting of the Organizing Committee, which consists of the co-chairpersons of the Organizing Committee and chairpersons and secretaries of other committees,.

3. Overview of the Conference (1) Overall Schedule

The functions as specified below were undertaken for five days from July 5 to 9, 2010.

4.Report of the Program Committee (1) Basic Policy and Overview of the Program

The Program Committee positioned the OECC as an international conference that covers optical communication systems and optoelectronics in the Asia and Oceania Region along with OFC in the United States and ECOC in Europe, and conducted its activities aimed at attracting high-quality paper submissions. The basic policy for program planning and editing was to maintain high standards for accepting papers, as well as to consider the acceptance of papers in a way to encourage research activities of students and young researchers in Asia. It will be proposed to IAC as OECC’s policy, while relevant examination will be continued. In order to maintain high standards for accepting papers, the Committee appointed its members from among prominent researchers active in the front lines around the world and not confined to those based in Japan and other Asian countries but covering those active in the United States and Europe.

OECC2010 had the relevant experts focus their discussion by categorizing system related areas into network technologies and optical fiber transmission technologies, and optical component related areas into the three areas of optical fiber, passive devices, and active devices. 1.Core/Access Networks and Switching Subsystems 2.Transmission Systems and their Subsystems 3.Optical Fibers, Cables and Fiber Devices 4.Optical Active Devices and Modules 5.Optical Passive Devices and Modules

6. IEICE Special Issue With the aim of publicizing valuable information

reported during the conference, we have planned the special issue of the IEICE Journal. This special issue, to be titled “Joint Special Section on Opto-electronics and Communications for Future Optical Networks,” will be a joint issue combining the English Journal Section B (Communications) and Section C (Electronics). Gathering a wide range of papers regarding recent progress in these fields with a focus on the presentations made during the conference, it will be published in the July 2011 issue.

7. Placement of the contents on IEEE Xplore and the relevant copyright We have decided to upload and publish a Technical

Digest of OECC2010 in IEEE Xplore. In this case, the copyright for the relevant contents will belong to IEICE, and a license to use it will be granted to IEEE Xplore.

From Editor’s Desk

● Christmas Gift One of the most favorite Christmas gifts from my parents was an electronics experiment toy. It was composed of a chassis and cubic blocks in which electronic parts such as transistors, diodes, capacitors, and resistances were embedded. Many circuit diagrams using these blocks were also attached. I enjoyed assembling a radio, Morse code practice tool, water gauge sensor, polygraph, etc. shown in the circuit diagrams. Several years later, I majored in electronics and became a researcher. My life might have been influenced by the toy. Now the toy has been reproduced. How about giving it to your child for Christmas? -- though you, who is an electronics engineer, may be more absorbed in playing with it than your child. Best Wishes for the Holiday Season!

----- Special Section on New Paradigm on Content Distribution and Sharing ----- The IEICE Transactions on Communications announces a forthcoming section on “New Paradigm on Content Distribution and Sharing” to be published in October 2011

High-speed network has been realizing rich multimedia services including broadband audio and video contents. Coincidentally, novel information distribution and sharing methods, such as content distribution network (CDN), peer-to-peer (P2P) technology, grid computing, and cloud computing, has been emerging and being used extensively. On the other hand, we have also been faced with diverse networks: future Internet, next generation networks (NGN), IP multimedia subsystems (IMS), and wireless ad-hoc / sensor and mesh networks. This special session is being planned (scheduled to appear in the October 2011 issue) to discuss new paradigm on content distribution and sharing. The submissions concerning new technique and discovery for content distribution and sharing, new content distribution methods on various types of network architecture, and networking technology to support new content distribution and sharing, are highly welcome.

1. Scope This special section is aimed at timely dissemination of research in these areas. Possible topics include, but are not limited to:

2. Submission Instructions The standard numbers of pages are 8 for a PAPER and 2 for a LETTER. The maximum number of pages for the initial submission of a LETTER is 4. The page charges are considerably higher for extra pages. Manuscripts should be prepared according to the guideline in the “Information for Authors”. The latest version is available at the web site, http://www.ieice.org/eng/shiori/mokuji_cs.html. The term for revising the manuscript after acknowledgement of conditional acceptance for this special section could be shorter than that for regular issues (60 days) because of the tight review schedule.

Special Section on Information Communication Technology for Highly Reliable Human Health Care Services

The IEICE Transactions on Communications announces that it will publish a special section entitled "Special Section on Information Communication Technology for Highly Reliable Human Health Care Services" in September 2011. There are strong demands to reduce working load and expense for services on wellness, medical treatment, and healthcare while increasing the quality of services. Information communication technology is expected to play an impotent role in response to the demands because of its great potentiality to bring efficiency, advancement, convenience, and low cost into wellness, medical treatment, and healthcare services. Both industries and standardization bodies have been intensively touching information communication technology for wellness and medical applications (ICT-HRHCS). Especially, IEEE802 Standardization Committee set up TG15.6 in December 2007 to develop a new standard for body area network (BAN), which main focus is on medical and healthcare applications, especially in maintaining high-reliability of the medical or healthcare services. We can foresee that ICT-HRHCS will be one of the most active R&D areas in coming years. A number of technologies should be developed together to support ICT-HRHCS including PHY layer technologies such as modulation and RF, MAC layer technologies such as channelization and control, upper layer technologies such as networking and security, as well as protection of human body and EMC. Because of such reasons, a special section is being planned (scheduled to appear in the September 2011 issue) to further promote research and development of future ICT-HRHCS. The purpose of this Special Section is to accelerate R&D activities on up-to-data ICT-HRHCS. 1. Scope:
