All tournaments shall be governed by the Laws of the Game as established by the Fédération Internationale de Football Association (FIFA) with the following modifications.

This document pertains to a 7v7 small sided match and may be adjusted accordingly to any variation of small sided football competition (eg: 5v5, 6v6 etc) played anywhere in the world.

Male and FemaleReferences to the male gender in the Laws of the Game in respect of all Referees, Players and Team Officials are for simplification and apply to all genders.

0.0 Authority StatementA tournament committee shall be formed for the interpretation, modification and resolution of issuesthat arise during a tournament and shall hereinafter be referred to as the "Committee." In situations that involve discipline, the same committee members listed below (a, b, c + if applicable d and e) will also form a separate “Disciplinary Committee”.

The Committee shall include:a. The IGLFA Director of Referees or designee,b. A representative of the IGLFA Board, andc. A representative of the Host Committee.During a Gay Games Football Tournament the Committee shall also include:d. The Host Committee Referee Coordinator or designee, ande. A representative of the FGG Sports Committee (or designee)

0.0 Commentary on Tournament CommitteeIt is the intent of the Authority Statement Rule that there be a Committee formed with sufficientexpertise to address unexpected issues that may arise during tournament play, and that theCommittee fairly represents the organizers and the participants.The Committee is formed to support the Host Committee and ensure that all are represented.

1.0 Tournament Format

1.1 Championships1.1.1 The IGLFA has established multiple Championships for the purpose of tournament play:These are Women´s and Men´s Open as well as they may be a variety of Division levels. Championship groups are separate and distinct and it is not intended that there be play between them.1.1.2 The Host Committee may add additional Championships, such as "Co-ed" (Mixed) , "Master’s" (Men´s +35), or “Classics” (Women´s +35) to suit the interest of participants if there are enough teams to allow at least three matches per team against different opponents.

1.2 Divisions1.2.1 Multiple Divisions - The IGLFA shall allow the Host Committee to divide the Championship groups into Divisions by level of competition, when there are adequate teams to allow at least three matches per team against different opponents in each Division.1.2.2 Division Names - Division names shall be in ascending numeric order, eg) Division One (I) Division Two (II), and so forth.1.2.3 Champions - When more than one Division exists for a Championship group, the IGLFAChampions shall be the winners of Division One in each Championship group.1.2.4 Division Assignment - When more than one Division exists for a Championship group,teams shall be assigned to Divisions by self-selection, except those teams who qualify forseeding (Rule 3.3) shall not be permitted to enter a lower Division.

2.0 Eligibility and Identification

2.1 Players2.1.1 All players must be registered with a current Premium Member IGLFA club or team.2.1.2 No player shall be permitted to participate without appropriate identification. (Rule 2.4.1)2.1.3 Players may be required to present a photo identification with birth date information to atournament official at any time during the tournament.2.1.4 All players must be eighteen (18) years or older (on the date of competition) to play.2.1.5 Individuals whose team does not register for the tournament, or resides where a team does not exist, may be assigned to a team to participate, provided the individual is in good standing with the IGLFA and pays the appropriate registration fees.2.1.6 Each player may only roster on one team & be listed on their team's Final Roster (Rule 3.6.2).2.1.7 Women shall be allowed to play on men's teams. Men cannot play on women’s teams.2.1.8 Players suspended for disciplinary action are considered to be “not in good standing with the IGLFA”, and are considered to be ineligible to play during this time (Rule 5.0).2.1.9 Transgender players will be permitted to play in their gender based division in which they identify.

2.2 Clubs and Teams2.2.1 Clubs and Teams must be current “Premium Members” of the IGLFA (in the calendar year of the tournament), and in good standing with the IGLFA, are eligible for participation. Good standing is defined within the IGLFA Constitution and By-Laws. (For definition purposes, Clubs may consist of multiple teams within their membership and may be male, female or mixed).

2.2.1 Commentary on Club and Team EligibilityIt is the intent of the Club and Team Eligibility Rule to allow the IGLFA to support the Host Committee by serving as the "institutional memory" of IGLFA sanctioned tournaments. If a team exhibits behavior that indicated it did not support the IGLFA Mission, the IGLFA would make this information available to the Host Committee.2.2.2 Each team shall consist of a maximum of 13 players and must have a minimum of five (5) players and a maximum of seven (7) on the field of play at all times as required by FIFA. If a team is reduced to less than five (5) players, the match will be terminated and the team with less than the required amount of players will forfeit the match.2.2.3 Teams meeting the starting time requirement (Rule 3.1) shall be eligible for play.

2.3 Ineligibility2.3.1 A player, club or team not meeting the criteria for eligibility (Rule 2.1 and 2.2 respectively) shall be deemed to be ineligible.2.3.2 An ineligible club or team or a team playing an ineligible player shall automatically forfeit thematch, and the matter shall be referred to the Committee for further consideration.

2.4 Identification2.4.1 Player Identification - For the purpose of match play, the tournament photo identificationshall be sufficient. If the tournament does not have photo identification for its participants, a government issued photo ID will be considered sufficient.2.4.1 Commentary on Player IdentificationIt is the intent of the Player Identification Rule to provide a method of preventing unauthorized participation in the tournament, and allow players to use alias names at the field for personal security when required. In emergency situations, some Host Committees have had the necessary staff to allow players to participate without their tournament identification, by using a positive photoidentification, such as a passport, to verify their identity. The IGLFA sees this as a generous accommodation, and under no circumstances requires it.2.4.2 Team Identification - For the purpose of seeding, Teams shall be identified by name, aslisted on their Final Roster.2.4.3 Identity Challenge - If a team’s identity is challenged, or two teams claim the same identity, the Committee shall make a determination of identity for seeding and tournament participation by finding in favor of the team with the same leadership and a minimum of five (5) of the actual participants from the previous tournament Final Roster to claim the Team Identification. When two teams meet this criteria equally, a coin toss shall be used to determine the identity.

3.0 Tournament Rules

3.1 Starting Times3.1.1 All matches must begin at their scheduled starting time. All teams must check-in at the tournament headquarters a minimum thirty (30) minutes prior to the scheduled starting time of their match. Check in consists of a fully completed match roster (match report), including identifications of everyone listed on the match report (this includes coaching, management and training staff)3.1.2 Team player shortage shall automatically result in team ineligibility (Rule 2.2.2) and shallnot be accepted as a reason for the delay of start times.

3.2 Number of Matches3.2.1 All teams must be guaranteed at least a minimum of 240 minutes of playing time, during the initial qualifying rounds.

3.2.1 Commentary on Minimum Playing TimeIt is the intent of the Minimum Playing Time Rule to guide the Host Committee in arranging fields and scheduling matches. It has been the experience of the IGLFA that small sided teams prefer to play between 80 and 120 minutes per day (the equivalent of playing 2 to 3 - 40 minute matches) during the Qualifying Rounds. The IGLFA supports the desire to include all who would like to participate. If scheduled fields are not sufficient to provide all participants with the minimum playing time, the IGLFA would prefer additional fields be reserved, in another location if required, rather than reduce the playing time below the minimum desired. In the case of extreme circumstances, the IGLFA reserves the right to adjust minimums accordingly.3.2.2 Each team shall play the same number of qualifying matches.3.2.3 Qualifying matches shall be "round-robin" format, where each team shall play each of the other teams in its preliminary group an equal number of times. Qualifying round matches shall be permitted with teams "outside" a Qualifying group only under unusual circumstances.3.2.3 Commentary on Qualifying MatchesAn example of the unusual circumstances mentioned would be a Division of fourteen teams divided into two qualifying round groups of four and two groups of three. In this case, the groups of three could play a cross-group match to provide the three minimum qualifying matches.3.2.4 Each team shall play a minimum of one (1) playoff match wherever possible. 3.2.4 Commentary on Playoff MatchesThe intent of each team playing a minimum of 1 playoff match is to determine final standings. In the case of extreme circumstances, the IGLFA reserves the right to adjust minimums accordingly.

3.3 Team Placement and Seeding3.3.1 Division One Seeding - When an IGLFA Tournament was held in the previous 2 years andthe top four teams determined (Rule 2.4.2) in a Championship group, those teams shall be seeded into the qualifying groups as appropriate to the number of qualifying groups. Fewer than four may be seeded. No team other than the top four teams shall be seeded. No seeding shall occur when no Championship was held in the previous 2 years.3.3.2 Draw - After the assignment of seeded teams, the remaining teams shall be assigned to their qualifying groups by random draw. The limitations listed below shall be in force, unless they substantially eliminate the random nature of the Draw. The Draw to assign teams shall be blind, and shall be made in public by a person, or people, neutral to the tournament.3.3.3 Intra-Club Assignments - Teams originating from the same Club shall not be assigned tothe same qualifying group, whenever possible.3.3.4 Intra-Region Assignments - Teams originating from the same geographic region, who frequently play as competitors in regional tournaments, shall not be assigned to the same qualifying group, whenever practical, and when to do so, would not substantially eliminate the random draw.3.3.5 Draw Pools Determinations regarding the designations of teams by as Intra-Club and Intra-Region shall be made by the Committee and announced in advance of the Draw.

3.4 Determination of Standings3.4.1 Point System - In round-robin matches, points will awarded for the purpose of determining the standings based on the following scale:

3 points for a win 1 point for a tie 0 point for a loss

3.4.2 Forfeited Match Points - When a team forfeits a match, it shall be recorded as a loss. When both teams forfeit a match (Rule 4.3), both teams shall receive zero (0) points.3.4.3 Forfeited Match Score - The score of a forfeited match shall be recorded as 3-0 for the winner.

3.4.3 Commentary on Forfeit ScoreIt is the intent of the Forfeit Score Rule to fairly award a victory to a team, in case an opponent forfeits a match. The 3-0 victory score is an award that is not intended to penalize a winning team, in case a second tier tie-breaker is required to determine the final preliminary standings.3.4.4 Tie Breakers - At the end of round-robin matches, if there is a tie in total points, the winners will be determined as per the following order:

a. Result of head-to-head competition.b. Goal difference.c. Ratio of goals scored divided by goals conceded.

3.4.4 Commentary on Tie-BreakersIt is the intent of the Tie-Breaker Rule to provide a system of tie-breakers that decides final qualifying - round standings that is broadly based on FIFA standards, but is modified so as not to encourage "running up" a score against a weaker opponent. Therefore, the first tier tie-breaker is based solely on victory, regardless of score, and the second and third tier tie-breakers are based on the goals scored and conceded.3.4.5 Forfeits - If a team forfeits a match (Rule 4.3), thus denying another team an opportunity to play, and is deemed by the Committee to have gained an unsporting tactical advantage by not playing, then the forfeiting team shall be disqualified from the tournament and shall not be allowed to advance to the next round of play.3.4.6 Match Fixing – If a team displays deliberate tactics to “purposely throw a match” in order to benefit themselves by way of a better position in standings, seeding, division or otherwise, or to cause their opponent to be positioned where it would be a benefit for the team throwing the match or causing purposeful harm to the team, the disciplinary committee will disqualify the offending team from further participation in the tournament. The result of the match will also be reviewed in the “spirit of the game” so as not to penalize the opponent. The IGLFA Disciplinary Board may also place further suspensions towards future participation in any sanctioned IGLFA tournaments against the offending team, club and or specific person (s) once a full investigation has been completed. Results of sanctions will be shared with the IGLFA Membership in order for them to be able to determine ineligibility from any localized tournaments.

3.5 Results Reporting3.5.1 Match Reports – Each team will provide a completed match report to the Referee prior to each match. This match report will include: Date, Kickoff Time, Division, Field #, Home and Away Team Names, Coaches Name and Signature, Players Full Names and Uniform #s, Goal Scorers, Disciplinary (Yellow and Red Cards) and Referees Names and Signatures. The Referee must report the score and any Yellow and Red Cards infractions or serious injuries immediately following each match to the Tournament Committee, or designee.3.5.2 Standings - Results of team standings are to be posted via various methods for player review within one (1) hour of the conclusion of a match.

3.6 Team Rosters3.6.1 A team Final Roster shall consist of a maximum of thirteen (13) players and a minimumof seven (7) players, when it is submitted at the end of the Coaches Meeting.3.6.2 A Final Roster shall be submitted to the Committee or designee at the conclusion of thepre-tournament Coaches Meeting.

4.0 Match RulesThe Normal Laws of Association Football apply with exceptions. See the Laws of the Game listed at the end of this document for specifics.

The Field of PlaySmall Side Football may be played with or without barriers.   Dimensions: 

- The field of play must be rectangular. - The length of the touchline must be greater than the length of the goal line.  

For 7v7 football the following dimensions are recommended:

Length: minimum 50 metresmaximum 60 metres

Width: minimum 30 metresmaximum 40 metres

For smaller sided versions the following dimensions may be used:

Length: minimum 25 metresmaximum 50 metres

Width: minimum 20 metresmaximum 40 metres

Field of Play Markings 

- The field of play is marked with lines.  These lines belong to the areas of which they are boundaries.

- The two longer boundary lines are called touchlines.  The two shorter lines are called goal lines.

- All lines are 8cm wide.- The field of play is divided into two halves by the halfway line.- The centre mark is indicated at the midpoint of the halfway line.  A circle is marked with a

radius of 3m around it.- A penalty/goal area is defined at each end of the field of play as follows:- A semi circle of 8m radius shall be drawn from the centre of each goal line.  The extremities

of these semi-circles should reach the goal-line, barrier or wall regardless of whether or not the goal posts encroach onto the playing area.

Penalty Mark

- A penalty mark is drawn 6m from the midpoint between the goal posts and equal distance from them.

Corner Arc

- Where barriers do not surround the playing area a quarter circle with a radius of 30cm from each corner is drawn inside the field of play.

Goals

- Goals must be placed on the centre of each goal line.- They consist of two upright posts equal distance from each corner and joined at the top by a

horizontal crossbar.- The distance (inside measurement) between the posts is maximum 5m, minimum 3m and the

distance from the lower edge of the crossbar to the ground is maximum 2m minimum 1.20m.

- Both goal posts and the crossbar have the same width and depth of 8cm.  Nets, made of hemp, jute or nylon, are attached to the posts and crossbars behind the goals.  The lower part is supported by curved bars or some other adequate support.

Safety

- The goals may be portable but they must be anchored securely to the ground during play as per Health and Safety requirements.

Playing Surface

- Where natural turf is not used the surface must be smooth and flat and non-abrasive.  The use of wood (gymnasium) or a synthetic surface “artificial material” is recommended. 

The Ball

Qualities and Measurements

The ball is:- Spherical- Made of leather or other suitable material.- Size appropriate to the age group playing.

Replacement of a Defective Ball

- If the ball bursts or becomes defective during the course of a match:- The match is stopped.- The match is restarted by dropping the replacement ball at the place where the first ball

became defective.- If the ball bursts or becomes defective while not in play:- The match is restarted according to the Laws.- The ball may not be changed during the match without the permission of the Referee.

4.1 Substitutions – See LAW 3 4.1.1 Unlimited substitutions and re substitutions shall be allowed at the discretion and approvalof the Referee. (See 4.1.2)4.1.2 Substitutions shall be permitted at any natural or Referee stoppage in play during the match. Substitutions cannot be done while the ball is in play (“on the fly”).A team requesting a substitute may do so on their team´s own possession or at any other time that the Referee determines that it does not take away an advantage from their opponents. When the ball is not in play, a team who does not have possession of the ball, may “piggyback” substitutes during the opponents possession. They do not have to be equal in nature (eg: 1 for 1, 2 for 2 etc).4.1.3 The Referee shall be permitted to limit substitutions when the substitutions are judged tobe excessive or intended to disrupt the match. 4.2 Match Duration4.2.1 Playing time for qualifying matches shall consist of two equal halves, with each half beinga minimum of twenty (20) minutes and not more than thirty (30) minutes, and a three (3) minute maximum half-time. All Semi-final and championship matches shall consist of two equal halves of thirty (30) minutes each with a maximum five (5) minutes half-time. Overtime periods, when used shall consist of two (2) five (5) minute halves – Golden Goal (1st goal wins). If still tied after overtime, “Kicks From The Penalty Mark” will determine a winner (3 kickers from each side are chosen). 4.2.1 Commentary on Match DurationIt is the intent of the Match Duration Rule to guide the Host Committee in scheduling matches. Tournament organizers should plan to have teams play 2 – 60 minute matches per day. This has become the standard at IGLFA tournaments but there may be a need to adjust this based on the duration of the tournament, structure, field availabilities, weather etc…..4.2.2 A match will be considered completed, when:

a. regulation time has elapsed;b. a team fails to field at least the minimum number of players required by FIFAc. it is determined by the Referee that there is undue interference by outsiders;d. it is terminated by the Referee for any other reason.

4.2.3 In the event that a match has been terminated without a result, the matter will be referredto the Committee for an outcome.

4.3 Forfeits4.3.1 A forfeit will be given when

a. a team abandons a match in progress;b. a team fails to field the minimum number of players required by (Rule 3.1.2 and Rule 3.4.5).c. a player is found to be ineligible (Rule 2.3).

4.4 Player Equipment4.4.1 Teams are required to wear matching coloured jerseys with numbers, shorts, socks andappropriate football shoes based on the requirements for the venue playing surface and the Host Committee requirements. Each player must wear shin guards that are fully covered by socks. At no times will metal spike shoes or studs that have frayed be allowed. Goalkeepers shall wear colours distinguishing them from the other players in the field and the Referees. If thermal shorts are worn beneath team uniform shorts, their colour shall match the predominant colour of the team uniform shorts.

4.4.1 Commentary on Player Equipment

It is the intent of the Player Equipment Rule to restate the requirements of FIFA Law Four with minor modifications. The rule disallows the use of metal or frayed studs for player safety, and requires jersey numbers to allow a Referee better control of the match. 4.4.2 In the event of a uniform colour conflict, the team listed first on the match schedule shall bedesignated as the "Home" team and must change shirts. The alternate shirts must have playernumbers that are recorded on the roster of players for that match.4.4.3 Players will not be permitted to play with any object posing a danger to themselves or others.

5.0 Discipline And Protest5.1 Yellow Card (Warning – also known as a “Caution”)5.1.1 A person receiving three (3) Yellow Cards during the tournament shall be suspended for the following match. Penalty accumulation shall occur throughout the entire tournament and suspensions shall occur regardless of tournament phase.

5.2 Red Card (Ejection – also known as “Sending-Off”)5.2.1 A person receiving a Red Card whether by 2 accumulated **Yellow Cards in the same match or a single Red Card shall be ejected and must leave the field area immediately after receiving the Red Card. Any player ejected with a “straight Red Card” (not a double yellow) shall be suspended for the next match.This applies to all matches regardless of tournament phase.

5.3 Additional Penalties5.3.1 The Committee may increase the penalty for a Yellow Card or Red Card if deemed necessary.Any person may be required to appear at a discipline and protest hearing.5.3.2 The IGLFA Disciplinary Board may also place further suspensions towards future participation in any sanctioned IGLFA tournaments against the offending team, club and or specific person(s) once an full investigation has been completed. Results of sanctions will be shared with the IGLFA Membership in order for them to be able to determine ineligibility from any localized tournaments.

In the case of Violent Conduct towards an opponent or any other person, the offending player will be immediately suspended for the duration of the tournament. They must leave the venue immediately and may not be in attendance for any further tournament specific events for the duration of the event itself regardless of where they may be held. After the completion of the tournament, a full review of the incident will be conducted by the IGLFA Disciplinary Committee who will then determine whether further sanctions would be considered.

In the case of Violent Conduct towards a Referee, the player will be immediately suspended for the duration of the tournament & will not be able to participate in any IGLFA sanctioned tournaments for a minimum of 2 years. They must leave the venue immediately and may not be in attendance for any further tournament specific events for the duration of the event itself regardless of where they may be held. After the completion of the tournament, a full review of the incident will be conducted by the IGLFA Disciplinary Committee who will then determine whether further sanctions would be considered.

In the case of Violent Conduct, a “Lifetime Ban” may be issued if the IGLFA Discipline Committee determines it is warranted. The IGLFA does not tolerate “violence” of any kind.

In the case of any participant displaying any homophobic/transphobic/biphobic, bullying or severe prejudicial behavior, they will be immediately suspended for the duration of the tournament. They must leave the venue immediately and may not be in attendance for any further tournament specific events for the duration of the event itself regardless of where they may be held. After the completion of the tournament, a full review of the incident will be conducted by the IGLFA Disciplinary Committee who will then determine whether further sanctions would be considered. The IGLFA does not tolerate any behavior that does not follow our Mission.

5.4 Protests and Appeals5.4.1 All protests and appeals must be in writing to the Committee within one hour of thecompletion of the match in question and must be accompanied by a cash-only fee of Fifty (50)US Dollars (USD) or local currency equivalent. If the protest is sustained, the fee will be returned.5.4.2 Protests and appeals which are determined by the Committee to be outside of their jurisdiction shall be adjudicated by the IGLFA Protest Committee, as defined by the IGLFA Constitution and By-Laws, regulated by the IGLFA Policies and Procedures Manual.5.4.2 Commentary on IGLFA Protest CommitteeThe IGLFA Protest Committee is chaired by a Vice-President of the IGLFA and minimally includes a representative of the Host Committee, an IGLFA Referee Director, and a player not involved in the protest. In the case of an occurrence during a Gay Games, the Protest Committee will minimally include a representative of the FGG in addition.

6.0 Referees

6.1 System of Officiating - Unless given express written permission by the IGLFA Executive Board of Directors, all matches shall be officiated using a one-official system minimum and finals will require either 2 Referees or 1 Referee, 2 Assistant Referees & if possible 1 - 4th official. 5.4.2 Commentary on minimum requirements for referee in matches: Where possible, it is preferred to have 1 Referee and 2 Assistant Referees for all 11v11 matches and 1 Referee for all small sided matches. Semi-Finals and Finals for all Competitions should include a full referee team of 4 (1 Referee, 2 Assistant Referees and 1 4th Official).6.2 IGLFA Referees - IGLFA Referees shall be those officials who are trained, currently licensed and certified by a FIFA-sanctioned Referee Association and who are current Referee Members of the IGLFA. As this is a membership tournament, all Referees (local or otherwise) must be an IGLFA Referee Member in order to participate. IGLFA Referee Membership helps to support the IGLFA Mission. To become an IGLFA Referee Member each Referee is required to pay an annual Membership Fee to the IGLFA.6.3 Referee Evaluation – The IGLFA Director of Referees or designee and the Host CommitteeReferee Coordinator shall evaluate Referees prior to their assignment by a system determined tobe appropriate by them. Referees may also be “assessed and mentored” by the IGLFA Director of Referees or designee(s) during the tournament. This assessment and mentoring process is part of the IGLFA Referee Program and is in place to ensure that each Referee has the appropriate skills to match the level of competition. The Referees will be provided “instructional feedback” from the Assessor or Mentor with the overall goal being to assist them with improving their skills in future. 6.4 Referee Reimbursement - Referees shall be reimbursed for their services in accordance to the IGLFA Standardized Referees Package which includes, but is not limited to, individual match payments and “hosted housing”. In some circumstances, Referee reimbursement may also include travel or individual Stipends (this is solely based on the determinations of the Host and taking into

consideration of the overall budget). IGLFA Referees and local Referees shall be treated equally in regards to compensation (except in the case of when Referees require “hosted housing”). 6.4 Commentary on “Hosted Housing” Hosted housing is to be offered to Referees who travel a minimum of 300 KMs (200 Miles) to the event. It may consist of hotel accommodations, dorm rooms, or a private room in a private home. Each Referee requires a private locking room with bed (except in the case of sharing a 2 bed hotel room). A bed consists of a proper mattress and cannot be an air mattress/airbed, couch, cot etc. Where necessary, it is perfectly acceptable to share a bathroom (restroom/washroom). Having the ability to also access laundry is preferred. 6.5 Referee Assignment - The Director of Referees and Host Committee Referee Coordinator shallhave sole authority to assign Referees to officiate matches. When assigning officials, the highestpriority of assignment shall be that Referees assigned are qualified to officiate their assigned matches. After this requirement, the Director of Referees and Host Committee Referee Coordinator shall also consider the following issues as a group and not as an order of priority:

a. Intra-Club assignments should be avoided, whenever possible;b. IGLFA long service Referees should be given preference over local IGLFA officials of equal qualifications;c. Language compatibility may improve a Referee’s control of the match; and,d. Rotation of Referee assignments is important for fair treatment of Referees working at thetournament, and to provide officials the opportunity to rest.e. After the completion of the round robin and in the case that there is a sufficient amount of IGLFA long service Referees to complete both the playoff and final rounds, the IGLFA long service Referees will continue with the assignments. At this point some or all of the local IGLFA Referees may no longer be required.

