12th Training of Trainers Programme for VCOs/NGOs

With a view to enhancing the knowledge and skill in the area of Consumer Protection and Consumer Welfare, the 12th Training of Trainers Programme for Heads and Members of VCOs/NGOs in Consumer Protection and Welfare was organised from November 06-10, 2017. The programme was sponsored by the Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution, Government of India. While the objectives of the sessions were to develop an understanding and importance of consumer protection, it was also aimed at acquainting the participants with the national and international dimensions of consumer protection and the role of various stakeholders. Prof. Suresh Misra and Dr. Mamta Pathania coordinated the programme.

Swiss- Indian e-Governance Forum

With a view to c o m m e m o r a t i n g seventy years old friendship between the countries, Embassy o f S w i t z e r l a n d col laborated wi th Indian Institute of Public Administration as i ts knowledge partners to conduct S w i s s - I n d i a n e-Governance forum

on November 2, 2017 at India Habitat Centre, New Delhi. Spurred by emergence of Digital India Program, Government of India, 2014 and Swiss e-government Strategy 2016-2019, the deliberations of the event were focused on the emerging issues assailing e-Governance spaces of both the countries including open data concerns, citizens’ participation, accountability, and transparency. The high profile event was inaugurated by Dr. Andreas Baum, Ambassador, Embassy of Switzerland in India, Sh. Shekhar Dutt, Former Governor of Chhattisgarh and Dr. T. Chatterjee, Director, IIPA. The galaxy of speakers included e-government experts from both India and Switzerland. They were decision-makers from Swiss e-government strategy including, Mr. Cédric Roy, Head of Programme Office, e-Government Switzerland. The Indian government luminaries who spoke in the event were Dr NC Saxena, IAS (Retd.), Former Secretary, Planning Commission, Shankar Aggarwal, IAS (Retd.), Former Secretary, Ministry of Labor and Employment, Dr. Gulshan Rai, National Cyber-Security Coordinator, NCSC, Government of India, Prime Minister’s Office, Brijesh Singh, IPS, Secretary, Information & Public Relations,

Similarly, very interesting intellectual deliberations had also ensued on opportunities laid bare open by Disruptive Technologies and Sustainable Development Goals (SDGs) amongst senior faculty from the academic community researching the subject in India including Prof. PK Joshi, JNU, Prof. VK Sharma, IIPA, Vice Chairman, Sikkim State Disaster Management Authority and Dr. Charru Malhotra, Associate Professor, e-Governance and ICT, IIPA. There were equally vocal statement of concerns on new opportunities laid bare open in the field of e-governance shared by the start-ups and media providing information/ solutions for e-governance from Indian entrepreneurs in various sessions of the event wherein the speakers included Prof. Jagdeep Chhokar, Founder NGO ADR, Sangeeta Thakur, Group Editor, 9 on 9 media, Amit Shukla , Founder, EasyGov and Dr. Kazi, Digital Empowerment Foundation. From Switzerland startup ecosystem the speakers were Hannes Gassert, Civic Entrepreneur, Board Member Opendata.ch, Daniel Gasteiger, Co-founder and CEO, Procivis and Alenka Bonnard, staatslabor. This unique event was successfully conducted by Dr. Charru Malhotra, Associate Professor (e-Governance and ICT), IIPA, New Delhi.

Programme on Legal Matters and Conduct Rules

One week training programme on “Legal Matters and Conduct Rules” was organised from October 30 to November 03, 2017. It was sponsored by Ministry of Defence (Army), Government of

India, New Delhi. The aim of the programme was to integrate various legal provisions applicable in administrative functioning and understanding the limits that the law places on decision-making powers. Similarly, appreciating the intricacies of judicial procedure in general and the requirements of fairness and reasonableness in the functioning of administration and developing the cognitive skills to analyse, evaluate and apply the principles of law to bring good governance was also stressed upon. Dr. Sapna Chadah and Dr. Amit Kumar Singh coordinated the programme.

Programme for Officials of Directorate of Prosecution, Lucknow

Training programme on Public Administration for the Officials of Directorate of Prosecution, Lucknow, Uttar Pradesh, Batch I, was organised from October 23 – October 27, 2017. It was sponsored by Directorate of Prosecution, Lucknow. The programme was coordinated by Dr. Sujit Kumar Pruseth and Dr Amit Kumar Singh.

Training Programme on Public Administration for the Officials of Directorate of Prosecution, Lucknow, Uttar Pradesh, Batch I, was organised from November 13-17, 2017. It was sponsored by Directorate of Prosecution, Lucknow. While the aim of the sessions were to familiarise the participants with the basic concepts and theories of Public Administration and to make them understand the dynamics of the administration at the Centre, States and Local bodies, besides identifying and analysing the major governance issues, reform initiatives in administration. The programme was coordinated by Prof. C. Sheela Reddy and Dr. Mamta Pathania.

expert to address technical professionals involved in information security, assurance, risk management, and governance in the annual conference of Information Systems Audit and Control Association (ISACA) - an international professional association focused on IT governance. She addressed the elite gathering of CSOs, CTos, CIOs on the topic of “Disruptive Technologies – The New Normal (Innovate, Disrupt, and Evolve) on September 8, 2017 at Anna Salai, Chennai.

