In exercise of the powers conferred by sub-section (1) of Section
I ~ 7 read with clause (xxl) of sub-section (2) and sub-section (2-A) of the
section and sub-section (2) of section 17 of the Employees' State Insurance
/\et, 1948 (34 of 1948), the Employees' State Insurance Corporation hereby
makes, the following regulations, namely:-
J lA" P.A. AND TRANSPORT ALLOWANCli REGULADONS - 2006 of ESIC.
1. Short Title and Commencement - (1) these regulations may be
called "T.A., D.A. and Transport Allowance Regulations - 2006 of
the Employees' State Insurance Corporation."
These regulations sUIl come Into force wrapf. 01,10.2007.
2. DEFINITIONS - In the regulations, unless the context otherwise
requires-
(a) "Act" means the Employees' State Insurance Act, 1948 (34 of
1948);
(b) "Commission" means the Union Public Service Commissions;
(c) :..corporation" means the Employees' State Insurance
Corporation established under the Act;
(d) "Director General" means the Director General of the
Corporation;
(e) "Employees" means a person appointed to or borne on the
cadre of the staff of the Corporation;
(f) "Month" means a calendar month;
(9) "Service" means a service under the Corporation;
(h) "Standing Committee" means the Standing Committee of the
Corporation;
(i) All the other words and expressions used hereinafter but not
defined herein shall have the meaning assigned to them in

the relevant rules applicable to the corresponding classes of
Central Government Servants.
3. For the purposes of daily allowance while on tour, transfer and
eligibility of conveyance for journey while on tour, the
classification will be decided by the scale of pay of the post
actually being held by the official concerned. The scales of pay
'of officers and staff shall be as may be decided by the S.C,f ESIC
from time to time.
4. A. REIMBURSEMENTOF LODGING CHARGES:-
The reimbursement of lodging charges for hotel rooms while on
tour shall be as follows:-

if). Claims for lodging charges shall be supported by vouchers. No claim will
be entertained without supporting vouchers.
State/Central/Expendlture/Luxury Taxes etc., if paid, by the officers shall
be reimbursed in full, in additions to revised room rent on tour, as
mentioned above.
iil). The Corporation shall endeavor to have a centralized tie up arrangement
with one or more suitable agency(ies) for reservation of hotel
accommodation for officers at various levels across the country on
competitive rates to keep the expenditure barest minimum.
IV) If there were any increase in the hotel tariff at any station subsequently,
Director General, ESIC may, in individual cases, permit expenditure more
than the prescribed monetary limits.

E. USEOF OWN CAR/TAXI FORTOUR FROM PLACEOFPOSTING.
The rates of road allowance may be fixed on the basis of"revailing rates in metropolitan cities of a particular state and if no rate has·een fixed then the rates of the neighboring state may be adopted.

However, where no such rate has been prescribed, the following rate of roadallowance may be fixed subject to the other condtttons governing the grantof road mileage allowance and regulation of TA claims as per the ordersissued on the subject from time to time subject to entitlement under theprovisions of SR-46. Performance of journey by own car shall be only withthe prior approval of the Competent Authority i.e. r.c.) i.c.) M.C.
1. For journeys performed by own car/Taxl: @ Rs. 10/- perK.M.
2. For journeys performed by Auto rickshaw/scooter: @ Rs.5/- per K.M.
F. Transportation of personal effects on transferThe transportation expenses in inter regional transfer cases shall
include actual cost of transporting the employees with personal luggage andconveyance and shall also include charges for packing, Insurance, loadingand unloading as well as statutory levies Imposed on such luggage andconveyance during transit. In case of inter regional transfer ordered inpublic interest; the officers may at their discretion transport their personalgoods/vehicle by the movers/packers authorized by the Corporation or byRail Transport.
The Movers and Packers for transporting personal effects, of theofficial- transferred, shall be appointed by the office after following thenormal purchase procedure under GFR. The eutnortzed Movers and Packersshall be appointed on Regional basis and shall be responsible for paCking,loading, moving unloading and delivering the goods at the destination. Theyshall raise the bill for the service rendered to the respective office of theCorporation.
The restrictions of weights etc. will continue to be governed asper provision of SRres amended from time to time.
5. All other matters relating to the TA/DA, not specmcanvmentioned here In above; shall continue to be governed by theGovt. of India Rules and Order till such time as separateregulations are brought into effect by the Corporation.
6. if any doubt arises as to the interpretation of any of theprovision of these Regulations, the matter shall be referred tothe Director General or such other authority as may be speclfledby the Director General by a general or special order, and theorders of the Director General shall be final.