7 Administration7.0 Meetings

Tournament Meetings - the IGLFA will wish to host a number of meetings and the Host Committee will provide facilities either at the tournament hotel or other suitable venue.

Prior to the tournament start and minimally the day before (in this prioritized order):

Coaches/Captains Meeting (80 people,1.5 hours) Referees Meeting (50 people, 1 hour) Draft (# of people TBD, 1 hour)

In addition, the following meetings will need to take place prior to or during the tournament:

IGLFA House of Delegates (80 people, 3 hours) IGLFA Board of Directors (20 people, 4 hours)

Suitable premises for these meetings must be provided by the Host Committee at either the tournament host hotel or other suitable venue.

The following are the LAWS OF THE GAME for SMALL SIDED FOOTBALL/SOCCER. This document pertains to the 7v7 small sided match and may be adjusted accordingly to any variation of small sided football/soccer competition (eg: 5v5, 6v6 etc) as well as typical standards for play in both globally.

LAW 1

THE FIELD OF PLAY

Field SurfaceThe field of play must be a wholly natural or, if competition rules permit, a wholly artificial playing surface except where competition rules permit an integrated combination of artificial and natural materials (hybrid system).

Artificial surfaces should be green and consist of a smooth, flat and non-abrasive surface. The use of wood (gymnasium) or a synthetic surface “artificial material” is recommended.

Field MarkingsThe field of play must be rectangular and marked with continuous lines which must not be dangerous; artificial playing surface material may be used for the field markings on natural fields if it is not dangerous. These lines belong to the areas of which they are boundaries.

Only the lines indicated in Law 1 are to be marked on the field of play.

The two longer boundary lines are touchlines. The two shorter lines are goal lines.

The field of play is divided into two halves by a halfway line, which joins the midpoints of the two touchlines.

The centre mark is at the midpoint of the halfway line. A circle with a radius of 3m is marked around it.

Marks may be made off the field of play 5m from the corner arc at right angles to the goal lines and the touchlines.

All lines must be of the same width, which must not be more than 12cm. The goal lines must be of the same width as the goalposts and the crossbar.

Where artificial surfaces are used, other lines are permitted provided they are a different colour and clearly distinguishable from the football lines.

A player who makes unauthorised marks on the field of play must be cautioned for unsporting behaviour. If the referee notices this being done during the match, the player is cautioned when the ball next goes out of play.

DimensionsSmall Side Football may be played with or without barriers.

The field of play must be rectangular. The length of the touchline must be greater than the length of the goal line.

For 7v7 football the following dimensions are recommended:

Length: minimum 50 metresmaximum 60 metres

Width: minimum 30 metresmaximum 40 metres

For smaller sided versions the following dimensions may be used:

Length: minimum 25 metresmaximum 50 metres

Width: minimum 20 metresmaximum 40 metres

Length (touchline):minimum 100m maximum 110m

Length (goal line):minimum 64mmaximum 75m

Competitions may determine the length of the goal line and touchline within the above dimensions.

Measurements are from the outside of the lines as the lines are part of the area they enclose.The penalty mark is measured from the centre of the mark to the back edge of the goal line.

Penalty/Goal Area In Small Sided Football, the Penalty Area and the Goal Area share the same space. For the sake of this document it will be referred to as the “penalty/goal area”.

A semi circle of 8m radius shall be drawn from the centre of each goal line. The extremities of these semi-circles should reach the goal-line, barrier or wall regardless of whether or not the goal posts encroach onto the playing area.

The area bounded by these lines and the goal line is the penalty/goal area.

Penalty Mark A penalty mark is drawn 6m from the midpoint between the goal posts and equal distance

from them.

Corner AreaWhere barriers do not surround the playing area a quarter circle with a radius of 30cm from each corner is drawn inside the field of play.

FlagpostsA flagpost, at least 1.5m high, with a non-pointed top and a flag must be placed at each corner.Flagposts may be placed at each end of the halfway line, at least 1m outside the touchline.

Technical AreaThe technical area relates to matches played in stadiums or at fields with a designated seated area for team officials, substitutes and substituted players as outlined below:

the technical area should only extend 1m on either side of the designated seated area and a minimum distance of 1m from the touchline

markings should be used to define the area the number of persons permitted to occupy the technical area is defined by the competition

rules. Only individuals who are listed on the match sheet are permitted in the area the occupants of the technical area: are identified before the start of the match in accordance with the competition rules must behave in a responsible manner must remain within its confines except in special circumstances, e.g. a physiotherapist/doctor

entering the field of play, with the referee’s permission, to assess an injured player only one person at a time is authorised to convey tactical instructions from the technical area

GoalsGoals must be placed on the centre of each goal line.

A goal consists of two vertical posts equal distance from the corner flagposts and joined at the top by a horizontal crossbar. The goalposts must be made of approved material. They must be square, rectangular, round or elliptical in shape and must not be dangerous.

The distance between the inside of the posts is maximum 5m, minimum 3m and the distance from the lower edge of the crossbar to the ground is maximum 2m, minimum 1.20m.

Both goal posts and the crossbar must be white in colour and have the same width and depth of 8cm. 

If the crossbar becomes displaced or broken, play is stopped until it has been repaired or replaced in position. If it cannot be repaired, the match must be abandoned . A rope or any flexible or dangerous material may not replace the crossbar. Play is restarted with a dropped ball.

Nets, made of hemp, jute or nylon, are attached to the posts, crossbars and the ground behind the goals.  Nets must be properly supported for and must not interfere with the goalkeeper.

SafetyThe goals may be portable but they must be anchored securely to the ground during play as per Health and Safety requirements.

THE BALL

All balls must be: Spherical Made of leather or other suitable material Size appropriate to the age group playing

If the ball becomes defective: play is stopped and restarted by dropping the replacement ball where the original ball became defective

If the ball becomes defective at a kick-off, goal kick, corner kick, free kick, penalty kick or throw-in the restart is re-taken.

If the ball becomes defective during a penalty kick or kicks from the penalty mark as it moves forward and before it touches a player, crossbar or goalposts the penalty kick is retaken.

The ball may not be changed during the match without the referees permission.

Additional balls which meet the requirements of Law 2 may be placed around the field of play and their use is under the referee’s control.

LAW 3 THE PLAYERS

Number of Players A match is played by two teams, each consisting of not more than seven (7) players, one of whom is the goalkeeper. A match cannot continue if a team has fewer than four (4) players.

If a team has fewer than four (4) players because one or more players has deliberately left the field of play, the referee is not obliged to stop play and the advantage may be played, but the match must not resume after the ball has gone out of play if a team does not have the minimum number of four (4) players.

If the competition rules state that all players and substitutes must be named before kick-off and a team starts a match with fewer than eleven players, only the players and substitutes named on the team list may take part in the match upon their arrival.

Number of Substitutions Unlimited substitutions are permitted in all levels of IGLFA competitions.

Return SubstitutionsThe use of return substitutions is only permitted in youth, veterans, disability and grassroots football, subject to the agreement of the national football association, confederation or FIFA.

The names of the substitutes must be given to the referee before the start of the match. Any substitute not named by this time may not take part in the match. To replace a player with a substitute, the following must be observed:

the referee must be informed before any substitution is made the player being substituted receives the referee’s permission to leave the field of play,

unless already off the field the player being replaced is not obliged to leave at the halfway line and takes no further part

in the match, except where return substitutions are permitted if a player who is to be replaced refuses to leave, play continues

The substitute only enters: during a stoppage in play at the halfway line after the player being replaced has left after receiving a signal from the referee

The substitution is completed when a substitute enters the field of play; from that moment, the replaced player becomes a substituted player and the substitute becomes a player and can take any restart. All substituted players and substitutes are subject to the referee’s authority whether they play or not.

Changing the GoalkeeperAny of the players may change places with the goalkeeper if:

the referee is informed before the change is made the change is made during a stoppage in play

Offences and SanctionsIf a named substitute starts a match instead of a named player and the referee is not informed of this change:

the referee allows the named substitute to continue playing no disciplinary sanction is taken against the named substitute the named player can become a named substitute the number of substitutions is not reduced the referee reports the incident to the appropriate authorities

If a substitution is made during the half-time interval or before extra time, the procedure must be completed before the match restarts. If the referee is not informed, the named substitute may continue to play, no disciplinary action is taken and the matter is reported to the appropriate authority. If a player changes places with the goalkeeper without the referee’s permission, the referee:

allows play to continue cautions both players when the ball is next out of play but not if the change occurred during

half-time (including extra time) or the period between the end of the match and the start of extra time and/or kicks from the penalty mark.

For any other offences while a substitution is being made the player(s) are cautioned

play is restarted with an indirect free kick, from the position of the ball when play was stopped, however, if the ball was inside the penalty/goal area, the indirect free kick is taken on the penalty/goal area line, at the place nearest to the position of the ball when play was stopped

  A match should not be considered valid if the playing strength of either team is reduced by more than three players).

Players and Substitutes Sent OffA player who is sent off: 

before submission of the team list cannot be named on the team list in any capacity after being named on the team list and before kick-off may be replaced by a named

substitute, who cannot be replaced; the number of substitutions the team can make is not reduced

after the kick-off cannot be replaced A named substitute who is sent off before or after the kick-off may not be replaced.

Extra Persons on the Field Of PlayThe coach and other officials named on the team list (with the exception of players or substitutes) are team officials. Anyone not named on the team list as a player, substitute or team official is an outside agent. If a team official, substitute, substituted or sent off player or outside agent enters the field of play the referee must:

only stop play if there is interference with play have the person removed when play stops take appropriate disciplinary action

If play is stopped and the interference was by: a team official, substitute, substituted or sent off player, play restarts with a direct free kick or

penalty kick an outside agent, play restarts with a dropped ball

If a ball is going into the goal and the interference does not prevent a defending player playing the ball, the goal is awarded if the ball enters the goal (even if contact was made with the ball) unless the ball enters the opponents’ goal.

Player Outside the Field of PlayIf a player who requires the referee’s permission to re-enter the field of play re-enters without the referee’s permission, the referee must:

stop play (not immediately if the player does not interfere with play or a match official or if the advantage can be applied)

caution the player for entering the field of play without permission order the player to leave the field of play

If the referee stops play, it must be restarted: with a direct free kick from the position of the interference

A player who crosses a boundary line as part of a playing movement, does not commit an offence.

Goal Scored with an Extra Person on the Field of PlayIf, after a goal is scored, the referee realises, before play restarts, an extra person was on the field of play when the goal was scored:

the referee must disallow the goal if the extra person was:o a player, substitute, substituted player, sent off player or team official of the team

that scored the goal; play is restarted with a direct free kick from the position of the extra person

o an outside agent who interfered with play unless a goal results as outlined above in ‘extra persons on the field of play’; play is restarted with a dropped ballPlay is restarted with a goal kick, corner kick or dropped ball.

the referee must allow the goal if the extra person was:o a player, substitute, substituted player, sent off player or team official of the team

that conceded the goalo an outside agent who did not interfere with play

In all cases, the referee must have the extra person removed from the field of play.If, after a goal is scored and play has restarted, the referee realises an extra person was on the field of play when the goal was scored, the goal can not be disallowed. If the extra person is still on the field the referee must:

stop play have the extra person removed restart with a dropped ball or free kick as appropriate

The referee must report the incident to the appropriate authority.

Team CaptainThe team captain has no special status or privileges but has a degree of responsibility for the behaviour of the team and the teams fans.

LAW 4 THE PLAYERS EQUIPMENT

SafetyA player must not use equipment or wear anything that is dangerous.

