EU Integration Fund

The General Objective of the IF is to support the efforts

made by the Member States in enabling third-country nationals of different economic, social, cultural and religious, linguistic and ethnic backgrounds

to fulfill the conditions of residence and to facilitate

their integration into the European societies.

Maltese context

• Malta has since 1970s seen the inflows of Indians, Filipinos and later of Albanian and Russian nationals. According to statistics (Brussels,2010) there were 16,700 foreigners living in Malta, among them 11,300, were non-EU citizens (TCNs and asylum seekers), which counts around 2,7% of the total population.

• Maltese authorities have developed their Multiannual Plan for the Integration Fund 2007-2013, prioritizing, among other issues, the sharing of good practices with other EU Member States.

• Consultations with various actors, including government authorities, conducted by IOM, a need to enhance cooperation between various bodies presents an additional challenge to policy development and implementation.

Labour Market Access

• only long-term residents are eligible for employment and self-employment like EU nationals.

• Those who find work enjoy security and rights that score halfway to best practice

• Work permits are renewable but automatically lost if the job is lost• The process need to start all over again in case of a change in job• Little is done to facilitate the recognition of qualifications and skills

obtained outside the EU• Policy targets on labour market integration measures are critically

weak in Malta as in AT, CZ and PL.

Project Objectives

Aim

Supporting Maltese stakeholders in their objective of sharing knowledge and experience on third-country national integration policies and practices developed and implemented elsewhere in the EU.

Research Study

• Research study of Three thematic papers on:

a) Pre-departure training programmes and cooperation with countries of origin;

b) Combating discrimination in employment – including access to work and workplace discrimination;

c) Stakeholder cooperation on various levels of governance;

The Conference will focus on fostering labour market integration of Third Country Nationals,

to share with Maltese stakeholders existing

good practices, lessons learnt and their transferability

potential on establishing a national integration policy.

Participants: Maltese stakeholders, 20 representatives of the local and national EU governments, social partners

and the civil society.