Burdwan Local BranchThe branch organised prelude seminar on

Demonetisation and its consequences on September 16, 2017 at Burdwan Raj College. At the outset, Dr Bijoy Chand, Honorary Secretary of the branch welcomed the gathering. Dr Soroshimohan Dan, Pro Vice-Chancellor, Burdwan University inaugurated the seminar and narrated the objectives. The seminar was followed by question and answer session attended by students, scholars and IIPA members.

Rajasthan Regional BranchThe branch organised a Regional Seminar on

Demonetisation and its impact on October 4, 2017 at Management Development Academy. Prof CS Barla and Dr Satish K Batra, former senior faculty member of the University of Rajasthan made scholastic presentation in the conference.

J&K Regional BranchThe branch in collaboration with Literary

Club of Department of Students Welfare, University of Kashmir organised the Annual IIPA Debate Competition on “present education system has failed to achieve desirable results”. The competition was conducted in Kashmir University’s Gandhi Bhawan. Around 60 students from various colleges and universities of the valley participated in the annual debating competition. Vice Chancellor, Central University of Kashmir, Prof Mehraj-Ud-Din Mir chaired the valedictory function. Noted columnist and writer Ajaz-ul-haq, Gazala Hassan and Zubair Ahmed were judges of the completion. Assar Majeed, Majeed Lone and Ishrat Majeed won the trophy. AM Watali, Vice Chairman (Kashmir), IIPA J&K Regional Branch, Prof GN Khaki, Dean, Students Welfare KU and Prof SM Afzal Qadri, Director Seminars (Kashmir), IIPA J&K Regional Branch also spoke on the occasion. The competition was coordinated by Shahid Ali Khan, Culture Officer DSW KU.

CGA launches CPAO websiteIn a bid to catering needs of central civil

pensioners and other stakeholders in the Ministries/Departments and Banks, the Controller General of Accounts launched the upgraded version of Central

Pension Accounting Office (CPAO) website www.cpao.nic.in. The website has been developed in-house by the NIC Wing of CPAO. The CPAO website is now web responsive and can be accessed by the pensioners on the mobile, tablet and other digital

devices in a more responsive manner. It provides a single window for both accessing pension related information and facilitating grievance Redressal of pensioners. By registering on the CPAO website, the pensioners can get the detailed information of their pension processing status and the last 12 payment details. They can also view and download all PPOs (Pension Payment orders) and SSAs (Special seal authorities) issued by CPAO. Apart

from this, pensioners can register their grievances on CPAO website and track the status thereon. The Ministries/ Departments and banks have also been provided MIS Reports under their respective logins and their users can access various reports designed as per their needs. This would help them in better pension delivery and faster grievance redressal of pensioners.

Capacity tour to Delhi for Sarpanches of J & K district

Twenty-two Sarpanches of Kishwar district of Jammu & Kashmir visited Delhi as part of a Capacity Building Tour organised by the Army. During their two days’ visit to Delhi, Sarpanches visited the Indian Agricultural Research Institute (PUSA) where they were introduced to the latest developments in the field of agriculture. They were also introduced

to techniques of poly-farming and bio gas plants implementation by Dr Nafees Ahmed, officiating head, CATAT, IARI. These 22 Sarpanches who were farmers by profession and mostly senior citizens, were also provided an opportunity to learn about the rich heritage of the country through visits to India Gate, Rashtrapati Bhawan, Parliament House, Jama Masjid and Red Fort.

Subject: Preparation/updation of Tentative Electoral Roll/Voters ListWith reference to circular dated 16th August, 2017 on the above subject, the Tentative Electoral Roll/

Voters List containing the names of 2655 Members was put on IIPA website and hardcopy was sent to all the Regional and Local Branches for necessary action.

On request from the Office Bearers of the Branches at the meeting held on 11th October, 2017 and also as requested by some members during the AGM meeting held on that day, it has been decided to extend the date for updating the Tentative Electoral Roll/Voters List so that any member/s left out may get an opportunity to include their names in the voters list.

Accordingly, any members whose names are not included in the voters list, are once again requested to send the filled in format (attached) to update their membership records and to include their names in the voters list latest by 29th December, 2017. It shall not be possible to include the names of any one in the electoral roll/voters list, if their duly filled in format is not received upto 29th December, 2017. The filled in format should be sent to the Director, Indian Institute of Public Administration, I.P. Estate, Ring Road, New Delhi-110002. The same may also be sent by scanning and e-mail to [email protected] with a copy to [email protected] latest by 29thDecember, 2017.