All items of jewelry (necklaces, rings, bracelets, earrings, leather bands, rubber bands, etc.) are forbidden and must be removed. Using tape to cover jewelry is not permitted.

The sole exception is a smooth wedding band which the Referee is convinced cannot be removed, and which poses no danger to any player (including themselves). If in the case of a raised surface

on a ring that absolutely cannot be removed by the player, the ring must be adequately padded and the Referee must be completely satisfied of its safety.

The players must be inspected before the start of the match and substitutes before they enter the field of play. If a player is wearing or using unauthorised/dangerous equipment or jewelry the referee must order the player to:

remove the item leave the field of play at the next stoppage if the player is unable or unwilling to comply

A player who refuses to comply or wears the item again must be cautioned.

a jersey or shirt with sleeves: Must be individually numbered. Undershirts must be the same colour as the main colour of the shirt sleeve. Players of the same team must wear the same colour.

shorts: If tape or similar material is applied externally it must be the same colour as that part of the stocking it is applied to. Undershorts/tights must be the same colour as the main colour of the shorts or the lowest part of the shorts. Players of the same team must wear the same colour.

socks – tape or any material applied or worn externally must be the same colour as that part of the sock it is applied to or covers

shinguards – must be made of a suitable material to provide reasonable protection and covered by the socks

footwear: Check with the facility to see what is appropriate – no metal spikes.

Goalkeepers may wear tracksuit bottoms in place of shorts.

A player whose footwear or shinguard is lost accidentally during the match must replace it as soon as possible and no later than when the ball next goes out of play; if before doing so the player plays the ball and/or scores a goal, the goal is awarded.

Colours The two teams must wear colours that distinguish them from each other and the match

officials Each goalkeeper must wear colours that are distinguishable from the other players and the

match officials If the two goalkeepers’ shirts are the same colour and neither has another shirt, the referee

allows the match to be played

Other EquipmentNon-dangerous protective equipment, for example headgear, facemasks and knee and arm protectors made of soft, lightweight padded material is permitted as are *goalkeepers’ caps or

Head CoversWhere head covers (excluding goalkeepers’ caps) are worn, they must:

be black or the same main colour as the shirt (provided that the players of the same team wear the same colour)

be in keeping with the professional appearance of the player’s equipment not be attached to the shirt not be dangerous to the player wearing it or any other player (e.g. opening/closing

mechanism around neck) not have any part(s) extending out from the surface (protruding elements)

Electronic CommunicationPlayers (including substitutes/substituted and sent off players) are not permitted to wear or use any form of electronic or communication equipment. This includes Heart Moniters, Fit Bits, Watches, radio or cellular communication etc.

Offences and SanctionsFor any offence play need not be stopped and the player:

is instructed by the referee to leave the field of play to correct the equipment leaves when play stops, unless the equipment has already been corrected.

A player who leaves the field of play to correct or change equipment must: have the equipment checked by a match official before being allowed to re-enter only re-enter with the referee’s permission (which may be given during play)

A player who enters without permission must be cautioned and if play is stopped to issue the caution, an indirect free kick is awarded from the position of the ball when play was stopped, unless there was interference in which case a direct free kick (or penalty kick) is awarded from the position of the interference.

LAW 5

THE REFEREE

The Authority of the Referee:Each match is controlled by the referee who has full authority to enforce the Laws of the Game in connection with the match.

Decisions of the Referee:Decisions will be made to the best of the referee`s ability according to the Laws of the Game and the ‘spirit of the game’ and will be based on the opinion of the referee who has the discretion to take appropriate action within the framework of the Laws of the Game.

The decisions of the referee regarding facts connected with play, including whether or not a goal is scored and the result of the match, are final. The decisions of the referee, and all other match officials, must always be respected.

The referee may not change a decision on realising that it is incorrect or on the advice of another match official if play has restarted or the referee has signalled the end of the first or second half (including extra time) and left the field of play or terminated the match.

If a referee is incapacitated, play may continue under the supervision of the other match officials until the ball is next out of play. Match officials can be replaced at any time within a game when they cannot continue due to health concerns or in the case of an emergency that they must tend to.

Power and Duties:The referee:

enforces the Laws of the Game controls the match in cooperation with the other match officials acts as timekeeper, keeps a record of the match and provides the appropriate authorities with

a match report, including information on disciplinary action and any other incidents that occurred before, during or after the match

supervises and/or indicates the restart of play

ADVANTAGE allows play to continue when an offence occurs and the non-offending team will benefit from

the advantage and penalises the offence if the anticipated advantage does not ensue at that time or within a few seconds

DISCIPLINARY ACTION punishes the more serious offence, in terms of sanction, restart, physical severity and tactical

impact, when more than one offence occurs at the same time takes disciplinary action against players guilty of cautionable and sending-off offences has the authority to take disciplinary action from entering the field of play for the pre-match

inspection until leaving the field of play after the match ends (including kicks from the penalty mark). If, before entering the field of play at the start of the match, a player commits a sending-off offence, the referee has the authority to prevent the player taking part in the match (see Law 3.6); the referee will report any other misconduct

has the power to show yellow or red cards and, where competition rules permit, temporarily dismiss a player, from entering the field of play at the start of the match until after the match has ended, including during the half-time interval, extra time and kicks from the penalty mark

takes action against team officials who fail to act in a responsible manner and may expel them from the field of play and its immediate surrounds; a medical team official who commits a dismissible offence may remain if the team has no other medical person available, and act if a player needs medical attention

acts on the advice of other match officials regarding incidents that the referee has not seen

INJURIES allows play to continue until the ball is out of play if a player is only slightly injured stops play if a player is seriously injured and ensures that the player is removed from the field

of play. An injured player may not be treated on the field of play and may only re-enter after

play has restarted; if the ball is in play, re-entry must be from the touchline but if the ball is out of play, it may be from any boundary line.

Exceptions to the requirement to leave the field of play are only when:- a goalkeeper is injured- a goalkeeper and an outfield player have collided and need attention- players from the same team have collided and need attention- a severe injury has occurred- a player is injured as the result of a physical offence for which the opponent is

cautioned or sent off (e.g. reckless or serious foul challenge), if the assessment/treatment is completed quickly

ensures that any player bleeding leaves the field of play. The player may only re-enter on receiving a signal from the referee, who must be satisfied that the bleeding has stopped and there is no blood on the equipment

if the referee has authorised the doctors to enter the field of play, the player must leave on foot or by stretcher. If the referee has authorized the stretcher bearers to enter the field of play, the player must leav by stretcher. A player who does not comply, must be cautioned for unsporting behaviour

if the referee has decided to caution or send off a player who is injured and has to leave the field of play for treatment, the card must be shown before the player leaves

if play has not been stopped for another reason, or if an injury suffered by a player is not the result of an offence, play is restarted with a dropped ball

OUTSIDE INTERFERENCE stops, suspends or abandons the match for any offences or because of outside interference

e.g. if:- the floodlights are inadequate- an object thrown by a spectator hits a match official, a player or team official, the

referee may allow the match to continue, or stop, suspend or abandon it depending on the severity of the incident

- a spectator blows a whistle which interferes with play - play is stopped and restarted with a dropped ball

- an extra ball, other object or animal enters the field of play during the match, the referee must

o stop play (and restart with a dropped ball) only if it interferes with play unless the ball is going into the goal and the interference does not prevent a defending player playing the ball, the goal is awarded if the ball enters the goal (even if contact was made with the ball) unless the ball enters the opponents’ goal

o allow play to continue if it does not interfere with play and have it removed at the earliest possible opportunity

allows no unauthorised persons to enter the field of play

Liability of Match Officials:A referee or other match official is not held liable for:

any kind of injury suffered by a player, official or spectator any damage to property of any kind any other loss suffered by any individual, club, company, association or other body, which is

due or which may be due to any decision taken under the terms of the Laws of the Game or in respect of the normal procedures required to hold, play and control a match.

Such decisions may include a decision: that the condition of the field of play or its surrounds or that the weather conditions are such

as to allow or not to allow a match to take place to abandon a match for whatever reason as to the suitability of the field equipment and ball used during a match to stop or not to stop a match due to spectator interference or any problem in spectator areas to stop or not to stop play to allow an injured player to be removed from the field of play for

treatment to require an injured player to be removed from the field of play for treatment to allow or not to allow a player to wear certain clothing or equipment where the referee has the authority, to allow or not to allow any persons (including team or

stadium officials, security officers, photographers or other media representatives) to be present in the vicinity of the field of play

any other decision taken in accordance with the Laws of the Game or in conformity with their duties under the terms of FIFA, confederation, national football association or competition rules or regulations under which the match is played

LAW 6

The Other Match Officials:Other match officials (this may include a second onfield referee, two assistant referees & or fourth official), may be appointed to matches. They will assist the referee in controlling the match in accordance with the Laws of the Game but the final decision will always be made by the referee(s) on the field of play.

The referee(s), assistant referees & fourth official, are the ‘on-field’ match officials.

The match officials operate under the direction of the referee. In the event of undue interference or improper conduct, the referee will relieve them of their duties and make a report to the appropriate authorities.

The ‘on-field’ match officials assist the referee with offences when they have a clearer view than the referee and they must submit a report to the appropriate authorities on any serious misconduct or other incident that occurred out of the view of the referee and the other match officials. They must advise the referee and other match officials of any report being made.

The ‘on-field’ match officials assist the referee with inspecting the field of play, the balls and players’ equipment (including if problems have been resolved) and maintaining records of time, goals, misconduct etc.

Competition rules must state clearly who replaces a match official who is unable to start or continue and any associated changes. In particular, it must be clear whether, if the referee is unable to start or continue, the fourth official or the senior assistant referee or senior additional assistant referee takes over. This is decided and discussed in the referees pre-match instructions. Commentary on Assistant Referees & the Fourth (4th) OfficialTypically, they are not assigned to round robin and early playoff matches unless the Host Committee determines it necessary. Finals matches may (in addition) include the use of Assistant Referees and potentially a Fourth (4th) Official. These duties and possibly others may be distributed to any or each of these officials in order to assist the Referee.

Assistant Referees:They indicate when:

the whole of the ball leaves the field of play and which team is entitled to a corner kick, goal kick or throw-in

a player in an offside position may be penalised a substitution is requested fouls that may occur that the referee has not seen at penalty kicks, the goalkeeper moves off the goal line before the ball is kicked and if the ball

crosses the line; if additional assistant referees have been appointed the assistant referee takes a position in line with the penalty mark

The assistant referee’s assistance also includes monitoring the substitution procedure.The assistant referee may enter the field of play to help control the 5 metres distance.

Fourth Official:The fourth official’s assistance also includes:

supervising the substitution procedure checking a player’s/substitute’s equipment the re-entry of a player following a signal/approval from the referee supervising the replacement balls indicating the minimum amount of additional time the referee intends to play at the end of

each half (including extra time) informing the referee of irresponsible behaviour by any technical area occupant

LAW 7 THE DURATION OF THE MATCH

The duration of the match shall be divided into two (2) equal halves of twenty (20) minutes during qualifying rounds and two (2) equal halves of thirty (30) during the semi-finals and finals and are subject to the following:

Allowance shall be made in either half for time lost through stoppages as decided by the Referee (unless the referee has been instructed by the tournament Host or the Director of Referees to not include any extra time or injury time).

Half-Time IntervalThe half time interval shall not exceed five (5) minutes except by consent of the Referee or tournament Host.

A short hydration break (which should not exceed one ((1)) minute) is permitted at the interval of half-time in extra time. Competition rules must state the duration of the half-time interval and it may be altered only with the referee’s permission.

For matches ending in a draw, competition rules may state provisions involving extra time or other procedures approved by the International FA Board to determine the winner of the match.

To ensure the minimum amount of playing time is played in the qualifying rounds, matches may be increased to two (2) equal halves of thirty (30) minutes throughout the qualifying round.

Water Breaks*Competition rules may permit a “water break” (hydration break). This break will be a maximum of one (1) minute running time and would need to be taken in each half of play (which also ensures equal playing time during each half). Water breaks would occur only if the Host or the Director of Referees determines it necessary due to extreme heat conditions and player safety concerns.

If the Host or Director of Referees determines that water breaks are required, the Referee will inform the teams, prior to the start of the match, that he will provide a mandatory water break after a natural stoppage in each half of the match to both teams due to player safety concerns.. Players are not to leave the field of player and may receive liquids at the touchline. Substitutions may be made after the water break has concluded and before play re-starts. In cases of extreme heat conditions it could be agreed upon to have 2 water breaks in each half if it’s determined that the conditions warrant it. The safety of the participants is imperative.

Penalty KickIf a penalty kick has to be taken or retaken, the half is extended until the penalty kick is completed.

Abandoned MatchAn abandoned match is replayed unless the competition rules or tournament hosts determine otherwise.

LAW 8

THE START AND RESTART OF PLAY

A kick-off starts both halves of a match, both halves of extra time and restarts play after a goal has been scored. Free kicks (direct or indirect), penalty kicks, throw-ins, goal kicks and corner kicks are other restarts (see Laws 13–17). A dropped ball is the restart when the referee stops play and the Law does not require one of the above restarts.

If an offence occurs when the ball is not in play this does not change how play is restarted.

Kick-OffProcedure

the team that wins the toss of a coin decides which goal it will attack in the first half their opponents take the kick-off the team that wins the toss takes the kick-off to start the second half for the second half, the teams change ends and attack the opposite goals after a team scores a goal, the kick-off is taken by their opponents

For every kick-off: all players, except the player taking the kick-off, must be in their own half of the field of play the opponents of the team taking the kick-off must be at least 3m from the ball until it is in

play the ball must be stationary on the centre mark the referee gives a signal the ball is in play when it is kicked and clearly moves  a goal may be scored directly against the opponents from the kick-off; if the ball directly

enters the kicker’s goal, a corner kick is awarded to the opponents

Infringements and SanctionsIf the player taking the kick-off touches the ball again before it has touched another player an indirect free kick, or for deliberate handball a direct free kick, is awarded.

In the event of any other infringement of the kick-off procedure the kick-off is retaken. Dropped Ball A dropped ball is a way of restarting the match after a temporary stoppage.

ProcedureThe referee drops the ball at the position where it was when play was stopped, unless play was stopped inside the penalty/goal area in which case the ball is dropped on the penalty/goal area line which is parallel to the goal line at the point nearest to where the ball was when play was stopped.

The ball is in play when it touches the ground.

Any number of players may contest a dropped ball (including the goalkeepers); the referee cannot decide who may contest a dropped ball or its outcome.

Infringements and SanctionsThe ball is dropped again if it:

touches a player before it touches the ground leaves the field of play after it touches the ground, without touching a player

If a dropped ball enters the goal without touching at least two players play is restarted with:

LAW 9 THE BALL IN AND OUT OF PLAY Ball Out of PlayThe ball is out of play when:

It has wholly crossed the goal line or touch line, whether on the ground or in the air Play has been stopped by the Referee.

Ball In PlayThe ball is in play at all other times including when:The ball is in play at all other times, including; when it rebounds off a match official, goalpost, crossbar or corner flagpost and remains in the field of play.

LAW 10 DETERMINING THE OUTCOME OF A MATCH Goal ScoredA goal is scored when the whole of the ball passes over the goal line, between the goalposts and under the crossbar, provided that no offence has been committed by the team scoring the *goal.*A goalkeeper may not score a goal by throwing the ball into the opponents goal.

If a referee signals a goal before the ball has passed wholly over the goal line, play is restarted with a dropped ball.

Winning Team The team scoring the greater number of goals is the winner. If both teams score no goals or an equal number of goals the match is drawn.

When competition rules require a winning team after a drawn match or home and-away tie, the only permitted procedures to determine the winning team are:

away goals rule two equal periods of extra time not exceeding 15 minutes each kicks from the penalty mark

A combination of the above procedures may be used. 

Kicks from the Penalty MarkKicks from the penalty mark are taken after the match has ended and unless otherwise stated, the relevant Laws of the Game apply.

Unless there are other considerations (e.g. ground conditions, safety etc.), the referee tosses a coin to decide the goal at which the kicks will be taken which may only be changed for safety reasons or if the goal or playing surface becomes unusable

The referee tosses a coin again and the team that wins the toss decides whether to take the first or second kick

With the exception of a substitute for a goalkeeper who is unable to continue, only players who are on the field of play or are temporarily off the field of play (injury, adjusting equipment etc.) at the end of the match are eligible to take kicks

Each team is responsible for selecting from the eligible players the order in which they will take the kicks. The referee is not informed of the order

If at the end of the match and before or during the kicks one team has a greater number of players than its opponents on the field of play, it must reduce its numbers to the same number as its opponents and the referee must be informed of the name and number of each player excluded. Any excluded player is not eligible to take part in the kicks (except as outlined below)

A goalkeeper who is unable to continue before or during the kicks may be replaced by a player excluded to equalise the number of players or, if their team has not used its maximum permitted number of substitutes, a named substitute, but the replaced goalkeeper takes no further part and may not take a kick

If the goalkeeper has already taken a kick, the replacement may not take a kick until the next round of kicks

During Kicks from the Penalty Mark Only eligible players and match officials are permitted to remain on the field of play All eligible players, except the player taking the kick and the two goalkeepers, must remain

within the centre circle The goalkeeper of the kicker must remain on the field of play, outside the goal/penalty area,

on the goal line where it meets the penalty area boundary line An eligible player may change places with the goalkeeper The kick is completed when the ball stops moving, goes out of play or the referee stops play

for any offence; the kicker may not play the ball a second time The referee keeps a record of the kicks If the goalkeeper commits an offence and, as a result, the kick is retaken, the goalkeeper

must be cautioned If the kicker is penalised for an offence committed after the referee has signalled for the kick

to be taken, that kick is recorded as missed and the kicker is cautioned If both the goalkeeper and kicker commit an offence at the same time:

o if the kick is missed or saved, the kick is retaken and both players cautionedo if the kick is scored, the goal is disallowed, the kick is recorded as missed and the

Subject to the Conditions Explained Below, Both Teams Take (3) Kicks The kicks are taken alternately by the teams

If, before both teams have taken three (3) kicks, one has scored more goals than the other could score, even if it were to complete its three (3) kicks, no more kicks are taken

If, after both teams have taken three (3) kicks, the scores are level kicks continue until one team has scored a goal more than the other from the same number of kicks

Each kick is taken by a different player and all eligible players must take a kick before any player can take a second kick

The above principle continues for any subsequent sequence of kicks but a team may change the order of kickers

Kicks from the penalty mark must not be delayed for a player who leaves the field of play. The player’s kick will be forfeited (not scored) if the player does not return in time to take a kick

Substitutions and Send=Offs During Kicks from the Penalty Mark A player, substitute or substituted player may be cautioned or sent off A goalkeeper who is sent off must be replaced by an eligible player A player other than the goalkeeper who is unable to continue may not be replaced The referee must not abandon the match if a team is reduced to fewer than seven players

LAW 11 OFFSIDE

There is no offside. 

LAW 12 FOULS AND MISCONDUCT

IntroductionDirect and indirect free kicks and penalty kicks can only be awarded for offences committed when the ball is in play.

Direct Free KickA direct free kick is awarded if a player commits any of the following offences against an opponent in a manner considered by the referee to be careless, reckless or using excessive force:

charges jumps at kicks or attempts to kick pushes strikes or attempts to strike (including head-butt) tackles or challenges trips or attempts to trip

If an offence involves contact it is penalised by a direct free kick or penalty kick. Careless is when a player shows a lack of attention or consideration when making a

challenge or acts without precaution. No disciplinary sanction is needed

Reckless is when a player acts with disregard to the danger to, or consequences for, an opponent and must be cautioned

Using excessive force is when a player exceeds the necessary use of force and/or endangers the safety of an opponent and must be sent off

A direct free kick is awarded if a player commits any of the following offences:

handles the ball deliberately (except for the goalkeeper within their penalty area) holds an opponent impedes an opponent with contact bites or spits at someone throws an object at the ball, opponent or match official, or makes contact with the ball with a

held object

Handling the Ball Handling the ball involves a deliberate act of a player making contact with the ball with the hand or arm.

The following must be considered: the movement of the hand towards the ball (not the ball towards the hand) the distance between the opponent and the ball (unexpected ball) the position of the hand does not necessarily mean that there is an offence

The goalkeeper has the same restrictions on handling the ball as any other player outside the penalty/goal area. Inside their penalty/goal area, the goalkeeper cannot be guilty of a handling offence incurring a direct free kick or any related sanction but can be guilty of handling offences that incur an indirect free kick.

Indirect Free KickAn indirect free kick is awarded if a player:

plays in a dangerous manner impedes the progress of an opponent without any contact being made is guilty of dissent, using offensive, insulting or abusive language and/or gestures or other

verbal offences prevents the goalkeeper from releasing the ball from the hands or kicks or attempts to kick

the ball when the goalkeeper is in the process of releasing it commits any other offence, not mentioned in the Laws, for which play is stopped to caution or

send off a player

An indirect free kick is awarded if a goalkeeper, inside their penalty/goal area, commits any of the following offences:

controls the ball with the hands for more than six seconds before releasing it touches the ball with the hands after:

o  releasing it and before it has touched another playero it has been deliberately kicked to the goalkeeper by a team-mateo receiving it directly from a throw-in taken by a team-mate

A goalkeeper is considered to be in control of the ball when: the ball is between the hands or between the hand and any surface (e.g. ground, own body)

or by touching it with any part of the hands or arms except if the ball rebounds from the goalkeeper or the goalkeeper has made a save

holding the ball in the outstretched open hand bouncing it on the ground or throwing it in the air

A goalkeeper cannot be challenged by an opponent when in control of the ball with the hands.

Playing In A Dangerous MannerPlaying in a dangerous manner is any action that, while trying to play the ball, threatens injury to someone (including the player themself) and includes preventing a nearby opponent from playing the ball for fear of injury.

A scissors or bicycle kick is permissible provided that it is not dangerous to an opponent.

Impeding the Progress of an Opponent Without ContactImpeding the progress of an opponent means moving into the opponent’s path to obstruct, block, slow down or force a change of direction when the ball is not within playing distance of either player.

All players have a right to their position on the field of play; being in the way of an opponent is not the same as moving into the way of an opponent.

A player may shield the ball by taking a position between an opponent and the ball if the ball is within playing distance and the opponent is not held off with the arms or body. If the ball is within playing distance, the player may be fairly charged by an opponent.

Disciplinary ActionThe referee has the authority to take disciplinary action from entering the field of play for the pre-match inspection until leaving the field of play after the match ends (including kicks from the penalty mark).

If, before entering the field of play at the start of the match, a player commits a sending-off offence, the referee has the authority to prevent the player taking part in the match (see Law 3.6); the referee will report any other misconduct.

A player who commits a cautionable or sending-off offence, either on or off the field of play, against an opponent, a team-mate, a match official or any other person or the Laws of the Game, is disciplined according to the offence.

The yellow card communicates a caution and the red card communicates a sending-off.

Only a player, substitute or substituted player may be shown the red or yellow card.

Delaying the Restart of Play to Show A CardOnce the referee has decided to caution or send off a player, play must not be restarted until the sanction has been administered.

AdvantageIf the referee plays the advantage for an offence for which a caution/send-off would have been issued had play been stopped, this caution/send-off must be issued when the ball is next out of play, except for the denial of an obvious goal-scoring opportunity when the player is cautioned for unsporting behaviour.

Advantage should not be applied in situations involving serious foul play, violent conduct or a second cautionable offence unless there is a clear opportunity to score a goal. The referee must send off the player when the ball is next out of play but if the player plays the ball or

challenges/interferes with an opponent, the referee will stop play, send off the player and restart with an indirect free kick, unless the player committed a more serious offence.If a defender starts holding an attacker outside the penalty area and continues holding inside the penalty area, the referee must award a penalty kick.

Cautionable OffencesA player is cautioned if guilty of:

delaying the restart of play dissent by word or action entering, re-entering or deliberately leaving the field of play without the referee’s permission failing to respect the required distance when play is restarted with a corner kick, free kick or

throw-in persistent offences (no specific number or pattern of offences constitutes “persistent”) unsporting behaviour

A substitute or substituted player is cautioned if guilty of: delaying the restart of play dissent by word or action entering or re-entering the field of play without the referee’s permission unsporting behaviour

Where two separate cautionable offences are committed (even in close proximity), they should result in two cautions, for example if a player enters the field of play without the required permission and commits a reckless tackle or stops a promising attack with a foul/handball, etc.

Cautions for Unsporting BehaviourThere are different circumstances when a player must be cautioned for unsporting behaviour including if a player:

attempts to deceive the referee e.g. by feigning injury or pretending to have been fouled (simulation)

changes places with the goalkeeper during play or without the referee’s permission commits in a reckless manner a direct free kick offence handles the ball to interfere with or stop a promising attack commits a foul which interferes with or stops a promising attack except where the referee

awards a penalty kick for an offence which was an attempt to play the ball denies an opponent an obvious goal-scoring opportunity by an offence which was an attempt

to play the ball and the referee awards a penalty kick handles the ball in an attempt to score a goal (whether or not the attempt is successful) or in

an unsuccessful attempt to prevent a goal makes unauthorised marks on the field of play

plays the ball when leaving the field of play after being given permission to leave shows a lack of respect for the match uses a deliberate trick to pass the ball (including from a free kick) to the goalkeeper with the

head, chest, knee etc. to circumvent the Law, whether or not the goalkeeper touches the ball with the hands

verbally distracts an opponent during play or at a restart

Celebration of a Goal Players can celebrate when a goal is scored, but the celebration must not be excessive; choreographed celebrations are not encouraged and must not cause excessive time-wasting.

Leaving the field of play to celebrate a goal is not a cautionable offence but players should return as soon as possible.A player must be cautioned for:

climbing onto a perimeter fence and/or approaching the spectators in a manner which causes safety and/or security issues

gesturing or acting in a provocative, derisory or inflammatory way covering the head or face with a mask or other similar item removing the shirt or covering the head with the shirt

Delaying the Restart of PlayReferees must caution players who delay the restart of play by:

appearing to take a throw-in but suddenly leaving it to a team-mate to take delaying leaving the field of play when being substituted excessively delaying a restart kicking or carrying the ball away, or provoking a confrontation by deliberately touching the

ball after the referee has stopped play taking a free kick from the wrong position to force a retake

Sending-Off OffencesA player, substitute or substituted player who commits any of the following offences is sent off:

denying the opposing team a goal or an obvious goal-scoring opportunity by deliberately handling the ball (except a goalkeeper within their penalty/goal area)

denying a goal or an obvious goal-scoring opportunity to an opponent whose overall movement is towards the offender’s goal by an offence punishable by a free kick (unless as outlined below)

serious foul play biting or  spitting at someone violent conduct using offensive, insulting or abusive language and/or gestures receiving a second caution in the same match

A player, substitute or substituted player who has been sent off must leave the vicinity of the field of play and the technical area and may not take any further part in the match nor may he sit on the substitutes’ bench, where provided.

The offending team will play 1 player short for the duration of the match.

Denying a Goal or an Obvious Goal-Scoring OpportunityWhere a player denies the opposing team a goal or an obvious goal-scoring opportunity by a deliberate handball offence the player is sent off wherever the offence occurs.

Where a player commits an offence against an opponent within their own penalty/goal area which denies an opponent an obvious goal-scoring opportunity and the referee awards a penalty kick, the offender is cautioned if the offence was an attempt to play the ball; in all other circumstances (e.g. holding, pulling, pushing, no possibility to play the ball etc.) the offending player must be sent off. A player, sent off player, substitute or substituted player who enters the field of play without the

required referee’s permission and interferes with play or an opponent and denies the opposing team a goal or an obvious goal-scoring opportunity is guilty of a sending-off offence.

The following must be considered: distance between the offence and the goal general direction of the play likelihood of keeping or gaining control of the ball location and number of defenders

Serious Foul PlayA tackle or challenge that endangers the safety of an opponent or uses excessive force or brutality must be sanctioned as serious foul play.

Any player who lunges at an opponent in challenging for the ball from the front, from the side or from behind using one or both legs, with excessive force or endangers the safety of an opponent is guilty of serious foul play.

Violent ConductViolent conduct is when a player uses or attempts to use excessive force or brutality against an opponent when not challenging for the ball, or against a team-mate, team official, match official, spectator or any other person, regardless of whether contact is made.

In addition, a player who, when not challenging for the ball, deliberately strikes an opponent or any other person on the head or face with the hand or arm, is guilty of violent conduct unless the force used was negligible.

Offences Where an Object (or the Ball) is ThrownIn all cases, the referee takes the appropriate disciplinary action:

reckless – caution the offender for unsporting behaviour using excessive force – send off the offender for violent conduct.

Restart of Play After Fouls and Misconduct If the ball is out of play, play is restarted according to the previous decision If the ball is in play and a player commits an offence inside the field of play against:

o an opponent – indirect or direct free kick or penalty kicko a team-mate, substitute, substituted or sent off player, team official or a match

official – a direct free kick or penalty kicko any other person – a dropped ball

If, when the ball is in play:o a player commits an offence against a match official or an opposing player,

substitute, substituted or sent off player, or team official outside the field of play oro a substitute, substituted or sent off player, or team official commits an offence

against, or interferes with, an opposing player or match official outside the field of play,

play is restarted with a free kick on the boundary line nearest to where the offence/interference occurred; a penalty kick is awarded if this is a direct free kick offence within the offender’s penalty/goal area.

If a player standing on or off the field of play throws an object (including the ball) at an opposing player, substitute, substituted or sent off player, or team official, match official or the ball, play is restarted with a direct free kick from the position where the object struck or would have struck the person or the ball. If this position is off the field of play, the free kick is taken on the nearest point on the boundary line; a penalty kick is awarded if this is within the offender’s penalty/goal area.

If an offence is committed outside the field of play against a player, substitute, substituted player or team official of their own team, play is restarted with an indirect free kick on the boundary line closest to where the offence occurred.If a player makes contact with the ball with an object (boot, shinguard etc.) held in the hand play is restarted with a direct free kick (or penalty kick).If a substitute, substituted or sent off player, player temporarily off the field of play or team official throws or kicks an object onto the field of play and it interferes with play, an opponent or match official, play is restarted with a direct free kick (or penalty kick) where the object interfered with play or struck or would have struck the opponent, match official or the ball.

Violent ConductIn the case of Violent Conduct towards an opponent or any other person, the offending player will be immediately suspended for the duration of the tournament. After the completion of the tournament, a review of the incident will be conducted by the IGLFA Disciplinary Committee who will then determine whether further sanctions would be considered.

In the case of Violent Conduct towards a Referee, the player will be immediately suspended for the duration of the tournament & will not be able to participate in any IGLFA sanctioned tournaments for a minimum of 2 years. After the completion of the tournament, a review of the incident will be conducted by the IGLFA Disciplinary Committee who will then determine whether further sanctions would be considered.

In the case of Violent Conduct, a “Lifetime Ban” may be issued if the committee determines it is warranted. The IGLFA does not tolerate “violence” of any kind.

In the case of any participant displaying any homophobic or severe prejudicial behavior, they will be immediately suspended for the duration of the tournament. After the completion of the tournament, a review of the incident will be conducted by the IGLFA Disciplinary Committee who will then determine whether further sanctions would be considered. The IGLFA does not tolerate any behavior that does not follow our Mission.

LAW 13 Free Kicks Types of Free Kicks Direct and indirect free kicks are awarded to the opposing team of a player, substitute, substituted or sent off player, or team official   guilty of an offence.

The referee indicates an indirect free kick by raising the arm above the head; this signal is maintained until the kick has been taken and the ball touches another player or goes out of play.

An indirect free kick must be retaken if the referee fails to signal that the kick is indirect and the ball is kicked directly into the goal.

Ball Enters the Goal if a direct free kick is kicked directly into the opponents’ goal, a goal is awarded if an indirect free kick is kicked directly into the opponents’ goal, a goal kick is awarded if a direct or indirect free kick is kicked directly into the team’s own goal, a corner kick is

awarded

ProcedureAll free kicks are taken from the place where the offence occurred, except:

indirect free kicks to the attacking team for an offence inside the opponents’ penalty/goal area are taken from the nearest point on the penalty/goal area line which runs parallel to the goal line

free kicks to the defending team in their penalty/goal area may be taken from anywhere in that area

free kicks for offences involving a player entering, re-entering or leaving the field of play without permission are taken from the position of the ball when play was stopped. However, if a player leaves the field of play as part of play and commits an offence against another player, play is restarted with a free kick taken on the boundary line nearest to where the offence occurred; for direct free kick offences a penalty kick is awarded if this is within the offender’s penalty/goal area

the Law designates another position (see Laws 3, 11, 12)

The ball: must be stationary and the kicker must not touch the ball again until it has touched another

player is in play when it is kicked and clearly moves except for a free kick to the defending team in

their penalty/goal area where the ball is in play when it is kicked directly out of the penalty/goal area

Until the ball is in play all opponents must remain: at least 3m from the ball, unless they are on their own goal line between the goalposts outside the penalty area for free kicks inside the opponents’ penalty/goal area

A free kick can be taken by lifting the ball with a foot or both feet simultaneously.

Feinting to take a free kick to confuse opponents is permitted as part of football.

If a player, while correctly taking a free kick, intentionally kicks the ball at an opponent in order to play the ball again but not in a careless or reckless manner or using excessive force, the referee allows play to continue.

Offences and SanctionsIf, when a free kick is taken, an opponent is closer to the ball than the required distance, the kick is retaken unless the advantage can be applied; but if a player takes a free kick quickly and an opponent who is less than 5m from the ball intercepts it, the referee allows play to continue.

However, an opponent who deliberately prevents a free kick being taken quickly must be cautioned for delaying the restart of play.

If, when a free kick is taken by the defending team from inside its penalty/goal area, any opponents are inside the penalty/goal area because they did not have time to leave, the referee allows play to continue. If an opponent who is in the penalty/goal area when the free kick is taken, or enters the penalty/goal area before the ball is in play, touches or challenges for the ball before it has touched another player, the free kick is retaken.

If, when a free kick is taken by the defending team inside its penalty/goal area, the ball is not kicked directly out of the penalty/goal area the kick is retaken.

If, after the ball is in play, the kicker touches the ball again before it has touched another player an indirect free kick is awarded, if the kicker deliberately handles the ball:

a direct free kick is awarded a penalty kick is awarded if the offence occurred inside the kicker’s penalty/goal area unless

the kicker was the goalkeeper in which case an indirect free kick is awarded Penalty KickA penalty kick is awarded if a player commits a direct free kick offence inside their penalty/goal area or off the field as part of play as outlined in Laws 12 and 13.

A goal may be scored directly from a penalty kick.

LAW 14 The Penalty Kick

IntroductionA penalty kick is awarded if a player commits a direct free kick offence inside their penalty/goal area or off the field as part of play as outlined in Laws 12 & 13.

A goal may be scored directly from a penalty kick.

ProcedureThe ball must be stationary on the penalty mark.

The player taking the penalty kick must be clearly identified.

The defending goalkeeper must remain on the goal line, facing the kicker, between the goalposts until the ball has been kicked.

The players other than the kicker and goalkeeper must be: at 3m from the penalty mark behind the penalty mark inside the field of play outside the penalty/goal area

After the players have taken positions in accordance with this Law, the referee signals for the penalty kick to be taken.

The player taking the penalty kick must kick the ball forward; backheeling is permitted provided the ball moves forward.

The ball is in play when it is kicked and clearly moves.

The kicker must not play the ball again until it has touched another player.

The penalty kick is completed when the ball stops moving, goes out of play or the referee stops play for any offence.

Additional time is allowed for a penalty kick to be taken and completed at the end of each half of the match or extra time. When additional time is allowed, the penalty kick is completed when, after the kick has been taken, the ball stops moving, goes out of play, is played by any player (including the kicker) other than the defending goalkeeper, or the referee stops play for an offence by the kicker or the kicker’s team. If a defending team player (including the goalkeeper) commits an offence and the penalty is missed/saved, the penalty is retaken.

Offences and SanctionsOnce the referee has signalled for a penalty kick to be taken, the kick must be taken. If, before the ball is in play, one of the following occurs:

the player taking the penalty kick or a team-mate offends:o if the ball enters the goal, the kick is retakeno if the ball does not enter the goal, the referee stops play and restarts with an

indirect free kick except for the following when play will be stopped and restarted with an indirect free kick,

regardless of whether or not a goal is scored:o a penalty kick is kicked backwardso a team-mate of the identified kicker takes the kick; the referee cautions the player

who took the kicko feinting to kick the ball once the kicker has completed the run-up (feinting in the

run-up is permitted); the referee cautions the kicker the goalkeeper or a team-mate offends:

o if the ball enters the goal, a goal is awardedo if the ball does not enter the goal, the kick is retaken; the goalkeeper is cautioned if

responsible for the offence

a player of both teams offends the Laws of the Game, the kick is retaken unless a player commits a more serious offence (e.g. illegal feinting); if both the goalkeeper and kicker commit an offence at the same time:

o if the kick is missed or saved, the kick is retaken and both players cautionedo if the kick is scored, the goal is disallowed, the kicker is cautioned and play restarts

with an indirect free kick to the defending team

If, after the penalty kick has been taken: the kicker touches the ball again before it has touched another player:

the ball rebounds into the field of play from the goalkeeper, the crossbar or the goalposts and is then touched by an outside agent:

LAW 15

The Throw-In

IntroductionA throw-in is awarded to the opponents of the player who last touched the ball when the whole of the ball passes over the touchline, on the ground or in the air.

A goal cannot be scored directly from a throw-in: if the ball enters the opponents’ goal – a goal kick is awarded if the ball enters the thrower’s goal – a corner kick is awarded

ProcedureAt the moment of delivering the ball, the thrower must:

stand facing   the field of play have part of each foot on the touchline or on the ground outside the touchline

throw the ball with both hands from behind and over the head from the point where it left the field of play

All opponents must stand at least 2m from the point at which the throw-in is taken.

The ball is in play when it enters the field of play. If the ball touches the ground before entering, the throw-in is retaken by the same team from the same position. If the throw-in is not taken correctly it is retaken by the opposing team.

If a player, while correctly taking a throw-in, intentionally throws the ball at an opponent in order to play the ball again but neither in a careless nor a reckless manner nor using excessive force, the referee allows play to continue.

The thrower must not touch the ball again until it has touched another player.

Offences and SanctionsIf, after the ball is in play, the thrower touches the ball again before it has touched another player an indirect free kick is awarded; if the thrower deliberately handles the ball:

a direct free kick is awarded a penalty kick is awarded if the offence occurred inside the thrower’s penalty/goal area unless

the ball was handled by the defending team’s goalkeeper in which case an indirect free kick is awarded

An opponent who unfairly distracts or impedes the thrower (including moving closer than 2 m (2 yds) to the place where the throw-in is to be taken) is cautioned for unsporting behaviour and if the throw-in has been taken an indirect free kick is awarded.

For any other offence the throw-in is taken by a player of the opposing team.

LAW 16 The Goal Kick  IntroductionA goal kick is awarded when the whole of the ball passes over the goal line, on the ground or in the air, having last touched a player of the attacking team, and a goal is not scored.

A goal may be scored directly from a goal kick, but only against the opposing team; if the ball directly enters the kicker’s goal a corner kick is awarded to the opponents if the ball left the penalty area.

Procedure The ball must be stationary and is kicked from any point within the penalty/goal area by a

player of the defending team The ball is in play when it leaves the penalty/goal area Opponents must be outside the penalty/goal area until the ball is in play

a penalty kick is awarded if the offence occurred inside the kicker’s penalty/goal area unless the kicker was the goalkeeper in which case an indirect free kick is awarded

If an opponent who is in the penalty/goal area when the goal kick is taken, or enters the penalty/goal area before the ball is in play, touches or challenges for the ball before it has touched another player, the goal kick is retaken.

If a player enters the penalty/goal area before the ball is in play and fouls or is fouled by an opponent, the goal kick is retaken and the offender may be cautioned or sent off depending on the offence.

For any other offence the kick is retaken.

LAW 17 The Corner Kick IntroductionA corner kick is awarded when the whole of the ball passes over the goal line, on the ground or in the air, having last touched a player of the defending team, and a goal is not scored.

A goal may be scored directly from a corner kick, but only against the opposing team; if the ball directly enters the kicker’s goal a corner kick is awarded to the opponents.

Procedure The ball must be placed in the corner area nearest to the point where the ball passed over

the goal line The ball must be stationary and is kicked by a player of the attacking team The ball is in play when it is kicked and clearly moves; it does not need to leave the corner

area The corner flagpost must not be moved Opponents must remain at least 5m from the corner arc until the ball is in play

Medic Alert Bracelets: - May be worn but must be covered or padded in order to be safe for all players.

Necklaces: - All necklaces.

Body Piercing: - It is recommended that body piercing be removed.If the item becomes visible then the referee will insist on the item being removed.

Watches: - Players are not allowed to wear any kind of watch.

Rings/Wedding Rings*: -The sole exception is a smooth band which the referee is convinced cannot be removed, and which poses no danger to any player (including themselves).

*If in the case of a raised surface on a ring that absolutely cannot be removed by the player, the ring must be adequately padded and the referee must be completely satisfied of its safety.

OTHER ITEMS

Beaded Hair: - If a player is wearing hair beads the hair must be tied in a bun or covered by a hair net. Loose beaded hair is not to be allowed.

Headwear: Religious clothing which is recognized by FIFA or the appropriate national football body in the country in which the tournament is being played in, will be permitted.

Headscarves: - Headscarves may only be worn by female players and:- are the same colour as the jersey - is in keeping with the professional appearance of the player's equipment - is not attached to the jersey - it does not pose any danger to the player wearing it or any other player (e.g. Opening/closing mechanism around neck)

Hats: - No hats are allowed on the field of play with exception for goalkeepers using one made of a soft material such as a cycling hat as an eye shade.

Bandanas: - No bandanas are allowed.

Head & Wrist Sweatbands: - Sweatbands are allowed providing they are being used solely for the purpose of removing sweat.

Hair Bands: - Hair bands, rope or string tied around the head will not be allowed. Please use pro-wrap.

Glasses/Spectacles: - Are allowed but would suggest the player consider wearing sports spectacles or contact lenses for the safety of themselves & others. No sunglasses are permitted unless they are prescription/corrective lenses.

Orthopaedic Supports e.g. Knee Braces: FIFA Circular 863 states that the vast majority of commercially manufactured supports are safe to use. The major concern is not the “hardness” of the equipment alone, rather it is whether any part of it can cut or wound another player. Any support must be safe for all players & adequately padded if necessary. If the player is allowed to play with the support and is observed by the referee to be “using it to gain any sort of an advantage” or in any means to intimidate an opponent they will be cautioned (yellow card) by the referee and given the choice to either remove the support or not take further part in the match.

Casts: NO HARD CASTS. Players wearing a soft cast will be permitted to play if the cast does not present a danger to anyone (including themselves):

- They must be adequately padded- The referee will make the final decision as to the acceptability of any soft cast

Footwear: Referees are also to incorporate a footwear inspection into the pre-match safety check of players’ equipment. Poorly maintained studs or blades on the sole of the boot can constitute a danger. When inspecting footwear, officials are to be alert to the possibility of the edge of the blades or studs developing rough areas on either the plastic or metal used in their construction.

These burrs can become very sharp and have been the cause of lacerations to opponents. A referee who is concerned over the conditions of blades should refuse their use until such time as the unsafe condition has been removed.

Captains Armbands: Must be clearly distinguishable from the Colour used on the sleeves of the shirt of the Player and must be an Equipment item separate from the shirt.

Modern protective equipment such as headgear, facemasks, knee & arm protectors made of soft lightweight, padded material are not considered dangerous and are therefore permitted. (FIFA)

*Please note: If a player is asked by the referee, an assistant referee or any person that has been designated the responsibility to check players equipment/jewelry prior to the start of a match, proceeds to enter the field of play unlawfully, they will be cautioned and asked to leave the field. The player will not be allowed to return until the referee is satisfied of such removal or repair.

identity, gender expression, sex, physical or mental ability, marital status, race, colour, nationality, religion or age”.

For the purposes of registration on gender-based teams, a player may register with the gender team with which the player identifies. The IGLFA must receive sufficient confirmation and be satisfied by documentation or evidence that shows the stated gender is sincerely held, and is part of a person’s core identity.

Documentation satisfying the herein stated standard includes, but is not limited to:

1) Government-issued identification with photo. Examples of this documentation are a driver’s license, national ID or passport.

2) Documentation prepared by a health care provider, counselor, or other qualified professional not related to the player that states that he or she has been undergoing uninterrupted hormone treatment for at least one year prior to the beginning of a competition unless there is a medical reason that may have resulted in short breaks from that treatment. Any breaks in treatment should be outlined in the medical practitioner’s letter. 

Considering the challenges that may be involved in obtaining such documents in some countries, the IGLFA will exercise discretion when evaluating the adequacy of the type of documentation provided for proof of an individual’s gender. All cases will be handled with the greatest of discretion. The final decision about the participant’s gender status will be within the sole discretion of the IGLFA.

Dealing with a bloody wound:

If bleeding occurs where other participants may be exposed to blood, the individual's participation must be interrupted until the bleeding has been stopped. The wound must be cleansed with antiseptic and securely covered.

All clothing soiled with blood should be replaced prior to the athlete resuming training or competition. Clothing soiled with blood and other body fluids must be washed in hot, soapy water.

If an athlete leaves the field, has his injury treated and covered and wishes to re-enter the match in another, differently numbered jersey that replaces a blood-stained jersey, he may re-enter only after the Referee has been advised of the change of number.

All equipment and surfaces contaminated with blood and other body fluids should be cleaned with a solution of one part household bleach to nine parts water. This solution should be prepared fresh daily. This is particularly important on the artificial turf of indoor arenas.

While cleaning blood or other body fluid spills, the following must be done:

Wear waterproof gloves. Wipe up fluids with paper towels or disposable cloths. Disinfect the area as described in the above. Place all soiled waste in a plastic bag for disposal. Remove gloves and wash hands with soap and water. Other wounds must be reviewed by medical personnel, including abrasions and all skin

lesions and rashes on athletes, coaches and officials. All wounds, skin lesions and rashes must be confirmed as non-infectious and be securely covered prior to the athlete starting or continuing participation.

*Note – The facility is normally responsible for blood clean-up. Their staff have been properly trained and should have the necessary equipment/solution to do so.

IGLFA CAST AND BRACE POLICY

Rigid casts may not be worn in any game under the jurisdiction of the International Gay & Lesbian Football Association (IGLFA).

The use of knee braces or ankle guards are permitted as long as they are properly secured and don’t pose a danger to any player (including themselves).

The use of arm, hand or finger splints are permitted as long as they are completely covered, sufficiently padded and don’t pose a danger to any player (including themselves).

All exposed metal parts must be completely covered and properly padded.

All Velcro (male) surfaces must be properly covered.

If a referee requests a player to securely wrap a brace, splint or other medical device, in order to ensure the safety of the participants, the player must do so to be eligible to participate in the match.

The Referee reserves the final decision regarding the safety of the players.

IGLFA LIGHTENING SAFETY/SEVERE WEATHER POLICY

When thunder roars, go indoors!

The safety of players, coaches, management and spectators is the primary concern in any weather event that occurs during all matches sanctioned by Canada Soccer. By understanding and following the below information, the safety of everyone shall be greatly increased. Ultimately, the referee has the final say over delaying or restarting a match due to weather. Waiting to stop play or not waiting to start play may result in a serious injury or loss of life. Referees are expected to act responsibly when dealing with such events during matches they are controlling.

If you can hear thunder, you can get hit by lightning. As soon as you hear thunder, quickly get to a safe location. More people are struck before and after a thunderstorm than during one. Stay inside for 30 minutes after the last rumble of thunder.

Additional Information

Please note the following recommendations from Environment Canada:

To plan for a safe day, check the weather forecast first. If thunderstorms are forecast, avoid being outdoors at that time or make an alternate plan. Identify safe places and determine how long it will take you to reach them.

Watch the skies for developing thunderstorms and listen for thunder. As soon as you hear thunder, quickly get to a safe location. If you can hear thunder, you are in danger of being hit by lightning. More people are struck before and after a thunderstorm than during one.

Get to a safe place. A safe location is a fully enclosed building with wiring and plumbing. Sheds, picnic shelters, tents or covered porches do NOT protect you from lightning. If no sturdy building is close by, get into a metal-roofed vehicle and close all the windows.

Do not handle electrical equipment, telephones or plumbing. These are all electrical conductors. Using a computer or wired video game system, taking a bath or touching a metal window frame all put you at risk of being struck by lightning. Use battery-operated appliances only.

If caught outdoors far from shelter, stay away from tall objects. This includes trees, poles, wires and fences. Take shelter in a low-lying area but be on the alert for possible flooding.

Be aware of how close lightning is occurring. Thunder always accompanies lightning, even though its audible range can be diminished due to background noise in the immediate environment and its distance from the observer.

When larger groups are involved, the time needed to properly evacuate an area increases. As time requirements change, the distance at which lightning is noted and considered a threat to move into the area must be increased.

Know where the closest “safe structure or location” is to the field or playing area and know how long it takes to get to that safe structure or location. Safe structure or location is defined as:

Any building normally occupied or frequently used by people, i.e., a building with plumbing and / or electrical wiring that acts to electrically ground the structure. Avoid

using shower facilities for safe shelter and do not use the showers or plumbing facilities during a thunderstorm.

In the absence of a sturdy, frequently inhabited building, any vehicle with a hard metal roof (not a convertible or golf cart) and rolled-up windows can provide a measure of safety. A vehicle is certainly better than remaining outdoors. It is not the rubber tires that make a vehicle a safe shelter, but the hard 2 metal roof which dissipates the lightning strike around the vehicle. Do not touch the sides of any vehicle!

If no safe structure or location is within a reasonable distance, find a thick grove of small trees surrounded by taller trees or a dry ditch. Assume a crouched position on the ground with only the balls of the feet touching the ground, wrap your arms around your knees and lower your head. Minimize contact with the ground because lightning current often enters a victim through the ground rather than by a direct overhead strike. Minimize your body’s surface area and the ground! Do not lie flat! If unable to reach safe shelter, stay away from the tallest trees or objects such as light poles or flag poles), metal objects (such as fences or bleachers), individual trees, standing pools of water, and open fields. Avoid being the highest object in a field. Do not take shelter under a single, tall tree.

Avoid using the telephone, except in emergency situations. People have been struck by lightning while using a land-line telephone. A cellular phone or a portable remote phone is a safe alternative to land-line phones, if the person and the antenna are located within a safe structure or location, and if all other precautions are followed.

When considering resumption of any athletics activity, wait at least thirty (30) minutes after the last flash of lightning or sound of thunder before returning to the field.

First aid for lightning victims

Prompt, aggressive CPR has been highly effective for the survival of victims of lightning strikes.

Lightning victims do not carry an electrical charge and can be safely handled.

Call for help. Victims may be suffering from burns or shock and should receive medical attention immediately. Call 9-1-1 or your local ambulance service.

Give first aid. If breathing has stopped, administer cardio-pulmonary resuscitation (CPR). Use an automatic external defibrillator if one is available.

All concussions should be regarded as potentially serious. Most concussions recover completely with correct management. Incorrect management of a concussion can lead to further injury. Concussions should be managed according to current guidelines. Anyone with any concussion symptoms following an injury must be immediately removed

from playing or training and must not return to playing, or training for soccer in the same day.

Concussions are to be diagnosed and managed by health care professionals working within their scope of practice and expertise.

Concussions are managed by physical and brain rest until symptoms resolve. Return to education or work must take priority over return to playing soccer.

Concussion symptoms must have completely resolved and medical clearance must be received before resuming training for, or playing soccer.

A progressive exercise program that re-introduces an individual to training for, and ultimately playing soccer is recommended following concussion recovery.

The recurrence of concussion symptoms during a progressive exercise program requires removal from training or playing and reassessment by health care professionals.

IGLFA CONCUSSION GUIDELINESTHE FINE PRINT

These guidelines are intended to guide those managing concussion in soccer at all levels. Professional and National level players typically have access to an enhanced level of medical care, which means that their concussion and their return to play can be managed in a more closely monitored way.

These guidelines are based on current evidence and examples of best practice taken from soccer organizations around the world and other sports, including the Football Association, the Scottish FA, World Rugby, and the Canadian Concussion Collaborative. These guidelines have been reviewed and approved by the Canada Soccer Sports Medicine Committee. They are consistent with the current Consensus Statement on Concussion in Sport issued by the Fourth International Conference on Concussion in Sport, Zurich 2012.

While these guidelines aim to reflect ‘best practice’, it must be recognized that there is a current lack of evidence with respect to their effectiveness in preventing long-term harm. The Canada

Soccer Sports Medicine Committee will continue to monitor research and consensus in the area of concussion and update these guidelines accordingly.

concussion, and increasing understanding of the consequences of repetitive brain trauma, primarily within professional sports.

WHAT IS A “CONCUSSION”? Concussion is an injury to the brain resulting in a disturbance of brain function involving thinking and behavior.

WHAT CAUSES CONCUSSION? Concussion can be caused by a direct blow to the head or an impact to the body causing rapid movement of the head and movement of the brain within the skull.

ONSET OF SYMPTOMS Symptoms of concussion typically appear immediately, but may evolve within the first 24-48 hours.

WHO IS AT RISK? All of our sport’s participants (players, but also team staff and officials). Some soccer participants are at increased risk of concussion:

Children and adolescents (18 years and under) are more susceptible to brain injury, take longer to recover, and are susceptible to rare dangerous brain complications, which may include death.

Female soccer players have higher rates of concussion. Participants with previous concussion are at increased risk of further concussions - which

may take longer to recover.

WHAT ARE THE DANGERS OF BRAIN INJURY? Failure to recognize and report concussive symptoms or returning to activity with ongoing concussion symptoms set the stage for:

1. Cumulative concussive injury 2. ‘Second Impact Syndrome’

Second impact syndrome is a rare occurrence. An athlete sustains a brain injury and while still experiencing symptoms (not fully recovered), sustains a second brain injury, which is associated with brain swelling and permanent brain injury or death. Brain swelling may also occur without previous trauma.

Recurrent brain injury is currently implicated in the development of Chronic Traumatic Encephalopathy. Chronic Traumatic Encephalopathy (CTE) is a progressive degenerative brain

disease seen in people with a history of brain trauma. For athletes, the brain trauma has been repetitive. Originally described in deceased boxers, it now has been recognized in many sports. Symptoms include difficulty thinking, explosive and aggressive behavior, mood disorder (depression), and movement disorder (parkinsonism).

RECOGNIZE - LEARN THE SIGNS AND SYMPTOMS OF A CONCUSSION SO YOU UNDERSTAND WHEN A SOCCER PLAYER MIGHT HAVE A SUSPECTED CONCUSSION.

Everyone involved in the match (including side-line staff, coaches, players, parents and guardians of children and adolescents) should be aware of the signs, symptoms and dangers of concussion. If any of the following signs or symptoms are present following an injury the player should be suspected of having concussion and immediately removed from play or training. “If in doubt, sit them out.” “It is better to miss one match than the whole season.”

VISIBLE CLUES OF CONCUSSION – WHAT YOU MAY SEE: Any one or more of the following visual clues can indicate a concussion: Dazed, blank or vacant look Lying motionless on ground / slow to get up Loss of consciousness – confirmed or suspected Unsteady on feet or balance problems or falling over or poor coordination Loss of consciousness or responsiveness Confused or not aware of play or events Grabbing, clutching, or shaking of the head Seizure More emotional or irritable than normal for that person Injury event that could have caused a concussion

SYMPTOMS OF CONCUSSION - WHAT YOU MAY BE TOLD BY AN INJURED PLAYER: The presence of any one or more of the following symptoms may suggest a concussion: Headache Dizziness Mental clouding, confusion, or feeling slowed down Trouble seeing Nausea or vomiting Fatigue Drowsiness or feeling like “in a fog“ or difficulty concentrating “Pressure in head” Sensitivity to light or noise

QUESTIONS TO ASK AN ADULT OR ADOLESCENT PLAYER: Failure to answer any of these questions correctly is an indication of a suspected concussion. “What field are we at today?” “Which half is it now?” “Who scored last in this match?” “What team did you play last?” “Did your team win your last match?”

Failure to answer any of these questions correctly is an indication of a suspected concussion.

REMOVE - IF A SOCCER PLAYER HAS A SUSPECTED CONCUSSION HE OR SHE MUST BE REMOVED FROM ACTIVITY IMMEDIATELY.

Team-mates, side-line staff, coaches, players or parents and guardians who suspect that a player may have concussion MUST work together to ensure that the player is removed from play in a safe manner.

If a neck injury is suspected the player should only be removed by emergency healthcare professionals with appropriate spinal care training. Call 911. Activate your emergency action plan.

More severe forms of brain injury may be mistaken for concussion. If ANY of the following are observed or reported within 48 hours of an injury, then the player should be transported for urgent medical assessment at the nearest hospital (symptoms below). Call 911. Severe neck pain Deteriorating consciousness (more drowsy) Increasing confusion or irritability Severe or increasing headache Repeated vomiting Unusual behavior change (persistent irritability in younger children; increased agitation in

ANYONE WITH A SUSPECTED CONCUSSION SHOULD NOT: be left alone in the first 24 hours consume alcohol in the first 24 hours, and thereafter should avoid alcohol until free of all

concussion symptoms drive a motor vehicle and should not return to driving until provided with medical or

healthcare professional clearance

Once safely removed from play the player must not be returned to activity that day.

REFER - ONCE REMOVED FROM PLAY, THE PLAYER SHOULD BE REFERRED TO A QUALIFIED HEALTHCARE PROFESSIONAL WITH TRAINING IN THE EVALUATION AND MANAGEMENT OF HEAD INJURY AND CONCUSSIONS. Concussion or more severe forms of brain injury are to be diagnosed by health care professionals within their scope of practice and expertise.

In all cases of suspected concussion it is recommended that the player be referred to a medical or healthcare professional for diagnosis and management advice, even if the symptoms resolve.

REPORT – COMMUNICATION BETWEEN PLAYERS, PARENTS, TEAM STAFF, AND THEIR HEALTH CARE PROVIDERS IS VITAL FOR THE WELFARE OF THE PLAYER. For adolescents with suspected concussion who have not been directly transferred for medical management, coaches must communicate their concerns directly with the parents or guardians.

Players, parents and guardians must disclose the nature of, and status of any active injuries to coaches and team staff.

REST AND RECOVER – REST IS THE CORNERSTONE OF CONCUSSION MANAGEMENT. The management of a concussion involves physical and brain rest until symptoms resolve as recommended by your health care provider.

In conjunction with your school and educational professionals and health care provider, recommendations will be made about whether it is appropriate to take time away from school, or whether returning to school should be done in a graded fashion, this is called “return to learn”. Your health care provider will also make recommendations about whether it is appropriate to take time away from work, or whether returning to work should be done in a graded fashion, this is called “return to work”.

RETURN TO SOCCER In order for safe return to soccer following a concussion, the athlete must:

be symptom-free, for adolescents a further period of up to 10 days of asymptomatic rest may be recommended

be off treatments that may mask concussion symptoms (ie headache or sleep medication) be cleared in writing by a qualified healthcare professional trained in evaluating and treating

concussions adults: have returned to normal education or work, and students: must have returned to

school or full studies have completed a graduated return to play protocol without recurrence of symptoms

If symptoms recur during the graduated return to play protocol, the player must be immediately removed from playing or training and be reassessed by their healthcare practitioner promptly.

A player with an unusual presentation or prolonged recovery or a history of multiple recurrent concussions, should be assessed and managed by a healthcare provider with experience in sports-related concussions working within a multidisciplinary team.

ENHANCED CARE SETTING In some circumstances (such as Professional Clubs or National teams) there may be an enhanced level of medical care available which allows closer supervision of an adult player’s care (>18 years of age). In these instances, a shorter time frame for the graduated return to play may be possible, but only under strict supervision by the appropriate medical personnel as part of a structured concussion management program.
